Chairman’s Message
Dear members, As a chartered body for health and safety practitioners, we aim to promote ways in improving health and safety at work; to maintain and improve the professional status of members, and to exchange information and ideas with a variety of
stakeholders through network in ensuring a safer and healthy workplace for everybody. Continuing professional development is one of our key objectives keeping up-to-date skills and knowledge and safeguarding the professional status. We organise or jointly organise a number of professional events in form of conference, seminars, talks, workshops and technical visits. In addition, we promote other events of interest that are believed to be beneficial to our members. Also, we continue to establish and maintain good relationships with stakeholders, authorities, institutions, organisations and professional bodies of other disciplines, locally or internationally to raise the health and safety standards. Mr Randolph LAW shared with participants the fundamental views – What is explosives? How to classify explosives? How to safely use industrial explosives in construction work?
He further elaborated the following: Industrial explosives / accessories available in Hong Kong Conditions / factors affecting the safety and stabilities of explosives and its accessories Fundamental rock blasting theory and potential hazards Blasting assessment report and method statement
Supervision is of paramount importance to compliance with the safety statutory requirements. A blasting engineer and a qualified shotfirer are competent persons for the blasting works.

research project competition and award

Hong Kong Branch organised the student research project competition to encourage the postgraduate and undergraduate students of the IOSH accredited programmes to conduct and present their outstanding final year research projects in the field of occupational safety and health. Two judging panels consisting of members from academic and industrial professionals were convened to determine the First Place candidates on the basis of depth of OSH knowledge; relevance and worthiness to the industry; innovation and creativity; originality and feasibility of solutions or recommendations to the problems and the overall presentation.
The members of two Judging Panels were Dr KM Ngan, Mr C S Chan and Ir Dr Sammy Wan for the postgraduate accredited programme, and Ir Dr Alan Chan, JP, Mr Andy Lo, and Ir Richard Tse for the undergraduate accredited programme respectively. For the postgraduate programme, First Place Awards were given to the following candidates:
- Mr Cheung Kwok Hei of HKU SPACE - Master of Science in Safety, Health and Environment, whose project was "An analysis on the effectiveness of training on manual handling operations in the construction field"
- Miss Tsin Po Man of HKU SPACE - Master of Science in Occupational Hygiene, whose project was "Study of Potential Health Hazard due to Dust Exposure in a Portland Cement Production Plant"
For the undergraduate programme, awards were given to the following candidates: First Place Awards:
- Mr Ko Ming Ki of The Hong Kong Polytechnic University, whose project was "A Study on the Safety Climate of sub-contractor in Hong Kong construction industry"
- Miss Fong Siu Ling, Rabbit of Open University of Hong Kong LiPACE and Middlesex University, whose project was "Study on Prevention of Fall from Height Accidents in Bar Bending Works in Construction Sites Dissertation".
Merit Awards:
- Miss Ho Yin Ching of The Hong Kong Polytechnic University, whose project was "The Study of Hazard Identification and Elimination for Glass Bottle Recycling Industry"
- Mr Chan Ho Yeung of The Hong Kong Polytechnic University, whose project was "Work safety of mobile elevated working platform used in shopping arcades in Hong Kong"
- Mr Chung Wing Keung of the Open University of Hong Kong LiPACE and Middlesex, whose project was "A critical study on safety culture in formwork trade"
- Mr Lee Tat Yan, Denny of the Open University of Hong Kong LiPACE and Middlesex, whose project was "An Evaluation of Environmental Impact on Mariner Workers in Manual Handling Operations" respectively.
The presentation ceremony was held on 7 January 2017 and provided the platform for the awardees to interact with students from other tertiary institutions and safety practitioners during their presentations. There were about 80 participants joining the event.

OSH workshop on legal issues for work safety and
anti-bribery law on 28 March 2017
The Branch jointly organised the workshop with the Society of Registered Safety Officers in order to provide the participants with legal information about occupational safety and health. Five professionals from Mayer Brown JSM shared the following topics with the participants:

OSH seminar on global perspective on safety and
health at work on 21 April 2017 Since 2003, the International Labour Organization (ILO) observes the World Day for Safety and Health at Work on 28 April capitalizing on its traditional strengths of tripartism and social dialogue. To support ILO’s campaign and promote this meaningful day to the community, the Society of Registered Safety Officers co-organised this Seminar with the Health, Safety and Environment Office of The Hong Kong Polytechnic University and the Branch. Mr Victor Chan, Certified Environmental Manager, shared with the participants his stories of working at Middle East, e.g. several mass transit projects, including the Dubai Tram and Metro Red Line Connection in Dubai, and the Doha Metro in Qatar. His multi-national working experience revealed that safety practice in the above-said countries was in a long run to catch the level of Hong Kong. Mr Michael Leung, Director of the Office of Health, Safety and Environmental Affairs of the University of Macau shared with participants the safety performance of Macau for recent years, the legal structure, the training on safety disciplines and the legislative development in Macau.
Mr WK Leung, Health, Safety & Environmental Officer of The Hong Kong Polytechnic University introduced how the ‘World Day for Safety and Health at Work’ came.

Two-day safety benchmarking study trip to
Guangzhou on 21 & 22 April 2017
The study tour was arranged for the participants to benchmark good occupational safety and health practices of different corporations in Guangzhou and to share good practices and experience in order to improve health and safety standards of the regions.
With the sincere assistance provided by Guangzhou Association of Work Safety (廣州市安全生產協
會), a team of 20 members participated in the visit to four companies:
Guangzhou Tinci Materials Technology Co., Ltd. (廣州天賜高新材料股份有限公司)
WanLi Tire Corporation Limited (萬力輪呔股份有限公司)
Guangzhou Shipyard International Company Limited (GSI) (廣船國際有限公司)
B.S. Machinery (Hong Kong) Limited (保成機械(香港)有限公司)
The visiting team first visited Tinci Material Technology Co., Limited on 21.4.2017. Mr Xu ZhauYin, Factory Manager, introduced his company profile, vision and strategy of managing occupational health and safety of his company.
Afterwards, the team visited the WanLi Tire Corporation Limited. Mr Liu WeiSheng, the Production Department Head, introduced their company business and how they standardized the safety management in the company. Mr Liu then led the visiting group to their tire production line and responded to questions regarding the safe operations.
On the second day of the visit, the team first visited the shipyard of Guangzhou Shipyard International Company Limited (GSI) at Nansha. Mr. Yang Chuanyuan, Safety Director, introduced the shipyard facilities and the products which manufactured by GSI.
Then, the team visited the hydraulic crane factory - B.S. Machinery (Hong Kong) Limited (BS). The company fabricates and manufactures land and marine hydraulic cranes. Mr Hugo Luo, R&D Department Manager, introduced his company’s background and led the team to visit his factory. They subsequently demonstrated the newly developed crane safety system. The system designed with various safety features for enhancing lifting safety.

Safety forum on major infrastructure works safety -
‘new focus on prevention of serious injuries and
fatalities’ on 12 May 2017
To support the Safety Forum on Major Infrastructure Works Safety jointly organized by Occupational Safety & Health Council, Labour Department and Construction Industry Council, Ir. Poon Yut-ming, Honourary Advisor of IOSH Hong Kong, delivered a presentation, on behalf of IOSH Hong Kong. At start of the presentation, Ir. YM Poon declared that the concept of Serious Injuries and Fatalities (SIF) is extracted from training packages and Webinar materials that are owned by DEKRA Insight.
Ir. YM Poon introduced the definition of SIF. He then elaborate the equation “SIF Actual + SIF Potential = SIF Exposure”, in which the possible consequence of both SIF Potential and SIF Actual may be similar, but the environmental or situational conditions may differ. He emphasized that management should carefully review every single SIF Potential for the adequate control measures (may be equivalent to that for SIF Actual) so as to eliminate the possibility to become a SIF Precursor. A Precursor is an un-mitigated risk situation that will eventually result in SIF.
The presentation was well received by audience.
