RYInUnclogging America’s Arteries: Effective Relief for Highway Bottlenecks,publishedin
February2004,theAmericanHighwayUsersAllianceidentifiedthe24worstphysicalbottlenecksintheU.S.in2002.LosAngeles,California,receivedthemostmentionsatfive,andAtlanta,Georgia,cameinaclosesecondwiththree.TheAtlantabottlenecksidentifiedinthestudyoccurredatornearthreemajorinterstateinterchanges,including
thejunctionofInterstate285(i-285)withInterstate75(i-75).ThiskeyjunctureislocatedjustsouthofAviationBoulevardandtheproposedinternationalterminalforHartsfield-JacksonInternationalAirportandwasalreadythefocusofplanningstudiesbeingconductedbytheGeorgiaDepartmentofTransportation(gdot).
ThoseplanningeffortstookcenterstagewhenGeorgiaGovernorSonnyPerdueintroducedhisFastForwardCongestionReliefProgramtoStateresidentsinApril2004.FastForwardisacomprehensivesix-year,$15.5billiontransportationprogramdesignedtorelievecongestionandspureconomicgrowthbyacceleratingexistingprojects.Itdoessobyutilizingacombinationofregulargdotfunding,GeneralObligationandGuaranteedRevenueBonds(grb)andgarveebondstoimplementbothshort-andlong-termcongestionreliefstrategies,includingtheexpansionofhigh-occupancyvehicle,orhovlanesinmetropolitanareas.
Notsurprisingly,thei-75fromsr54NorthtoAviationBoulevard–forhovLanesprojectinAtlantaispartofthegovernor’sFastForwardprogram.And,asofDecember2004,itbecamepartoftheAcceleratedConstructionTechnologyTransfer,oractt,processaswellwhentransportationofficialsfromaroundthenationcametogethertoaddressissuessurroundingthe$90millionreconstructionproject.
Theprimaryobjectivesofi-75fromsr54NorthtoAviationBoulevard–forhovLanesaretoaddnorthboundandsouthboundhovlanes;reconstructfiveinterchanges,includingonesystem-to-systeminterchange(i-285/i-75);andaddnoisebarriers.gdot’spreferredtypicalsectionincludesoneortwobarrier-separatedhovlanesineachdirectionwithatleastonenew,exclusively-hovinterchange.Thenorthendoftheprojectwillconnecttoexistinghovlanesbutwillrequirespecialcoordinationasitisneartheairport,whichisamajortrafficgenerator.
Withtheaboveinmind,gdotandtheacttmanagementteamestablishedsixskillsetsfortheAtlantaworkshop:

1.1. Opening SessionThei-75fromsr54NorthtoAviationBoulevard–forhovLanesworkshoptookplaceNovember30toDecember2,2004,attheGeorgiaTechGlobalLearning&ConferenceCenterinAtlanta,Georgia.
DanSanayi,constructionandsystemspreservationengineerforfhwa,servedastheworkshopmoderator.Followingabrieforientationsessionforfacilitatorsandnote-takers,theworkshopcommencedwithwelcomingremarksfromgdotCommissionerHaroldLinnenkohl.LinnenkohloutlinedthesignificanceoftheprojecttotheAtlantaareaandaskedworkshopparticipantstobecreativeinidentifyingmethodsforachievingprojectgoals,minimizingconstructiontimeandmaintainingworkzonesafety.fhwaGeorgiaDivisionDirectorRobertCallanspokenext,reemphasizingtheimportanceofminimizingimpactstothecommunity.

1.2. Workshop ProcessTheAtlantagatheringfollowedthetraditionalacttworkshopstructure,withBrianBarthoftheTexasdotservingastheworksessionmoderator.Underhisdirection,theskillsetsbrokeoutintosmallgroupstobegintheirdiscussions.Attheendofthemorningsession,eachteampresentedtheirinitialfindingstotheentiregroup.Theworksessionscontinuedafterlunch,withtheteamsinterminglingtoaskquestionsanddiscusskeyissuesastheyfinalizedtheirrecommendations.Arepresentativefromeachskillsetpresentedtheirfinalthoughtsonthethirdday.Arch

• Thecurrentdailytrafficvolumeofalmost200,000vehiclesandthelackofrealisticdetourrouteswillcreategridlockinthemetropolitanareaduringconstruction.
Priortotheacttworkshop,gdot’spreferredtypicalsectionincludedoneortwobarrier-separatedhovlanesineachdirectionwithatleastonenewinterchangethatwouldbeexclusivelyhov.Atthetimeoftheworkshop,gdothadnotyetdetailedtheprojectconcept.Therefore,thegroupwasfreetomakerecommendationsregardinglaneconfigurations,i.e.,whethertoplacethehovlanesalltooneside(east,westorinside)ortosplitthesouthboundtoonesideandthenorthboundtotheother.

ROW/Utilities/Railroad Coordination. Therowgroup’sprimaryroleistoensurethatrow,utilitiesandrailroadworkcomplywithstatelawsandprocedures.Theymustalsoconsiderthenumbersandtypesofbusinessesandresidencesimpactedbyaprojectandevaluatethereadyavailabilityofadditionalright-of-way.
Geotechnical/Materials/Accelerated Testing.Thegeotechnicalteamexploressubsurfaceconditionstodeterminetheirimpactontheproject;pursuesoptionsforexpeditingmaterialsacceptanceandcontractorpayment;andevaluatestheuseofinnovativematerialsinaccordancewithprojectperformancegoalsandobjectives.
Traffic Engineering/Safety/ITS. Thetrafficengineeringteamstrivestoenhancesafety;improvetrafficmanagement;andexploretechnologies,includingitssystems,thatwillcommunicatereal-timeconstructioninformationtothepublic.
Structures (Bridges, Retaining Walls, Culverts, Miscellaneous). Thestructuresskillsetfocusesonacceleratingtheconstructionofstructures.Theirtaskistoidentifythemostaccommodatingtypesofstructuresandmaterialsthatwillmeetdesignrequirementsandminimizeadverseprojectimpacts.
Innovative Contracting.Theinnovativecontractinggroupexploresstate-of-theartcontractingpracticesandstrivestomatchthemwiththespecificneedsoftheproject.
Roadway/Geometric Design.Theroadwayteamevaluatesproposedgeometricsandidentifiesthemostaccommodatingproductwiththeminimumnumberofadverseimpacts.
Long Life Pavements/Maintenance.Themaintenanceskillsetidentifiespavementperformancegoalsandobjectivesandexploresfuturemaintenanceissuesfortheprojectcorridor,includingwinterservice,trafficoperationsandpreventativemaintenance.
Construction (Techniques, Automation and Constructability). Theconstructioncrewexplorestechniquesthatwillencouragethecontractortodeliveraqualityproductwithinaspecifictimeframewhilemaintainingtraffic.
Environment.Theenvironmentteamensuresthatthescopeofworkandconstructionactivitiesreflectlocalenvironmentalconcerns.Theirgoalistoprovidethemostaccommodatingandcosteffectiveproductwhileminimizingnaturalandsocio-economicimpacts.
Public Relations.Thepublicrelationsskillsetdiscusseswaystopartnerwithlocalentitiesandeffectivelyinformbothlocalcommunitiesandthetravelingpublicabouttheprojectbefore,duringandafterconstruction.Theirroleistoputapositivespinontheproject.

Background of ACTT
ACTT is a process that brings together public- and private-sector experts from across the country in a setting that encourages flexibility and innovation. The goal is to recommend technologies that will accelerate construction time while reducing user delay and community disruption. This necessitates a thorough examination of all facets of a highway corridor with the objective of improving safety and cost effectiveness while minimizing adverse impacts to the traveling public.
The ACTT concept was originated by the Transportation Research Board (Trb) in conjunction with fhwA and the Technology Implementation Group (Tig) of the American Association of State Highway and Transportation Officials (AAshTo). Following the completion of two pilot workshops, one in Indiana and one in Pennsylvania, the originating task force, A5T60, passed the concept off to fhwA and Tig to continue the effort. They have done so by coordinating a series of ACTT workshops around the country, with several more pending in 2005 and 2006.
