As corrections professionals we have made a commitment to serve the citizens of Arizona
by ensuring safety and accountability to the public. We took an oath of integrity,
professionalism and honor, to perform our duties impartially and to the highest standard of
efficiency. We man the walls and towers of our appointment- selflessly in the service of our
duty, with the respect of our fellow officers who stand with us and with the pride of our
commitment in this demanding profession. As the boots on the ground in the Arizona
Department of Corrections, we are exposed to hazardous environments, dangerous situations
and unhealthy levels of adversity daily. We are your voice to challenge and address our issues
through representation of all walking the toughest beat. The history of DOC labor
representation is like a picture of a wall, devoid of man power. It has been a display of
indifference and ineffectiveness. It has been an impression of failure: failing to protect
members, failing to provide vision, failing to educate and failing to present our voice.
Former AZCPOA board members have banded together to smash through the exploitative
and indifferent standards, and stepped into the gap to form the Arizona Corrections
Association. As a labor association, the ACA is a not-for profit corporation licensed in Arizona.
Common sense compels the ACA to seek membership input from in-house and keep all
association monies under local control.
The Arizona Corrections Association (ACA) was created to afford correctional staff the
protection they deserve and expect. The ACA is there to protect the careers, investments and
professions we’ve devoted and dedicated ourselves to, within the Department of Corrections.
Our career requires a unified voice committed to the front-line personnel. The ACA is
committed to servant-leadership with a focused goal of membership success. It’s important to
know that, as a member, your association has your best interest in mind. Our professions are
valuable assets that are worthy of competent representation uncorrupted by unethical
compromises. Aggressive representation should not be comparable to “looking for a fight”
nor should effective representation be commensurate with “peace at all costs”.
The ACA is open to all state correctional staff and state employees (up to the rank of
major, including investigations, administrative, clerical, educational, and maintenance).
ARIZONA CORRECTIONS ASSOCIATION
Become an ACA member and you become an APA (Arizona Police Association) member. The
APA represents well over 18,000 full-time active sworn law enforcement officers, corrections,
detentions and support personnel through Arizona. APA Executive Director Dr. Levi Bolton,
President Justin Harris, Williams & Associates (lobbyist) facilitate the APA (ACA) legislative
efforts at the state capital.

1. PROVEN RECORD OF TACKLING THE TOUGHEST ISSUES
In 2008 when it was first proposed to cut the geographical and retention stipends the first ACA
president Glenn Colon and VP Jim Christy took up the fight in the legislation after AZCOPS/AZCOPA and
FOP leaders refused to get involved for the over 2000 employees potentially affected by this budget cut.
In 2008 they fought to have the Blood Borne Pathogen policy for DOC changed to better protect staff
endangered by significant bodily fluid exposures. ACA was the only association to oppose mandatory
staff rotation citing a multitude of issues that would negatively affect staff. After Glenn Conlon retired
Anthony Spears took command of caring for the membership and fighting for the rights of all
employees. President Spears had many great achievements as the Association's president. The most
notable among them was fighting at the Arizona Department of Administration to force ADC's hand to
give stipends to Winslow, Florence/Eyman, and Lewis complexes. Anthony stepped down as the ACA
president due to the honorable obligation to fight for the freedom of all citizens. We thank him for his
service to the ACA membership and our country. As for the current ACA president, Clinton Roberts is one
of the original board members. Roberts has a great track record of representing our membership
whether it is with management, working with the Arizona Police Association, (APA), or the attorneys and
the lobbyists to further our rights and benefits as employees of the Arizona Department of Corrections.
2. BEST LEGAL AND STAFF REPRESENTATION AVAILABLE
ACA offers the most comprehensive legal coverage and staff representation available. The Law Offices

Employment, Personal Injury and Wrongful Death. While other associations’ legal representation depends
on cash reserves from members’ dues alone, ACA legal coverage is paid by monthly memberships in up
line organizations, which afford unlimited legal coverage. Other associations have a one fits all legal
approach and become involved after the member receives discipline. The ACA legal coverage provides
separate administrative and criminal attorneys specializing in specific representation and is committed as

3. EXPERIENCED & ESTABLISHED LEGISLATIVE REPRESENTATION
Through its affiliation with the Arizona Police Association (APA), the firm of Williams & Associates has
represented public safety associations for 25 years at the Arizona Legislature, along with APA Executive
Director Levi Bolton. The ACA has credible, experienced and ready access to key law makers. It was the
ACA leadership working with the President of the Arizona Highway Patrol Association, that was able to
add an exemption clause to the 2010 State budget bill authorizing the DOC & DPS Directors to exempt
staff deemed critically essential to the 24/7 operation of their agency from furloughs.
4. HONEST AND OPEN LEADERSHIP
While other associations pay their leaders stipends and cash compensation, amounting to thousands of
dollars each month of their membership’s money, over 90% of ACA dues are utilized for benefits and
services directly affecting the membership. Office-holders of the ACA do not receive cash compensation
for the office they hold. ACA financial records are available to any member for review within 48 hours of
their request. No ACA leader serves in an uncovered position at the pleasure of the Director.
5. POLITICAL EXPOSURE
The ACA’s affiliation with the APA and the National Association of Police Organizations (NAPO)
advances our political agenda both at the State and National level, through well-established organizations
with sole public safety interest. Endorsements from the APA and NAPO by political candidates are highly
sought and not easily obtained.
6. NATIONAL AND INTERNATIONAL RESOURCES
The ACA is an affiliate of the American Correctional Officer / American Correctional Officer Intelligence
Network (ACO/ACOIN), a research and information sharing network of the American Correctional Officer
organization, with member organization based in the United States and Canada. The ACO/ACOIN
provides a wealth of information in our successful fight against prison privatization through networking
with other agencies faced with privatization. The ACA is also a member of the Correctional Peace Officers
Foundation (CPOF), a national non-profit organization providing assistance to correctional families
experiencing loss through line of duty deaths or other catastrophic life experiences.
7. FINANCIAL PROTECTION FOR YOUR FAMILY
Every member receives an automatic $10,000.00 death benefit and a $50,000.00 line-of-duty death
benefit as part of their ACA membership. This benefit is included at no extra cost as part of your monthly
dues.
8. OPEN AND HONEST ELECTIONS
The ACA bylaws require the leadership to be elected by a general membership ballot vote. The election
process is clearly defined and each member casts their individual mail in ballot for the candidate of their
choice. Elections are overseen by the firm of Napier, Coury & Baillie, P.C.
9. POSITIVE VISION FOR THE FUTURE
Meet and Confer should be a tool in obtaining tangible results for DOC personnel, not a trophy to be
hung on the wall and proclaimed a victory. Victory is only attained once every legitimate issue of staff has
been resolved. ACA leaders take the responsibility to meet and confer very seriously because it is our duty
to identify the facts, determine any disputes and controversies, and help resolve relevant issues.
10. AN OPPORTUNITY FOR CHANGE
The ACA offers a change from the old “status quo” that is common practice for other labor
organizations. The philosophies of “going along to get along,” “Back room deals,” and “Good ole boy
system” that benefits a select few are condemned by the fundamental principles of the ACA organization.
We are here to safeguard, defend and support the integrity our members. The leadership of the ACA
continuously fights to ensure the lawful rights of its members and dignity of their assignment. We stand
opposed to the maltreatment and negligence that is common practice in ADOC. The philosophy of an
aggressive professional approach with the belief that “What effects one, affects all” is our goal.
