PROFITABILITY OF DISTRICT CENTRAL CO-OPERATIVE BANKS: A CASE
STUDY WITH BURDEN-COVERAGE ANALYSIS

Abstract:
Co-operative banks especially District Central Co-operative Banks are important
components of indian financial system. In Haryana state, there are nineteen DCCBs. This
paper evaluates the performance of Rohtak Central Co-operative Bank for the period
2007-2012. Burden Coverage Ratio is used to study the profitability of the Rohtak
Central Co-operative Bank .It is found that BCR has gone down during the five years
under reference. But the quotient of BCR has even been more than one that shows safe
level of profitability i.e. it requires various feasible means profitability in particular and
overall performance in general.

INTRODUCTION
Co-operative banking system has a very rich network comprising various type of societies
and banks. Every person can access the available facilities of this system. Co-operative
banks have made significant progress in various sectors of Indian economy. They are well
established and have suitable mechanism to bring all segments of society into financial
inclusion in our nation (Singh, 2010). Among Co-operative credit institutions, district
central co-operative banks are very famous banking institutions. They have a link
between State Co-operative Banks and Primary Agricultural Credit Societies. They
provide various type of banking facilities in their respective regions. To provide adequate
credit for agriculture sector, they have to dwell on their performance especially the status
of profitability because in the present competitive, era the success of the whole co-
operative banking system depends upon the success of District Central Co-operative
Banks. It clears the importance of study and to analyzed the profitability of DCCBs.
There are nineteen DCCBs in Haryana at present. By adopting the inductive approach,
profitability of a bank- the Rohtak Central Co-operative Bank Ltd. is decided to be
studied due to the fact of convenience and for consulting the results with bankers
associated with this bank. Co-operative Banks are vital component of the Indian Banking
system. The co-operative banks play an important role in the Indian financial system,
especially at the village level. The Reserve Bank of India has been playing a very active
role in the formation and promotion of co-operative banks as well as support activities
extended to them. The co-operative principle of managing finance in India serve as a via
media between sophisticated institutions like modern commercial banks on the one hand
and dishonest money lenders on the other. Despite the tremendous and vast network of
commercial banks, more so of the nationalized banks, co-operative banking remains an
effective instrument of credit delivery in case of rural borrowers even to day. The main
area of operation of co-operative banks is in the agriculture and rural sector. However,
they have increased their field of operation to urban and metropolitan cities.
THE ROHTAK CENTRAL CO-OPERATIVE BANK LTD. ROHTAK
The Rohtak Central Co-operative Bank Ltd. Rohtak (RCCB) was set up on 14th
January
1914 with (under Punjab Co-operative Societies Act 1912) the area of operation of the

bank covers the whole district of Rohtak. The bank gives short term and medium term
loans for agriculture and non-agriculture purposes.
REVIEW OF LITERATURE
The following, researches have been reviewed by the researcher:
Jain (2001) did a comparative study of District Central Co-operative Banks (DCCBs) of
Western India, like Maharashtra, Gujarat and Rajasthan and found in his study that
DCCBs of Rajasthan have performed better in profitability and liquidity as compared to
Gujarat and Maharashtra.
Mavaluri, Boppana and Nagarjuna (2006) revealed in their study that performance of
banking in terms of profitability, productivity, asset quality and financial management is
most important for stable economy. They found that public sector banks have been more
efficient than other banks in India.
Dutta and Basak (2008) focussed that Co-operative banks should improve their recovery
performance, adopt new computerized monitoring system of loans. They also suggested
that co-operative banks improve their performance by organizing regular workshops and
implementing proper prudential norms.
Singla(2008) stressed on financial management and examined the financial position of
sixteen banks by considering profitability, capital adequacy, debt-equity.
Gupta &Jain(2012) studied co-operative banks with reference to the lending practices.
The study is based on successful co-operative banks in Delhi (India).They studied the
bank performance with lending practices provided to the customer. The customer has
taken different types of loans from the banks. Moreover, they suggested that the bank
should adopt the latest technology of the banking like ATMs, internet / online banking,
credit cards etc.
OBJECTIVE AND RESEARCH METHODOLOGY
The study aims at to analyzed the profitability of the RCCB Ltd. with a refined approach
i.e., burden-coverage analysis. This is a case study. It is analytical by nature. It is purely

based on secondary sources. It is carried out with induction approach. A period of five
years from 2008-12 has been taken for the analysis. Average, standard deviation and
growth rates have been used in the study.
Conceptual Framework of Burden-Coverage Analysis
The profits of a bank may be affected by various factors but the most important are
management of spread, burden and both. The inter-relationship among spread, burden and
profit is known as the Spread-Burden- Profit analysis where
Spread= Interest Income – Interest Expenditure
Burden = Man Power Expenses + Other Expenses- Non- interest Income
Profit = Spread –Burden
Over a period of time, the volume of bank business is expected to grow resulting
in a proportionate increase in the amount of spread and there by an increase in
profit. If there is a decrease in profit in spite of an increase in the volume of
business and thereby spread, it indicates poor overall operating profit ability. The
reason for this is, a more than proportionate increase in burden than in spread.
Burden Coverage Ratio (BCR):
Another way of finding out, the overall profitability of a bank is, by applying the
technique of “ Burden Coverage Ratio” where;
BCR= Spread/ Burden
If the quotient of the ratio is 1, it indicates the break even position of the bank. If
it is more than 1, it shows the operational profitability and a value of less then 1,
is a case of poor profitability.

Table 1 reavels the information about interest received, interest paid and spread during
the 2008-2012 .Interest received means the amount which has taken from the debtors of
the bank and interest paid means the amount which is paid by the bank to the other
financial institutions. Spread is the difference between interest received and interest paid.
It shows that the amount of interest received has been more than the amount of interest
paid during all these five years. It means although the main objective of this bank is to
provide credit facilities to their beneficiaries through their own branches and member of
Primary Agricultural Credit societies. Yet the bank under study has earned a handsome
amount as interest. The interest received increase from Rs.1755.28 lakhs to Rs. 45796.40
lakhs with 161 percent growth rate. On an average the amount of interest received has
been Rs. 2725.11 lakhs and it is showing an increasing trend. If we see the amount of
interest paid, it is also found that it is showing increasing trend during the reference
period .It increased from Rs.1105.31 lakhs to Rs.2692.74 lakhs with 144 percent growth
rate. The average of spread is Rs.976.65 lakhs.It shows that profitability of the bank is
good and the growth rate of this variable (i.e 190 percent ) highlights the increase in the
profitability (except the year 2010) of the R.C.C.B. during the study period.

To achieve the objective in detail it is also essential to see the actual extent of man- power
expenses and other type of expenses (except interest paid) and income includes all type of
income (except interest received) which leads to the amount of burden that will provide
the scene of profitability of any banking concern. Table no.2 provides that on an average
man –power expenses plus other expenses have been Rs.1005.21 lakhs and increase from
Rs.610.88 lakhs to 1935.50 lakhs with a high growth rate i.e 217 percent But the amount
of non interest income has been very low as compare to to man-power and other
expenses .The average of this indicator is Rs.85.14 lakhs but this income has been
increasing with a remarkable growth rate during the study period (i.e 220 percent)
.Ultimately, it is found that the average of burden has been found Rs.920.07 lakhs during
the same period and it shows almost same growth rate.

Burden coverage ratio is an indicator of profitability. To calculate this ratio, spread and
burden have been used. B.C.R. has been calculated to divide the spread by the burden.
Table no.3 shows that in 2009-10 amount of profit has been minimum (Rs.16.12 lakhs)
and it also shows that on an average, the profit has been Rs.56.57 lakhs with a variation of
Rs.24.64 lakhs and the growth rate is negative by 18 percent. Further the average of
B.C.R. which is 1.07 i.e. the profitability position of the R.C.C.B. ltd. has been up to
mark because more than quotient 1 depicts good level of profitability but the point of
attention is the decreasing trends in the B.C.R.( negative 9 percent) which means the
profit is continuously going down.
Conclusion:
In the era of competition, co- operative Banks are far behind than the level of other banks
like commercial banks. But they can improve their performance and services by adopting
the required set of reforms and restructuring DCCBs can play very significant role in this
concern. The level of profitability determines the present status and future prospects of
any banking institution .In the same direction, the profitability of RCCB Ltd. is analyzed
with BCR technique. The study concludes that though the profitability of the bank under
study has been at satisfactory level, it is showing decreasing trend i.e. the profitability has
been decreasing during the study period .It is a matter of concern for the RCCB Ltd. The
bank should increase the amount of spread by keeping the same level of burden. It can
increase its other incomes by rendering some other types of services like contacting with
government office for salary purpose, providing non-agricultural loans to urban people.
Very interesting point is that even employees of co-operatives get their salary through
State Bank of India, Punjab National bank etc. Infact DCCBs should be used for this
purpose. It will accelerate the extent of non interest income of the bank under study.
