GENERAL INFORMATION

This manual contains Warnings, Cautions, and Notes.

WARNING

RSDL is for external use only as directed. Not for prophylactic use or whole body decontamination. Allow RSDL to remain on skin for at least 2 minutes. An RSDL ingredient is absorbed through the skin and may cause adverse effects.

Under no circumstances should RSDL training lotion be used in place of the RSDL during actual combat operations. The training lotion DOES NOT contain active ingredients.

DO NOT mix or dispose Reactive Skin Decontamination Lotion (RSDL) or Reactive Skin Decontamination Lotion (RSDL) training lotion with solid, undiluted, or diluted compounds such as high-test Hypochlorite (HTH) or Super Tropical Bleach (STB). Heat and/or fire may result.

Do not use RSDL for training even if it is expired.

RSDL may cause skin irritation such as burning or tingling. RSDL may cause numbing of the lips or a metallic taste in the mouth. RSDL will cause irritation of the eyes. AVOID contact with eyes and wounds. If contact with eyes or wounds occurs, rinse with water as soon as possible.

SCOPE - Continued Type of Manual This TM is an Operator’s Manual. It will show you how to use the Reactive Skin Decontamination Lotion (Figure 1) to decontaminate exposed skin.

Model Number and Equipment Name There is no model number for the decontamination lotion or the training lotion.

The official nomenclature of the decontamination lotion is Reactive Skin Decontamination Lotion. The NSN is 6505-01-507-5074, which identifies a box containing 20 pouches with three packets per pouch (60 packets).

The official nomenclature of the training lotion is Training Packet, Reactive Skin Decontamination Lotion. The NSN is 6910-01-507-5141, which identifies a box containing 20 training pouches with three packets per pouch (60 packets).

Purpose of Equipment The RSDL (green packaging) allows you to quickly decontaminate your skin through physical removal and chemical reduction of toxic agents. The RSDL Training Lotion (blue packaging) is used for training purposes and it simulates the look, feel, and application of the actual RSDL, allowing for accurate and realistic practice in the application and covering of the skin.

EQUIPMENT LIMITATIONS

RSDL may cause a false positive on M8 paper and M9 tape. RSDL will remove the ink print on the packaging of M256 detector tickets.

MAINTENANCE FORMS, RECORDS, AND REPORTS

(A) Department of the Army forms and procedures used for equipment maintenance will be those prescribed by DA PAM 750-8, The Army Maintenance Management System (TAMMS) Users Manual.

(F) Maintenance forms and records used by Air Force personnel are prescribed in AFI 21-101 and the applicable TO 00-20 Series Technical Orders.

(MC) Maintenance forms and records used by Marine Corps personnel are prescribed by TM 4700-15/1.

(N) Planned Maintenance System (PMS) Maintenance Index Page (MIP) Series 6641 will be used to govern maintenance of RSDL.

REPORTING EQUIPMENT IMPROVEMENT RECOMMENDATIONS (EIR)

(A) If your RSDL needs improvement, let us know. Send us an EIR. You, the user, are the only one who can tell us what you don't like about your equipment. Let us know why you don't like the design or performance. If you have Internet access, the easiest and fastest way to report problems or suggestions is to go to https://aeps.ria.army.mil/aepspublic.cfm (scroll down and choose the “Submit Quality Deficiency Report” bar). The Internet form lets you choose to submit an Equipment Improvement Recommendation (EIR), a Product Quality Deficiency Report (PQDR or a Warranty Claim Action (WCA). You may also submit your information using an SF 368 (Product Quality Deficiency Report). You can send your SF 368 via e-mail, regular mail, or facsimile using the addresses/facsimile numbers specified in DA PAM 750-8, The Army Maintenance Management System (TAMMS) Users Manual. We will send you a reply.

(MC) For Marine Corps users: Quality deficiency reports (QDR) shall be submitted on SF 368 in accordance with MCO 4855.10. A reply will be furnished to you. (F and N) Report in accordance with local policy.

REPORTING ADVERSE REACTIONS

Immediately report any adverse reactions to the use of RSDL to unit medical personnel, who will initiate medical reporting procedures to the Defense Medical Standardization Board.

On-line reporting is authorized at the Directorate of Medical Material Logistics DSCP site: https//dmmonline.dscp.dla.mil/forms/Product_Quality_Deficiency_Rpt_instructions.asp. This is an electronic SF 380 process.

Units may also report adverse reactions by using Standard Form (SF) 380 (Reporting and Processing Medical Material Complaint/Quality Improvement Reports) and mailing it to Defense Supply Center Philadelphia (DSCP), 700 Robbins Avenue, Philadelphia, PA 19111-5096.

CORROSION PREVENTION AND CONTROL Corrosion Prevention and Control (CPC) of materiel is a continuing concern. It is important that any corrosion problems with this item be reported so that the problem can be corrected and improvements can be made to prevent the problem in future items. Corrosion specifically occurs with metals. It is commonly caused by exposure to moisture, acids, bases, or salts. An example is the rusting of iron. Corrosion damage in metals can be seen, depending on the metal, as tarnishing, pitting, fogging, surface residue, and/or cracking. Plastics, composites, and rubbers can also degrade. Degradation is caused by thermal (heat), oxidation (oxygen), solvation (solvents), or photolytic (light, typically UV) processes. The most common exposures are excessive heat or light. Damage from these processes will appear as cracking, softening, swelling, and/or breaking.

EQUIPMENT CHARACTERISTICS, CAPABILITIES, AND FEATURES

Each RSDL consists of a green-colored pouch containing three green-colored individual decon packets. Each packet is enough to do one complete personal decontamination. Each packet contains a lotion-impregnated applicator pad. The lotion is the decontaminating material and the applicator pad is used to apply the lotion and wipe the skin surface to enhance effectiveness of decontamination.

Each training RSDL consists of a blue-colored pouch containing three blue-colored individual training packets. Each packet is enough to practice one complete personal decontamination. Each packet contains a lotion-impregnated applicator pad. The lotion is the training material and the applicator pad is used to apply the lotion. The training lotion accurately simulates the feel and method of application of RSDL. The training lotion does not contain any active ingredients.

You, the operator, must be sure your RSDL is ready for use both before your operation and after. Be sure the PMCS has been done before and after operation (WP 0005). The training lotion will be handled, inspected, and used in the same manner as the RSDL.

AVOID contact with eyes and wounds. If contact with eyes or wounds occur, rinse with water as soon as possible

NOTE

For best results, start wiping face, and other areas of exposed skin within 1 minute and finish within 2 minutes or less.

When you find or suspect agent on your skin or a buddy sees it and tells you, act immediately using this procedure.

1. Don protective mask and hood. Do not pull the drawstrings. Do not fasten the shoulder straps if your hood has them.

2. Seek overhead cover or use a poncho for protection against further contamination.

3. Remove one packet from the carrying pouch.

NOTEAny notch may be used to open the packet. The applicator pad can be used from either side and may be gripped in any manner allowing the applicator pad to be applied to the skin.

4. Tear open packet quickly at notch. Remove applicator pad from the packet. Save the packet as the remaining lotion can be added to the applicator pad if required.

5. Thoroughly scrub the exposed skin of the hand, palm, and fingers with applicator pad.

6. Switch the applicator pad to the other hand and thoroughly scrub the exposed skin of the other hand, palm, and fingers.

7. If you were masked with the hood secured when you become contaminated, stop. Put on your protective gloves. Use the balance of the RSDL to spot decontaminate any equipment that may be contaminated.

8. If you were not masked with the hood secured when you become contaminated, continue decontaminating the exposed skin.

Death or injury may result if you breathe toxic agent while doing steps 9 through 15. If you need to breathe before you finish, reseal your mask, clear it and check it, get your breath then resume decontaminating procedure.

NOTE

Decon procedures are the same regardless of protective mask type. In the case with JSLIST/Saratoga, which has the hood attached to the protective coat, ignore mention of hood in the following steps.

9. Stop breathing, close eyes, grasp mask beneath chin and pull hood and mask away from chin enough to allow one hand between the mask and your face. Hold the mask in this position during steps 10 through 15.

AVOID contact with eyes and wounds. If contact with eyes or wounds occurs, rinse with water as soon as possible.

10. Thoroughly scrub exposed skin of the face with lotion from the applicator pad.

11. Thoroughly scrub across the forehead.

12. Beginning at one side, scrub up and down across cheeks, nose, chin, and closed mouth. Avoid ingesting.

Do not apply lotion to lens of protective mask. RSDL may cause loss of transparency. 14. Turn your hand over and scrub the inside surfaces of the mask that touch your skin. Be sure to

include the drinking tube and canteen cap. Keep the applicator.

16. Use applicator and any remaining lotion in the packet. Without breaking mask seal, scrub the decon applicator pad across the forehead, exposed scalp, the skin of the neck, ears, and throat.

17. Fasten hood.

18. Thoroughly scrub the hands with lotion again.

19. Put on protective gloves.

WARNING Do not discard RSDL or training RSDL packaging or applicator pads into containers that contain HTH or STB. Heat and or fire may result.

20. Any remaining lotion may be used to spot decon weapons and personal equipment.

21. Do not put used packets in your pockets. Discard the used packets in accordance with local standard disposal procedures. Discard the carrying pouch after packets are used.

22. Discard applicator pad.

23. Remove lotion by washing with water or soap and water when operational conditions permit.

24. Allow RSDL to remain on skin for at least 2 minutes.

WARNING

Under no circumstances should RSDL training lotion be used in place of the RSDL during actual combat operations. The training lotion does NOT contain active ingredients.

CAUTION Do not apply RSDL training lotion to protective hood. The lotion may cause deterioration of hood. Do not apply RSDL training lotion to lens of protective mask. The lotion may cause loss of transparency.

INTRODUCTION

The RSDL training lotion is used to simulate skin decontamination. It can be used to practice the procedure and ensure that you are completely covering your exposed skin.

It helps you get familiar with the equipment and become capable of efficiently and effectively decontaminating yourself under operational conditions.

The Training Packet is the same size and shape as the RSDL but is colored blue and is marked “RSDL TRAINING LOTION”. The lotion looks and feels like actual RSDL lotion.

OPERATION

1. Carry and apply the RSDL training packet in the same manner as you carry the RSDL. Follow the procedures in WP 0003 to practice application of the lotion to completely cover your exposed skin.

2. Have a buddy examine you prior to and after unmasking and before you wash the Training Lotion off of your skin to ensure you have completely covered your face, neck, throat, and hands.

3. Examine the inside of your mask to ensure you have covered the skin contact surfaces.

4. Wash your mask with water to clean off the RSDL training lotion.

5. Wash your skin with water or soap and water to remove the RSDL training lotion.

6. Avoid ingesting.

PMCS TABLE INTRODUCTION

Table 1 contains the PMCS procedures. It indicates what items to check, when to check them, and how to check them. Following is an explanation of each column in the table.

ITEM NO. Column - The checks and services are listed in the order that they shall be accomplished. Use this number to record results of checks and services in accordance with applicable Service guidance.

INTERVAL Column - This column indicates when a check or service is to be accomplished.

ITEM TO BE CHECKED OR SERVICED Column - The items listed in this column indicate what part of the equipment is to be checked.

PROCEDURES Column - This column indicates how to perform the check on the item listed in the ITEM TO BE CHECKED OR SERVICED column.

EQUIPMENT NOT READY/ AVAILABLE IF: Column - This column contains criteria that will cause the equipment to be classified as not ready because of inability to perform its primary mission. This column will be blank if the associated equipment will not cause RSDL to be unusable.

Not applicable for the RSDL. This list is for information purposes only and is not authority to requisition replacements. These items are part of the equipment. As part of the end item, these items must be with the end item whenever it is issued or transferred between property accounts. Items of COEI are removed and separately packaged for transportation or shipment only when necessary. Illustrations are furnished to help you find and identify the items.

These essential items are required to place the RSDL in operation and to operate it. Although shipped separately packaged, BII must be with the RSDL during operation and when it is transferred between property accounts. Listing these items is your authority to request/requisition them for replacement based on authorization of the end item by the TOE/MTOE.

Explanations of Columns in the COEI List and BII List Column (1) - Illus Number. Gives you the number of the item illustrated.

Column (2)- National Stock Number. Identifies the stock number of the item to be used for requisitioning purposes.

Column (3) – Description, CAGEC, and Part Number. Identifies the Federal item name (in all capital letters) followed by a minimum description when needed. The last line below the description is the CAGEC (Commercial and Government Entity Code) (in parenthesis) and the part number.

Column (4) - (U/I) Unit of Issue. Indicates how the item is issued for the National Stock Number in column two.
