First of all thank you for all your help on this cycle. Here is the debrief of what occurred.
Sometime between 3:00 and 3:20 on Thursday an envelope containing some white powder cameto the Portlandie*Org via regular mail. This was one of our BRE envelopes that had been sent out with a Purif Info packet to about Cf
1700 people here in Portland a couple of weeks ago. CSé
Our receptionist, not seeing anything odd about the envelope openedit up, saw white powderinside, <—osniffed it to see if she could tell what it was, then called me on mycell phone. IC
was in my carreturning from a PR event in Salem and could not hear what was trying to tell me. She isand some times very hard to understand. So | asked herif it was an emergency and shesaid no. So told
er [would be there in 20 minutes and to please write me a dispatch and put it under my doorso that | could handleitwhen | got there.

showed up at my house about 7:30 with Special Agent Both of them were very informal.Weall realized that we had met before at Coalition Against Hate Crimes meetings.
[got moreinformation from me about such things as the Anonpicketers, the time the cement block was
thrown through ourfront window, the over 600 harassing phonecalls we gotlast year, etc.
In the meantime called in to FBI andfire department headquarters and it was decided that a full team didnot need to come out to my house butthat.ould handle it themselves.
Wewentoutto their truck and they unloaded a bunch of equipmentin my front yard, masks, gloves, a small cleartent to put the envelopein, etc. They took pictures of my car and the backseat where the envelope was. | signed a bé6form saying it was okay to get in my car and take out the envelope. IC
They put on the masks and gloves and took the envelope out and putit in the small clear tent. They let me watchas they opened the FedEx envelope and took out the BRE.It was post marked Feb 17th, the zip code post makr wasincomplete,it just said 972-- put was missing the last two numbers.
The return address on the envelope wa (I don'trememberthe zip code). This is the nameof the lot Portland and his home address. It was clearly printed inbold blackink.
Inside the envelope you could seea thin line of white powderat the bottom.It was clearly visable. Also inside theenvelope was a Purif survey, one of the piecesof the Purif info pack, but it was notfilled out and there was no writingon it of any kind. So we didn't get any extra clues to help us there.
The FBI agents were done by about 8:30 andtrove off with the envelopeto take it to the lab. They told methey would call meto tell me what they found.
This morning at about 8:30 | got a call from to let me knowthat there wasn't anything in the envelope that

Some of the issues that the Church of Scientology hasbeen dealing with include an altered video of Tom Cruise thatwas placed on You Tube. The video was copyrighted material andit was removed at the request of Church of Scientology lawyers.An anonymous group became angry that it was removed and theChurch of Scientology's web site was hacked. Following thisevent, the Portland office received a large volume of harassingphone calls. The phone in Portland began in January,2008. In February 2008 LNU received approximately 100phone calls from someone that were sexual in nature.

The church tried to work with the telephone company andDetective as well as utilizing the star fiftyseven feature on the telépnone but they have not identified thecaller. On January 25, 2008 the church had a cement blockthrown through their front door.
In February 2008 to the present the church has had‘ masked individuals called Anonymous picket the church. There
are web sites and forums against the church. is a forumcalled "drop the bomb," and Wikipedia page on Most ofthe people involved are seventeen years of age. The church doesnot have a security system. They tried to record some of thecalls but were unsuccessful.
There was not identifying information on the surveys.

Prior to making entry into the car, SA tookphotos of the car. Then, SA| donned the appropriate
1 protective gear and unlocked the doors. Then, SAopened the rear passenger door, removed the envelope from
the car, and placed the envelope_into a Captair Pyramid (Model2200A, Serial Number 2471). SA conducted the fieldscreening of the contents of the é€nvélope in the Captair Pyramid.SA also took photos of the envelope, the contents, and the bécar it was seized from. Upon the conclusion of the field bicscreening, the Captair Pyramid, containing the envelope, wastransported by SA to the Oregon Public Health Laboratory inHillsboro, Oregon.

Methods:
Items of evidence submitted to the Latent Print Operations Unit for examination maybe examined visually, examined with variouslight sources, and/or processed with chemicals andpowdersto detect the presence oflatent friction ridge prints. The specific sequence ofexaminations and processes depends uponthe natureofthe evidence.
Friction ridge print examinations are conducted using the Analysis, Comparison,
Evaluation, and Verification methodology (ACE-V), which includes an assessmentofthequantity and quality of the information present. The steps ofACE-V are applied to eachexamination as appropriate.
Analysis is the assessment of a friction ridge print to determineif sufficient reliable
details are present to conduct a comparison with anotherprint and to reach an identificationconclusion. If these conditions are met, the print is determined to be "of value".
Comparison is the direct side-by-side observation offriction ridge prints of value todetermine whetheror not the information in twoprints is in agreement.
Evaluation is the formulation of a conclusion based on the information gathered
_ during the analysis and comparison ofthefriction ridge prints.
Conclusions that can be reached are as follows:
° Identification - the determination that there is sufficient quality and
quantity of detail in agreement to concludethat two friction ridgeprints
originated from the samesource.
° Exclusion - the determination that there is sufficient quality and quantityof detail in disagreement to concludethat twofriction ridge prints did not
originate from the same source.
° Inconclusive - the determination that correspondingareasoffriction ridgeprints are absent and/or unreliable and therefore cannotbeidentified or
excluded. ,
Verification is the independentapplication of the analysis, comparison, andevaluation phases of the ACE-V methodology to friction ridge print by another examiner.

Interpretations:
The presenceofa friction ridge print on an item of evidence indicates contact was
made between the source and the item of evidence. The presenceofa friction ridge print alonedoes not necessarily indicate the significance of the contact northe time frame during which thecontact occurred.
Dueto the many factors involved in the deposition of a friction ridge print, neither the
absence ofa friction ridge print on evidence nor the exclusion ofa friction ridge print with a
given source, disassociate that source from having touchedthe evidence.

Details: The above captioned matter was opened in response to awhite powder letter that was received at the Portland office ofthe Church of Scientology. Pursuant to this investigation,evidence was collected and submitted to the FBI lab for analysis.The FBI lab was able to obtain both fingerprint and DNA evidence,however neither of these items resulted in matches in thepertinent databases.
2010 writer spoke with AUSAOn December 20,regarding this matter. Writer informed AUSA
that this case has been opened for tely two years.Additionally, writer informed avsal—__Jenat the FBILaboratory was able to identify fingerprint evidence and DNA,however no matches were found within the pertinent databases.Additionally, the prints were located on the outside envelopewhich most likely had been handled by numerous people in thecourse of being delivered.
AUSA agreed that based upon the age of thecase and lack of investigative leads the US Attorney's Officewould decline prosecution.
