MINUTES OF THE 62d UTTIPEC GoVERNING BODY MEETING HELD ON

19.03.2021 at 11:45 AM UNDER THE CHAIRMANSHIP OF HON'BLE LT.

GOVERNOR OF DELHI.

Meeting of 620dUTTIPEC Governing Body (G.B.) meeting was held on

19.03.2021 at 11.45 AM through video conferencing under the Chairmanship of

the Hon'ble L.G. of Delhi. The list of members and participants, who attended this

meeting, is enclosed as Annexure 'A'.

Member Secretary, UTTIPEC, welcomed Hon'ble L.G. Chairman,

UTTIPEC, Vice Chairman, DDA, members and special invitees of the 62nd UTTIPEC G.B. meeting.

1. Confirmation of minutes of the 61simeeting of Governing Body of

UTTIPEC held on 24.12.2020.

The Governing Body was informed that observations received from the

Joint Commissioner of Police Traffic (HQ) Delhi with respect to technical

details regarding proposals discussed in the 61st GBM of UTTIPEC dt.

24.12.2020, have been incorporated in the respective proposals.

The minutes of the meeting were confirmed incorporating the above

Suggestions.

2. Action Taken Report (ATR) on the minutes of meeting of the 61st

Governing Body meeting held on 24.12.2020.

It was informed that all the three approved proposals have been uploaded

on the UTTIPEC's website after incorporating the observations as per the

minutes of the meeting.

3. Presentation of Projects:

3.1. Integrated Transit Corridor Development and street Network Connectivity Plan for the corridor I influence zone along with

detailed design of all intersections and mid-sections based on trafric

and feasibility studies for the corridor/ network Sarai Kale Khan to

IGI Airport including areas covering "Re-development of General Pool Residential Accommodation (GPRA) Colonies at Kidwai Nagar,

Nauroji Nagar, Netaji Nagar, Sarojini Nagar, Mohammaddpur,

Thyagraj Nagar, Kasturba Nagar & Srinivaspuri and AlIMS Trauma Centre" in Delhi.

Observations of the Governing Body:

It was informed that as a follow up of the 618t GBM of UTTIPEC dt 24.12.2020, a meeting was held under the chairmanship of Hon'ble MoS (/C),

Ministry of Housing and Urban Affairs, Government of India on 02.03.2021

The issues have been resolved during the above meeting. All the agencies are

required to take necessary action as per the Minutes of the meeting issued by MoHUA, Gol.

Decision of the Governing Body: Based on the above observation, the proposal was approved with the

condition to ensure that adequate provisioning of space for safe movement of

pedestrians and walkability.

(Action: PWD and NBCC)

3.2. Multi Modal Integration (MMIi) Plan of Karkardooma Metro Station.

Organisation: DMRC

Presented by: DMRC

Observations of the Governing Body: VC, DDA suggested that DMRC in consultation with Traffic Police should

ensure intersection design improvement along with traffic signal coordination

to aid the high volume of traffic coming from Vikas Marg upto the junction of

Bharatendu Harish Chandra Marg and Maharana Pratap Road.

Decision of the Governing Body: Based on the above observation, the proposal was approved with the

condition that DMRC shall incorporate the provisions for safe pedestrian and

vehicle crossing at the intersection in the detailed drawings in coordination

with Traffic Police.

4. All Proposals Projects pending confirmation of UTTIPEC with reasoning thereof.

The list of Proposals / Projects pending confirmation of UTTIPEC were presented in the meeting in the modified format as decided during the 61st

Governing Body meeting held on 24.12.2020.

Decision of the Governing Body UTTIPEC should set a deadline for submission of revised proposals. In

case of failure by the proponent Agency to submit the proposal within the

stipulated time, the project may be dropped and the agency shall have to

approach UTTIPEC as a fresh proposai. (Action: UTTIPEC)

The 'Circulator Bus Service Model' proposed by WRI may be considered

while preparing the 'Comprehensive Mobility Plan' for Dwarka.

ii.

(Action: UTTIPEC)

Referring to the decision of the meeting of sub-committees held on

11.11.2020 regarding issues related to TOD Policy, VC DDA reiterated

that all the MRTS Agencies (RRTS, NHSRCL, ISBT, DMRC, Indian

Railways) should co-ordinate and an Integrated Mass Transit Hub Sarai

Kale Khan should be developed to provide seamless flow of pedestrians

with better passenger amenities and connect to other modes of transport

(Action: RRTS, NHSRCL, ISBT, DMRC, Indian Railways)

5. Action taken report on the proposals/ projects approved in the last three

years (2017-2019/54th 60th GBM)

As a follow-up to the decision of 61st Governing Body, the new format for

submission of ATR was circulated by UTTIPEC. The information received was

presented in the meeting.

Decision of the Governing Body All the agencies were again directed to provide 'Fixed Date of

Completion' of the project and all efforts be made to complete the

project within the said period.

6. Any other item with the permission of chair.

Governing Body discussed Project Monitoring and Reviewing issues

faced by UTTIPEC during the approval process

Decision of the Governing Body

Format for submission of Projects in UTTIPEC may be modified to include

the following i.

a. Project Proponent Agencies to submit their proposal additionally in

fllowing digital formats to UTTIPEC for approval

a) KML/ KMZ format for locating the proposal on GeographicalInformation System (GIS) based platforms.

b) CAD drawings with properly defined layers and dimensions for

sharing the proposal with other concerned agencies for

standardization in submission of the proposals.

b. in case of PENDING PROJECTS, concerned agency should submit

monthly ATR to UTTIPEC by end of first week of each month.

Approval of UTTIPEC shall include the following:

a. Approval to be given along with a 'Validity Date for UTTIPEC Approval". If the approved project is not implemented within the said period, revalidation of plans will be required with the updated requirement

b. The overning Body approved the following addition in the "Conditions for Approval" of UTTIPEC:

a) In case there is deviation from the approved drawings, the Project Proponent Agency should obtain prior NC from UTTIPEC before implementation.

b) Project Proponent Agency to submit the "as built" drawing and oDtain a project completion certificate from UTTIPEC after implementation.

C. In case of APPROVED PROJECTS, concerned agency should submit a

Quarterly Action Taken Report to UTTIPEC ii. Each concerned agency to appoint a Senior Level Officer as the Nodal

Officer to UTTIPEC. Such officer shall be the single point of contact for all correspondences related to UTTIPEC in that organisation.

DMRCI Railways to explore possibility of including construction of unpaid ungated passage for pedestrian movement across the road/ rails as part of station design for both existing as well as proposed metro/ railway stations to facilitate 24x7 public pedestrian crossing. Proper signage for such passages shall also be provided at appropriate locations for thee

v. If any proposal under consideration of UTTIPEC gets transferred to some

other agency from the original project proponent agency (PPA), the latter

shall inform the UTTIPEC about such transfer of project so that any update/ information can be sought from the concerned agency in a time

bound manner
