Road Number: Unique identifier that has been assigned to each road on the Orleans District. The first three-numbers/letter denotes the legal township where the road originates. For example, the terminus (beginning) of road 13N01 is located in Township 13 North, and is the 1st system road constructed in that township. Any letters at the end of the number denotes a spur or side road; therefore 13N01A is the first spur road constructed on 13N01.

For non-system roads, decimal points were added after the associated system road number to identify each road. For example 13N01.1 connects with 13N01 and was the first non-system road mapped in the area.

Length: road mileage

OML: Operational Maintenance Level of the road (as described beginning on page 2)

Road Condition and Watershed Risk: Description of condition of road and risk to water quality and fisheries.

Road Rating by Resource: Ratings by resource area (e.g. fire/fuels, recreation, timber/Silviculture, wildlife, lands, mineral, private access, POC risk) based on road evaluation criteria described in Appendix B. Comments are also included that may highlight particular aspects of the road.

Management Options: potential management actions that could occur for each road. These actions are listed below and are described in detail in the RAP document on pages 13 and 14.

Road surface has been ripped and stream crossing culverts removed. Ephemeral channels drain across the road prism with little negative effect. The roadbed supports dense stands of Douglas-fir, Cedar saplings and brush thickets requiring crawling at several points. Vegetation is too dense for reasonable travel. There is a slide near the first major drainage that is recovering. There is likely further slide activity on this road.

From mile 0.40-1.20 the road is in poor condition with roadbed slumping at mile 0.40-0.50 and tension cracks the rest of the length of this section. There is a large debris slide at a stream at mile 1.00. Two seeps cross the road causing erosion at mile 0.70. There are two High priority cross drains and one High priority stream crossing. This road used to connect with 13N01 (see road log for 13N01.2) but debris slides have blown out the road for 0.65 miles. The remaining section on the other side was inventoried as 13N01.2. 10N12.3 is ~ 500 ft. above and ~2000 feet from Bluff Creek. 11N02 3.60 2 There is some discrepancy between maps on where 11N02 starts. We used the GIS corporate layer as our source which has 11N02 starting near the intersection of 13N01 and 11N21. This road can be broken into 3 sections. From mile post 0-1.20 the road is a level midslope road with mixed drainage and many CMP drainage features. The roadbed is stable with little erosion and little vegetation. There is one High priority site at 11N02-0.06 where the inlet is 75% plugged and the inlet as has overtopped and ponded. The large inlet basin has prevented the fill from overtopping. From mile post 1.20-2.30 the road turns downslope and there are many CMP drainage features. This section is not as well maintained. The drainage is mixed and the roadbed is fairly stable with a few gullies and one saturated spot at milepost 2.20. There is one High priority site at stream crossing 11N02-2.02 where the inlet basin is full of sediment at a drop inlet and the water is both passing thru the pipe and diverting via a ditch to another site. At mile post 2.30 the road continues downslope through clearcuts.

Past mile post 0.25, there are multiple gullies and fill failures. Stream crossing 1 (11N02.1-0.24) is a Humboldt crossing still passing water but beginning to fail. Stream crossing 2 and 3 (no GPS points) are failed Humboldts with all the fill material washed out. Stream crossing 4 (11N01.1-0.42) is a failed stream crossing with ~ 200 cy of fill remaining. There is also a large roadbed and fillslope failure. This might have been caused by a debris torrent 300 feet uproad that created a large gully down to the stream crossing. Stream crossing 5 (no GPS point) is another failed Humboldt where the road on either side failed as well. The road may continue on past stream crossing 5 and connect with 11N21B. The inventory was stopped where the road is heavily vegetated with 10-20 year old alders and conifers and the roadbed difficult to locate.

Abandoned midslope road. Ten Humboldt crossing were found on this road. Four of these sites have blown out with the fill mostly gone. Four are functioning well with combined fill volumes of ~ 400 cy. Two are breaking down with ~ 220 cy at risk to the stream network. The roadbed is generally stable with some ponding from springs and seeps with no drainage feature. The road is located ~ 2,500 feet from Bluff Creek so it would take a significant blow out for road material to reach the main channel.

There is also two High priority erosional features on this road. The beginning of the road at the intersection with 13N01 has a complex drainage problems described in the data sheets. Road materials from 13N01 can be found in stream channels on 11N21. The last 0.50 miles of the road is heavily overgrown with three stream crossings and two cross drains. The road ends adjacent to a intermittent stream with the potential of failing directly into the channel. This last section is starting to deteriorate and is a good candidate for decommissioning.

The stream is seeking alternate channels across the landing and represents a serious chronic, and potentially a catastrophic sediment source. If the landing fails, it could represent a much larger sediment risk to the stream network than the 120 cubic yards indicated at erosional feature 11N21.2-0.04 (possibly > 5,000 cy). There is an erosional feature at mile post 0.24 that is directly contributing sediment to the stream network. This could be easily fixed by removing material from the road and inboard ditch. After mile post 0.6 the road is abandoned and heavily vegetated. There are three stream crossings past this point. Stream crossing 11N21B-0.60 shows evidence of ponding and susceptibility to plugging from woody debris. If this section is to be abandoned these crossing should be pulled. 12N08A 0.22 1 Short midslope road to landing. Vegetation at inlets and boulders on road indicate no maintenance for a least five years. Aside from minor fillslope gullying, roadbed appears stable. Drainage pattern is mostly outsloped with some insloping near stream crossings. The most significant issue with this road is the failing landing at the end of the road. The landing has a 2.5' by 100' scarp face indicating a potential slump of 40,000 cubic yards (erosional feature 12N08A-0.21). Also there is a gully formed by the intermittent channel that flows across the landing (200 x 3 x 1 cy). The slope below this landing is heavily vegetated with 10 year old Douglas-firs, but this stream should still be directed off the landing. Water flows directly into tension cracks one foot wide near a four foot section of the scarp-face, lubricating the potential failure-plane. Much of the problem originates from a landing above this one, which confines the stream channel and may increase discharge by increasing drainage area.

12N10 7.20 3 A long ridge to valley road. This road connects with 12N13 to form an important artery linking 13N01 and 12N12. It appears this road carries a fair amount of traffic. The upper reaches of this road are in excellent shape but as it drops into the Bluff Creek Canyon it encounters more and more problems. Inboard ditches and potential diversions run up to 1,700 feet and there is a 0.20 mile stretch (beginning at mile post 4.81) that crosses a highly unstable slope, creating a presumably ever-present fillslope condition of chronic slides and gullies. The last 0.70 miles (from Notice Creek to 12N13) is an inner-gorge segment with five cross drains discharging directly into Bluff Creek. Some of these cross drains are 100% plugged, others erode the fillslope. Five High priority sites are located in this section, including a slide above Bluff Creek (erosional feature 12N10-6.58) and a gully that transports road materials into Notice Creek (erosional feature 12N10-6.25), pose a combined sediment risk of approximately 600 cy to the stream network.

Although connected, this cross drain has a very short contributing ditch and is contributing little sediment to the stream network.

12N13H 2.70 1 This road wraps around a ridge to drop into the Bluff Creek Canyon. After the slide at mile post 1.98, drainage problems increase as does sediment contribution to Bluff Creek. The slide alone represents over 5,000 cy that will likely fall straight into Bluff Creek as a chronic source. One High and two Medium priority stream crossings have associated historic gullying of approximately 300 cy and may contribute another 25 cy to the stream system. The road above mile post 1.98 is stable with frequent small dips keeping the road well-drained (see 12N13H.2).

There are problem spots: Inboard ditch between mile post 2.40 and 2.60 is widening and deepening. It is likely under designed for the amount of water it is trying to convey. There is a gully starting at mile post 2.63 which has mobilized approximately 28 cubic yards. Sediment delivery to Deer Lick Creek was not apparent, though road material will continue to mobilize and inboard ditch will continue head-cutting. 13N01.6 1.00 NS A long midslope road leading to private land. There is no drainage system except for water bars on the beginning steep section. The road crosses many ephemeral streams that have formed small channels across the road. The largest of these is at mile post 0.45. Being close to the ridge this road sees little water. Sediment transported by these ephemeral channels deposit sediment at 13N01 with probably some passing through the culverts there. Cutslope is failing in some places (mile post 0.60).

13N01B 1.10 1 The first 0.65 miles (to the intersection with 13N01F) is relatively clear of vegetation and in good condition. The road has been recently rocked and the drainage is working well. The only concern is a seep at mile post 0.40 that is saturating the fill. This seep can be easily directed to the adjacent stream crossing 13N01B-0.40. There is some cutslope ravel depositing sediment onto the road in this section. From mile post 0.65-1.10 the road has been abandoned for at least 30 years and is heavily vegetated. There are multiple fillslope and cutslope failures. There is a culvert at an ephemeral stream at mile post 1.00 which does not see much runoff. This section was built on very steep terrain. Due to the old vegetation, high position in the watershed, and long distance to the stream network, it might be best to let this section self decommission. 4 cmps, one 30" cmp.

10N01.1 2.28 NS Valley road near mainstem Red Cap Creek. Three stream crossings, all flowing at the time of the survey and no cross drains. Stream crossing #1 has a 30” cmp that is in good condition, although it is bent a little on top. There is evidence of erosion around the top and to the side of the inlet and seems to have potential to fail during large storm events. Crossing #2 has an old Humboldt crossing. Water flows under these logs and would continue to function well in high flow events. Crossing #3 has no culverts and the stream flows naturally. A small spring emerges on the road near the top, just onto Forest land, causing a short, 2 ft. wide, ½ in. deep gully. There are two small road prism failures just above crossing #2. Another road failure and landslide exists just above crossing #3 that occurs about 300 ft. above Red Cap Cr. The slide is about 50 ft. wide and appears to be approximately 10 years old based on the sparse revegetation.
