I n a press conference held recent ly at the munic ipal ground of the town, Mayor Manuel S ia que of Dulag, Leyte mentioned some internat ional organizat ions par t icular ly the Wor ld Food Programme ( WFP) who has been providing suppor t to the Yolanda sur vivors star t ing f rom the distr ibut ion of re l ief goods to the recover y ef for ts . A total of 34 thousand metr ic tons of foods have a l ready reached the Yolanda af fec ted communit ies inc luding hi - energy biscuits , r ice, among others. About 3 mil l ion people have been suppor ted by the Wor ld Food Programme ( WFP) through their var ious programs in coordinat ion with the government. I t can be recal led that dur ing the ear ly days fo l lowing Yolanda’s wrath, WFP has immediately mobi l ized i ts logist ic assets to suppor t the government and the humanitar ian communit ies in the del iver y of humanitar ian ass istance. I t was learned that WFP feeds an average of more than 90 mi l l ion people in 70 countr ies each year. (P IA-8)

I n order to address and mit igate the ef fec ts of t yphoon Yolanda
to agr icultural tenants of coconut lands devastated by the calamit y, an Administrat ive Order No. 02 ser ies of 2014 has been passed and is now in ef fec t . I n a press conference held recent ly at R i tz Tower de Leyte, th is c i t y, Depar tment of Agrar ian Reform (DAR) Region 8 Direc tor E l iasem Cast i l lo expla ined the per t inent provis ions par t icular ly on the coverage, pol ic y statements and operat ing procedures of Administrat ive Order no. 2 ser ies of 2014. I t appl ies to a l l tenanted coconut landholdings, with or without a leasehold agreement which have been af fec ted by natural ca lamit ies l ike what happened when Yolanda struck the region.
Cast i l l lo has emphasized that a tenant- lessee cannot be e jec ted anyt ime f rom his farm holding for h is fa i lure to pay lease rentals as a result of the devastat ion brought by super t yphoon Yolanda or any calamit y except upon order of the cour t or an author ized body. I n case the coconut plantat ions were total ly destroyed, i t does not mean that the tenanc y re lat ionship has been ex t inguished by the for tuitous event or natural d isaster. “A tenant shal l have the r ight to renegotiate a new leasehold agreement with the landowner speci fy ing the new terms and condit ions of their tenanc y re lat ions or agreement par t icular ly with respec t to the payment rentals , p lant ing of crops and change of crops i f necessar y, and upon agreement,” Cast i l lo

However, the of f ic ia l has fur ther expla ined that this administrat ive order is not appl icable to tenants in r ice lands and other crops damaged by the t yphoon. “A.O. no. 2 ser ies of 2014 is c lear. I t only covers those tenanted coconut lands af fec ted by Yolanda and other natural ca lamit ies”, the DAR off ic ia l sa id. To date, the total coconut land area tenanted in Leyte a lone is 4 , 881 hec tares. I t can be recal led that coconut farmers in the region were among those who suffered fol lowing the destruc t ion of their p lantat ions in November last year when super t yphoon Yolanda wrought havoc in Eastern Visayas and other regions. with the success of the turn-over ceremony of the permanent housing units of the first 20 beneficiaries Yolanda victims formerly residing in the high-risk zones of Tanuan. “it was heartwarming seeing the beneficiaries signing their contracts, the turn-over and blessings of the house it was heartwarming” said Tecson.Tecson is certain that the project will dramatically improve the quality of lives of the many constituents of Tanuan.
This is a milestone, we plan that every 2-3 weeks we will turn over houses.The mayor informed that about 500 Bayani Challenge volunteers who will be involved in house construction came to Tanuan last Saturday, they will help the 500 residents who will work in Brgy. Pago twice a week. Tecson acknowledge partners in this project first is Gawad Kalinga, National Housing Authority, the president and the vice president, sec. Lacson the over-all leader of rehabilitation especially
with his leadership and for selecting and choosing Tanuan as pilot for rehabilitation and recovery. He also thank national and international agencies and the provincial government of Leyte and the Tanuan council headed by Vice mayor Ronald Flores, with all the help extended to Tanuan to recover from the damage caused by Yolanda. The project said Tecson will create a very bright future, a new Tanuan, a better Tanuan. Meanwhile Vice-Governor Carlo P. Loreto of Leyte said that the project in brgy. Pago Tanuan Leyte though is just a start, is a testament of the united efforts of private sector and the government, that so much will be achieved when government and private entities unite for a cause. “What is good in Tanuan aside from the presence of GK, that those with large chunk of man hours contributed in the GK site were prioritized. While choosing who will occupy the 20 units was raffled to observe fairness” added Vice Governor Loreto. For his part Sec. Panfilo Lacson of the office of the presidential adviser on Recovery and Rehabilitation admired what GK has done in Tanuan in fact Lacson describe it as “monumental” “there was no turn-over of housing units in my recollection that is similar to Tanuan, this is different, this is “monumental” and I hope that the tribes of the beneficiaries will increase and that hopefully a series of turn-over will happen soon said Lacson. Lacson revealed that according to National Housing Authority about 200,000 families from the high risk zone are to be resettled in Leyte, but the affected families including those who are living in the safe zone totaled to 900, 000.Lacson assured the public that there is an available fund for rehabilitation and with the help of private entities such as Gawad Kalinga the fund is augmented.
