Jenny requested the Reps use the online copy as a reference for the time-being. Reliability Focus Group Presentation Marie and Larena presented the Reliability Policies they have been revising with input from Tonyio Carter. The Board was given the opportunity to ask questions and get clarification. The Board went through the revised version with Laralee, Sonya, and Kathy. Laralee is in support of what has been changed and clarified. Larena and Marie will continue to work with Laralee on refining this and will follow-up at a future Board Meeting. Paycheck Auditing Project with SAPA Volunteer (Marie) Marie reached out to SAPA to get involved in this and has not heard back. BOARD MEETING MINUTES

The Board briefly reviewed previous month’s meeting minutes.

SkedPlus+ User Guide 3.25.16 Version (New ones at May Board Meeting) Kelsie will not order new copies yet since there are a couple of planned changes. Jenny requested the Reps use the online copy as a reference for the time-being.

Reliability Focus Group Presentation Marie and Larena presented the Reliability Policies they have been revising with input from Tonyio Carter. The Board was given the opportunity to ask questions and get clarification. The Board went through the revised version with Laralee, Sonya, and Kathy. Laralee is in support of what has been changed and clarified. Larena and Marie will continue to work with Laralee on refining this and will follow-up at a future Board Meeting.

Paycheck Auditing Project with SAPA Volunteer (Marie) Marie reached out to SAPA to get involved in this and has not heard back.

FA Contact Log Procedures Jenny clarified the 3-day response timeline that is expected of all Reps when they have an inquiry from a FA. This can be referenced in the Rep Handbook. Jenny requested the applicable Rep send their rough draft response to the Executive Council for review. The final response will then be sent from the SIA account on SWOL. If the Rep chooses to send from their own account, they will Cc: SIAGRP so it can be logged.

Crew Pay Tab Presentation (Larena) Larena walked the Board through some things she has learned about the Crew Pay Tab. Jessica suggested adding tutorial videos for the Crew Pay Tab similar to what they are doing with PBS- this will be added to the next IFL agenda to discuss. SIA will see if the Company is open to some suggestions for improving the usability of this SWOL feature.

Travelliance/Hotel Changes- Crew Support Reps are no longer able to change their hotel reservations. They need to contact (in this order) Kelsie (during business hours), Jenny, Crew Support, and then Sonya for any changes needed.

Jess’s absence (Acting VP) / Additional EC Help Larena and Tresa will discuss with one another which of them will fill in as acting VP during Jessica’s absence and will then follow up with the Board.

OSC Content Submission and Highlights Overview (Jess) Content is due 4/19. Jessica went over the guidelines for content submission:

If Reps would like Jess to review, edit and send back changes then the Reps should send articles in before the deadline for time purposes.

Content needs to be relevant to SIA and SIA’s mission. Jessica recommended that the content should be related to their committee or policy.

For the newsletter, keep content brief and concise. If a longer article is necessary, please let Jenny and Jess know to ensure space.

If a Rep is writing about policy they are asked to include the specific policy reference.

After this issue of the OSC, the Reps will be sending their content to Jenny and Kelsie while Jess is on MLOA.

Hotel Inspection Updates:

o Inspection Protocol Review- o Submitting requests-Exhibit A- butting flights up to inspection time o Using Reps/SME based on location o Updated Hotel Inspection Procedures (Steve/Diane)

Reps for future hotel inspections will be assigned based on location. For example, if the inspection is happening in the Midwest, Steve or Melanie would be the candidates of choice for this. Diane will attend an upcoming meeting to go over Exhibit A and ensure all Reps are trained with the new procedures.

IOM – Duty/Rest (Review doc from Jen M.)

The Board reviewed this and felt comfortable with the suggestions. The Board did make a note about changing some verbiage which Jess sent to Jen Mabley and Latricia for review.

Merger Protection Discussion (Jess) The Board stated they are in favor of pursuing a merger protection policy. Jessica stated she would not begin work on this until after returning from her LOA but she wanted approval. Jessica and Melanie will work on this together. Melanie will begin research prior to Jess returning.

PBS Liaison Effective May 1, 2016 there will no longer be a PBS Liaison due to Tonyio’s resignation. Melissa Bartholomew was suggested as a potential candidate- Marie will follow up with Melissa to see if she is interested in this position. Jenny suggested asking Tonyio for individuals who are particularly good at bidding and who understand the process well and then approach them.

Slide Deployments Update (Marie) Originally the procedure was to keep the FAs away from arming the door altogether. The issue is if Customer Service disarms the door in the evening and the FA returns to the plane the next morning there is confusion about who disarms/arms the door in that moment. That situation creates a need for additional protocol when the intent is to limit the protocol. This is all to avoid a seat-lock situation across the board. Marie reported this will be an on-going discussion for the time-being since no solution has been agreed upon at this time.

New Hire Reliability Effective January 1, 2016, the Company is no longer allowing any unexcused absences for New Hire Flight Attendants and when there is an unexcused absence they are taking it very seriously. Termination is always on the table with these situations and there have been 6 terminations because of this so far in 2016. SIA has written a letter which will be sent to every new hire informing them again of this policy and explaining that termination is a potential consequence. The Company is also sometimes allowing the FA to quit and making them eligible for rehire. They can reapply after 90 days and if hired again, they do not have to go through INH Training again.

Rep Updates

Lisa reported they had over 400 FAs take the Scheduling Satisfaction survey last month which is encouraging. It has given them great information in terms of scheduling needs and preferences among the FA group. Tresa reported back on the most recent Pro Standards’ meeting. They have designed a new logo. Tresa is transitioning into the Chair position for Pro Standards and Jessica is transitioning out. They are in the process of creating a Quick Reference Guide to help educate management about the program and who can be referred and how they actually do a referral. They have closed their first case out successfully and have three ongoing cases. The PS PowerPoint is being shown in Service Day (DAY 2 of CQ) and the program is hopeful for some more exposure to the FA group.

Marie has been working with the Company and the FAA about the potential seat-lock issue and finding protocol for disarming/arming the doors to avoid that situation. Larena has been given PBS Bid viewing access. Larena stated that SAPA would like to partner more often with SIA on different projects. Larena explained to SAPA that FAs and Pilots have very different needs and regulations in terms of scheduling so it would be difficult to completely partner with them on certain projects. Steve stated he would like to write in the next OSC about the check in notification that FAs have completed check-in. Steve would like some help with the upcoming hotel inspections because there are 14 cities needing to be inspected. Whoever attends with Steve will need hotel accommodations so let him know as soon as possible. Steve went over specific guidelines for choosing a contracted hotel which are now laid out in Exhibit A on the forms on oursia.org. Jay Oyler should be utilized to find out about overnight requirements so that a crewmember flying a 6-hour standup doesn’t have to travel far to get to and from their hotel. Steve also reported on the Rally missions. There is a mission where you can go to the doctor, get a physical, and then that information is input into Rally so you get points towards rewards. Right now, there doesn’t seem to be a process for getting this information to the Rally system in a timely manner. Steve will put something in the newsletter about Rally. Melanie reported that the scholarship program is going live today so she’s planning to see lots of applications begin to come through. She is also helping Steve look into crew discounts in overnight cities. They are currently gathering information so they can show some statistics to companies as they approach them. The Board discussed having Kathy and Holly work with SIA on benefits management for employees on different types of leave and getting them some assistance with that process so they can be successful. Melanie expressed interest in helping in this area and potentially taking this on as her committee. Jenny stated that Melanie can work with regular LOA’s and Michele can work with OJIs specifically. Eventually LOA’s may fall under the Outreach Committee. The EC will bring this up on the next IFL call to set up a phone call with Kathy and Michele and Melanie. Michele reported that Jenny, Michele, and Vanessa have been invited to Southwest’s CIRP Recurrent Conference in DFW in a couple weeks. They’re staying busy with CIRP calls which give FAs the opportunity to be contacted by a fellow crewmember and get support. Marie reported that the Power Point

presentations for both Pro Standards and CIRP went very well in Signature Service. Jen reported that CIRP is going to a notification process where a volunteer only responds if they are available. This will be announced in the upcoming newsletter. PSVs will also be asked to rate the crewmember’s level of stress as well as their own in a notification after contact has been made.

Website Update (Jess) The new webmaster is working on the revised site. Wayne, will be able to roll out the new website soon. Marie, Larena and Jessica met with Wayne and talked specifically about the Rep Forms, accessibility and some other ideas. Crew Mall has been taken off so the businesses need to be contacted and made aware. Jess will draft a response. Ideas to take to Wayne - Plane taking off on the main page - Total FA policies passed - Menu options: bigger font - Mobile friendly - Add a section in the ‘In Memory of…’ section where

Flight Attendants can leave comments - Welcome slide that will always appear when a FA logs on - A counter that tells the FA how many times/when they logged in - Slider options for the text

Parking Spot-Steve Steve was able to get several gift cards for free airport parking. SIA will follow up with the FAs who have come to SIA with parking inquiries and ask them if they could use them. Tresa will look through past TTSs and make a list of those FAs.

multiple people sitting ready or when there are multiple people sitting OBR. I asked crew support how they assign trips on RDY and they said they assign it to whoever as long as they are legal and they don't go by first call. Thanks for your time. Sheryl Wakefield

4/12 Seniority with RDY Reserve is honored at the time a RDY assignment is made. The Company said seniority is followed if everything is all factors between the FA’s on RDY are equal. Larena forwarded this to Steve-o who agreed there are many factors involved in who is chosen and when everything is equal between FA’s, then seniority is followed. Lisa DeAnnuntis will write this policy proposal. Clarify that seniority is honored at the time the RDY assignment is made and when all things are equal when choosing which RDY to assign, seniority is followed.

2/17 SP2318 Reserve I would like to propose reserve blocks to have a default of 2 days off between work blocks as similar to line holding flight attendants. Of course the reserve can have the option to waive the default but to work the potential of 6 on with 1 off can be brutal.

HOLD OPEN 4/12 Kelvin stated the system will only allow two single days off. The Board is in favor of proposing default of 2 days off for reserves. Marie will write this. 02/23 – Board would like more info and some were unaware there wasn’t a 2 day default. Lisa will research.

2/13 SP2308 Compensation I propose that a rehire SkyWest flight attendant that returns to employment after the current rehire policy. (1 year??). Will complete the probation period as stated in policy but after successfully completed probation will return to their exit pay scale and seniority based expierence, good company standing and company needs. Current policy allows this and the proposal would restrict the line holder from picking up the originally awarded trip 12 hours prior to show time in base similar to UA current

4/12 Board unanimously rejected this proposal. Lisa will follow up with Sherrie to let her know the Board rejected it. 2/23 – I think this came from Lisa and Sherrie never officially submitted a proposal. Check with Lisa.

policy. This would protect the company for using reserves to cover sick calls, company needs and not commuting problems. This FA Sheri King has been pulled of her reserve trips 4 times in the past 2 months due to commuting issues vs s sick call.

We discussed this and most were not in favor of 12 but maybe something.

02/24 SP2308 Compensation I'd like to propose a different and what I feel to be a fair way to compensate us for our required quarterly CBT's. All flights attendants require different lengths of time in completing the required quarterly CBT's. I propose that we be paid minimum daily guarantee per quartee. These CBT's came about when we went to a 1 day CQ which no longer exists. I feel this is fair and would also be a great morale booster.

4/12 The Board proposed asking the pilots how they are paid for CBTs. Lisa will look at Horizon’s contract and Michele will ask several pilot friends how much they are paid for their CBTs. The Board would like to pursue this.

2/29 SkedPlus+ (SPUG) It is wonderful that we have access to restricted trips in open time--thank you for your efforts in this area, however, I never use the calendar. The calendar itself is "restricted" as far as information regarding trips. The list is far more easy to use when picking up trips or exchanging trips. Today I tried four times to exchange a standup with another standup and a local, and was denied all four times for trying to pickup a restricted trip. This is incredibly annoying. Therefore, I am writing to suggest that SIA try to make changes regarding this aspect of scheduling. What can be done about having restricted trips appear in orange on the LIST verses the calendar--both in the OPEN TIME LIST and the company's EXCHANGE LIST. It is annoying and time consuming to keep going back and forth to compare the calendar and the list to make sure I am not trying to pick up a restricted trip. Please try to have this changed. Larena will update Mimi. 3/29 (Larena) I talked to Jay about this and he has submitted a request to IT to either change the list page to display same colors as calendar view or if this isn’t possible he will request that they add “restricted open” to the “posted by” column. 3/10 Jay is checking with IT on adding “Restricted Open Time” to the list page. I’ll ask him next week (3/29) while I’m in SGU.

03/16 SP2309 Expenses SP 2309 clearly states that the company pays for the cost of parking only at each flight attendants domicile and the policy is the same for the pilots. This policy is clearly not being adhered to in the case of crew members living in SGU based in SLC. The company is paying for 2 parking passes one in

SLC and one in SGU.i recently requested a parking pass for SGU because I had to park and commute out for one of my trips I was informed the company would only pay for passes for crew members living in SGU. I know pilots that don't live there that have parking passes. I propose that this policy be enforced or the company pay for me and every commuter the same benefit. I know we chose to commute but it's clear this policy isn't being followed.

03/24 SP2318 Reserve FA proposes that you should not ever be assigned RDY reserve before your assigned RAP. Example: RE2 can never have a RDY assignment before 0900. Lacey feels that the policy protects this on the back end of the RAP but not the front.

4/12 The board unanimously agreed to reject this proposal. The reasons the Board did not want to pursue this are as follows: -Circumventing seniority is never a good idea. -The opposite can happen on the other end with AM Reserves. -There are other quality of life items SIA would like to pursue for Reserves over this. Jess to draft a response for Lacey.

03/25 SP2306 Flight Attendant Reliability We have a lot of flight attendants transferring out of the domiciles to hold a line somewhere else, then dropping all of there trips in there new domicile and picking up all the trips in there old domicile, it is seriously effecting the overall operation. Skywest I thought had a non commute policy, I think if you transfer to a new domicile you should have to work there and only be able to drop and pick up where you are located, but now flight attendants are being obr to cover the slack that's caused by them. It's effecting the whole operation, it's not fair, something needs to change, I can't even pick up a good trip on my days off cause someone from another domicile took them all. Please look into this, I'm not the only one that's seeing this and how it's hurting operation and flow.

4/12 The Board unanimously rejected this proposal. Reasons for the follow up communication: -This happens in every domicile. -This is very restrictive to the majority. -This is NOT why they are OBRing FAs. -New hires have now received new reliability restrictions so the probationary FAs will have a very hard time doing this. -This change would restrict the majority of FA’s in favor of a minority.

3/29 SP2308 Compensation I understand the compensation policy for LCO but think there should be exception for instances like this. Perhaps in your next pay negotiation there can be a policy for minimum daily guarantee pay for maintenance or weather delays that exceed 10 hours of a LCO day's original release.

4/12 The Board agreed to modify this proposal. Melanie will write a proposal about Rolling Delays and submit to the Executive Council.

3/30 SP 2318 Reserve Lauren is proposing modifying the RAP Trade Board to allow Reserves to trade with their own schedules.

4/12 The Board was not in favor of burning reserves in order to allow this however Larena will discuss with Jay and see if this is even a possibility. Also, check the possibility of increasing Reserve Complement so Line holders are protected. Jenny will talk to Russ about pilot reserves being able to trade with themselves by calling CS. -When a FA switches with himself/herself it

affects the Reserve complement.

3/31 SP2318 Reserve As a reserve in Slc which there you become a veteran reservist. I watch the reserve board, open time religiously. I propose a re3 schedule for the larger domiciles, which in turn will give QOL to the reserves. Why? Lately Crew support is following policy which I think is not always the best, being said, that they are going up the bucket as the day goes by which 1 is pulling AM from the next day bucket.. For example this has happen now a lot and couple of times me personally caught myself not legal to fly. So a fa is on 4 to 4 she is the next to be called out in the 2 day bucket. Crew Support calls at 350 and gives her a standup at 7pm... Now 1 they say that reserves are not on duty until they check in which I feel is wrong we are on duty we are required to be available by are phone for 12 hrs, but how is this person fit to fly when she has been up for 12 hours waiting by her phone and now has to do a standup? Also it pulls a am from the next day bucket and now they have all pms... Now if we had a re3 shift and cut the reserve time from 12 to 8 hrs reserves would have QOL.. we would have a 4am to noon, noon to 8pm and 8pm to 4am which would only have 10 re3 able to bid for a re3... why because if you opened back up the re3 you have coverage for a standup through a early morning flight that crew support can't call a re1 for until 4am which then is a 2 hours call out for a 5am flight... you then would have your rdys on shifts to cover the less then 2 hours call outs... 2nd I have noticed, that is also I see a problem is you have new fa that are very junior to me who are for example, a msp based fa but lives in slc, she is a line holder in msp, she drops her line in MSP and picks up her trips in slc, then she calls out and 1. we loose reserves in slc and in msp to cover this... I know this has been the practice, but its getting bad, I propose that they can't commute to drop trips until they have been with the company for 5 years reason is that by then they know how to fly the system to commute. and One last thing for both the line holder and reserves, line holders are getting hours they don't want and reserves aren't getting the hours, why not drop all line holders to 80 hrs which then will give more composite lines for the senior reserves. If the line holder wants to hold more then 80 then they can pick up from open time, this will then give them a little more QOL and not so many people trying to get rid of trips which in turn will give us the coverage we need across the board more. I know this is long winded but these are proposals I feel will benefit the company make FA's happy and give QOL

4/12 The Board was not in favor of pursuing this. Jessica and Larena will call her and follow up with her. Jessica made a list of reasons why they aren’t willing to pursue each individual point.

12. Flight Attendant Schedule Adjustments and Awarding of Open Time

A. After the reserve adjusted bid has been published and until the end of the subsequent bid period, regular, composite, and reserve line holders will be allowed to adjust their schedules within FARs, Company limitations, and/or the provisions outlined in the SkedPlus+ User Guide on a first come, first served basis, as follows:

1) Trading pairings with other flight attendants. However, it remains the requesting flight attendant's responsibility to determine that all trades are legal within all FARs and Company policies.

2) Drop pairings into open time.

3) Exchange his/her pairing(s) with open time pairing(s) he/she is qualified to work.

4) P i c k u p Add pairings from open time.

a) If pairings picked up on days off interfere with an assigned reserve availability period or reserve assignment, the Company may adjust the flying on the day(s) off to allow for full use of the reserve flight attendant and pay protection will not apply.

5) Volunteer to be available for junior manning during any scheduled day off as indicated on their awarded bid or reserve adjusted bid award.

B. Schedule adjustment and awarding of open time is limited as follows:

1) A flight attendant may trade any pairing with another flight attendant, addpick up any pairing from another flight attendant, or pick up add any pairing from open time that may be available in a different domicile provided the Company assumes no liability (e.g., hotel rooms, deadheading, additional duty time) that might be associated with such action.

2) Any pairing from open time not picked up within 120 hours of the report for duty time of the pairing may be assigned under the following guidelines:

a) The pairing may be assigned by Crew Support to a reserve line holder.

b) The pairing may be picked up from open time by a flight attendant for overtime pay

c) When a flight attendant voluntarily attempts to pick up a pairing within

120 hours of the report for duty time, Crew Support must assign the flight attendant that pairing for overtime pay or immediately assign it to a reserve.

d) When a reserve is not available and/or the pairing has not

been voluntarily picked up from open time by a flight

attendant, Crew Support may assign the pairing to a

14. User Time Pay

A. Flight attendants with 90 days of employment will take user time to cover loss of credit flight time because of illness, injury, scheduled assignment deviations, or personal time. The credited flight time is deducted from the flight attendant's user bank at a rate equal to the value, or portions of the pairing(s) lost, and their guarantee is not affected.

1) Reserve line holders receive credited flight time at a rate equal to 4:00 hours per day.

a) When the flight attendant is unavailable for only a portion of the assigned reserve availability period, he/she only receives credited flight time for that portion of his/her reserve availability period in which he/she was unavailable on a prorated basis. The portion of the reserve availability period in which the flight attendant was available is considered a pro-rated on call period and is paid in accordance with this SP.

2) When a flight attendant has insufficient time in his/her user bank to cover the value of the pairing(s), his/her guarantee will be reduced by the value of the pairing.

a) A reserve flight attendant assigned reserve availability

period from

0600 to 1800 calls in sick the day before and requests the entire day off, a sick block will be added with a 4:00 credit. The next day the flight attendant calls in feeling better at 1000 and is willing to sit the remainder of his/her duty day. User time would be deducted at 1:20 (4/12*4:00) for the period from 0600-1000. The flight attendant would receive 2:40 of on call reserve time credit when he/she breaks guarantee.

b) A reserve flight attendant assigned a reserve

availability period from

0400-1600 calls in sick at noon. User time would be deducted at 2:40 (8/12*4:00) for the period from 1200-1600. The flight attendant would receive 1:20 of on call reserve time credit when he/she breaks guarantee.

B. Any other types of user time (family leave, emergency leave, user time, etc.) that are awarded or assigned prior to the bid opening for a subsequent bid period will be preassigned activities in the PBS in accordance with Flight Attendant Policy Manual SP 2317 Scheduling. Flight attendants may request an equal amount of user time be deducted from his/her user time bank.

C. User time pay may be requested on any future day(s) off. Credited flight time of 4:18 to 8:00 hours (flight attendant selectable with 4:18 default) for each day of user time taken will be deducted from the flight attendant’s user time bank.

D. Each flight attendant will have the option of receiving pay in lieu of earned or accrued user time at the end of each calendar year. This will be paid in December of each year and should be requested via SkyWest Online by November 15 of each year.

15. Vacation Pay

A. Flight attendants with one year of employment may request vacation pay (or user time) for awarded vacation time. The vacation credit hours deducted from the flight attendant's vacation bank are as follows:

1) Flight attendants have until 0900 Mountain Time on the 5th of the month prior to the month in which the vacation is awarded to choose a daily vacation rate. Flight attendants will select the daily vacation rate to be used via SkyWest Online on SkedPlus+. Flight attendants may choose a daily vacation rate between 2:30 and 4:12 credit hours per day in increments of one-tenth of a credit hour. The selected rate is used for all vacation time awarded at the time of the bid opening for the subsequent bid period. When the flight attendant does not elect to choose a daily

vacation rate, a rate of 2:54 credit hours per day will be used.

a) In the event a flight attendant has an awarded vacation period and is assigned or awarded a reserve line by the PBS for that bid period, the reserve availability periods in conflict will be dropped during the reserve adjusted bid, and a daily vacation rate of 4:00 hours per reserve availability period dropped will be used to determine credit time paid and deducted from the flight attendant's vacation bank.

2) Flight attendants awarded vacation by Crew Support after the awarded bid or reserve adjusted bids are published for the subsequent bid period or anytime during the current bid period will be paid for the credit time of all pairings dropped due to the awarded vacation. Credit time is deducted from the flight attendant's vacation bank at a rate equal to the credit time dropped. Reserve flight attendants who are awarded vacation under the provisions of this paragraph are paid and credit time deducted from their vacation bank at a rate equal to 4:00 credit hours for each reserve availability period dropped due to the vacation award.

B. Vacation pay during any future period that he/she has a

scheduled day off.

1) Credited flight time at a rate equaled to 4:18 hours for each day of vacation taken will be deducted from the flight attendant’s vacation bank.

24. Shift Cancelation

A. If a flight attendant’s scheduled flight is canceled for any reason, he/she is required to contact Crew Support for notification of his/her cancelation reserve status, alternate assignment (reschedule/reflow), or release from duty.

B. If a flight Attendant is on a cancelation reserve status, it will expire at the earlier of:

1) Original scheduled release time for that duty time period, or

1) On pairings that have a layover(s) 24 hours or greater, with no assigned flying, the Reserve availability period will be limited to a maximum of eight hours within a reasonable start and end time.

D. While on cancelation reserve status, the flight attendant is subject to the Reserve policies contained in SP 2318 related to availability, assignment, callout, and notification.

E. Flight attendants are required to ensure the remainder of their original pairing footprint is accounted for on their schedule in the form of assignments, cancelation reserve, or a specific indication of release.

1) Flight attendants may contact Crew Support or wait until their modified schedule has been completed in SkedPlus+ prior to being released.

2) Flight attendants may self-notify of changes via SkedPlus+.

NOTE: Schedule changes may take an extended period of time during IROP situations.

F. While on cancelation reserve status, the flight attendant’s reassignment will be subject to the following:

1) Restricted to the footprint of the flight attendant’s original pairing only, unless the flight attendant has given consent otherwise.

2) Flight attendants may be rescheduled beyond the footprint of each duty time period, provided that the footprint of the original pairing is not compromised (multi-day pairings).
