Moshe is instructed to command Aharon and his sons to sacrifice the olah. The term "tzav - command" poses a difficulty: why was it necessary to use such strong language? Did it not suffice to simply guide him? Is there any thought that Aaron would not eagerly fulfill the Almighty’s directive? Rabbi Shimon explains in the Midrash: “The term "command" denotes urging on to carry out a command, both now and in future generations. Such admonishment is especially necessary whenever a monetary loss is involved.” An olah, a whole-burnt offering, is given entirely to Hashem, so that a Kohen derives no direct benefit from it whatsoever. In the eyes of a Kohen, this may be seen as a financial loss, or at least a lost opportunity. Thus, all the greatness of Aharon and his sons notwithstanding, special urging was necessary. Though the desire to serve is pure, our judgment can be easily clouded by greed and false expectations. When Hashem offers us the opportunity to return “home,” the greatest obstacle standing in our way is the sense that we simply cannot leave things behind. Where would we be without our nice homes, cars, and other conveniences of life? Is the ‘land of milk and honey’ able to compete with the comforts of the ‘Golden Medina’? When Hashem offers us the opportunity to recapture the land of our forefathers, to rebuild the ancient and hallowed ground where Avraham, Yitzchak, and Yaakov once walked, we seem to manufacture endless excuses for delay. International pressure, false demographics, security concerns, and so on. We do not stop to think of all the marvelous gifts that Hashem gives us. We are blind to the real gifts bestowed upon us in the Land of Israel, and seek refuge in false interpretations of the lack of applicability and urgency of the mitzvah of yishuv ha'aretz. Should we simply wait for Hashem to pave the road? No! Although the flame on the altar was self-sustaining, still we were commanded to bring a fire of our own. Hashem has already blessed us with opportunities. Now it is our turn to act. The commandment is loud and clear: we know what "sacrifices" we must make, and Hashem is urging us... come home! However, early next morning the day took a bitter turn as Muhammad Ibrahim Mattar, 25, from East Jerusalem walked into a Border Police Post at the Lion’s Gate of the Old City and stabbed two police officers. After a struggle, the terrorist was neutralized, but the two officers required immediate medical assistance. Medics from Hatzalah Yehudah and Shomron were first on the scene. One of the medics said, “When I arrived at the scene, the officer already had regular bandages on his head, chin, and cheek areas. I saw that the bandages had already turned red, so I removed them and applied my hemostatic bandage. It worked very well…the bleeding stopped.” The hemostatic bandage is a single-use gauze strip that expands when coming in contact with liquid. This advanced technology allows for blood control and immediate clotting. When time is of the essence, this bandage literally saves lives. One Israel Fund works closely with Hatzalah Yehuda and Shomron in supplying medics with Basic Life Saving kits. Director of Security Projects, Marc Provisor, said, “After analyzing the types of attacks we were witnessing, we felt the need to include hemostatic dressings in the standard Basic Life Saving kits." One Israel Fund immediately started supplying Israeli made "Wound Clot" dressings in kits supplied by Hatzalah Yehuda and Shomron. Thanks to these bandages, the two officers from Monday’s attack were saved. One Israel Fund is working to supply more medics and emergency response volunteers with these bandages. Every year more than 1,000 physically challenged children and youth participate in the Ilan Summer Camps throughout Judea and Samaria.

Ilan, Israel’s Foundation for Handicapped Children, has 46 centers throughout the country, serving disabled children in adapted academic settings, sport centers, therapeutic centers, and homes. The centers work with children from pre-school through adulthood, with residential homes for adults who grew up through the Ilan network.

The summer camps are a volunteer-based program, offering the youth an opportunity to leave the family circle. This provides a break in the intensive routine of daily care, both for the families and for the children. It offers the youngsters an opportunity to enjoy and

get to know other, especially children who are not disabled, and, above all, to have fun.

Communities in Judea and Samaria encourage their youth to spend their summers hosting and connecting to those who are less fortunate. The youth, who volunteer every summer in these camps, accept responsibility for all aspects of the planning, set up, staffing, logistics, and funding of the camps. The summer camp experience includes full accommodation in the host settlements, joint activities, social get-togethers, sports activities, challenging experiences, and trips around the country.

The numerous volunteers, who mentor the disabled children, are guided and accompanied by Ilan’s professional staff.. These volunteers handle every single child, helping them with all basic routines such as feeding, bathing, and any other needs they may have. Most importantly, they shower them with love and acceptance, while having tons of fun.

Camps are run in Alon Svut, Kfar Etzion, Migdal Oz, Rosh Tsurim, Kochav Hashachar, Oranit, Tel Menashe, Kedumim, Karnei Shomron, and more. The children of Ilan and their families, who come from all walks of life and from all sectors of Israeli society, are exposed to the power of giving and the warmth of the people in these special communities.

This volunteering enterprise shows the beautiful face of Israeli society. Close ties and special friendships are

forged between disabled children from different places and different cultures, with the amazing youth of Judea and Samaria.

These camps are only partially funded by Ilan, which provides the professional staff and equipment. The host communities launch fundraisers to finance the cost of all the special activities and excursions.

Although hundreds of millions of dollars have been contributed by the international community to build and support a proper health care system, medical care in Palestinian controlled area remains very limited. There is no national insurance system and access to medical facilities is insufficient. Israel provides tens of thousands of permits for those in need, to be treated in Israeli hospitals. In fact, even the leadership of Hamas have sent their own family members to be treated in Israel. Unfortunately, covering the costs associated with these treatments, does not seem to be a priority to the Palestinian Authority.

The leadership of the Binyamin Regional Council together with the leadership of One Israel Fund met with Rav Litzman, The Minister of Health to discuss the plans for the new medical center in Binyamin. The Minister expressed his joy and excitement for the initiative that will bring advance medical care to a region with very limited access to medical care. He pledged his ministry’s full support for the project and instructed his senior staff to do all they can to facilitated the development of the center.

The corner stone ceremony for the new center was set for the day after Yom Yerushalayim (May 25th), and is expected to be attended by many dignitaries and politicians from Israel and abroad.

Texas Agriculture Commissioner Sid Miller signed the first-ever trade agreement between the Lone Star State and Jewish communities in Judea and Samaria.

Supporters of Jewish communities in Judea and Samaria have seen encouraging developments this week in the US.

Texas Agriculture Commissioner Sid Miller, a strong supporter of an Israeli presence in the region, signed the first-ever trade agreement between the US and the Samaria Regional Council.

“I’m here in the Shomron [Samaria] - Israel - to create a revived Texas-Israel exchange,” Miller declared, according to the Post.

Miller, a Republican, has been a staunch supporter of US President Donald Trump since the 2016

presidential race. He is in Israel this week on a visit organized by Samaria Regional Council head Yossi Dagan.

The trip, Miller said, is also a statement against the anti-Israel Boycott, Divestment and Sanctions (BDS) movement.

“Israel is our strongest ally in the region. Texas needs Israel. The US needs Israel and Israel needs the same cooperation back.” Miller stated. (Source: The Jerusalem Post)

Binyamin MedicalCenter on the Move

A new neighborhood was announced for the community of Mevo Dotan. The Shomron Regional Council together with the leadership of the Mevo Dotan community, led by Aryeh Tzirnovitch have worked for the past year and a half on permits to advance the new community that had already received all of the proper zoning certificates. The unofficial building freeze made progress impossible, until recently.

The new neighborhood will be

called Neve Dror, and infrastructure construction is already underway.

The community of Mevo Dotan was established back in 1977 near the Sa-nur Station and was relocated in 1981 to its current location in Northern Shomron. Two kilometers south of Mevo Dotan is the Alonei Arava Nature Reserve, one of the most beautiful areas of the Shomron. In 2003, following difficult security challenges that led to negative migration, the Golan Yeshiva

send a group of familied to strengthen the struggling community. Today, the community is once again flourishing with the population of 500 expected to double with the completion of the Neve Dror expansion.
