President’s Message

Chamber Position on Key Legislation

Our state legislators are back from spring break and the clock is ticking on wrapping up the session by mid-May. Now legislation moves out of committees and into full votes in the House and the Senate. The Chamber Board has taken positive positions on eight measures it believes have broad impact on our regional and state business climate. First, the Board has endorsed the Fix the Six agenda of the state Chamber and Associated Industries of Missouri. These are broad issues that impact many fi rms. They include:

1) Employment Law Reform: One important change would reform the Missouri Human Rights Act regarding discrimination claims to more closely refl ect federal Title VII protection. Another change sought would cap compensatory jury awards and impose lower limits on punitive damages. Unlike federal discrimination statutes, compensatory damages under the MHRA are unlimited and punitive damages are capped at $500,000 or fi ve times the jury award. The federal laws use a sliding scale of combined compensatory and punitive damages caps ranging from $50,000 to $300,000.

2) Workers’ Compensation Reform: Unintended consequences of workers’ compensation reforms passed in 2005 could catch businesses off guard, because these changes are being interpreted to exclude protections for incidents that have been covered by the workers’ compensation system for decades.

3) Franchise Tax Cap: Missouri is one of a few states that imposes both a corporation income tax and a franchise tax. The corporate franchise tax is an antiquated tax that was enacted as a temporary tax in 1914 before there was a corporate income tax. Proposed legislation would cap the franchise tax, and then phase it out over several years.

4) Minimum Wage Escalator Elimination: Missouri’s minimum wage law allows an automatic infl ation adjustment based on any increase in the cost of living as measured by the Consumer Price Index (CPI). This automatic increase could result in a higher minimum wage in Missouri than the federal minimum wage. Legislation would lock Missouri’s minimum wage at the Federal level.

5) Tort Reform: A specifi c area in Missouri’s tort system is the current law for assigning fault and business liability known as modifi ed joint and several liability. It means that businesses can be held liable for the entire cost of litigation if found to be 51 percent or more at fault in the case. Several neighboring states have reformed laws to move toward a pure several liability system to determine fault and liability, apportioning cost between all parties according to the percentage of fault attributed to each.

6) Unemployment Insurance Reform: Missouri has borrowed more than $722 million from the federal government to pay unemployment claims. Employers will begin losing Federal Unemployment Tax Act (FUTA) tax credits this year if the state does not repay its loans, which next year could result in a tax increase of $21 per employee. That amount doubles the following year and triples in the year after that. Missouri could avoid this increase through bonding. The ability to issue bonds to repay these loans to the federal government already exists in the law, but the term of the bonds must be lengthened. Without lengthening the term, the principal and interest payments would exceed the amount allowed under the Hancock provisions of the Missouri Constitution. Proposed legislation would lengthen the term of bonding, thus reducing interest and securing FUTA credits.

In addition, your Chamber Board is supporting the Compete Missouri legislation which will streamline and enhance key eco-nomic development incentives programs. In full disclosure, I was one of a dozen economic development professionals in the state that worked with the Department of Economic Development on this legislation. While not perfect, it does improve the incentives for existing companies and fi rms new to the state and the Chamber Board agrees it deserves support.

Finally, the Board has reaffi rmed it long-standing position encouraging a state-wide vote on right-to-work. This is about keeping Missouri competitive in the quest for new jobs and new investment. Just this past year, we visited with 17 site consultants in three major cities. One of our questions was, “What can Missouri do to attract the interest of your clients?” The fi rst thing named by eight of the seventeen was pass right-to-work. We are missing numerous opportunities, regionally and statewide, to locate new companies and new jobs because of this one issue. The Board of your Chamber believes it is time to put the question to the public if the legislature and Governor can’t or won’t put this in place.

YPN Gives Back

Twenty-four volunteers from the Young Professionals Network and MSSU’s Alpha Sigma Alpha teamed up for a YPN Gives Back work day for two local non-profi ts on Saturday, February 26th. In just two hours, the garage at American Red Cross was completely reorganized. At the same time, LifeChoices received assistance with clerical work and volunteers also helped organize materials for their special classes and projects. A special thanks goes out to the Alpha Sigs for bringing their fun energy to our work day!

YPN will give back to Big Brothers Big Sisters on Saturday, April 30th. We are looking for 20 YPN volunteers to be a buddy to an unmatched child still on a waiting list for the program. A background check will be required of all volunteers and administered by BBBS. Please contact Amanda Bilke or Jeff Meredith for more information if you are interested in participating in this event. RSVP as soon as possible to ensure your place is reserved –you won’t want to miss out on this fun-fi lled afternoon!

Connect. Empower. Develop. These three words add up to the “WHY?” of the Young Professionals Network. With so many organizations to be a part of in the Joplin area, it’s easy for some to ask “Why should I belong to the YPN?” Since you’re reading this message, it’s clear that you and/or your employer already recognize the value of connecting, empowering, and developing the future leaders of our community--and I thank you for your foresight.

There are many reasons to consider myself fortunate to be the new Chair of the Young Professionals Network--not least of which is the fact that I have an amazing support team on the Executive Committee. Amanda Bilke is the new Co-Chair, and I can’t tell you how excited we are to carry the baton forward for the next fi scal year. The Executive Committee is tasked with setting the vision and goals of the YPN, and is made up of the following members: Drew Hartley (Past Chair), Becky Brill, Ryan Jackson, Angie Thomure, Ryan Rupar, Stephen Kauffman, Kobie Langford, Melinda Brown, and Toby Johnston.

Our Executive Committee recently spent quite a bit of time and energy to refl ect on the successes of the past fi scal year, and to strategize on what is to come in the next fi scal year. Although the YPN is young, I’m proud to say that we have many convincing answers to the question I just posed: “Why should I belong to the YPN?” Whether you enjoy community service (YPN Gives Back), meeting new faces (Caffeine Club), learning from others (CEO Brownbag Lunches or Mentoring Program), or being on a nonprofi t’s board (Boardwalk)--the Young Professionals Network delivers.

A big part of my role as the new Chairperson is to keep an open ear to our members’ needs and feedback. It is my intent to reach out to as many YPN members as possible during my tenure--and since our membership is now 160 and counting, doing just that could keep me very busy! I want to stress that if you ever have a question or comment, you are welcome to call or email me anytime.

Thank you for being a part of the YPN. While it’s signifi cant that we already have 160 members, I want to leave you with a challenging thought: there are over 10,000 people in Joplin between the ages of 21 and 40. While Joplin is already a great place to live, imagine the possibilities of our town being inspired by 10,000 incredible leaders who have been Connected, Empowered, and Developed through the Young Professionals Network!

Don’t keep the YPN a secret--I am convinced that this organization is a huge factor in taking Joplin, Missouri, to the next level. Talk to you soon!

With the beginning of the calendar year now a couple of months behind us, not only is Spring right around the corner, but the end of YPN fi scal year is rapidly approaching. As the new YPN fi scal year begins, that also marks the end of my year as YPN Chairperson. Beginning April 1st, Garen McMillian will be taking over the reins, and at the same time, bringing an unparalleled passion for the betterment of our group and members.

It has been a complete honor and privilege to serve each and every one of you as Chairperson. We accomplished so many great things during the past year I cannot begin to name them all. However, in my opinion, the best is yet to come….Here’s to going above and beyond expectation for the next YPN year!

JACC Staff PromotionsTonya Sprenkle, Finance Director of 18 years, has been promoted to Vice President of the Joplin Area Chamber of Commerce. Tonya is a true Joplin native. She married Jim Sprenkle January 20, 1973. They have three children, Jennifer, Travis, and Leah and four grandchildren, Colton, Haden, Jonathan, and Devin.Cindy Weiss, Joplin Area Chamber of Commerce Staff Accountant of six years, has been promoted to Finance Director. Cindy is married to Keith, and they have two children, Sarah and Daniel. Samantha Doubledee, who last year interned in accounting for the Joplin Area Chamber of Commerce, has been hired as the Operations Assistant. Samantha is a recent graduate of Missouri State University, and is a newlywed. Her husband’s name is Nathan. Christine has been an employee of the Joplin Area Chamber of Commerce for one year. Christine and husband Ward have two children, daughter, Morgan, and son, Alexander. Ginger has been with the Joplin Area Chamber of Commerce for 12 years in June. As Business Services Director, Ginger develops programs for business development and leadership education. She directs numerous programs including Business EXPO, Leadership Joplin and numerous committees. She is a graduate of the Institute of Organizational Management in Athens, GA.

Before joining the JACC staff in May of 2010, Christine was a long-time Chamber member, volunteer and sponsor. Her current responsibilities include working with prospective and existing members to maximize opportunities of their Chamber invest-ment. Christine has a degree in Communications from Southwest Missouri State University and attended graduate school at SMSU specializing in Mass Communications.

He was promoted to Member Relations Coordinator in October 2010 which enabled him to better interact with the Chamber Members and help get them involved in Chamber activities. Stephanie has been at the Chamber for 12 years. She began as Administrative Assistant and is now the Special Events Manager. She graduated Magna Cum Laude from MSSU in 1996 and has a BSBA in Business Management.

The program offers dementia related education, emotional support and connections with resources so that the members may enhance their lives in the midst of the disease. The Animal Adoption and Resource Center, located at 140 East Emperor Lane, sees thousands of dogs each year. Most are cute, cuddly and everyone wants them, but some of the bigger dogs have been waiting to be adopted for more than a month. In an effort to place big dogs, the adoption fee has been reduced to only $20. If the big dog has been on the adoption fl oor for more than one week, all fees are waived. MSSU Hosts Tomorrow’s Leaders TodayWednesday, March 2nd, the 38 members of this year’s TLT Class spent the day at MSSU learning about the opportunities and exciting new developments in Healthcare education and careers which are happening on campus. Many of the students are interested in a career in the health fi eld so this was their opportunity to see the variety of areas of study MSSU has to offer. After a welcome to the campus by Dr. Bruce Speck, MSSU President, the students were given an overview of healthcare careers by Dr. Tia Strait. A rousing game of medical trivia followed! The students then heard presentations on the courses of study at MSSU including nursing, respiratory therapy, dental hygiene and med tech/radiology. The highlight of the day was the fact that the entire session was conducted in the new Health Sciences Building! “Awesome,” “Fabulous,” and “I didn’t know MSSU had this; it is absolutely the best in state of the art medical educational facilities!” were just a few of the comments made by class members. A tour of the campus concluded the day. Thank you to MSSU for hosting and sponsoring the session. The next session will be Quality of Life on March 30th at Lafayette House. A graduation ceremony for the class and their invited guests will be on Thursday, April 7th.
