Hamilton Down Payment Assistance Program
The City of Hamilton is launching another round of the Down Payment AssistanceProgram for low- to moderate-income individuals and families who rent inHamilton and want to purchase a home. The program is aimed at those who can
afford regular mortgage payments but for whom home ownership is out of reach due tothe inability to raise a lump sum down payment. Funding will be issued on a first-come,first-serve basis to eligible participants until the fund is exhausted.
Down payment assistance is in the form of a forgivable loan of either 5% or 10% ofthe purchase price depending on household income and whether the household includesdependents.
Applicants must retain the house for a 20-year period after which the loan is forgiv-en. If the property is sold, or the terms of the loan agreement are breached within the20-year period, applicants must repay the principal loan amount AND either 5% or 10%(depending on the percentage down payment assistance received) of any capital appre-ciation.

TORONTO — The Canadian Real EstateAssociation is predicting that the impact ofdeclining oil prices on consumer confi-dence in some provinces will push downCanadian home sales by 1.1 per cent thisyear, to 475,700 units countrywide.
CREA also estimates the national aver-age home price will grow by two per cent to$416,200 this year, a smaller increase thanlast year, as Alberta’s average home pricesslip by an estimated 3.4 per cent this year to$387,600.
The association had earlier predictedhome sales would be 0.8 per cent above2014, rising to 485,200 units, but revised itsoutlook lower to reflect the falling price ofoil.
Provinces with significant oil productionwill see lower home sales. Alberta is expect-ed to see sales fall by 19.3 per cent in 2015,Saskatchewan by 11.2 per cent, Manitobaby 2.2 per cent and Newfoundland by oneper cent.
However, RBC Economist Robert Hoguesaid the oil price-related turbulence inWestern Canada looks like it may subsidesoon.
“It is encouraging to see possible signs that the worstmay soon be over in Calgary and Saskatchewan,” Hoguesaid in a note. “In particular, we point to the drop in newlistings in these markets as a positive development that,if sustained, would suggest to us that panic is not settingin and that activity may be close to reaching a floor.”
Canada’s other provinces will continue to see highersales and relatively stable or higher average sales prices,according to CREA.
British Columbia is projected to see the number ofhome sales increase by 4.9 per cent, Nova Scotia by 3.7per cent and Quebec and New Brunswick by 2.5 percent.

Ontario is expected to see a 1.9 per cent boost in saleslevels from 2014, while Prince Edward Island is project-ed to see sales activity rise by 1.4 per cent.
The B.C. average home price is expected to rise 3.4
per cent this year over 2014 to $587,600and Ontario’s average price will grow 2.5per cent to $441,900. Apart from those twoprovinces and Alberta, prices elsewhereare expected to be within one per cent oflast year.
TD Economist Diana Petramala saidalthough rock-bottom interest rates willfuel housing demand over the short term,“the impact is likely to fade as 2015unfolds.” Overall, Petramala predicts saleswill remain relatively flat over the courseof the year and price growth will slowdown to about one to two per cent.
“A stable housing market means theBank of Canada will be in no rush to raiseor lower interest rates over the near term,”Petramala said in a note.
Meanwhile, home sales in Februarywere up one per cent from January afterseveral months of back-to-back declines,though the picture was dramatically differ-ent in various regions.
The overall increase was led by theVancouver and Okanagan regions in B.C.and Toronto. However, CREA said saleswere lower in more than half of all local
markets compared with January as buyers on the Prairiesstayed on the sidelines amid low oil prices.
Compared with a year ago, sales last month were up2.7 per cent from February 2014.
The number of newly listed homes fell 2.5 per cent inFebruary compared to January.
The national average price for a home sold inFebruary was $431,812, up 6.3 per cent on a year-over-year basis.

Home buyers not deterred by February's cold
The REALTORS® Association of Hamilton-Burlington (RAHB) reported 1079 property salesprocessed through the RAHB Multiple Listing
Service® (MLS®) system in February. This representsa 13.9 per cent increase in sales compared to February oflast year.
There were 1450 properties listed in February, anincrease of 2.6 per cent compared to the same month theyear prior. End-of-month listing inventory was 11.3 percent lower than last February.
“The record cold month of February didn’t keep thebuyers away,” said RAHB CEO Ross Godsoe. “Saleswere not only up from last year, but were about five percent higher than the average for the month of February.”
Seasonally adjusted* sales of residential propertieswere 10.9 per cent higher than the same month of theprevious year, with the average sale price up 9.6 per centfor the month. Seasonally adjusted numbers of new list-ings were 1.9 per cent higher than the same month theyear prior.
Actual overall residential sales were 13.2 per centhigher than the previous year at the same time.Residential freehold sales were 15 per cent higher thanlast February while sales in the condominium marketsaw an increase of 5.2 per cent.
“While there were more new listings in February ofthis year than there were last February, new listings arestill about 12 per cent lower than the 10-year average forthe month,” added Godsoe. “That is having an impact onthe listing inventory. The higher than average sales cou-pled with lower than average new listings plus continuedlow listing inventory is keeping our area firmly in a sell-er’s market.”
The average price of freehold properties showed anincrease of 10.1 per cent compared to the same monththe previous year; the average sale price in the condo-minium market increased by 3.2 per cent when com-pared to the same period.
The average sale price is based on the total dollar vol-ume of all properties sold in the RAHB market area.Average sale price information can be useful in estab-lishing long term trends, but should not be used as anindicator that specific properties have increased ordecreased in value.
The average days on market decreased from 44 to 36days in the freehold market and from 41 to 37 days in thecondominium market when compared to the same monththe previous year.
Year to date, sales are 3.9 per cent higher compared tothe same two-month period last year; listings are flat tolast year and the average sale price is 9.8 per cent high-er for the period.

Developer pays 32 per centpremium in hunt forVancouver land
An aging three-storey apartment complex covering one city block on Vancouver’saffluent west side has been sold at a hefty profit to a developer for $26.3-million,the latest sign of the boom in Canada’s most expensive housing market.
Cressey Development Group’s purchase price is $6.35-million higher than what thesellers paid last year, or a 32-per-cent premium. Cressey plans to demolish five buildingsdating back to 1948 on the site and construct a new four-storey, mixed-use developmentwith retail space on the ground level and condo units above.
The purchase places the spotlight on builders’ hunt for developable land in Vancouver,which is boxed in by the ocean, mountains and agricultural land reserves. CanadianPacific Railway Ltd.’s abandoned freight line, the Arbutus corridor, is being eyed by somedevelopers because the 9.5-kilometre-long route is up to 20 metres wide. The railway’sproperty snakes through some of Canada’s priciest neighbourhoods, including a stretch oftrack next door to Cressey’s new acquisition.
Cressey’s deal to buy the multifamily complex will close on April 7. Tax records showthat the sellers, Alex Zhang and Lucy Xu, assembled three commercially zoned lotsbetween January and May of 2014 for a total of $19.95-million to clear the way for a sin-gle listing. The three land parcels combined had assessed values that totalled $15.87-mil-lion in July, 2013.
Apartment tenants in the complex used to be suite owners in a long-standing co-oparrangement for 44 units, said Mark Goodman, a principal at HQ Commercial, which list-ed the property in September for $28-million. Mr. Zhang and Ms. Xu, through WestBoulevard Property Ltd., invested hundreds of thousands dollars in preliminary work byarchitects and planners for a condo proposal.
Vancouver-based Cressey, no stranger to the upscale Kerrisdale neighbourhood, paid atotal of $22.14-million last year for multifamily buildings on one city block directly southof the one that it will take possession of in April. Cressey has filed an application to theCity of Vancouver to build a new project on the south site, and expects to apply this fallto construct a similar-sized retail and condo development on the north site, between West47th Avenue and West 48th Avenue.
CP has the right-of-way for the Arbutus corridor, but City of Vancouver officials havebalked at rezoning the railway’s property for residential development, opting to keep thetransportation designation. CP hasn’t used the line to transport freight since June, 2001.
“A real estate project along the corridor would be successful, but first the zoning hasto be determined,” Cressey executive vice-president Hani Lammam said.
CP reckons its land is conservatively worth $100-million, while the City of Vancouveris willing to pay $20-million – a lowball offer when compared with prices for the twoblocks sold to Cressey.
“We know this is a very valuable piece of land,” said Mark Wallace, CP’s vice-presi-dent of corporate affairs. “The true value of this corridor is huge. We think that we’rebeing very reasonable and so far, the city’s offers to buy this land from us have been wild-ly inadequate – not realistic.”
He said there are creative hybrid ideas worth exploring – the railway has proposed apilot project to build housing on a small portion of the Arbutus corridor, subject to rezon-ing. CP believes that selected real estate development could co-exist with public transitwhile setting aside space for sanctioned community gardens.
CP has offered to hand over its property for free if the city rezones several parcels andallows the railway to participate in housing development. “The city zoning is what’s real-ly blocking us,” Mr. Wallace said. “You’re talking to a wall when you talk to city hall. I’mtired of negotiating with myself.”
But Vancouver city manager Penny Ballem said CP is engaging in short-term thinkingabout real estate because civic leaders envisage a corridor strictly for streetcars carryingpassengers, possibly within 20 years. “As the city grows, you really have to work veryhard to preserve green space and transportation corridors for future citizens and genera-tions,” Ms. Ballem said.
For now, CP plans to reactivate the Arbutus line to use the tracks to store rail cars.
