In order to help recognize the tremendous efforts of the members and organizations of the

St. Louis Branch of Missouri Chapter APWA, the Branch would like to announce

the creation of new award categories beginning in 2015.

The St. Louis Branch of Missouri Chapter APWA is accepting applications for the following awards.

These awards will be presented on May 28, 2015 at an Awards Recognition Ceremony during the

St. Louis Branch of Missouri Chapter APWA monthly luncheon.

Public Works Project of the Year Award (Less than $250,000/Greater than $250,000)

The St. Louis Branch of Missouri Chapter APWA Public Works Project of the Year Award was established to

promote excellence in the management and administration of public works projects by recognizing the alliance

between the managing agency, the consultant/architect/engineer, and the contractor who, working together,

complete public works projects.

oversight of the Missouri chapter. In order to help support the programs the St. Louis Branch offers in our specific

geographic area, the St. Louis Branch has established branch dues. The St. Louis Branch dues are not included with

the national-chapter membership. All APWA chapters and branches are part of the national association, therefore it is

not possible to membership at the branch level only.

The St. Louis Branch delivers valuable, timely and relevant APWA educational, networking, and public service ac-

tivities near where members work and live. The St. Louis Branch offers members the opportunity to attend educational

programs, Click, Listen & Learn audio web conferences, symposiums, monthly branch luncheons, spring and fall con-

April 2015 will once again be National Safe Digging Month, the time of year when all

Common Ground Alliance stakeholders come together to communicate how important it is

that professionals and homeowners alike call 811 and follow the safe digging process to

help prevent injuries, property damage and inconvenient outages.

You may not be aware but at Laclede Gas, damages caused by excavators not calling for locates accounted for about

14% of all damage in FY14 and about 36% of those were home owners.

Survey finds 51 percent of homeowners who plan to dig will put

St. Louis Branch Meeting Minutes

Meeting Minutes March 26, 2015 Chair Mike Busch called the meeting to order and led the group in the Pledge of Allegiance. Rich Wilson said the Invo-cation. Chair Mike Busch conducted the meeting as follows: Announcements Chapter Leadership Training Chapter President Eric Landwehr, Past Branch Chair Anne Lamitola, and Chair Mike Busch attended APWA Chapter Leadership Training in KC last month. 2015 Spring Conference Steve Meyer spoke about the spring conference. The conference will be held April 29-May 1, 2015 at the Capital Plaza Hotel in Jefferson City. Highlights include the get acquainted social at Spectators on Wednesday evening and the tour of the Missouri State Penitentiary. Dinner at Das Stein Haus wil follow the tour on Thursday evening. More information on the chapter website. Scholarships Lee cannon discussed that the winners of the scholarships will be announced soon. Branch Awards For 2015 we will select Branch Awards to recognize some of the great work our fellow Branch members are doing each year. The awards are:

Project of the Year (Both large and small, over/under $250,000)

Service Appreciation or Special Recognition

At that lunch, we will present the Vince Tallo Awards to individuals with over 30 years of service to one organi-zation. Vijay Bhasin will once again oversee the Vince Tallo awards. Public Works Week Public Works Week is May 17-23, 2015: This year's theme "Community Begins Here" speaks to the essential nature of Public Works services in support of everyday quality of life. Chapter Awards The Missouri Chapter is accepting applications for the end of the year awards. There is the D Squared Award, Public Works Leader of the Year award and Professional Engineer of the Year award. Awards will be presented at the Fall Conference. The deadline for submitting nominations is September 27, 2015. 2015 National Congress The Best Show in Public Works will be held in Phoenix Arizona, August 30 – Sept. 2, 2015. Committee Updates Golf Tournament The 7th Annual Ken Yost Golf Tournament is scheduled for Monday, May 18, 2015 at Paradise Valley. 11:00 am Lunch, 12:00 noon shotgun start. The golf tournament serves as the primary fundraiser for the Ken Yost scholarship. Ben Niesen and Wes Theissen are co-chairing this event. There are sponsorship opportunities available. Ben Niesen spoke regarding dates and times for the golf tournament. Community Outreach Volunteer Opportunity, May 13th at Little Bit Foundation. STEM outreach being planned, Adopt a Family over the Holidays. Jason Dohrmann spoke regarding the activities planned for this year. Young Members Joint Society Happy Hour tomorrow night, March 27th, at Grand Hall at Union Station, open to all members. Scott Goforth spoke regarding the happy hour. Membership Meeting scheduled for TBD to discuss outreach initiative… Renew membership online or mail-in is still available. The membership committee is focusing on maintaining the membership database, and an outreach program to recruit new members. April Giesmann spoke regard-ing membership. Activities – Tony Russo Happy hour at Blueberry Hill in U. City to be held April 9th and the summer event is yet to be determined. Tony Russo spoke regarding the happy hour event.. Speaker Len Madelon introduced the speaker Mrs. Susan O’Leary. Mrs. O’Leary spoke about her book “Against All Odds” After the presentation Len Madelon presented a Certificate of Appreciation to Mrs. O’Leary. Next meeting April 23, 2015, at Orlando’s. The guest speaker will be JC Alonzo with Shockey Consulting Services, giving a presentation on: “Envision Infrastructure Rating System – Fostering and Recognizing Sustainable Practices for Infrastructure” Meeting adjourned.

The City of Saint Charles Department of Public Works is recruiting a Construction Inspector to perform construction inspection and related project

management duties.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required

and assigned. Inspects, manages, and approves the construction or repair of sanitary sewer, storm sewer, water main, street construction, and other appurtenances

as related to improvements for compliance with design specifications, plans, codes, standards and contracts.

Manages construction projects? bidding, contracts, scopes, schedules, budgets, quality, communications, and risks.

Responds to contractor requests for information and issues correction notices or approvals as necessary to assure compliance with the project and/or

City standards.

Reviews permit applications and issues permits.

Coordinates activities and work schedules with utility companies, contractors, property owners and other City Departments.

Resolves conflicts, provides information, and responds to inquiries from citizens, contractors, staff, and the general public regarding Private Devel-

oper and City projects.

Verifies billing for work completed and materials supplied and recommends appropriate payment in accordance with project requirements.

Prepares correspondence, field notes, maps, permits, brochures, memos, etc., related to construction inspection.

Prepares ordinance violation notices, citations, and testifies in court regarding ordinance violations.

Oversees or conducts construction materials testing and analysis.

Provides technical support for other divisions of Public Works and other City departments.

Functions as lead inspector on large scale construction projects.

Makes final determinations for Inspectors I and II in the absence of and/or as assigned by the Sr. Project Manager ? Construction.

Supports the professional development and execution of job duties for Inspectors I and II ? Construction Project Managers.

Analyzes and develops long-range infrastructure maintenance plans.

Performs all job duties where applicable in compliance with the Missouri Department of Transportation?s (MoDOT) Local Public Agency (LPA)

Manual.

Performs all job duties in compliance with the City of St. Charles Public Works Department?s Project Management Manual (PMM).

Minimum Training and Experience Required to Perform Essential Job Functions

Bachelor?s degree in Civil Engineering or related field. Registered Professional Engineer or ability to obtain Missouri registration within one year.

Seven years public works construction inspection experience. Experience overseeing public works projects in a local government setting preferred.

Ability to read, understand and administer engineering design drawings, contracts, specifications, and other related documents. Ability to perform

duties in active construction zones following proper safety protocol. Ability to communicate orally and in writing with contractors, City personnel,

other City Departments, and the general public. Ability to research and apply engineering specifications and standards to the inspection of public

works construction projects. Valid motor vehicle operator?s license required. Completion of MoDOT?s LPA Basic Training Course or ability to

complete within six months. Any combination of education and experience that provides equivalent knowledge, skills, registrations and abilities.
