MS Diamond Jubilee Public Lecture Series :
As a part of IMS Diamond Jubilee Public Lecture Series, first Lecture on ‘Climate
Change and Agriculture’ was delivered by Dr T. Mohapatra, Director General, ICAR
on 19th December at Bhubaneswar. Second Lecture was delivered by Dr. Kamal
Puri titled ‘ Modelling Weather and Climate : Current Status and Future Direction’ on
16th February 2017 at IITM Pune under the auspicious of IMS Pune Chapter
and IITM Pune.
IMS Delhi Chapter organised Lecture by Padma Shri Professor Jagadish Shukla
Distinguished Professor, George Mason University as a part of Diamond Jubilee
Lecture Series on the topic “ From Weather Prediction to Climate Prediction : A 50
Year Retrospective for India “ at Vrishti Auditorium Mausam Bhawan Complex, New
Delhi on 20th Feb 2017
IMS Life Time Achievement :
Shri Dev Raj Sikka was presented with IMS Life Time Achievement Award on 20th
Feb 2017 in recognition of his outstanding contribution to the promotion of
meteorology.
National Workshop on Heat Wave Forecasts For State Level Preparedness : 28-29th
March 2917
Heat Wave Workshop was organized jointly by Indian Meteorological Society &
India Meteorological Department In partnership with Climate and Development
Knowledge Network (CDKN), Public Health Foundation of India Natural Resources
Defence Council, TARU Leading Edge, Indian Institute of Public Health,
Ahmedabad, Indian Red Cross Society, International Federation of Red Cross and
Red Crescent Societies. The workshop was held on 28-29 March 2017, at Mahika
Hall, MoES, Prithvi Bhavan, Lodhi Road, New Delhi was attended by Disaster
Management and Red Cross officials from states, Directors of State Met Centres and
The overall goal of the workshop is to guide states in the operationalizing of heat
action plans in their respective states to protect communities from extreme heat and
save lives.
Sensitise states about rising temperatures and extreme heat.
Establish the connection between extreme heat and health
Learn from the experience of current initiative in various states.
Discuss operational issues related to the heat forecasts and explore to have a
decision support system
Highlight the key elements of heat preparedness/Heat Wave Management:
Organisation, Capacity Building, Awareness
Develop template for preparing State/City level Heat Action Plan

Annual Monsoon Workshop by IMS Pune Chapter
Indian Meteorological Society, Pune Chapter (IMSP) organized the “Annual
Monsoon- 2016 Workshop” on 15th March, 2017 at the Meghdoot Complex of Indian
Institute of Tropical Meteorology (IITM), Pune. This event was sponsored by IITM,
Pune; IMD, Pune; CDAC, Pune; and ISRO.
Prof. Ravi S. Nanjundiah (Director IITM) graced the workshop as Chief Guest. Prof.
Shyam S. Rai, Professor and Chair, Earth and Climate Science, Indian Institute of
Science Education and Research (IISER, Pune) was invited as the Guest of Honor
for this event. Dr. R. Krishnan (Executive Director, CCCR, IITM, Pune) presided over
the inaugural function. More than 300 participants attended the workshop. Prof.
Sulochana Gadgil, Prof. K. C. SinhaRoy, Dr. A. K. Kamra, Dr. J. R. Kulkarni, Dr. R.
R. Rao, Dr. R. H. Kripalani, Shri B. Mukhopahyay, Dr. C. Gnanaseelan and many
other dignitaries were present on the occasion.
World Meteorological Day Celebrations
World Meteorological Day 2017 was celebrated by all IMS Chapters by orgasnising
talk on Understanding Clouds and facilitating visit of students Weather Observatories
and Met Offices

R.R.Kelkar Former President, Indian Meteorological Society and Former Director

Workshop on Extreme Weather Events by IMS Hyderabad Chapter
One day Workshop on ‘Extreme Weather Events With Reference To Telangana
State’ on 22nd March, 2017 at Dr MCR HRD, Hyderabad for strengthening of
preparation and popularization of districts/mandal level advisories on Extreme
Weather Events and development of feedback mechanism etc.
The workshop was aimed at " bringing together weather forecasters, disaster
managers, administrators, planners, media, experts in allied fields like climate
change, agriculture etc on to one platform" in addition to creating awareness among
general public on extreme weather events that commonly occur in Telangana.
Workshop at Dr. MCR HRD Institute Hyderabad
The workshop was conducted 10 am to 5 pm in 3 sessions i.e. Inaugural session,
Technical Session-I and Technical session-II and concluded with a Valedictory
session. Shri S. Niranjan Reddy, Vice Chairman, Telangana State Planning Board
was the Chief Guest of the program with Dr. Y.V.N. Krishna Murthy, Director,
National Remote Sensing Centre (NRSC) as Guest of Honour. The valedictory
session was chaired by Shri B.P.Acharya, Spl Chief Secretary, Govt of Telangana..
Seminar on NE Monsoon and Cyclone ‘Vardah’ : IMS Chennai Chapter
Under the joint auspices of Indian Meteorological Society, Chennai Chapter and
Regional Meteorological Centre, Chennai a seminar on Monsoons-2016 with special
reference to cyclone VARDAH was held on the National Science Day, the 28th
February 2017, 10:00 IST at Conference Hall-I, Regional Meteorological Centre, 6,
College Road, Chennai 600 006.
The programme started with welcome address by Shri S.B.Thampi, DDGM, RMC
Chennai & Chairman, IMS Chennai Chapter. Then, Dr. K.Satyagopal, IAS,
Commissioner of Revenue Administration and State Relief Commissioner,
Government of Tamil Nadu elaborated on the disaster preparedness and mitigation
measures taken by the Govt. of Tamil Nadu to meet any eventually during the
northeast monsoon 2016, especially during the cyclone VARDAH. He appreciated
the role of media for effectively reaching out to the public in dissemination of
warnings and government’s advises and directives. Shri S.Santhanagopalakrishnan,
Additional Director, Department of Agriculture, Government of Tamil Nadu spoke
about the agricultural prospects for Tamil Nadu under the deficient northeast
monsoon conditions. He also detailed about new initiatives taken by some district
collectors to improve the ground water levels in their jurisdiction and the
government’s plans to extend such programmes in other districts also. Smt. S.Stella,
Scientist-D, RMC Chennai reviewed the regional aspects of southwest monsoon
2016 and Dr. S.Balachandran, Scientist-F, RMC Chennai discussed the salient
features of northeast monsoon 2016 and their contrasting aspects with reference to
northeast monsoon 2015. He also detailed about the landfall aspects of cyclone
VARDAH. Shri B.A.M.Kannan, Scientist-D, RMC Chennai presented the Radar
features of cyclone VARDAH with reference to track, wind speed, eye parameters
About 70 persons (including general public) attended the seminar. The programme
was covered by the press and the visual media. After each presentation, there were
lively interactions between the speakers and the audience. Overall, the combined
effective roles of meteorologists, disaster managers, civil administrators, print and
the visual media in minimizing loss of lives and property due to the impacts of
landfall of cyclone VARDAH and the grim scenario arisen due to largely deficient
northeast monsoon 2016 was acknowledged by one and all. The programme came
to an end with vote of thanks by Dr.K.V.Balasubramanian, Secretary, IMS Chennai
Chapter.
New IMS Chapters
In theI MS Dimond Jubillee year, two new chapters have been stated at Srinagar and
Shimla bringing number of IMS Local Chapters to 29. Efforts are on to start IMS
Chapter at Jaipur and Coimbatore. Univerisites, IITs and Colleges are being
encouraged to start college chapter by enrolling Student members.f
INTROMET 2017
INTROMET 2017 is being organised jointly by IMS Ahmedabad Chapter and Space
Application Centre (SAC) Ahmedabad at SAC between 7th and 10th November. A
softcopy of the abstract, along with registration form duly completed should be
submitted ONLINE to intromet-2017 symposium website : (www.intromet2017.org)

Obituaries
( 1932-2017)
Dev Raj Sikka was a monsoon polymath. His auspicious and passionate affair with the Indian monsoon began in 1954, when he joined the India Meteorological Department, and ceased only with the end of his life on 18 March 2017. He was born in 1932, and spent his early childhood in Jhang Mighiana, in then undivided India, now Pakistan. From his earliest days in primary school, Sikka was an outstanding scholar and eventually, his enquiring mind led him to the works of the pioneers of monsoon meteorology: Blanford, Elliot and Walker. To these works, Sikka merged the later contributions of Riehl, Malkus, Ananthakrishnan, Bjerknes and Charney to generate our current understanding of monsoon physics.
Sikka’s contributions were rooted in his profound urge to delve deeply into the monsoon system. He employed traditional and space-borne observations within the context of well-conceived theoretical frameworks. This ability is exemplified by his discovery of coherent northward propagations of cloud-bands generated over the equatorial Indian Ocean at intervals of 2-6 weeks, throughout the summer monsoon season, that has led to improved forecasting of the important rainy spells (and mini-droughts) across India. Sikka elucidated the link between the Indian summer monsoon rainfall and ENSO (with a high propensity of droughts during El Nino). Even today, the ENSO-monsoon relationship is the basis of monsoon prediction by most of the state-of art dynamical models.
Sikka was a proponent of dedicated field experiments to pose and test hypotheses. He was an active participant in all the major regional experiments, including the International Indian Ocean Expedition (IIOE) during 1963-65 where his intimate knowledge of monsoon meteorology profoundly influenced the success of the Expedition. He was a keystone scientist in MONEX ( a major component of FGGE) in 1979. He played a major role in planning and executing the Indian Climate Research Programme with field experiments over the Bay of Bengal, Arabian Sea and the Indian monsoon zone.
Sikka’s legacy is deep and long-lasting. He joined the Indian Institute of Tropical Meteorology (IITM) in December 1962 and became its director in 1986. For over four decades, Sikka carried out and actively nurtured high quality research and
promoted atmospheric and oceanic sciences across the country. He served on several national committees, was an advisor to the Ministry of Earth Sciences and actively participated in several international programmes including TOGA and the South Asian Climate Outlook Forum.
He was elected a Fellow of the Indian Academy of Sciences in 1984, obtained the first Lifetime Achievement Award in Atmospheric Science and Technology by the Ministry of Earth Sciences in 2007, the Sir Gilbert Thomas Walker Gold Medal in 2012 and Lifetime Achievement Award in 2017 by the India Meteorological Society. He is survived by two daughters and a granddaughter and an international community of grateful scientists.

Dr. Jay S Fein, (1937-2016)
Jay S. Fein was born in Brooklyn, New York on July 6, 1937. He received his B.S.
Degree in Mechanical Engineering from Rutgers University, New Jersey in 1962, and
Ph.D. in Meteorology from Florida State University, Tallahassee, Florida in 1972. In
1976, he came to the National Science Foundation (NSF) in Washington D.C. as an
Assistant Program Director of Global Atmospheric Research Program (GARP). From
1980 until his retirement from NSF, Dr. Fein was the Program Director of Climate
Dynamics, and Climate and Large Scale Dynamics for more than 30 years.
Dr. Fein was involved with a large number of research projects and field
experiments. He was the Federal Coordinator in Saudi Arabia and India for the 1979
GARP Monsoon Experiments: in Geneva for the 1982 GARP Alpine Experiments: in
Fiji for the 1993 Central Equatorial Pacific Experiment: in the Maldives for the 1999
Indian Ocean Experiment. Dr. Fein helped advance Monsoon research through his
critical role in the great success of the Monsoon Experiments (MONEX).

Dr. Fein was a recipient of numerous honors and awards. In 1999, he was
elected to be fellow of the American Meteorological Society (AMS). In 2001, he
received NSF Director’s Award. The Indian Meteorological Society (IMS) bestowed
its prestigious Honorary Membership to Dr. Fein in 2001. In 2007, he received the
AMS Cleveland Abbe Award, and in 2009, he received the AGU Edward A. Flinn
Award.
Dr. Fein was a great champion of climate science. Dr. Fein’s vision, leadership,
and support were critical for the success of a large number of field experiments,
research projects, and generation of climate scientists and institutions Dr. Jay S.
Fein passed away on November 7, 2016.. He is survived by his wife, Sara Fein and
his two children Benjamin and Elizabeth.
