1.0 BACKGROUND: Airtek Environmental Corp. has conducted an asbestos survey for the presence of Asbestos-Containing Materials (ACM) at the following building:
Site: Fiterman Hall Borough: Manhattan Address: 30 West Broadway, New York, NY, 10007 The Investigator and inspector responsible for this project were: Damien Gordon Toylor NYS Asbestos Inspector CERT #95-12324 Expires: 11/30/06 Hilton Sue NYS Asbestos Inspector CERT #91-02355 Expires: 05/31/06 Moyna Ali NYS Asbestos Inspector CERT #89-01641 Expires: 03/31/07 Enayat Nassry NYC Asbestos Investigator CERT#99570 Expires: 07/04/07 Michael Porter NYS Asbestos Inspector CERT #91-06440 Expires: 10/31/06 Site Visit(s): 10/21/05 through 4/4/06 Report Date: 12/20/05 Revision Date: 9/15/06 Field Procedures and Analysis Methodology: Guidelines used for the inspection were established by the Environmental Protection Agency (EPA) in the Guidance for Controlling Asbestos Containing Materials in Buildings, Office of Pesticides and Toxic Substances, DOC #560/5-85-024 and 40 CFR Part 763, Asbestos Hazard Emergency Response Act (AHERA). Field information was organized as per the AHERA concept of Homogeneous Area (HA). A HA is defined as a suspect material of similar age, appearance, function and texture. Each material was grouped together as a specific HA, sampled and then assessed for condition. Bulk samples of suspect ACM were analyzed by Polarized Light Microscopy (PLM) with dispersion staining, as described in 40 CFR Part 763 and the National Emissions Standard for Hazardous Air Pollutants (NESHAPS). The New York State Department of Health has recently revised the PLM Stratified Point Counting Method. The new method, “Polarized Light Microscopy Methods for Identifying and Quantitating Asbestos in Bulk Samples” can be found as item 198.1 in the ELAP Certification manual. The State of New York ELAP has determined that analysis of Non-friable, Organically Bound Materials (NOB) are not reliably performed by PLM. Therefore, if PLM analysis of a NOB yields a negative result, it must be further confirmed by Transmission Electron Microscopy (TEM). All samples were initially analyzed by PLM. Samples which produced a negative PLM result and which are classified as a NOB were then re-analyzed utilizing the TEM methodology.

2.0 SCOPE OF WORK: The whole building including interior and exterior, which may be affected by the decontamination and deconstruction, was inspected for ACM: The inspection was characterized by a close visual inspection of all accessible areas. Selective demolition was also conducted to access interstitial spaces suspected of containing ACM. Suspect materials were sampled and inventoried for quantity, condition and friability. Airtek used previous survey results, which had been provided by the Applied Technology Services Inc., in our determination of areas and materials to sample. Materials examined included:
1. Tar materials on interior perimeter walls 2. Spandrel/Lintel/Relieving angle flashing and mastic 3. Paper materials on perimeter walls 4. Fiber glass materials on perimeter walls 5. Felt materials on perimeter walls 6. Flashing mastic on beams 7. Black cloth materials on beams 8. Roof materials/flashing 9. Roof tar/paper 10. Roof brick 11. Roof cloth 12. Roof insulation 13. Roof shingles 14. Coping caulk 15. Cap flashing 16. Window caulking 17. Window glazing 18. Roof screed 19. Brick wall mortar 20. Expansion joint caulking 21. Marble mortar & sealant 22. Window frame caulking 23. Column caulking 24. Floor covering materials 25. Cloth/rubber materials on beams 26. Black tar on concrete ceiling 27. Pipe insulation 28. Glue daub
3.0 SUMMARY OF FILE SEARCH: All available Dormitory Authority of the State of New York (DASNY) files have been reviewed. The following is a listing of our findings:
• Previous files – Applied Technology Services Inc. initiated an asbestos investigation at Fiterman Hall on July 12th, 1996 and found the following ACMs throughout the building:

• Abatement Records –According to abatement records subsequent to the above-referenced 1996 Survey Report, extensive abatement was conducted in support of the gut rehabilitation.
Based on the currently recommended sampling and analytical procedures for ACM materials, Airtek determined that additional sampling was necessary in order to determine the asbestos content of additional suspect materials. 4.0 SUMMARY OF AIRTEK ENVIRONMENTAL’S INSPECTION RESULTS: The asbestos inspection was conducted in several phases from October 21st, 2005 to April 4th, 2006 and involved a thorough visual examination of all areas and sampling of suspect materials that would be impacted during the proposed work schedule. Airtek Laboratory analysis confirmed the presence of asbestos in the amount greater than 1% within the samples collected from the following material:
1. Tar and paper materials on interior of perimeter walls 2. Flashing mastic on exterior of spandrel beams 3. Roof membrane – 15th floor set back north roof 4. Window caulking (Bulkhead Windows) 5. Window frame caulking (Elevator Room Windows) 6. All flooring materials are assumed ACM 7. Roof shingles and tar (Parapet Wall – Chiller)
Airtek laboratory analysis determined the samples collected from the following materials to contain less then one percent (<1%) asbestos.
1. Felt and fiber glass backing materials on perimeter walls (Contaminated by ACM) 2. Cloth materials on spandrel beams (Contaminated by ACM) 3. Screed 4. Brick wall mortar 5. Expansion joint caulking 6. Marble mortar, sealant and caulking 7. Column caulking and mortar 8. Interior spandrel flashing mastic
5.0 CONCLUSIONS AND RECOMMENDATIONS: Asbestos-containing materials, which may be affected by the scope of work, have been positively identified at various locations throughout the building. As the identified ACM is to be disturbed by the proposed renovation work, proper asbestos abatement procedures shall be implemented prior to the commencement of such work. All asbestos abatement work shall be performed in accordance with all applicable Federal, State and Local rules and regulations. The abatement project shall be filed with all agencies having jurisdiction over this project, such as USEPA, NYSDOL and NYCDEP. A licensed abatement contractor must perform the removal of all friable and non-friable ACM. Airtek believes that the implementation of these recommendations will serve to best protect human health and the environment. To assure that the removal of the aforementioned ACM is properly and effectively carried out, the following recommendations are proposed by Airtek:

A. Develop and implement a schedule that outlines the time frame for removal of ACM. B. Develop complete and concise specifications to effectively deal with removal of the ACM.
These specifications should be developed to comply with all applicable Federal, State and Local regulations.
C. Retain the service of an independent testing laboratory to monitor the air for possible
asbestos contamination before, during and after the removal work. Retain all documentation and correspondence from the removal contractor, the testing laboratory and related items in a permanent record.
