Project 1 – Illinois Route 22 Corridor Redevelopment Plan 6. Project Location Lake Zurich, IL Specifically the approximately 3.25 Mile corridor of Illinois Route 22 between the easterly and westerly municipal boundaries of the community. The transportation corridor handles between 12,000 and 16,000 vehicles per day. The corridor is a regional arterial and serves a number of different land uses and demographic segments of the community, while linking Lake Zurich to its neighboring communities. 7. Project Description Prepare a corridor redevelopment plan for the IL Route 22 Corridor through the Village of Lake Zurich. The project qualifies as a Planning Project under the heading of Corridor, Subregional, or Local Access Improvement Plan, as well as a Downtown, Neighborhood, or Subarea Plan. The subarea plan is also consistent with the Village’s Strategic Planning process to redevelop specific areas of the community. Moving in a west to east direction along the corridor, the property has the following characteristics that merit consideration for redevelopment. (Please refer to attached map Exhibit A) - Segment A. The approximately 1,500 foot portion between the westerly boundary of the

community and the existing commercial development contains vacant undeveloped land, a large portion of which is contained within Lake County jurisdictional and ADID wetland. The plan would provide direction on the developable areas of this segment. This segment also contained within a currently proposed TIF District. There is potential to also include a 36 acre undeveloped parcel of land to the west located in unincorporated Lake County.

- Segment B. The approximately 1,150 foot portion east of this segment to the intersection of Rt 12 and Rt 22 is developed with commercial uses and currently does not need further attention. This segment is also contained within a currently proposed TIF District.

- Segment C. The approximately 2,000 foot segment between the intersection of Rt 12 and Rt 22 and the intersection of Rt 22 and Ela Road comprises of the older part of what was formerly downtown Lake Zurich. This portion contains older buildings and structures that are in poor condition and eligible for redevelopment. This segment is partially contained within an existing TIF District.

- Segment D. Properties within this segment were opened up to Rt 22 when the state route was rerouted from its original alignment through downtown Lake Zurich to its current location. The approximately 4,600 foot segment is mostly flanked by vacant property eligible for development or already developed residential neighborhoods. This segment is crucial in the redevelopment plan as it contains the three access gateways to downtown Lake Zurich at West Main Street, Old Rand Road and East Main Street.

- Segment E. The final easterly segment approximately 1.4 miles in length traverses the easterly one-third of the community. Along the south are already established residential neighborhoods and along the north are a mix of commercial, industrial and vacant properties. The far east of this segment has seen recent development along its northern side and is presently being considered for redevelopment on the south side. The focus of redevelopment will be twofold:

o Recommendations for access (pedestrian sidewalks, bikeways etc. ), and beautification along the entire segment

o Considerations for new land uses on the currently vacant properties in close proximity to the already redeveloped commercial piece and the village’s industrial park.

8. Previous Plan Implementation Efforts There are currently no previous sub-area plans for this corridor. These properties are currently subject to the village’s 2003 Comprehensive Plan 9. Additional Strategic Partnerships Additional partners that could potentially benefit from being included in this project are as follows: - Illinois Department of Transportation (IDOT). IDOT has jurisdiction over Rt 22, the subject of this

study - Ela Township. The township owns and controls property along Rt 22 within Segment E. - Lake County. Lake County has control over Quentin Road that constitutes the easterly terminus of

the subject corridor. - Village of Kildeer and Village of Hawthorn Woods to the east of Lake Zurich and Village of North

Barrington to the west of Lake Zurich. The subject Rt 22 corridor traverses through these municipalities beyond the extents of the boundaries of Lake Zurich.

At this time, these municipalities and partner agencies have not been contacted. If necessary, they will be notified of the project, in the event it is selected for funding and completion of the study.
