• 8thJune2013:ParticipationinEffinghamVillageDay.ExhibitionofresultsfromPublicMeeting,leaflets,andinformationabouttheproject.Engagementwithresidentsonkeyissues.Contactmadewithapproximately150residentsincludingfamiliesandyoungpeople.Informationgivenaboutneighbourhoodplanningandfeedbackonconcernsreoverdevelopment,needforaffordablehomesforyoungpeopleandroadcongestioninthevillage.
• October–November2013aHousingRequirementsSurveywasdeliveredandcollectedto/fromallhouseholdsinthevillage,seekingfeedbackonhousingrequirementsovertheplanperiodandincludingquestionsabouthouseholderattitudesandconcernsonkeycommunityissuesandfacilitiesandrequirementsforfutureservices.ThesurveywasdeliveredinpaperformatforaccessibilitybyALLresidentsandalsoavailableonline.ItwasdevelopedinconsultationwithGuildfordBoroughCouncilandutilisedtheironlinesurveyanalysispackageINOVEM.1003surveysweredeliveredand605completed(60.3%).Thefindingsofthissurveywereusedtohelpdevelopsubsequenttargetsforaffordableandmarkethousingandhelpedtoshapethepoliciesinallpartsofthedraftplan.ThesurveyitselfandthesummaryofresultsisincludedasSupplementaryDocumentSD2.
• April2014–AnalysisoftheHousingSurveywaspostedtothewebsite
• June2014:ParticipationinAnnualEffinghamVillageDay.ResultsoftheHousingsurveyweresharedwithresidents.Thiswasafurtheropportunitytosupplyinformationandleafletsabouttheplanandobtaintheviewsofresidents.Norecordkeptofcontactsbutleafletswerehandedouttoallwhoapproachedtheexhibitionstand.

Analysisofinputfromkeypublicmeetings,householdsurvey,andtheemergingGBCevidencebase.AtthisstageoftheprojectthedraftLocalPlanbecameanissueandensuringthatourNDPdovetailedwiththekeystrategieswithintheLocalPlanbecameakeyissue.FocusshiftedtoconsultationonthedraftLocalPlantoensureweunderstoodhowpeoplefeltaboutkeyprioritiesandissueswithinthatplan.

AnoverviewoftheresponsestotheHousingRequirementsSurveyindicatesarequirementforapproximately39extrahomesintheparishduringthenext15years,toinclude13one‐bedroompropertiesand26two‐bedroomproperties.Thisfigurestakesaccountofthehomesexpectedtobevacatedandavailabletoothers,butignorestenure,iewhetherhomesareowner‐occupied,rentedfromaHousingAssociation,councilorprivatelandlord,orsharedownershipfromaHousingAssociation.
Closerinvestigationintotherequirementforowner‐occupiedhomestobuyontheopenmarket,andthenumberofowner‐occupiedhomesexpectedtobevacated,indicatesarequirementfor42homes,toinclude11one‐bedroompropertiesand31two‐bedroomproperties.27oftheseprospectivehouseholdsalsoincluded‘affordable’homesintheirtenureofchoice.
Considerationoftherequirementfor‘affordable’homes,ierentedfromaHousingAssociationorcouncil,orsharedownershipwithaHousingAssociation,indicatesarequirementfor10extraaffordablehomesforhouseholdswhodonotseekowner‐occupiedhomes,toinclude5one‐bedroomproperties,2two‐bedroomproperties,and3three‐bedroomproperties.
Thereforetheminimumhousingtarget,takingbothmarkethousingandaffordablehousingintoaccount,isfor60additionalhomesinEffinghamoverthenext15years,asbelow.Thisincludes8larger(3‐bedroom)markethomestomeetthelikelywishfromlandownerstoincludesomelargerpropertiesinnewdevelopments.

1.OverviewofhousingrequirementsTheHousingRequirementSurvey(HRS)wascarriedoutacrossEffinghamcivilparishinDecember2013,witharesponserateof60%.Part3oftheHRSaskeddetailedquestionsaboutprospectivehouseholdsfromamongthecurrentresidentsofEffinghamduringthenext15years.QuestionH5askedwhereprospectivehouseholdswishedtomoveto,andallowedmultiplechoicesfromamongstEffingham,Bookham,Horsley,anotherareawithinGuildfordBorough,anotherareawithinMoleValleyDistrict,oroutsideofbothGuildfordBoroughandMoleValleyDistrict.
TheHRSSummaryofresponsessuggestedthemaximumnumberofextrahomesthatmightbeneededinEffinghamis156[HRS5.1p42],assumingsufficienthomesshouldbeprovidedforeveryprospectivehouseholdthathadincludedEffinghamasoneoftheirchoicesofwheretheywantedtomoveto.Thisfiguresallowedforthenumberofhousesvacatedduringtheperiod,andwasthenproportioneduptogivetheestimatedrequirementfigureif100%ofhouseholdshadrespondedtothesurvey.Ofthese,25%shouldbe1‐bedroom,52%2‐bedroom,17%3‐bedroomand6%4‐bedroom.
Using156forEffingham’shousingtargetwouldgiveeveryonewhomightwanttostayinEffinghamtheopportunitytodoso.Howeverthisfigureislikelytobeasignificantover‐provisionsinceverymanyofthosehouseholdswhoincludedEffinghamasoneoftheirchosenlocationsarelikelytochoosetomoveelsewhere.AmoreaccurateestimateisgivenbylookingatjustthoseprospectivehouseholdswhoindicatedinH5thattheydefinitelywantedtoliveinoneofourlocalvillagesincludingEffingham.ExaminationoftheindividualresponsestotheHRSshows112suchhouseholds:

Ofthe112prospectivehouseholdswantingtostayinalocalvillageincludingEffingham,37(33%)included‘SharedownershipviaaHousingAssociation’and/or‘RentedfromCouncilorHousingAssociation’amongthetenurestheywouldseek.27(24%)ofthemalsoincluded‘Buyontheopenmarket’,sothereisasignificantoverlapbetweenthetwogroups.Thesefiguresshouldbetreatedwithcautionsincemostdidnotprovideincomedetailstoindicatewhetherornottheywouldbeeligiblefor‘affordable’housing.

6.ConclusionSection2showedthatapproximately42newhomesareneededtomeetthemaximumrequirementforone‐bedroom(11)andtwobedroom(31)owner‐occupiedmarkethomes.Someland‐ownerswishtoincludethreeorfour‐bedroomhomesintheirmix,anditissuggestedthatthisnumberisroundedupto50toallowfor8(16%)largerhomes.Inaddition,Section3showedthatapproximatelytenhouseholdsrequireaffordablehousingratherthanowner‐occupiedhousing.ItisthereforerecommendedthattheminimumtargetfornewhomesinEffinghamshouldbe60overthenext15years.

TheinitiallistofsitestobeconsideredforpossiblehousingdevelopmentwasmadeupofsitesincludedinGuildfordBoroughCouncil’sStrategicHousingLandAvailabilityAssessment(SHLAA)togetherwithlandwhichwasnoworhadbeeninthepastsubjecttoaplanningapplication.AcallforavailablesiteswasmadeatthePublicmeetingon14thMarch2015,whichresultedinmoresitesbeingmadeavailableforreviewfromanumberofdifferentsourcesincludinglandowners,residents,andEffinghamResidentsAssociation.
Indesigningaprocesstoevaluatetherelativemeritsofthevarioussitesputforwardfordevelopment,EffinghamParishCouncil(EPC)consultedwithGuildfordBoroughCouncil(GBC)officersexperiencedwithNeighbourhoodPlanningandtheSHLAAtoensureanysuchscreeningprocesswasconsistentwithGBCmethodologies.(15thMay2015).Tothisbasicapproach(thatusedforsiteselectionintheSHLAA)furthercriteriaweredevelopedtoensureresidentconcernsweretakenintoaccount.
TheVillagePlanSteeringCommittee(VPSC),madeupofmembersofEffinghamParishCouncil,meton4thJunetoreviewtheresultsofaConsultationGroupSurveyregardingsiteselectioncriteria.Theoutcomeofthereviewwasappliedtothefinalprocesstobefollowedforthereviewandselectionofsites.ThiswaspresentedatthenextEPCmeetingandpublishedontheVillagePlanwebsite.
Theprimarymodificationtothecriteriaproposedregardedtheissueofchangeoflandfrombusinessandemploymentstatustoresidential.Whilstthesurveyresponsestillshowedmarginalsupportforexcludingsitescurrentlyactiveasemploymentorbusinesscentres,itwasaclearthatalargeproportionofresidents(arounda1/3)feltquiteneutralontheissue.
ItwasagreedthatwhilstEPCshouldnotactivelypursueandencouragesuchachangeinuse,itwouldnotrejectanapproachfromalandownerpurelyonthisbasis.

HowistheinformationfromthissurveybeingusedbytheSteeringCommittee?
Feedbackandguidancefromresidentsisacriticalcomponentinhelpingthevariousgroupsworkingonparticularareasoftheplantoshapepoliciesthatwillbeincludedwithintheformalconsultationprocess.Inthisinstance,theVPSCsoughtguidancetohelpshapethecriteriatobefollowedforthescreeningofpotentialsitesforhousingdevelopmentalreadyidentifiedfromongoingdiscussionswithresidentsandorganisationswithinthevillage.
Becausepartofoneofthosesiteswasrecentlythesubjectofahighlycontentious,multisiteplanningapplication,VPSCtooktheopportunitytounderstandlikelylevelsofpotentialsupportoroppositiontoincludingpartofthissitewithinanalternativevisionforhousingdevelopmentintheparish.Ifsupportappearedevident,thesmallersitewastobeallowedintotheformalscreeningprocess.
TherefollowsasummaryofthefeedbackgivenbytheConsultationGroup.Thisfeedbackhassubsequentlybeenusedtohelpshapethescreeningprocessforsites.

Q3/Q4–Thiswasusedasanopportunitytogiveresidentstheopportunityagaintohighlightanyspecificconcernsaboutsitesortoidentifysiteswhichmayhavebeenmissed.IdeashavebeenfedbackintotheHousingTaskGroup.Howevertherearenoobviousomissionsfromthosesitesscreened.

Thissitewasrecentlypartofamultisiteplanningapplicationforanewschoolandadditional295homesinEffinghamthatwouldhaveresultedina90%increaseinthesettlementarea.Residents,onsecureplanninggrounds,overwhelminglyrejectedtheproposalsthroughconsultationwithGBC.EffinghamResidentsAssociationconductedasurveywhichreinforced/demonstratedthisresponse.
WeaskedourConsultationGrouptoconsiderwhetherutilisingasmallareaofthesite–thatpreviously/currentlybuiltuponandconstitutingpermanentdwellings–wouldbeacceptable.

OnthequestionofEffinghamLodgeFarm,thereisaveryclearindicationthatacombinationofalimiteddevelopmentusingbuiltonareas,andconservingthegreenspacewouldbeanacceptablecompromisegoingforward.Only12%ofrespondentswereopposedtoanyformofdevelopmentonthissite.

KingGeorgeVFields:Asignificantareaofplayingfields,grasslandandwoodlandinthecentreofthevillage.Thelandwaspurchasedin1938byacommitteeofresidents,ledbySirBarnesWallis,andwasincorporatedasacharity(no.305018)in1951withtheobjectiveofprovidingrecreationandleisure‐timeoccupationfortheresidentsoftheparishofEffinghamanditsimmediateneighbourhood.Thelandaddstothecharacterandopennessofthevillage,andisusedforvillageeventsaswellassportingactivitiesandinformalrecreation.

BrownsField:Anopenfieldinthemiddleofthevillage’sConservationArea,contributingtothecharacterandopennessofthevillage.ThefieldisusedforrecreationbytheHowardofEffinghamSchool,andbythelocalrugbyclub.Ithashistoricvalueasitwasonceafieldassociatedwithanearbyfarm,areminderofthefactthatEffinghamwasonceaverymodestruralvillagewithopenfarmlandatitsheart.
3. Allotments:Well‐usedbyEffinghamresidentsforgrowingfruitandvegetables,providingrecreationandamenity.Thereisastatutoryrequirementtoprovideallotmentswhereresidentswantthem,makingthisareaarequirementbeyondtheendoftheNeighbourhoodPlanandLocalPlanperiods.
4. GreatRidingsWood:WoodlandbetweenEastHorsleyandEffingham,managedbytheWoodlandTrust.ThewoodwaspurchasedanddonatedtotheTrustbypublicsubscription,remainsopentothepublicforrecreation,andprovidesanimportantwildlifehabitat.

EffinghamCommon:AregisteredCommonownedandmanagedbyGuildfordBoroughCouncil,andregisteredasopenaccesslandundertheCROWAct.Thisisoneofthefewcommonswhichstillhascommoners’rightsassociatedwithit,anditprovidesanopenaccessareaforrecreationonfootpathsandbridleways.SurveysshowtheCommonsupportsarichdiversityofwildlife.
6. Bank’sLaneandtheSouthEasternpartofBank’sCommon:registeredasopenaccesslandundertheCROWAct,andprovideimportantaccessibleamenityspaceforEffinghamresidents.Bank’sCommonandBank’sLaneareownedbytheNationalTrustandadjoinimportantNationalTrust‐ownedlandatBookhamCommon.Alltheseareasprovideanimportantwildlifehabitat.
7. ThornetWood:woodlanddesignatedas‘AncientWoodland’,providinganimportantwildlifehabitatandavitalcomponentofvisualbeautytoEffinghamvistas.
