1.0 Phase 1 Report – The Phase 1 Report was submitted to the Region on January 26, 2012. The purpose of the Phase 1 report is to identify the problem / opportunity statement. The Region has initiated their review and will provide TMIG with additional comments. TMIG will provide additional detail regarding the rationale for the EA study area limits.

2.0 Review Alternative Alignments – The City of Brampton road classifications include Major Arterial, Minor Arterial, Collectors, and Local roads. TMIG identified alternatives along the east-west Major and Minor Arterials. There is limited east-west connectivity of the Collector roads, so only portions of the long list of alternatives have been identified along Collector Roads. At this time, no Local roads have been identified as a potential alternative. The Region was in agreement with the alternative alignments. If required Vodden may also be considered as a sub-alternative.

2.1 Connections - Given the number of watermains that the Zone 5 Sub-transmission main will cross, it was suggested that connections only be made to watermains 300 mm and larger. Some of these connections may be normally closed, but will provide operation flexibility in the future. For connections to watermains 400 mm and larger, a chamber will be required. Once a preferred alternative is identified, (end of Phase 2) TMIG will review the potential connections location by location with the project team. The connections to the existing distribution systems should consider Water Age/Water Quality, Phased connections.

2.2 Existing Water System – Other than the existing 900 mm diameter watermain along Steeles Avenue, there is limited connectivity between the east and west. The Region

2.3 Connection to West Brampton Reservoir – There is no Zone 5 watermain stub available in the yard/site. There are Zone 5 stubs available in the station. The Region will arrange for a site visit with Matt Bennette or Anthony Parente and the Project Team. If the meeting is scheduled early in the day, it will provide an opportunity to drive the alternative alignments.

3.0 Typical Cross Sections – TMIG prepared typical cross sections for each of the routes that illustrate the location of the watermain trench and the required work zone. These sections continue to be developed during Phase 2.

4.0 Project Management Plans – The Region does not have any additional comments on the plan. TMIG will update the schedule to reflect the revised strategy of holding the first PIC at the end of Phase 2, rather than at the beginning stages of Phase 2. The PIC dates will be scheduled so that they don’t fall within July/August. Potential times for the PICs may be May and September.

5.0 Notice of Commencement, PICs – Since the Public Consultation Program meeting of January 24, 2012, the Region rethought the public consultation strategy and decided to issue a separate “Notice of Commencement”, but issue both notices in the same Brampton newspaper on the same day, preferentially on the same page. For consultation purposes, this project will be referred to as “West Brampton Watermain EA.” The Region provided TMIG with an updated draft of the Notice of Commencement on February 12, 2012. TMIG will provide their comments by February 7, 2012.

6.0 Moving Forward – TMIG will send out the long list of alternatives to the subs

Watermain size –The watermain size will be confirmed during Phase 2.

Evaluation Criteria – TMIG will prepare evaluation criteria that represents the broad definition of the environment described in the EA Act (Natural Environment, Social, Cultural, Technical, Financial), and that is specific to the study area. The Technical Criteria will consider the operational and maintenance requirements. The Region will provide samples of criteria as a reference.

Meetings – The Region’s RFP included 6 meetings with the “Agency” or Region. This is meeting number 4. There is a provisional item for additional meetings should the Region require additional meeting.

1.0 Project Overview – The Region of Peel’s Master plan identified the need for an East-

West transfer between the east and west parallel water systems. The Region undertook a

feasibility study which identified that the east-west transfer should connect the existing

West Brampton Reservoir and to the north-south main (currently undergoing a Schedule C

EA) between Beckett Sproule Pumping Station and East Brampton Pumping Station. The

Region of Peel has retained The Municipal Infrastructure Group Ltd. to undertake the

Schedule ‘C’ Class EA to evaluate the alternatives for the east-west watermain which is

currently in Phase 2.

2.0 Study Area – The study area is bounded between Mississauga Road, Bovaird Drive,

Dixie Road and Steeles Avenue.

3.0 Review Alternative Alignments - The east west Zone 5 sub-transmission main will

connect within the property limit of the West Brampton Reservoir to the west and to the

future north-south watermain to the east. Four main alternatives and three sub-alternatives

have been identified within the study area:

Alternative 4B- Queen Street, Chinguacousy, Steeles Avenue, Rutherford, Glidden

4.0 Traffic:

The BA Group is a member of the project team and is currently undertaking a qualitative

analysis of the long list of alternatives based on data received from the Region and the

City. Once a preferred route is identified, they will undertake a more detailed analysis and

prepare preliminary staging plans at critical locations.

City of Brampton advised that the staging plan should consider planned construction on

parallel routes, and the future traffic forecasts. The City would like to review the

preliminary staging plans.

The preliminary staging plans will be included as part of the EA, and The City of

Brampton will have an opportunity to review the plans prior to issuing the final ESR.

The staging plans will be finalized during the detailed design.

5.0 Intersection Crossings:

Currently, Hurontario will be crossed using trenchless technologies for each alternative.

Other trenchless intersection crossings will be identified based on the existing traffic data

provided by the Region. City of Brampton has asked that the impact to the side streets

also be considered in the construction methodology, which will also be incorporated as

part of the preliminary staging plans previously discussed.

6.0 Preliminary Staging Areas:

The staging areas will consider the adjacent land uses and accesses to the staging area.

The City advised that not all vacant lands will be made available for staging areas unless

there is a site plan condition on those lands.

The City’s preference would be to use existing entrances for the access, which will also be

incorporated as part of the preliminary staging plans previously discussed.

7.0 Bridge, Culvert, and Pedestrian Access Crossings – The project team will discuss the

proposed methodology during Phase 3 of the EA. The two options that are being

considered are going around the existing structure, and crossing under the existing

structure.

The City of Brampton will not allow the watermain to be strapped to the existing bridge

decks.

8.0 Brampton Projects within the Study Area

The attached figure highlights some of the planned and recently completed projects for the

City’s review and comments. Some of the City’s projects within the Study area and are

3.1 Pipe Material The pipe will be either a 750mm diameter or 900 mm diameter

watermain. The material is anticipated to be concrete pressure pipe (CPP).

3.2 Pipe Depth The depth of the pipe will be based on existing constraints and whether it

is installed using open cut or trenchless technologies.

In general, the depth will be approximately 2.5 m deep if installed using open-cut

methods, and 2.5 tunnel diameters deep if installed using trenchless technologies.

At watercourse crossings, the project team will consider the scour.

3.0 Existing Natural Environmental Features

3.1 The main existing features within TRCA jurisdiction include Etobicoke Creek, the

Heartlake Wetland Complex, the regulated watercourse west of Dixie Road, and the

natural feature on Queen Street. All the alternatives cross Etobicoke Creek.

3.2 TRCA will provide the project team (Arbinder cc Italia) with background information

which will include TRCA property information and regulated areas within the study

area. At the end of the meeting Ben mentioned that there are no properties owned by

TRCA along any of the route so the property information won’t be required.

4.0 Review of potential impacts within TRCA jurisdiction

4.1 Crossing Methodology – It was agreed that the methodology would be dependent on

the exiting subsurface conditions, and overall impacts. Piped crossings will be

considered as watercourse crossings. It would be preferred to have trenchless crossing

however TRCA is open to open cut methodology depending on mitigating measure

4.2 Potential impacts – evaluation should consider impacts to both the aquatic and

terrestrial environments, impact to the valley wall, and overall conveyance.

4.3 There have been some construction issues encountered related to soil conditions and

dewatering near Heartlake Wetland complex during the widening of Mayfield Rd.

17 – St. Roch Catholic Secondary School Located on the North West corner of the Williams Parkway and 

James Potter Intersection.  There is no Direct Access to the School From Williams Parkway.  School

1.0 Project Overview – The Region of Peel’s Master Plan identified the need for an East-

West transfer between the east and west parallel water systems. The Region undertook a

feasibility study which identified that the east-west transfer should connect the existing

West Brampton Reservoir and to the north-south watermain main between Beckett

Sproule Pumping Station and East Brampton Pumping Station that is currently undergoing

a Schedule C EA. Syeda Banuri is the Region’s PM for the north-south project. The

Region of Peel has retained The Municipal Infrastructure Group Ltd. to undertake the

Schedule ‘C’ Class EA to evaluate the alternatives for the east-west watermain which is

currently in Phase 2.

2.0 Review Alternative Alignments - The east west Zone 5 sub-transmission main will

connect within the property limit of the West Brampton Reservoir to the west and to the

future north-south watermain to the east. Four main alternatives and three sub-alternatives

have been identified within the study area:

Pipe Material The pipe will be either a 750mm diameter or 900 mm diameter watermain.

The material is anticipated to be concrete pressure pipe (CPP).

Pipe Depth The depth of the pipe will be based on existing constraints and whether it is

installed using open cut or trenchless technologies.

In general, the depth will be approximately 2.5 m deep if installed using open-cut

methods, and 2.5 tunnel diameters deep if installed using trenchless technologies.

Watermain Location – The majority of the watermain will be located within the existing

limits of the right-of-way. Potential property requirements will be around the staging

areas.

4.0 Review of crossings within CVC Jurisdiction

All the watercourse crossings are red-side dace habitat, therefore MNR will be involved. Info

CVC would like to minimize the number of watercourse crossings. Info

CVC’s preference is for the routes further north within the study area where the creeks are

smaller and the valleys are less defined. CVC’s least preferred is Steeles Avenue.

CVC requires that the watercourses be crossed using trenchless technologies. Open cut

will only be considered if trenchless is not an option. The project team will consider both

micro-tunnelling and conventional tunnelling.

Installing a watermain on an existing bridge – The City of Brampton does not want the

watermain to be suspended from the bridge. The option will need to be reviewed with the

Region for the Region’s roads. The condition of the existing bridge would need to be

assessed to determine if it has the capacity to support the proposed watermain and any

potential transient pressures.

5.0 CVC Submissions:

Evaluation Matrix and environmental reports in advance of the PIC. CVC advised that

their typical review time over the summer is 4-5 weeks.

CVC would like to see a list of the criteria used to evaluate all the alternatives and provide

Have met with City of Brampton – potential opportunity to coordinate works with

Williams Parkway road reconstruction scheduled for 2016-2017

The first PIC will be planned for the end of June or early July. The EA is planned to be

4.0 Review of Highway 410 Crossings

4.1 MTO indicated that they had construction challenges at Queen Street and Williams

Parkway. At Queen Street, a high water level was encountered. At Williams Parkway, the

existing soils needed to be sub-excavated and replaced with granular. Based on the

hydrogeological report, the Brampton Esker is located at the north east part of the Study

down to Queen Street.

4.2 Trenchless Technology – Highway 410 will be crossed using trenchless technologies.

The recommended technology will be based on the geotechnical and hydrogeological

studies.

The project team will consider conventional tunnel as well as micro-tunnelling.

MTO requires a continuously welded steel liner. Concrete reinforced pipe will not be an

accepted alternative.

The strength of the tunnel liner should be equal to or greater than the carrier pipe.

The shafts would be approximately 8 m diameter or 7x10m. MTO would prefer that the

shafts be located outside the MTO ROW, however alternative locations will be reviewed.

The tunnel horizontal alignment will be a minimum 10m from the bridge footings.

The EA recommendations will include settlement monitoring during construction and for

12 months after construction.

4.3 Based on discussion with the City of Brampton, it is preferred that the accesses to the

staging area use an existing access where possible.

4.4 If at an interchange, the access will not be from the ramps. The watermain location, shaft

location, and chamber location should consider future flexibility/construction at the

interchange. MTO’s preference would be to cross Hwy 410 where there is not an

interchange.

4.5 Bovaird Drive Crossing

TMIG provided a draft sketch of the crossing at Bovaird Drive. There is existing

residential development on the south side and commercial development on the north side.

There is an existing driveway access to a communication tower on the south side between

the onramp and the highway. Given the existing space constraints on the west side, all

parties agreed that the existing tower access could be used as a staging area. MTO

indicated that there would be working hour restrictions. No permanent structures would be

proposed, and the spoils would need to be trucked off-site

The project team will also consider recommendations for minimizing mud-tracking.

4.6 Williams Parkway Crossing

TMIG provide a draft sketch of the crossing at Williams Parkway. There are two parks on

either side of Highway 410. It is currently anticipated that access to the west staging area

would use the existing park entrance and parking lot, and access to the west staging area

would be either the entrance to the GO commuter lot or the access to the existing park.

4.7 Queen Street

TMIG provide a draft sketch of the crossing at Queen Street. The Queen Street

interchange is busy (traffic). There is also limited room for a staging area or access to the

staging area. Also soil conditions could be an issue in this area

4.8 Steeles Avenue

TMIG provide a draft sketch of the crossing at Steeles Avenue. Similar to Queen, Steeles

Avenue interchange is busy (traffic). There is also limited room for a staging area or

access to the staging area. MTO is planning a Stormwater Management facility at the SE

corner between the ramp and the Highway and watermain may place some constraints in

the headwater, maintenance of the pond and may require liner to be designed for it.

5.0 Review of MTO Projects within the Study Area and Status

5.1 MTO completed an environmental assessment and is currently at the 60% Design stage

for the widening of Highway 410 from Highway 401 to just south of Queen Street. Within

the study area, the widening will be from 6 lanes to 10 lanes and occur within the middle

of the road. The grass median will be replaced with a piped system. Any watermain

crossing should be sufficiently deep to avoid conflicts with the proposed storm sewers.

Construction timing is not yet known and funding has not been approved for this phase.

5.2 MTO had provided 2 CDs to Syeda Banuri for the other Region of Peel EA. The CD

included information on the approved EA and the updated drawings.

5.3 MTO is reviewing existing conditions from Queen Street to Bovaird to determine whether

an EA is required.

currently underway is the GTA West corridor EA.
