Immunization Technical Support Unit (ITSU) is a strategic arm of Ministry of Health and Family Welfare (MoHFW) that works towards strengthening of Universal Immunization Program (UIP). ITSU reviews the reported data on Child Immunization (service delivery) that is captured in Health Management Information System (HMIS) and Reproductive Child Health (RCH). The same is analysed, developed into immunization dashboards on monthly basis, program gaps are identified and state specific feedback is provided. Immunization dashboards aim to improve quality and use of reported data on immunization to promote concrete programmatic actions for addressing the challenges in strengthening UIP. Dashboards provide state wise performance on various immunization component (timeliness, coverage, VPD cases, etc.) and concurrent feedback regarding reported immunization data to MoHFW, partner organizations and immunization program managers at state level. Additionally, these dashboards collate data provided by World Health Organization – National Public Health Surveillance Project (WHO-NPSP) related to concurrent monitoring and manual reporting for newly introduced vaccines, ‘Performance of AEFI surveillance and reporting in the states’ and ‘RI Communication Indicators’. As per the HMIS guidelines, it is mandatory for all the states to upload monthly data of the preceding month on or before the 20th of each month. After this deadline, ITSU downloads the HMIS and RCH data, analyses the data including data from other sources and prepares the dashboards. For example, data for the month of April 2019 is downloaded after 20th of May 2019, collated, analysed and published as ‘Immunization Dashboard June 2019’. On a monthly basis, a group of states is provided detailed feedback on immunization coverage and data quality issues. The following table explains the framework for categorization of states and union territories for providing the feedback.

• During Apr 2018 - Feb 2019, Nation's Full Immunization Coverage was 79%. Meghalaya (57%),

Nagaland (59%), Puducherry (61%), Uttar Pradesh (66%), Daman & Diu (67%), Arunachal

Pradesh (69%), Sikkim (69%), Madhya Pradesh (70%), Lakshadweep (71%), A & N Islands (72%),

Jharkhand (74%), Rajasthan (74%), Maharashtra (75%), Mizoram (77%) and Tamil Nadu (78%)

were the states/UTs below the national coverage.

• Hep B birth dose is to be given within 24 hours of birth and is mandatory for all institutional

deliveries; however, it was given in 76% of institutional deliveries in the country. Jharkhand

(51%), Assam (55%), Mizoram (59%), Uttar Pradesh (59%), Chhattisgarh (65%), Kerala (66%),

Maharashtra (67%), Haryana (69%), Arunachal Pradesh (73%), A & N Islands (73%), Rajasthan

(74%) and Gujarat (74%) were the states/UTs below the national coverage.

• National coverage for BCG is 88%. A & N Islands (58%), Sikkim (59%), Lakshadweep (60%),

Daman & Diu (62%), Madhya Pradesh (69%), Himachal Pradesh (73%), Arunachal Pradesh

(74%), Odisha (74%), Rajasthan (77%), Uttar Pradesh (82%), Tamil Nadu (83%), Goa (84%) and

Assam (86%) were the states/UTs below the national coverage.

• National coverage for Penta-3 is 84%. Daman & Diu (61%), Puducherry (63%), Sikkim (67%),

Maharashtra (60%), Tripura (61%), Assam (66%) and Nagaland (66%) were the states/UTs below

the national coverage.

• National coverage for RVV 1st & 3rd dose (in RVV introduced States) is 76% & 71% respectively.

Of the eleven states where it was introduced, three states for RVV-1 and three states for RVV-

3 have reported below national coverage.

lowest coverage of 12% & 17% respectively and Tamil Nadu has reported highest coverage of

• National level drop-out for Penta1-Penta3 is 4.8%. Puducherry reported highest drop-out of

15%.

• Rota Virus Vaccine (RVV) – RVV was introduced in phased manner in the country. In 2016 under

phase-1, four states were included viz. Andhra Pradesh, Himachal Pradesh, Haryana and Odisha.

In 2017 under Phase-2, five more states were included viz. Assam, Madhya Pradesh, Rajasthan,

Tamil Nadu & Tripura making a total of nine states. In 2018 under Phase-3, it has been

Pneumococcal Conjugate Vaccine (PCV) – PCV was introduced in 2017 in three States viz. Bihar

(July’17 in 17 districts), Himachal Pradesh (June’17 in 12 districts) & Uttar Pradesh (June’17 in 6

districts). Vaccine is newly introduced in 2017, reporting fields are not introduced in HMIS portal,

hence manual reporting is done from states and the are same is being reviewed and analyzed. In

2018, PCV was introduced in two more states viz. Madhya Pradesh (April’18 in 51 districts) and

Rajasthan (April’18 in 9 districts) with expansion in Uttar Pradesh (May’18 in 6 districts) and Bihar

(June’18 in 21 districts). Haryana has also introduced PCV in 15 districts from Oct’18 and in 6

districts from Nov’18 from its own fund.

• Measles & Rubella (MR) – MR campaign is being conducted in the country in phased manner.

During phase-1, five states (Goa, Karnataka, Lakshadweep, Tamil Nadu, Puducherry) and in

phase-2, eight states (Andhra Pradesh, Dadra and Nagar Haveli, Daman and Diu, Chandigarh,

Telangana, Himachal Pradesh, Kerala and Uttarakhand) were covered. In phase-3, nineteen

• Japanese Encephalitis (JE) – JE campaign is being conducted in the country in phased manner

(232 JE endemic districts). During phase-1, 202 JE endemic districts (in 20 states) were covered.

In phase-2, 16 JE endemic districts (in 04 states – Arunachal Pradesh, Jharkhand, Telangana and

Tripura) were covered. In phase-3, selected 14 districts of two states (Odisha & Chhattisgarh)

were covered and total 76% of children were vaccinated against the target.

• Mission Indradhanush (MI) Campaign under Gram Swaraj Abhiyan

Gram Swaraj Abhiyan (GSA) was launched as a campaign under the Ministry of Panchayati Raj

and was initiated under the name of “Sabka Sath, Sabka Gaon, Sabka Vikas” with the aim of

integrated development at the village level, promotion of social harmony and spreading

awareness about pro-poor schemes of government. MI was one of the 7 programmes being

undertaken with GSA, to increase the immunization coverage in selected villages with

underprivileged population. A total of 16,850 villages have been identified in 533 districts across

27 states. All union territories (UTs) were also covered under this activity. Mission Indradhanush

(MI) under Gram Swaraj Abhiyan was planned to reach unvaccinated and partially vaccinated

children and pregnant women in these villages. The 1st, 2nd and 3rd round of MI under GSA was

conducted from 23rd to 27th April 2018, 21st to 27th May 2018 and 18th to 23rd June 2018

respectively. Coverage related indicators of MI GSA are given below.

• Mission Indradhanush (MI) Campaign under Extended Gram Swaraj Abhiyan (EGSA) in

Aspirational districts (AD)

Extended GSA was conducted in 117 ‘Aspirational districts’ listed by NITI Aayog. Three rounds

of Mission Indradhanush was conducted under EGSA in these districts. First round was started

from 16th July 2018, second round was started from 13th August 2018 and third round was

started from 10th September 2018. MI under EGSA was poised to achieve better outcomes for

immunization, thereby supplementing the goal of achieving 90% full immunization coverage in

all the states of India by December 2018. While EGSA had identified villages for saturation of 7

pro-poor schemes, MI was being conducted in the entire district, including both GSA and non-

GSA villages.

• Mission Indradhanush (MI) Phase 6

Ministry of Health and Family Welfare has planned to conduct three rounds of Mission

Indradhanush (MI) in 75 districts with FIC less than 50% (as per the recent evaluated survey

report) across 17 states and where MI GSA has not been carried out. The focus for the current

phase is on pockets with unvaccinated and partially vaccinated children. The 1st, 2nd and 3rd

round of MI under Phase 6 was conducted from 22nd Oct, 22nd Nov and 22nd Dec respectively.

The first and second round has been completed, and the third round is ongoing in one state

(Assam).

The existing MCTS has been upgraded to RCH application in order to match the changing data

requirements of RCH programmers and strengthen existing health reporting system. The RCH

portal, an online software application has been designed for early identification and tracking of

the individual beneficiary throughout the reproductive lifecycle. The RCH portal has been rolled

out in all the states (except in Gujarat, Rajasthan and Tamil Nadu where they have state run

portal)

• Only 40.0% children registered on RCH portal in Apr 2018 -Feb 2019 with lowest registration

done by Telangana (4.8%) and A & N Island (10.0%).

• Percentage of villages not mapped with any facility in RCH portal: Total of 6.2% villages

were not mapped in India. Tripura (39.7%), A & N Island (39.0%) and Delhi (25.0%) were the

three states with highest percentage of villages not mapped in RCH portal.

• National Full Immunization Coverage (FIC) was 12.7%.

• Antigen-wise all-India coverage against registered children in Apr 2018-Feb 2019:

- Hep B birth dose: 55.9% - Meghalaya (10.6%), Mizoram (10.9%), Uttar Pradesh

The communication indicators mentioned below are from the available data of the

monitored states.

• Percent monitored sessions with one/more mobilizers found working was 98% and states

below the average were Chhattisgarh (89%), Rajasthan (96%), Uttar Pradesh (97%) and

West Bengal (97%).

• Percent monitored sessions where ASHA was found working was 79% and states below

the average were West Bengal (70%), Uttar Pradesh (74%), Chhattisgarh (77%) and Bihar

(78%).

• Percent monitored sessions where AWW was found working was 58% and states below

the average were Maharashtra (26%), Chhattisgarh (27%), West Bengal (33%), Rajasthan

(41%), Madhya Pradesh (48%) and Assam (56%).

• Percent monitored sessions where Link Workers found working was 4% whereas state
