THEOPPORTUNITYTheAustralianGovernmenthasdevelopedacomprehensiveplantomovetoacleanenergy

future.Thisplanincludesintroducingacarbonprice,promotinginnovationandinvestmentin

renewableandlowemissionsenergy,encouragingenergyefficiency,andcreatingopportunities

inthelandsector.

WiththeintroductionofacarbonpriceinAustralia,theGovernmentisfocussedonensuringthat

Australia'semissions

reductions

will

be

achieved

at

least

economic

cost,

whilst

maintaining

adequate,reliableandaffordableenergysuppliesandtheinternationalcompetitivenessof

Australianindustries.

ThereisastrongcasefortheAustralianGovernmenttohelpdrivedownthecostsofrenewable

energyandreducethecarbonintensityoftheenergysectorbyencouraginginnovationinclean

energy. TheGovernmentissubstantiallyboostingitssupportforinnovationincleanenergyasa

centralelementofitscleanenergyfutureplan.

Centraltothisboostininnovationsupportarethe$3.2billionAustralianRenewableEnergy

Agencyandthe$10billionCleanEnergyFinanceCorporation(CEFC). ARENAwillimprovethe

competitivenessof

renewable

energy

technologies

and

increase

the

supply

of

renewable

energy

throughprovidingfundingsupporttoacceleratethedevelopmentofrenewableenergy

technologyinnovation. TheCEFCwilladdressmarketbarrierscausedbydifficultiesinaccessing

financeforthoserenewableenergyprojectsthatarealreadyatanadvancedstageof

developmentandarereadyforcommercialisation,actingasacatalysttoprivateinvestment

whichiscurrentlynotavailable.

TogetherwiththeRenewableEnergyTarget,ARENAandtheCEFCaretoprovidearobust

frameworktodeliverfundingfornewcleanenergytechnologies. Thegoalistobuildacritical

massofrenewableenergy,energyefficiencyandlowemissionsprojectsacrossAustraliaand

reducethecarbonintensityofourenergysupplyintheyearsahead.

ARENAwilloperateasanindependentagencywithintheRETportfolio.

is

acritical

part

of

the

Australian

Governments

drive

to

stimulate

breakthrough

advances

intechnologyinnovationthatimprovethecompetitiveness,andgrow,therenewableenergyindustry.

ARENAwillbeestablishedon1July2012andwilloversee$3.2billioninAustralianGovernment

fundingforrenewableenergytechnologysuchassolar(includinglargescalesolar),biomass,

biofuels,oceanandgeothermal.Ofthis,$1.5billioniscommittedtoexistingprojects,and$1.7

billionisuncommitted.

TheestablishmentofARENAisdesignedtobringtogetheranumberofimportantbodies,suchas

theAustralianCentreforRenewableEnergy(ACRE)andtheAustralianSolarInstitute(ASI),intoa

singleagency.Therenewableenergysectorasawholewillbenefitfromthisconsolidation.

TogetherwiththeexpandedRenewableEnergyTargetandapriceoncarbon,ARENAwillhelp

drivedownthecostsofrenewableenergyandencourageitsdeployment.

ARENAresponsibilitieswillincludeprovidingfinancialassistancefor:

o theresearch,development,demonstration,deploymentandcommercialisationofrenewableenergyandrelatedtechnologies;and

o thestorageandsharingofknowledgeandinformationaboutrenewableenergytechnologies.

ARENA

will

also

collect,

analyse,

interpret

and

disseminate

information

and

knowledge

relating

to

renewableenergytechnologiesandprojectsandprovideadvicetotheMinisterforResources

andEnergyregarding:

o improvingthecompetitivenessofrenewableenergyandrelatedtechnologies;o increasingthesupplyofrenewableenergyinAustralia;ando improvingthedevelopmentofskillsintherenewableenergyindustry.

InundertakingitsactivitiesARENAwillacttopromotecollaborationonrenewableenergy

technologyinnovationwithstateandterritorygovernmentsandotherinstitutions,including

internationalgovernmentsandinstitutions.

ARENAwillhaveanindependent,decisionmakingBoardconsistingoftheSecretaryofRETand

sixmembers

appointed

by

the

Minister

for

Resources

and

Energy.

Members

of

the

Board

will

haveskillsinrenewableenergytechnology,commercialisation,businessinvestmentandcorporategovernance. TheDepartmentofResources,EnergyandTourismwillprovideoperationalandadministrativesupporttoARENA.

AswellasACREandtheASI,ARENAwilloverseeexistingGovernmentsupportfromthefollowing

initiatives,andwillhaveresponsibilityformanagingtheunallocatedfundinginitiativesincluding:

SolarFlagshipsProgram; LowEmissionsTechnologyDemonstrationFund(Solar); RenewableEnergyDemonstrationProgram; RenewableEnergyVentureCapitalFund;

AustralianBiofuelsResearchInstitute;

Emerging

Renewables

Program;

GeothermalDrillingProgram;and SecondGenerationBiofuelsResearchandDevelopmentProgram.CANDIDATEPROFILETheAustralianRenewableEnergyAgencyisseekingtoappointaChiefExecutiveOfficer(CEO)todrivetheestablishmentandoperationofARENA,theAustralianGovernmentspeakrenewableenergyagency.

Thiswillbeahighprofilepositionwiththeuniqueopportunitytosignificantlyinfluencethe

futuredirection

and

competitiveness

of

the

Australian

renewable

energy

industry.

ARENAstaffwillincludeitsCEOandChiefFinanceOfficer,andstaffmadeavailablebytheSecretaryoftheDepartmentResources,EnergyandTourismtosupportARENA.

AstheCEOyouwillmanagethestrategicbusinessofARENAincluding:

executingdirectionsoftheARENABoard; administrationofaround$1.5billionfundingforexistingprojects; supportingtheARENABoardtodevelop andexecuteafundingstrategy,programguidelines

andforwardworkplanfortheprovisionofaround$1.7billioninuncommittedfunds;

engagingandcollaboratingwithmembersofstateandterritorygovernments,industryandotherinstitutions,includinginternationalinstitutions,onrenewableenergyandrelatedtechnologyinnovation;

analysisandsharingofknowledgeandinformationaboutrenewableenergytechnologies;and

developingadvicetotheMinisterforResourcesandEnergyonrenewableenergytechnologyinnovation.

KeyQualitiesYouwillpossessastrongstandingintherenewableenergysector,andbringexperienceandknowledge

in

the

development

of

renewable

energy

and

related

technologies

across

the

innovationchain.

Youwillhavetheabilitytoworkstrategicallyusingconstructiveinfluenceandcommunication.AstheCEOyouwilloverseeanorganisationofapproximately5060staffinahighlydynamicenvironment,thesuccessfulcandidatewillrequiresignificantexperienceinmanagingpeopleandasmallorganisationwithahighprofile.YouwillworkincloseconsultationwiththeBoardandtheMinisterforResourcesandEnergy.

Significantknowledgeoftherenewableenergysector,acrossabroadspectrumofrenewable

energytechnologiesincludingsolar,biofuels,geothermalheat,tidalandwave,windand

hydropowerorrelatedtechnologiesisessential.Youwillbepositionedtoleveragearangeof

existingindustry

contacts

to

achieve

ARENAs

objectives

and

will

possess

experience

in

innovationofrenewableenergytechnologies,integrationanduptakeofrenewableenergyin

electricitynetworksandmarkets.

Recognisingtheimportanceofdrivingdownthecostsofrenewableenergytechnologies,youwill

havecommercialexpertiseinthefinancinganddeliveryofrenewableenergyprojectsatvarious

stagesalongtheinnovationchain.

Youwillalsohaveextensiveexperienceinoverseeingorganisationalgovernance,compliance

withrelevantlawsaswellasunderstandinganindividualdirectorslegaldutiesand

responsibilities. InworkinginconsultationwiththeARENAChiefFinancialOfficer,youwillbe

requiredtoreadandcomprehendthecompanysaccounts,financialmaterialpresentedtothe

Boardandfinancialreportingrequirements.

ItisessentialtheARENACEOpossessesanexcellentunderstandingofpublicpolicyissuesin

relationto

the

renewable

energy

sector,

financial

markets,

technology

innovation

and

the

energy

sectorgenerally. PreviousGovernmentexperienceorexperiencerunningaGovernmentagencywouldbeadvantageous.

Thesuccessfulcandidatewillhaveaproventrackrecordinmanaginglargescaleprojectsinvolvingcuttingedgetechnologyandhighrisks.

YourrolewillrequiretheabilitytorepresentARENAandmarketitsobjectivestopotentialcontributorsorcollaborators.Thiswillinvolvesuperiorcommunicationskills,bothinstakeholderengagement(includingmediaexperience)andthedevelopmentofacommunicationstrategy.

TheCEOwillfunctionasamemberoftheSeniorExecutiveoftheDepartmentofResources,EnergyandTourismandmustbeabletoworkcloselywiththeDepartment.
