People in San Luis Obispo County received aseries of unse ling, erroneous emergencyalerts Friday as repairs were being made to anuclear power plant’s siren system, includinga vague cellphone message that told them to“prepare for ac on.”

The chain of mistaken alerts began arousingconfusion and fear when a siren that’s part ofthe Diablo Canyon Power Plant’s warning systembegan wailing Friday a ernoon for no apparentreason, county emergency services managerRon Alsop said.

Earlier in the day, crews had upgraded the sirenas part of Paci c Gas & Electric Co.’s summer-long

revamp of the emergency system.

To indicate there was no emergency, countyo cials issued an alert.

“Unbeknownst to us, with a new emergency alertsystem, it also triggered the new wireless alertcellphone system,” Alsop said.

Across the county, people’s cellphones buzzedwith a special tone and a message that said therewas a “civil emergency in this area” and peopleshould “prepare for ac on.”

The warning halted wine tas ng at the SaucelitoCanyon Vineyard & Winery in San Luis Obispo,manager Katherine Taylor said.

“I had 15 people here, looking at their phones

and asking what to do,” she said.

Prosecutors building a sweeping disabili es-bene t fraud case got a trove of data from theFacebook accounts of more than 380 people, thesocial media giant said this week as it disclosed anearly yearlong legal ght over the largest set ofsearch warrants it has ever received.

Facebook ul mately turned over theinforma on but is appealing the court orderthat required it to do so, saying prosecutorsintruded on users’ privacy. The Manha andistrict a orney’s o ce and a judge have saidthe search warrants were jus ed.

The dispute adds to a roster of clashes betweenauthori es and Internet companies over law

enforcement e orts to scru nize people’s onlinelives for poten al evidence.

“It’s part of a trend toward more aggressivechallenges by Internet providers on behalf of theircustomers,” said Orin Kerr, a George WashingtonUniversity law professor who specializes in issuessurrounding computers and crime.

It began secretly last July, when Manha anCriminal Court Judge Melissa Jackson approved381 search warrants for various Facebook users’pos ngs, friend lists, photos, private messagesand other data, according to court lingsunsealed Wednesday and rst reported by TheNew York Times. The users ranged from highschool students to grandparents, Facebook said ina ling last week.

Sixty-two of those users are among the 134people charged in the case, Deputy GeneralCounsel Chris Sonderby wrote in a blog postThursday. It’s unclear whether other users willbe charged.

Menlo Park, California-based Facebook

argued the warrants cast a net as wide as“the digital equivalent of seizing everything insomeone’s home.”

“Except here, it is not a single home but anen re neighborhood of nearly 400 homes,” thecompany wrote in last week’s ling.

But prosecutors say they gave the judge a 93-page explana on of why each targeted accountwould likely yield evidence.

“The defendants in this case repeatedly lied tothe government about their mental, physical, andsocial capabili es. Their Facebook accounts tolda di erent story,” DA’s o ce spokeswoman JoanVollero said in a statement Friday.

Jackson rebu ed Facebook’s objec ons in anow-unsealed September ruling, saying lawenforcement has “the authority to search and

seize a massive amount of material to seekevidence,” even if some of the items turn outto be irrelevant.

An appeals court declined in November to holdo Jackson’s order while Facebook’s appeal playsout. Facebook then surrendered the informa on.

THE VALUE OF AN INTERNAL

EDUCATION INITIATIVE

The late Steve Jobs, as anyone who has everbeen in the employ of Apple in recent yearswill tell you, was a mis t. Such is the very

nature of genius - you can't teach it. That's thecommonly received idea, anyway. In truth,even Jobs had certain tangible values bywhich he took Apple by the scru of his neckto previously unbeknown success, during bothof his spells with the company.

With that in mind, could something of hisgenius - even just a semblance - be put in abo le, for the bene t of future genera ons

of Apple leaders? It may not be an easy taskto create a new Steve Jobs or seven, but thatdoesn't mean that you shouldn't try - or atleast, that seems to have been the thinkingprocess behind a rela vely li le-knowninternal educa on ini a ve at the Cuper nocompany he made so great .

That ini a ve is known simply as AppleUniversity, and was started in 2008 at

the request of Jobs himself, the then CEObecoming more than aware of his mortality as

his long-term illness wore on. It's an a emptto perpetuate the ways of thinking thatembedded Apple at the top of the technologytree in the years up to 2011 - and that havehelped to keep it up there in the years since.

HOW APPLE HAS FARED SINCE JOBS

Sure, some industry commentators willpoint to certain struggles that Jobs' baby hasexperienced in the s ll less than three yearssince his passing. They might ag up theMaps asco, generalized grumbles amongshareholders, or simply the lack of a 'game-changing' new product with the cachet ofthe iPod, iPhone or iPad. All three con nueto receive incremental updates under theauspices of Jobs' successor as CEO, Tim Cook,but we're yet to see the long talked-aboutiWatch break cover.

However, don't be fooled into thinking thatthe Californian tech giant hasn't made verysigni cant strides since Jobs' October 2011death. The company that Jobs le behindwas certainly a advantageous inheritancefor Cook, its brand valua on of $33.5 billionmaking it the world's second most valuablecompany, behind Exxon. That's before youmen on the daun ng $81.6 billion cashreserves that the new occupant of Jobs'seat could call upon back then.

As of February this year, though, there was nolonger any company in the world with as high

a market valua on as Apple, leaving Googleand Exxon Mobil to scrap for second place.Microso was in fourth posi on. Similarly,while Apple's 2010 scal year total grossrevenue of around $65 billion was nothingto be sni ed at, with the following scal yearyielding $108.25 billion, the company hasonly gone from unimaginable strength tounimaginable strength since then.

How strong as we talking about? Well, for the2013 scal year ending September 28, 2013,a record $170.9 billion in total gross revenuewas mustered. This was a 9.18 per centimprovement on the previous year's $156.53billion, and a whopping 57.88 per cent and162.9 per cent higher than was managed in2011 and 2010 respec vely.

You can look at pre y much any other keygures of Apple's for the last few years, and

you'll keep seeing a rosy picture. By the end ofOctober last year, for example, the Cuper no

rm had more than $146 billion in cash andmarketable securi es. Both iPhones and iPadssold at record levels during the 2013 scalyear, with the sales of 150 million iPhonesbringing the smartphone's total unit sales to421.3 million. Meanwhile, some 169.2 millioniPads have now been sold in total since thetablet's 2010 launch, 71 million of those in thelatest scal year alone.

With gures like these, it's therefore not amassive surprise that in March 2014, Applewas declared the most valuable billion dollarbrand in the world by Brand Finance, a valueof about $104.7 billion for 2014 placing itwell ahead of Samsung Group ($78.8 billion),Google ($68.6 billion), Microso ($62.8billion) and Verizon ($53.5 billion).

But back to Apple University for a minute.If such gures were to be achieved, andcon nue to be achieved for many years tocome, it surely follows that something of theJobs philosophy needed, and needs to survivein the company. However, that depends on

The program got underway in earnest withJobs' 2008 hiring of the one- me dean of

Yale University's School of Management,Joel Podolny. Ac ve courses had apparentlybegun by the following year, with Jobshelping to create the curriculum. Variousother academics were subsequently hired byPodolny, and even Tim Cook dropped in forsome lecturing.

Although secrecy surrounds most of thecurriculum content, it is known that onecourse is called 'What Makes Apple Apple',

and that the whole ini a ve was largelyinspired by 'The HP Way' core values asespoused by the founders of that company,Bill Hewle and David Packard.

There is a long list of other elements of theJobs approach that are reported to have

Theserange from making everyone responsibleand establishing a culture of suchresponsibility via mul ple weekly mee ngs,to maintaining a simple organiza onalstructure with no commi ees and tendingtowards specialized, focused roles.

The wisdom of a 'CorporaTe

Campus' for oTher Companies

As unique a company as Apple may be,an internal educa on program like AppleUniversity doesn't merely hold lessons forthe Cuper no rm. A er all, it's hardly the

rst company to have such a 'corporatecampus'. The same was true of Jobs' other

major corporate success story, Pixar, wherethere was Pixar University, while there wasalso one in opera on many years earlier atGE (General Electric), and even that great oldApple adversary, IBM, has long embedded alearning culture of its own.

Employee turnover is becoming anincreasingly pronounced - and expensive- problem for other tech companies, amidpredic ons by the Hay Group that theburgeoning economy will see turnoverreach new heights - as high as 25 per cent -across the world during 2014-18.

With the tech industry seeing engineers o enonly stay at a company for 1-2 years, theneed has clearly arisen to create incen ves

for talented professionals to s ck around at arm like Apple. The right, properly managed

educa onal program can be invaluable in thisregard, only packing all the more power whencombined with the likes of stock, cash prizes,promo ons and internal awards.

Apple University certainly seems to bedelivering the goods for the company thatJobs bequeathed to his successor as CEO, TimCook - and long may that con nue.

Google Glass is slowly becoming more commonin sports as teams and broadcasters try tobring fans closer to the ac on. The PhiladelphiaEagles are going to test the Internet-connectedeyewear for in-game use, and a companywith a key applica on for the technology saysit has secured a new round of nancing thatwill help roll out its Glass program to sports,entertainment and other elds.

Apple will soon make another bid to persuadeschools to replace textbooks with iPads. Nextweek, it will introduce a tool for instructors to

teach from the tablet.The company said that it would issue anupgrade on July 8 for iTunes U, its set of toolsfor educators. Google is ne-tuning its digital music strategywith the acquisi on of Songza, a service thatcreates soundtracks tailored for people’schanging moods.

Financial terms of the deal announced Tuesdaywere not disclosed. That means the price isconsidered to be too small to a ect Google Inc.,which ended March with $59 billion in cash.

The acquisi on highlights the growingimportance of services that customize playlistsas more people listen to music through Internet

connec ons on their smartphones, tablets andpersonal computers.

Apple Inc. is buying headphone maker BeatsElectronics for $3 billion largely because it prizesthe song-picking prowess of a digital musicservice that Beats has been building. The musicservice combines automated formulas with theexper se of a team led by Beats’ co-founders,long me recording industry execu ve Jimmy

Iovine and hip-hop producer and rapper Dr. Dre.

Amazon.com Inc. also recently rolled out a music-streaming service that is part the company’s$99-per-year Prime package.

Those two technology powerhouses, alongwith Google, are trying to topple the earlyleaders in music streaming, Pandora MediaInc. and Spo fy.

No immediate changes will occur at Songza, whichmakes applica ons for Apple’s iPhone, iPad anddevices running on Google’s Android so ware.

“We can’t think of a be er company to join inour quest to provide the perfect soundtrackfor everything you do,” Songza said in a postannouncing its sale.

Google plans to blend Songza’s technology intoits own music-streaming service, which costs$10 per month. Songza’s tools also might beused to recommend musical videos at Google’sYouTube site, which is preparing to introduce asubscrip on op on, too.

But in its latest study, the ve-member boardtakes the opposite view of a di erent set ofNSA programs revealed last year by former NSAsystems administrator Edward Snowden.

The new report, which the board was to voteon Wednesday, found that the NSA’s collec onof Internet data within the United Statespasses cons tu onal muster and employs“reasonable” safeguards designed to protectthe rights of Americans.

The board, whose members were appointedby President Barack Obama, largely endorseda set of NSA surveillance programs thathave provoked worldwide controversy sinceSnowden disclosed them. However, the board’s

report said some aspects of the programsraise privacy concerns meri ng new internalintelligence agency safeguards.

Under a provision of the 1978 Foreign IntelligenceSurveillance Act known as Sec on 702, the NSAuses court orders and taps on ber op c linesto target the data of foreigners living abroadwhen their emails, web chats, text messagesand other communica ons traverse U.S.

telecommunica ons systems.

Sec on 702, which was added to the act in2008, includes the so-called PRISM program,under which the NSA collects foreignintelligence from Google, Facebook, Microso ,Apple and nearly every other major Americantechnology company.

U.S. intelligence o cials and skep cal membersof Congress have agreed that Sec on 702 hasbeen responsible for disrup ng a series ofterrorist plots and achieving other insights.

The board said the programs have “led thegovernment to iden fy previously unknownindividuals who are involved in interna onalterrorism, and it has played a key role in

discovering and disrup ng speci c terrorist plotsaimed at the United States and other countries.”

Because worldwide Internet communica onsare intermingled on ber op c linesand in cyberspace, known as the cloud,the collec on inevitably sweeps in thecommunica ons of Americans withno connec on to terrorism or foreignintelligence. Ac vists have expressed concern

that a secret intelligence agency is obtainingprivate American communica ons withoutindividual warrants. Some have ques onedhow such a program could be legal under theFourth Amendment to the Cons tu on.

The board, including a Democra c federal judge, two privacy experts and two formerRepublican Jus ce Department o cials,found that the NSA monitoring was legal and

reasonable and that the government takessteps to prevent misuse of Americans’ data.Those steps include “minimiza on” that leavesout the names of Americans from intelligencereports unless they are relevant.

“Overall, the board nds that the protec onscontained in the Sec on 702 minimiza onprocedures are reasonably designed andimplemented to ward against the exploita onof informa on acquired under the program for

That said, the board noted that the rules“poten ally allow a great deal of private

informa on about U.S. persons to be acquired bythe government.”

The board was troubled by the “unknownand poten ally large scope of the incidentalcollec on of U.S. persons’ communica ons,”and collec on of communica ons about atarget, such as a foreign terrorist organiza on,that could capture two innocent Americansdiscussing the organiza on.

The report proposals some rule- ghtening. Forexample, the board recommends that NSA andCIA analysts query Sec on 702 data using thenames or email addresses of Americans “onlyif the query is based upon a statement of factsshowing that it is reasonably likely to returnforeign intelligence informa on.”

Sec on 702 has its roots in the TerroristSurveillance Program, a collec on programPresident George W. Bush ordered a er the 9/11a acks without seeking a change in the law. A eradministra on lawyers deemed aspects of itillegal, and a er so-called warrantless wiretappingwas disclosed in news reports, Congressessen ally legalized the program in 2008.

Obama, then a senator running for president,voted in favor of the bill.
