[Application Rules on Enrollment (Tuition) Fee Exemption] When completing Application Step1 (Web registration), you need to pledge to observe the following rules. Please be sure

to understand well. If you do not follow them, you have to pay the enrollment (tuition) fee immediately.

〔Awareness as applicant〕

1. I apply for the exemption with awareness that I have to pay the enrollment (tuition) fee as a student. If I have questions

about the application, “I” will contact a submission counter, not my “parents”.

2. I understand that the enrollment (tuition) fee exemption is a financial support system for students with financial

difficulty and excellent academic records. Also, I will dedicate myself to study after receiving the exemption.

〔Important matters〕

3. I prevent misstatements and omission of income report with reading and understanding the guidebook thoroughly.

4. I understand that the application documents cannot be accepted after the deadline and complete the application

procedures during the application period.

5. If I receive a copy of application acceptance slip at the application submission, I keep it until the screening result is

announced.

〔Contact with university staff〕

6. I make sure to respond to phone calls and emails from Kyushu University staff.

If the staff inquires questions or asks me to submit additional required documents, I deal with it immediately.

7. If there is a sudden change in my household situation or student status (leave of absence/study abroad) after

submitting the application, or if I am unable to get in touch due to overseas travel, I contact the submission counter

promptly.

〔Screening result〕

8. I check the screening result on Student Portal System. If I do not receive “full exemption”, I pay the amount indicated on

Student Portal message by the deadline. If my parent pays my educational expenses, I inform him/her of the result,

payment deadline and payment method.

9. I understand that the enrollment (tuition) fee is not necessarily exempted as I wish, and consider in advance how to pay

the fee if my application is not approved.

[Privacy Policy] Your information stated in your application form and submitted documents will be used only for the exemption screening

and economic support by Kyushu University, not for other purposes.

Ⅰ. Application procedure for enrollment fee exemption (deferment) and tuition fee exemption

1. Confirmation of application eligibility

(1) Check “Application Rules on Enrollment (Tuition) Fee Exemption (page 1)”. We will confirm your agreement to it at Application Step1.

(2) Check “Exemption system and application eligibility (page 4)”.

(3) For students who repeated a year with special reasons (leave of absence, illness, study abroad, etc.), please ask the submission

counter about your eligibility. “Statement of Reasons for Extension beyond Standard Study Term (Form11-2)” must be submitted

before Application Step1.

2. Provisional application …at the enrollment procedure

(※Only students enrolling in October 2021 need to submit “Provisional Application ”.)

(1) Submit the following forms with other documents at the enrollment procedure.

- If you apply for the enrollment fee exemption (deferment) … Provisional Application for Enrollment Fee Exemption/Deferment

(※Please do not pay the enrollment fee at the enrollment procedure.)

- If you apply for the tuition fee exemption … Provisional Application for Tuition Fee Exemption

If you do not submit these forms, you cannot proceed to Application Step2 (Submission of required documents) in October.

(2) If you decline the university admission after submitting “Provisional Application”, you must pay the enrollment fee immediately.

(3) If you do not complete Application Step1 and 2 after enrolling the university despite having submitted “Provisional Application

for Enrollment Fee Exemption/Deferment”, you need to pay the enrollment fee by the deadline of Application Step2. If you pay

the enrollment fee after deadline of Application Step2, late payment penalty will be charged.

3. Preparation of required documents

(1) Read page 5 to 7 and prepare required documents. Required documents vary according to your (family’s) income and family

structure.

(2) Download required forms at Kyushu University website.

(3) If you have any questions about the required documents or Web Registration, contact the submission counter before submitting

Application Step1. Then come (or send an email) to the submission counter with a filled “pre-check sheet (on above website)” and the

required documents that you have prepared.

4. Application Step1 (Web Registration) … Current student: August 4 ~ September 9

Student enrolling in October 2021: October 4 ~ October 14 (1) Once logged in “Students Portal System(https://ku-portal.kyushu-u.ac.jp/campusweb/top.do)” referring to page 8, then log in

“Enrollment/Tuition Fee Exemption/Deferment Application System (hereinafter called “Application System”)” on the bottom right of

the screen. Enter all information on Application System by the deadline of Application Step1 and print out “Application Form”. If you

do not submit “Application Form” to the submission counter by the submission deadline of Application Step2, we will recognize that

you decline your application.

(2) You need to enter your income information based on the prepared documents. If you want to know the required information for

application before the period of Application Step1, please check “pre-check sheet” on the website.

5. Application Step2 (Document Submission)

Current student: August 4 ~ September 10 (excluding weekends and holidays)

Student enrolling in October 2021: October 4 ~ October 15 (excluding weekends and holidays)

(1) The application period varies according to your faculty (school/graduate school). For current students, refer to the last page of the

guidebook. For students enrolling the university in October 2021, check the enrollment procedure documents.

(2) Submit the required documents in advance (as a guide, no later than three days prior to the submission deadline) because the

day of deadline will be crowded.

(3) Applicant oneself has to submit “Application Form” and the required documents to the submission counter. Submission by post is also acceptable and if you choose by post, you need to email the submission counter about it. (See Q&A, pg 11.)

(4) If you cannot submit all the required documents by the deadline, contact the submission counter before the deadline. (5) If you receive a copy of application acceptance slip at the application submission, keep it until the screening result is announced. (6) If some insufficiencies are found after submission, the submission counter staff will call or email you for asking additional

documents. If the insufficiencies are still not to be resolved after you submit the additional documents, the staff will contact you again.

(7) If you do not submit all the required documents by designated deadline without any contact, we recognize that you decline your application.

(8) Even if you applied “Provisional Application” and you do not complete and submit Application Step2, you have to pay the enrollment fee until the deadline of Application Step2. After the deadline, late penalty fee will be charged.

6. Result notification …Late December (1) The result will be notified to “Message For You” on Student Portal System (It won’t be sent by postal mail). (2) Screening of tuition fee exemption will be implemented each semester. Therefore it would occur that results of spring and fall

semester application are different even if you apply for whole year application.

7. Payment of enrollment fee and tuition fee for fall semester (1) If you are notified of the half or quarter exemption, please pay the amount indicated in the notification by the payment deadline. (2) Bank account for the enrollment fee payment will be notified in the result notification. (3) If your application for the enrollment fee deferment is approved, please pay by the end of February. If your application for the half

exemption of the enrollment fee is approved but the deferment is not approved, please pay within 20 days counting from the date of the result notification. After the due date, late payment penalty will be charged (3% of the enrollment fee per year).

(4) After the notification, the tuition fee for the fall semester will be withdrawn from your bank account December 27. If the payment cannot be made, you have to pay to a bank account of Kyushu University.

8. Application for tuition fee exemption for next spring semester …Current student: February to early March (1) If you wish to apply for the exemption next year again, same procedures are required: Step1 (Web Registration) and Step2

(Documents Submission). Application period for current students will be from February to early March. Detailed schedule will be announced on Student Portal System.

(2) If you are planning to enter a master’s or doctoral course in April 2022, and wish to apply for the enrollment (tuition) fee exemption, please follow instructions enclosed in enrollment procedure documents and submit “Provisional Application” during the enrollment procedure. After enrolling in the university, please complete Application Step1 and 2.

【Notes: For students who have applied for spring and fall semester exemption together】 (1) If some changes occur in your application contents (such as family situation, school attendance and household budget as of October 1) after submitting whole year application, you need to submit “Change Application”. In the following cases, please submit “Change Application”.

- Significant changes in your income. - Significant income changes of your family who lives in Japan. - In case that you moved from your residence. - Changes in school attendance of your family who lives in Japan.

(2) Procedure for Change Application ①Log in to Application System, then change the information and enter reasons for change during the period of Application Step1 (Web

Registration) for the fall semester. Then print out “Application Form”. ②Submit “Application Form” and required documents related to changing contents during the period of Application Step2

(Documents Submission) for the fall semester. If you do not have any certificates for the change, just print out and submit “Application Form” for informing the change.

【Notes after applying for exemption】 - If you pay the enrollment fee after applying for enrollment fee exemption (deferment), your application will be cancelled. Please submit “Withdrawal statement of enrollment fee exemption (deferment)”. - If you pay the tuition fee after applying for tuition fee exemption, your application will be cancelled. Please submit “Withdrawal statement of tuition fee exemption”. - If you complete your course (or graduate/withdrawal/leave of absence from the university) at the middle of the semester after applying for tuition fee exemption, your application will be cancelled. Please submit “Withdrawal statement of tuition fee

exemption” and pay the tuition fee.

Ⅱ.Exemption system and application eligibility

1.Enrollment fee exemption (deferment) and application eligibility (1) Enrollment fee exemption

Enrollment fee exemption (full exemption/half exemption) is implemented for the following eligible students after screening based on their application. (If you apply with reason① only, full exemption is not applicable.)

【Incoming Graduate Students who are applicable to the following ① or ②】 ① Students who have excellent academic records and difficulty in paying the enrollment fee due to financial reasons. ② Students who have significant difficulty in paying the enrollment fee because a main provider of their educational expenses

passed away within a year prior to enrollment* or the student (or the provider) has suffered from natural disasters within a year prior to enrollment*.

【Incoming Undergraduate Students (including transfer students)】

Students who are applicable to the above ②.

(2) Enrollment fee deferment Enrollment fee deferment is implemented for the following eligible students after screening based on their application. The payment deadline will be deferred (extended) until a date designated by university (For students enrolling in October, the deadline will be the end of February). Deferment does not include exemption. Thus if you wish enrollment fee “exemption”, you need to apply for exemption as well. 【Incoming graduate and undergraduate students who are applicable to the following ① or ②】

① Students who have excellent academic records and difficulty in paying the enrollment fee by a payment deadline due to financial reasons.

② Students who have significant difficulty in paying the enrollment fee by a payment deadline because a main provider of their educational expenses passed away within a year prior to enrollment* or the student (or the provider) has suffered from natural disasters within a year prior to enrollment*.

* “within a year prior to enrollment”: from October 1 2020 to September 30 2021

2.Tuition fee exemption and application eligibility The tuition fee exemption is implemented per semester (spring/fall) for the following eligible students after screening based on their application. The exemption amount is “full exemption”, “half exemption” or “quarter exemption” of the tuition fee for the semester. 【Students who are applicable to the following ① or ②】

① Students who have excellent academic records and difficulty in paying the tuition fee due to financial reasons. ② Students who have significant difficulty in paying the tuition fee because a main provider of their educational expenses passed away within six months prior to starting a semester* or the student (or the provider) has suffered from natural

disasters within six months prior to starting a semester* (For newly-enrolled students: within one year prior to enrollment). * “within six months prior to starting a semester”: from April 1 2021 to September 30 2021

≪Students who are not eligible to apply for the enrollment fee exemption (deferment) and tuition fee exemption≫

- Those who have already paid the enrollment fee (or tuition fee if you apply for the tuition fee exemption). - Those who work at a company, government office or school and others, and receive a subsidy from those organizations as the

enrollment fee (or tuition fee if you apply for the tuition fee exemption). - Scholarship students or government-sponsored international students who receive the scholarship or a subsidy as the enrollment fee

(or tuition fee if you apply for the tuition fee exemption). - Scholarship foundation (organization) does not allow you to receive exemption from the university.

≪Students who exceed the standard study term≫ If you repeat a year or exceed the standard study term with no specific reason such as leave of absence, illness, study abroad, graduate thesis of

master’s (doctoral) course and others, you are not eligible for application. If you have a specific reason, please submit “Statement of Reasons for Extension beyond Standard Study Term (Form11-2)” for screening by your

school/graduate school. There are some cases that your application may not be approved. For students who exceed the standard study term and wish to apply for exemption, please check eligibility on the back page of Form11-2 and ask the

submission counter about your eligibility before Application Step1. In the following cases relating to COVID-19, there is some cases that we accept your application. - Although you had planned to study abroad in your final year (last year), you could not go abroad due to COVID-19 pandemic and repeat a year now. - You could not complete your research and graduate course due to closure of research facilities, and you are in second repeated year. But you are

expected to graduate the university in March 2022. (If you graduate (or withdraw/ leave of absence) from the university at the middle of the semester, you cannot apply for exemption.)

Ⅲ.Required documents

1. Information of your family who lives in your home country is not required for the application.

2. In the following cases, please apply as “self-supporting student”. (See page 9 – 10 of “申請のしおり(Application Guidebook (Japanese

version)) or ask the submission counter.)

- If you (or your spouse) have a job and receive annual income of more than 1,040,000 yen.

- If you (or your spouse) are JSPS Research Fellowship or a grantee of Leading Program Scholarship.

income are less than 1,040,000 yen.)

Ⅳ.How to use Application System

1.Student Portal System https://ku-portal.kyushu-u.ac.jp/campusweb/top.do

Student Portal System is to use for checking information about the application for the tuition fee exemption and logging in to Application System. Please check messages especially application and result notification time.

2.Application System for Enrollment/Tuition Fee Exemption

① Enter SSO-KID and password.

Further information on the use of SSO-KID is

available at Kyushu University SSO Portal

(https://web.sso.kyushu-

u.ac.jp/english/English.html).

② Click “Enrollment/Tuition Fee

Exemption/Deferment App. sys”.

★How to revise Application Form.

displayed and “Apply (Register the Application)” cannot

be clicked. If you need to revise, please contact a inquiry

Ⅴ.Samples of required documents, FAQ

FAQ Q1. Can I send apllication documents by post? Wouldn’t the aplication documents be accepted if I forget to send a notice email to the submission counter when I post them?

A1. Please send a notice email the submission counter when you post them. Please write “ According to tuition fee exemption” on the email subject and your student number, full name and shipping day on the main message. Calling is not available instead of emailing. The submission deadline is very important so please post that your application documents would be able to arrive to the submision counter before the Step 2 deadline. If the documents will arrived the counter after the deadline, it is not acceptable so please be careful.

The submission counter will send you a received confirmaton email after arriving your decument or Step 2 deadline, so please check it. It is not acceptable for inquiring about this confirmation from your call.

If you don’t send a notice email to the submission counter when you post your documents, the submission counter will receive and accept yours which arrive before the Step 2 deadline. However the submission counter cannot support and accept if yours arrive after the deadline because of the mail situation.

Q2. I have a part-time job. (My annual income is less than 1,040,000 yen.) But I do not receive “Withholding Record” last year.

What should I submit on behalf of it? A2. Please submit payment slips of the latest three months (copy). If you do not receive payment slips, submit a copy of your

bank account book showing your latest three months salary. (See above “Ⅴ. Samples of required documents”.)
