THE ARMY TRANSPORTATION ASSOCIATION, VIETNAM2002 Business Meeting Minutes

The Business Meeting convened at 10:00 A.M., Saturday, July 13, 2002 at the PonchartrainHotel, New Orleans, LA. There were fifty members present and four officers present. A quorum wasdeclared by the President, Rick Phillips.

The President, Rick Phillips, introduced the officers of the Association: Dennis Belcastro, VicePresident; Bill Wandall, Treasurer;, Ralph Grambo, Webmaster. John Pomponio was absent andunable to attend the reunion.

1. Bill Wandall read the minutes of the previous Reunion that was held in Las Vagas, NV onAugust 5, 2000 due to the absence of the Secretary. The minutes were approved by themembers present.

2. The Treasurer submitted his report and stated that the Assoication had a cash on handbalance of $8,211.70 as of June 30, 2002.

3. Webmaster Grambo reported that the Association had a new URL (Website address) beingWWW.ATAV.US . Please submit stories so that he can add new items to the site. Addition-ally, changes to email addresses should also be submitted to him.

4. Ed Pavilick reported that had two large T-shirts remaining.5. Ed Nichols passed out Agent Orange Newsletters to the members. He also provided the

address for our members to get added to the distribution.6. OLD BUSINESS

a. The subject of Member Dues was brought up but the deiscussion was postponeduntil New Business.

b. The subject of the color for new T-shirts discussed. The color of Army green wasapproved and to add a number of size medium. A golf style shirt was also ap-proved to be beige in color with the logo to be on the pocket for $30.00. ATAVcaps were approved to sell for $20.00 and will be black with a red bill piping andthe ATAV logo on the front. Ed Pavlick will continue to handle the mailing of ourapparel line.

1. NEW BUSINESSa. Due to the ever increasing costs of the T-shirts, caps, shirts and newsletter, Rick

Phillips recommended that the membership dues structure be modified. That theannual dues be increased and the one year class be eliminated. After some discus-sion, the membership set the new membership fees at: one year - $15., two years -$23, three years - $32.00, four years - $41.00, and five years - $50.00. All to beeffective on January 1, 2003. Members whose dues expire on December 31, 2002may renew at the old rates during the months of October, November or December2002.

b. A motion was made and approved to give Bill Parker $500.00 from the Treasuryto help with his travel expenses in bringing his recreated5 ton Gun Truck �Untouchable� to the reunion. A check was presented by theTreasurer.

c. It was also moved and approved for the Association to pay for ATAV signs for thesides of Bill Parker�s truck. The cost will be determined by Bill Parker.

d. A motion was made to limit the number of years that an individual may hold office.The motion was defeated. It was noted that if an officer no longer wishes to servehe can resign at any time.

e. A discussion was held as to whether the Association was subject to the FederalIncome Tax statutes (or any other taxes) since it is a non-profit organization. BillWandell, Treasurer was assigned the duty of researching this matter.

f. It was recommended that the Association develop a proposed budget for the yearsof 2004-2005 and that it be presented at the next Reunion.

g. It was decided to have the nest reunion in Colorado Springs in 2004. The dateswill be decided by the Board.

h. Dennis Belcastro, Vice President, resigned from the Board. Jim Rose was nomi-nated and elected by the members present. The other officers of the Board: RickPhillips (President), John Pomponio (Secretary), Bill Wandall (Treasurer) andRalph Grambo (Webmaster) were all re-elected for another two year term until theAssociation Reunion in 2004.

i. It was recommended that there be more than two choices of entrees at the dinnerat the next reunion.

7. The meeting was adjourned at 12:15 P.M.

WHAT ME RE-ENLIST

There is a story behind the banner �What Me Re-enlist�. This banner just got me an Article 15. Asfor the sign, it was the Sergeant Major who stuckhis head into the Dispatch Hootch and told me toget rid of it � or else! And he was smiling at thetime either. I never did get a good conductMedal. Maybe it had to do with being the onlyone on the battalion radio net one afternoonwhen someone told the base commander to �getf&#ked� over the air and I would not own up toit. Or perhaps it had something to do with puttinggraffiti all over the front of my truck like �FTA�or �Army Sucks� or �Peace Not War�. Thenthere was the time that the officers meat rationcame up short one case of steak and it was fromthe reefer that I had transported that day. �Hey�,I told them, �there wasn�t a lock on the damnthing!� That seemed to satisfy them. It was thingslike that that kept me in hot water. Our FirstSergeant just said not to ask for a Good ConductMedal as I could get more than I wanted. I didget an award for driving 20,000 accident freemiles along with his best wishes as I was ETS-ing. Perhaps I could just go and join some otherArmy � �just get out of my sight�. I did get anhonorable Discharge in 1972.

CONSTITUTION AND BY-LAWSof the

ARMY TRANSPORTATION ASSOCIATION, VIETNAM

ARTICLE INAME

This organization shall be known as the Army Transportation Association, Vietnam.

ARTICLE IIOBJECT

The object of this organization shall be:

Section 1. To promote and develop patriotism among its members.Section 2. To promote fellowship among former members of the U.S. Army who served in

Vietnam in a transportation unit from 1960 through 1975 or who have an interest in Army Transpor-tation.

Section 3. To record and recognize noteworthy achievements both in the military and civiliancommunity through its publications to include the newsletter, email, web site and other awards asdetermined by the Board of Directors.

ARTICLE IIIMEMBERSHIP QUALIFICATIONS

Section 1. Any individual who served in an Army Transportation unit in Vietnam during theperiod 1960 through 1975.

Section 2. Any individual who is the spouse or a dependent of a deceased member of an ArmyTransportation unit, who served in Vietnam during the period 1960 through 1975, may be an associ-ate member of the association.

Section 3. Any individual who has an interest in military transportation may be an associatemember of the organization.

ARTICLE IVGOVERNMENT

The Association shall be governed by a Board of Directors as elected by the members presentat the biannual reunion and will be in office until the next reunion. Members elected to the Board maybe elected again if so voted by the membership of the Association at the reunion.

ARTICLE V

BOARD OF DIRECTORS

Section 1. The Board of Directors of the Association shall consist of: President, Vice Presi-dent, Secretary, Treasurer and Webmaster.

Section 2. The Board of Directors shall exercise general supervision of the Association inbetween the biannual reunion for the two-year period.

ARTICLE VIMEETINGS

Section 1. The Association will meet on the Saturday of the reunion at a place and timedesignated by the President.

Section 2. The members present at the meeting shall constitute a quorum for the election ofnew members of the board of Directors for a two-year period and voting on other business of theAssociation.

Section 3. The Board of Directors may meet at the call of the President in between reunions,and the majority of the Board members present at the meeting shall constitute a quorum. Meetingsmay be conducted and business voted on by telephone or email.

Section 4. Proxies: Any member of the Association who does not attend the reunion mayauthorize in writing any member of the Board to act as his proxy to vote on the election of Boardmembers for the next two year period and to introduce any subject to be discussed under new busi-ness at the meeting.

ARTICLE VII

DUTIES OF OFFICERS

Section 1. The President: The President shall preside at all meetings of the Association and theBoard of directors; the President with the Treasurer and/or other officer(s) of the Board shall be thesigning authority in all matters relating to the business of the Association; the President shall executeon behalf of and in the name of the Association when so authorized by the Board of Directors, allcontracts, and other legal instruments; the President shall have general supervision over all officersand committees, to the end that there shall be full and complete performance of their duties by each ofthe said officers and committees.

Section 2. The Vice President: The Vice President shall perform such duties as assigned by thePresident; he shall discharge the duties of President in the absence or incapacity of the President.

Section 3. The Secretary: The Secretary shall keep the minutes of all meetings of the Associa-tion; issue notices of all meetings; and prepare correspondence required by the Association.

Section 4. The Treasurer: The Treasurer shall collect, manage and disburse moneys of theAssociation; all invoices for expenditures of the Association�s funds shall be reviewed by the Presidentbefore payment; the Treasurer shall maintain records of moneys received and disbursed and provide

Section 5. The Webmaster: The Webmaster shall maintain a web site on the Internet; theWebmaster shall receive information from members, etc. and post it on the web site; the Webmastershall maintain a list of members who have an email address on the Association�s web site.

Section 6. The Committee Chairmen: The President shall appoint committee chairmen asrequired to assist him to perform Association business, in between the reunions, to include but notlimited to the Editor, Newsletter Publisher, Retention, Public Affairs and reunion of the Association.

ARTICLE VIIIDUES

The annual dues for Active and Associate members will be established by the Board of Direc-tors and payable to the Treasurer effective January First of each year. All members who join duringthe year will receive copies of the previous newsletters for that year, since all memberships begin andend on January First. Memberships shall be established for one, two, and three, four or a five-yearperiod at the cost determined by the Board of Directors.

ARTICLE IXRULES OF ORDER

Robert�s Parliamentary Rules of Order shall be recognized as the authority for this Associationand shall govern the deliberations in all cases and at all meetings of the Association.

ARTICLE XBY-LAWS

By-Laws shall carry out provisions of the constitution and may be adopted by a majority ofthe members present at the business meeting.

ARTICLE IIDISSOLUTION

The Association may be dissolved by a majority vote of members of the Association who shallbe polled by mail by the President of the Association. After all expenses and debts have been paid, theremaining assets of the Association shall be distributed as directed by the Board of Directors to allmembers of the Association.

ARTICLE IIISPOUSES

The spouses of members of the Association may form into a club, to further the purpose of theAssociation and to hold separate meetings at the biannual reunion. The spouses shall elect their ownofficers to run the spouses club in between reunions.LOW PASS (while not a typical transportation topic

Fly-by of USS Ranger in May or June 1991. Ranger was out-bound from operation Desert Storm, near Diego Garcia. The BUFF�sattitude was slightly nose-down to maintain level flight due tothe air cushion which had built up against the surface of the wa-ter.

Also included are 50 pages of maps and 60 pages of glossary.

Worth $40??? The detail of description and location of the firebases and LZsis impressive. However, The maps are too small to be useable in themselves otherthan the big picture. The glossary is shallow and missing a lot of items thatshould be there.

Something to think about... fake vietman vets outnumber the real ones by 3 to 1

As an officer in a large VFW Post, this is an issue that has been anamusing phenominon to me. These are the same folks who ran, hid or became very�academic� during the war and made fun of us. Now they are trying to capitalizeof our good name - and VA health benefits (such as they are). We all must be onthe alert. Forwarned is forarmed. I borrowed these points from several sites...

SPOTTING THE WANNABESpotting Vietnam War wannabe�s on the internet poses a challenge for the unin-formed. However, there are some commonalties that reveal their deception.These are individuals who; 1. ...have established websites claiming they are Vietnam vets but lack anyphoto�s of themselves taken in Vietnam. (They usually claim all of their photoswere �lost in transit�, they �never sent photos home�, and �no one in their unittook photos of them�. The same excuse is used for their �lost� documents andcopies of military orders. They claim, �all my paperwork was stolen by my ex-wife�, �burned in a house fire�, �never issued�, or, �eaten by my dog�.) 2. ...become outraged and defensive whenever reading or hearing about wannabeexposes or complaints. They viciously attack anyone who challenges wannabes orpublishes warnings about veteran impostors. 3. ...refuse to provide any information to any established and publicly acces-sible organization about their unit and experiences. Many claim they held �topsecret clearances� that forbid revealing their work in Vietnam. Others claimmemory lapses due to PTSD or severely traumatic combat experiences. 4. ...claim membership in a large number of veteran organizations. Wannabesdesiring to convince others that they served in Vietnam will apply for membershipin a number of veterans organizations. They use membership in one organization togain membership in another... and another. Usually successful in obtaining mem-bership in organizations needing membership fee/dollars, these wannabes will,unsolicited, provide photocopies of membership cards or selected names of con-tacts within the organization they have bamboozeled or are confederates of theirfraud.

Beware of excuses such as: �All my records were lost� �Every photo taken by anyone of me in Vietnam was lost� �I was Top Secret� �My job was classified� �Everyone in my unit is dead� �Anyone in my unit who says I wasn�t there is a liar� �You can verify me by asking the people in this group/chatroom/discussion

forum� �My family (members) think I was attending college when in fact I was serving

in Vietnam�

TROXLER�S TRUCKERS OR THE SMOKE BRINGERS

The U.S. Army Reserve Center in Augusta, Georgia was named and dedicated in honor ofAugusta native Roy W. Miller. Sp5 Miller was the only member of the 319th Transportation Com-pany; an USAR unit called up to serve in Vietnam. He was killed in Vietnam on November 2, 1968.

This local unit was activated for Vietnam service in April 1968 and was deployed there fromSeptember 1968 until September 1969. Jack Fishman, an ATAV member and former member of the319th alerted Rick Phillips to the dedication of the Center and the reunion of the unit. PresidentPhillips attended in the name of the ATAV on the weekend of August 17, 2002.

Rick said that he was very impressed by the camaraderie of these men. Many had beenfriends long before they ever put on a uniform and went to basic training. Some had been friendsdating back to early grade school days. They remain so still today.

LTC Paul D. Troxler, TC AUS, RET was the company commander during their deployment.His speech, which was dedicated to Sp5 Miller and the other members of the 319th TC, was veryinspirational. The 319th came home intact except for the loss of Sp5 Miller.

Honored guests at the dedication included BG Orvil C. Metheny, Ret who was the formercommander of the 6th Trans Bn, 48th Group.

The veterans of the 319th Transportation Company were a great bunch of guys.

Some things must be remembered

aMERICA HONORING A TRAITOR ???This is for all the kids born in the 70�s who do not remember this, and didn�t haveto bear the burden, that our fathers, mothers, and older brothers and sistershad to bear. Jane Fonda is being honored as one of the �100 Women of the Cen-tury.� Unfortunately, many have forgotten and still countless others have neverknown how Ms. Fonda betrayed not only the idea of our country but specific menwho served and sacrificed during Vietnam.

This does not exemplify someone who should be honored as part of �100 Years ofGreat Women.� Lest we forget...�100 years of great women� should never include atraitor whose hands are covered with the blood of so many patriots. There arefew things I have strong visceral reactions to, but Hanoi Jane�s participation inblatant treason, is one of them.
