Appendix II Metropolitan and Micropolitan Statistical Areas: Concepts, Components, and Population The United States Office of Management and Budget (OMB) defines metropolitan and micropolitan statistical areas accord- ing to published standards that are ap- plied to Census Bureau data. The general concept of a metropolitan or micropolitan statistical area is that of a core area con- taining a substantial population nucleus, together with adjacent communities hav- ing a high degree of economic and social integration with that core. Currently de- fined metropolitan and micropolitan sta- tistical areas are based on application of 2000 standards (which appeared in the Federal Register on December 27, 2000) to 2000 decennial census data. Current metropolitan and micropolitan statistical area definitions were announced by OMB effective June 6, 2003. Standard definitions of metropolitan areas were first issued in 1949 by the then Bureau of the Budget (predecessor of OMB), under the designation ‘‘standard metropolitan area’’ (SMA). The term was changed to ‘‘standard metropolitan statis- tical area’’ (SMSA) in 1959 and to ‘‘metro- politan statistical area’’ (MSA) in 1983. The term ‘‘metropolitan area’’ (MA) was adopted in 1990 and referred collectively to metropolitan statistical areas (MSAs), consolidated metropolitan statistical areas (CMSAs), and primary metropolitan statis- tical areas (PMSAs). The term ‘‘core based statistical area’’ (CBSA) became effective in 2000 and refers collectively to metro- politan and micropolitan statistical areas. OMB has been responsible for the official metropolitan areas since they were first defined, except for the period 1977 to 1981, when they were the responsibility of the Office of Federal Statistical Policy and Standards, Department of Commerce. The standards for defining metropolitan areas were modified in 1958, 1971, 1975, 1980, 1990, and 2000. Defining Metropolitan and Micropoli- tan Statistical Areas—The 2000 stan- dards provide that each CBSA must con- tain at least 1 urban area of 10,000 or more population. Each metropolitan sta- tistical area must have at least 1 urban- ized area of 50,000 or more inhabitants. Each micropolitan statistical area must have at least 1 urban cluster of at least 10,000 but less than 50,000 population. Under the standards, the county (or coun- ties) in which at least 50 percent of the population resides within urban areas of 10,000 or more population, or that con- tain at least 5,000 people residing within a single urban area of 10,000 or more population, is identified as a ‘‘central county’’ (counties). Additional ‘‘outlying counties’’ are included in the CBSA if they meet specified requirements of commut- ing to or from the central counties. Coun- ties or equivalent entities form the geo- graphic ‘‘building blocks’’ for metropolitan and micropolitan statistical areas through- out the United States and Puerto Rico. If specified criteria are met, a metropoli- tan statistical area containing a single core with a population of 2.5 million or more may be subdivided to form smaller groupings of counties referred to as ‘‘met- ropolitan divisions.’’ As of June 6, 2003, there are 362 metro- politan statistical areas and 560 micro- politan statistical areas in the United States. In addition, there are eight metro- politan statistical areas and five micropoli- tan statistical areas in Puerto Rico. Principal Cities and Metropolitan and Micropolitan Statistical Area TitlesThe largest city in each metropolitan or micropolitan statistical area is designated a ‘‘principal city.’’ Additional cities qualify if specified requirements are met concern- ing population size and employment. The title of each metropolitan or micropolitan statistical area consists of the names of up to three of its principal cities and the name of each state into which the metro- politan or micropolitan statistical area ex- tends. Titles of metropolitan divisions also typically are based on principal city names but in certain cases consist of county names. Metropolitan and Micropolitan Statistical Areas:Concepts, Components, and Population

The United States Office of Managementand Budget (OMB) defines metropolitanand micropolitan statistical areas accord-ing to published standards that are ap-plied to Census Bureau data. The generalconcept of a metropolitan or micropolitanstatistical area is that of a core area con-taining a substantial population nucleus, together with adjacent communities hav-ing a high degree of economic and socialintegration with that core. Currently de-fined metropolitan and micropolitan sta-tistical areas are based on application of2000 standards (which appeared in theFederal Register on December 27, 2000)to 2000 decennial census data. Currentmetropolitan and micropolitan statisticalarea definitions were announced by OMBeffective June 6, 2003.

Standard definitions of metropolitanareas were first issued in 1949 by thethen Bureau of the Budget (predecessorof OMB), under the designation ‘‘standardmetropolitan area’’ (SMA). The term waschanged to ‘‘standard metropolitan statis-tical area’’ (SMSA) in 1959 and to ‘‘metro-politan statistical area’’ (MSA) in 1983.The term ‘‘metropolitan area’’ (MA) wasadopted in 1990 and referred collectivelyto metropolitan statistical areas (MSAs),consolidated metropolitan statistical areas(CMSAs), and primary metropolitan statis-tical areas (PMSAs). The term ‘‘core basedstatistical area’’ (CBSA) became effectivein 2000 and refers collectively to metro-politan and micropolitan statistical areas.

OMB has been responsible for the officialmetropolitan areas since they were firstdefined, except for the period 1977 to1981, when they were the responsibilityof the Office of Federal Statistical Policyand Standards, Department of Commerce. The standards for defining metropolitanareas were modified in 1958, 1971, 1975,1980, 1990, and 2000.

Defining Metropolitan and Micropoli-tan Statistical Areas—The 2000 stan-dards provide that each CBSA must con-tain at least 1 urban area of 10,000 or

more population. Each metropolitan sta-tistical area must have at least 1 urban-ized area of 50,000 or more inhabitants. Each micropolitan statistical area musthave at least 1 urban cluster of at least10,000 but less than 50,000 population.

Under the standards, the county (or coun-ties) in which at least 50 percent of thepopulation resides within urban areas of10,000 or more population, or that con-tain at least 5,000 people residing withina single urban area of 10,000 or morepopulation, is identified as a ‘‘centralcounty’’ (counties). Additional ‘‘outlyingcounties’’ are included in the CBSA if theymeet specified requirements of commut-ing to or from the central counties. Coun-ties or equivalent entities form the geo-graphic ‘‘building blocks’’ for metropolitanand micropolitan statistical areas through-out the United States and Puerto Rico.

If specified criteria are met, a metropoli-tan statistical area containing a singlecore with a population of 2.5 million ormore may be subdivided to form smallergroupings of counties referred to as ‘‘met-ropolitan divisions.’’

As of June 6, 2003, there are 362 metro-politan statistical areas and 560 micro-politan statistical areas in the UnitedStates. In addition, there are eight metro-politan statistical areas and five micropoli-tan statistical areas in Puerto Rico.

Principal Cities and Metropolitan andMicropolitan Statistical Area Titles—The largest city in each metropolitan ormicropolitan statistical area is designateda ‘‘principal city.’’ Additional cities qualifyif specified requirements are met concern-ing population size and employment. Thetitle of each metropolitan or micropolitanstatistical area consists of the names ofup to three of its principal cities and thename of each state into which the metro-politan or micropolitan statistical area ex-tends. Titles of metropolitan divisionsalso typically are based on principal citynames but in certain cases consist ofcounty names.

Defining New England City and TownAreas—In view of the importance of cit-ies and town in New England, the 2000standards also provide for a set of geo-graphic areas that are defined using citiesand towns in the six New England states. The New England city and town areas(NECTAs) are defined using the same cri-teria as metropolitan and micropolitanstatistical areas and are identified as ei-ther metropolitan or micropolitan, based, respectively, on the presence of either anurbanized area of 50,000 or more popula-tion or an urban cluster of at least 10,000but less than 50,000 population. If thespecified criteria are met, a NECTA con-taining a single core with a population ofat least 2.5 million may be subdivided toform smaller groupings of cities andtowns referred to as New England cityand town area divisions.

Changes in Definitions Over Time—Changes in the definitions of these statis-tical areas since the 1950 census haveconsisted chiefly of (1) the recognition ofnew areas as they reached the minimumrequired city or urbanized area populationand (2) the addition of counties (or citiesand towns in New England) to existingareas as new decennial census datashowed them to qualify.

In some instances, formerly separateareas have been merged, components of

an area have been transferred from onearea to another, or components have beendropped from an area. The large majorityof changes have taken place on the basisof decennial census data. However, Cen-sus Bureau data serve as the basis for in-tercensal updates in specified circum-stances.

Because of these historical changes ingeographic definitions, users must becautious in comparing data for these sta-tistical areas from different dates. Forsome purposes, comparisons of data forareas as defined at given dates may beappropriate; for other purposes, it may bepreferable to maintain consistent areadefinitions. Historical metropolitan areadefinitions are available for 1999, 1993,1990, 1983, 1981, 1973, 1970, 1963,1960, and 1950.

Excluding Table 26 in the Populationsection and the tables that follow inthis Appendix, the tables presentingdata for metropolitan areas in thisedition of the Statistical Abstract arebased on the 1999 or earlier metro-politan area definitions. For a list ofcomponent counties according to the1999 definition see Appendix II in the2002 edition of the Statistical Abstractor <http://www.census.gov/population/www/estimates/pastmetro.html>.
