ARC Reporting unplugged !

Following the ARC Reporting teleconferences connecting with everyone across the state, we have

collated key tips and frequently asked questions for your reference. Make the most of these reports to

understand the operational characteristics of your service and strengthen data quality practices with

your team.

How can I validate the results of my ARC Performance Report and my OASIS Report?

From the Lists tab (on the Reports page), generate the ARC Performance List or OASIS List (for the same reporting period as the report) immediately after you run your report. The List details the specific items that have been included in your report to enable your review and validation.

Regular review of your reports will enable data validation and any data quality practices to be addressed in a timely manner.

Why is it that my ARC Performance Report and my OASIS Report show different results?

Each report serves different objectives and so, have different counting rules. The ARC Performance Report supports the oversight and management of your work with families. This data is used by the department to consolidate performance reporting for key internal and external stakeholders.

The OASIS Report streamlines your performance-based acquittal obligations. These results, once reviewed and verified (using the OASIS List), can be directly entered in to OASIS.

Also, it is important to understand that each report reflects the data in your workgroup at the time you run the report. If data (relevant to the reporting period you specify) is updated, then the same report run at a different time will show different results.

About the ARC Performance Report (APR)

This report presents 3 sections of results : Enquiries (most important for FaCC services) in tables 1 – 3 ; Case Summaries in tables 4 – 14 and Output Measures (service hours) in table 15.

Enquiries – FaCC only : A new Response Type Unable to locate has been included to more accurately capture the closure of referrals from Redbourne (Queensland Police).

Table 2 : The ECDC values appearing at the bottom of the table are the result of recent functionality developed for the A&TSI Family Wellbeing services. These will be removed in the next upgrade of this report.

For Tables 1 – 3, the Indigenous status is derived from the mandatory flag on the Enquiry form.

Case Summaries

Case creation date, Date of consent to engage with the family and the Case Closure date are THE key fields underpinning your reported results.

How does the Indigenous/Non-indigenous recognition count?

Where there is a Person included in the Case Summary who Identifies as either Aboriginal, Torres Strait Islander or Both on their Person details,

then, this Case Summary will count as Indigenous.

What do Tables 9, 10, 11 & 12 tell me?

Table 9 gives you the total Case Summary position for the reporting period by status, as at the last day of the reporting period.

Table 9 totals Open = Table 6 Referral to another service = Table 7 Early exit = Table 8

Tables 10 and 12 display the engaged (consent provided) status of the Case Summaries reported in Table 9. Table 9 = Table 10 + Table 12

The Average days calculations (in Tables 9 & 12) provide insight across engagement and service duration. Average days of service is a reflection of the length of time that a Case is or had been open. Average days of engagement is a reflection of the length of time that was required to engage a family.

Table 11 counts the number of consents obtained during the reporting period.

The Date of consent to engage with the family (on the Case Summary, Referral sub-tab) is the key date.

The ARC Performance List details the specific Cases counted for each of these Tables.

How do I use Table 14?

Table 14 shows the status of referrals made to other services. These are those referrals recorded on the Referrals tab on the Person record, not the Case closure reason (reflected in Table 7).

The status of referrals made to other services in ARC (Family Services) will be updated when that service responds to the referral.

For referrals using the Manual button (to services not in ARC), the status of the referral needs to be manually updated in ARC when you have confirmation from that service.

Table 14 lets you know :

- if there are referrals in Waiting, these need to be followed up with the other service : if in ARC, for them to action, and if another service, for the worker to update the status;

- the nature of family needs being supported by other services; - any potential issues if there are a lot of referrals being Declined, which could be raised

through Local Level Alliance forums.

The ARC Performance List provides the specific details of these referrals for your review.

For data accuracy, it is also useful to regularly review referrals in Draft status (from the Home page, Referrals tab, Draft sub-tab).

What time is included in Table 15?

All worker time recorded through Notes (all types) and Enquiries during the period is counted. Time is entered in ARC in minutes, this table reports in Hours. Notes created after the Case has been closed are also counted.

The ARC Performance List details these specifics.

About the OASIS Report

This report presents 3 sections of results : Performance, Outcomes and Outputs.

The counting rules differ between FaCC and IFS for many of the measures – please refer to the Counting Rules relevant to your service (available from the secure section of the Family and Child Connect website).

An active Case Summary is central to many measures. An active Case Summary is an open Case Summary where the Date of consent to engage with the service has been recorded. (The Cases Page enables you to easily review where this has / has not been recorded.)

Tips for FaCC :

GM01 There is no count provided from ARC as these are contacts not recorded in ARC.

This measure is not scrutinised by the department and is provided to enable services to reflect non-client related contacts.

IS35 Will count as Indigenous where :

- Indigenous status was selected for an Enquiry created in the period (excluding response Types 3 & 4)

- a Person in the Case Summary identifies as Aboriginal, Torres Strait Islander or both and the Date of consent to engage is recorded.

IS39 Will count where a Person in the Case Summary has the CALD checkbox ticked on their Person details and the Date of consent to engage is recorded.

IS133 IS133 Number of Existing Service Users is always at the beginning of the reporting period. (ie. open Enquiries and active Case Summaries on the day before the start date of the reporting period). This is consistent across all Programs within the department.

IS145 = APR Table 2 (1 + 2 + Reported to Child Safety) + Table 12 (Referral to another service + Early exit)

IS201 Counts Enquiries created within the reporting period (excl. Response Types 3 & 4) + Case Summaries with a Referral Date (for this service) within the reporting period

Tips for IFS :

IS35 Will count as Indigenous where a Person in the Case Summary identifies as Aboriginal, Torres Strait Islander or both and the Date of consent to engage is recorded.

IS39 Will count where a Person in the Case Summary has the CALD checkbox ticked on their Person details and the Date of consent to engage is recorded.

IS132 Counts each Case Summary where the Date of consent to engage falls within the reporting period (regardless of when the Case Summary was created)

IS133 Counts active Case Summaries on the day before the start date of the reporting period.

IS133 (for this reporting period) + IS132 – IS145 = IS133 (for next reporting period)

IS201 Counts each Case Summary with a Referral Date (for this service) within the reporting period

OM2.1.01 The criteria to count for this measure is :

1. the Case Summary was closed during the reporting period 2. the value selected for “Case plans goals met” was Case plans goals met or Partial needs

met

3. there was an Initial and a Closing Wellbeing Domains Assessment completed for the family,

linked to the Case Summary

4. the total score across all domains of the Closing assessment is greater than the total score of the Initial assessment AND

5. the Family Safety domain score in the Closing assessment is an improvement from the Initial assessment and at least 3 (Adequate) or higher. Challenge = 1, Adequate = 3, Strength = 5

OM2.1.08 The criteria to count for this measure is :

1-4, as above AND

5. a 3 (Adequate) or higher in the Closing assessment is an improvement from the Initial assessment for 2 or more of the domains excluding Family Safety.

The counting rules underpinning the new ARC Performance Report (APR) and OASIS Report have been prepared for both Family and Child Connect and Intensive Family Support services. These are available in the OASIS and APR Reports section in the secure area of the Family and Child Connect website (www.familychildconnect.org.au).
