Rail Safety Act 2007

• Compliance with Rail Safety Act requirement for

management of the ―competence‖ of ―rail safety

workers‖

• Competence:

– S69(2) The ability to carry out rail safety work (RSW):

(a) by reference to any qualification or any units of

competence recognised under the regulations applicable

to the rail safety work to be carried out;

(b) by reference to the knowledge and skills of the rail

safety worker that would enable them to carry out the

rail safety work safely.

Definition of RSW

S9 (1) (a) driving or despatching rolling stock or any other activity controlling or affecting the

movement of rolling stock;

(b) signalling, receiving or relaying communications controlling or affecting the movement of

rolling stock;

(c) coupling or uncoupling rolling stock;

(d) maintaining, repairing, modifying, monitoring, inspecting or testing rolling stock or rail

infrastructure;

(e) installation of components in relation to rolling stock;

(f) design, construction, repair, modification, maintenance, monitoring, upgrading, inspection or

testing of rail infrastructure or associated works or equipment;

(g) installation or maintenance of—

(i) a telecommunications system used in connection or relating to rail infrastructure; or

(ii) the means of supplying electricity directly to rail infrastructure or to any rolling stock

(h) certification works;

(i) decommissioning works;

(j) work involving the development, management or monitoring of safe working systems for

railways;

(k) work involving the management or monitoring of passenger safety on, in or at any railway.

Competencies

• Each role has minimum competencies defined.

• Competencies fall into four general areas:

o employee identification;

o the relevant safeworking technical skills;

o relevant experience; and

o a relevant health assessment.

• ―Enabling‖ or core competencies

• Like units of TDT and TLI07 training packages

mapped to TLI10.

– Completion of 100 point ID check at Australia Post

• AQF qualifications: – Includes statements of attainment, licences and

certifications

– Where possible linked to TLI and RII training packages

– Licences those issues by accrediting bodies

– Current CV and record of relevant experience

Workers, and issues a RSW Card which permits the owner

to complete RSW for ARTC
