1. Rules

1.1 Racing shall be governed by the rules as defined in The Racing Rules of Sailing 2009 2012(RRS)as amended by the RYA Prescriptions, the Environment Agency (Inland Waterways)

Order 2010 and these Sailing Instructions.

1.2 The Organising Authority isAriel Sailing Club(ASC).

1.3 Competitors should note that ASC implements the RYA Racing Charter 20 0 9 2 0 1 2 and that theywill be required to undertake to sail in compliance with the Charter.

2. Notices to Competitors

2.1 Notices to competitors will be posted on the official race notice board located in the ASC Clubhouse.

3. Changes to Sailing Instructions

3.1 The Race Committee reserves the right to issue amendments to these Sailing Instructions.

3.2 Amendments shall be issued either:

3.2.1. Ashore on the official race noticeboard, at least 30 mins. prior to any race which theamendment affects.

3.2.2. Afloat the Race Committee may require competitors to approach within hail for anamendment to these Sailing Instructions at any time prior to the warning signal.

4. Sailing Area

4.1 The Sailing Area is between Teddington Weir and Kingston Railway Bridge. This is shown in App. 1.

4.2 It is prohibited to sail in the area between Stephen's Eyot and the Surrey Bank. Stephen's Eyot is therefore

a continuing obstruction.

5. Signals Ashore5.1 Signals made ashore shall be made from the flag hoists on the balcony near the ASC Race Officers box.

5.2 Visual signals may be accompanied by a sound signal, except in the case of Code Flag 'X' which shall be

accompanied by a sound signal.

6. Course

6.1 The course shall be displayed near the flag hoists on the balcony near the ASC Race Officers box.

6.2 The course display shall consist of a list of marks (as described in App. 1) and a number defining the

number of laps to be sailed.

6.3 When a mark letter is displayed with a red background, the mark shall be left to port when rounding.

6.4 When a mark letter is displayed with a green background, the mark shall be left to starboard whenrounding.

7. Start Line

7.1 The start line shall either be from a transit on the ASC Clubhouse roof or between a Race Committee

vessel and a mark.

7.2 When using the ASC Clubhouse start line:

7.2.1. The start line is an extension of a transit of two poles upon the ASC clubhouse roof, one

surmounted by a saltire cross, one by a triangle.

7.2.2. The Race Committee shall place an inner distance mark near the Middlesex bank of the river.

This is to allow a safe channel through which river traffic can pass. The start line shall bebetween the mark and the Surrey bank.

7.3.1. The line shall be between a flag on the Race Committee vessel and a laid mark.

8. Marks

8.1 The zone around a mark is defined as two hull lengths (in handicap races, this is the largest hull within agroup approaching the mark).

8.2 The penalty for touching a mark of the course shall be that the vessel shall re-round the mark. This

changes RRS 44.1.

8.3 Marks shall all be floating spherical marks. Colours of marks in use may be given on the OfficialNoticeboard.

9. Finish Line

9.1 The finish line shall either be from a transit on the ASC Clubhouse roof or between a Race Committee

vessel and a mark.

9.2 When using the ASC Clubhouse finish line:

9.2.1. The finish line is an extension of a transit of two poles upon the ASC clubhouse roof, one

between the mark and the Surrey bank.

9.3 When using a Race Committee vessel start line:

9.3.1. The line shall be between a flag on the Race Committee vessel and a laid mark.

9.4 The Race Committee may shorten course by displaying Code Flag 'S' with 2 sound signals. The next time

the leading vessel crosses the ASC Clubhouse finish line in either direction it shall finish. This changesRRS 32.2.

10. Protests and Time Limits

10.1 Protest forms shall be available from the Organising Authority and the RYA website.

10.2 Protest forms shall be presented to a representative of the Race Committee within 45 mins. of the final

vessel finishing in a race.

10.3 When the Race Committee intend to protest a competitor they may either:

10.3.1. Display Code Flag 'B' with repeated sounds when the vessel next approaches the clubhouse.This changes RRS 61.1b.

10.3.2. Inform the vessel's helm when they dock following the race.

10.4 Vessels failing to complete a course within 30 mins. of the first vessel finishing shall be scored Did Not

Finish (DNF). This changes RRS 35.

11. Scoring

11.1 For each race: winner = 0.75, second = 2, third = 3 etc. This changes RRS A4.

11.2 When fewer than 3 races have been completed, a vessel's series score will be the total of her race scores.

11.3 When from 3 to 5 races have been completed, a vessel's series score will be the total of her race scoresexcluding her worst score.

11.4 When 6 or more races have been completed, a vessel's series score will be the total of her race scoresexcluding her two worst scores.

11.5 When handicap racing is undertaken, times shall be adjusted according to the RYA Portsmouth

Yardstick scheme.

12. Safety

12.1 The act of recovering a crew member from the water by another boat (racing or not) will not normally be

penalised under RRS 41 (Outside Help) but subsequent actions may result in a penalty. The protestcommittee shall not penalise actions based solely on safety considerations. This changes RRS 41.

12.2 When the race committee considers that a boat or competitor is in difficulty it may instruct the boat orcompetitor to accept outside help, retire or sail ashore. This changes RRS 4.

12.3 When Code Flag 'Y' is flown, personal flotation devices shall be worn at all times when afloat. This

changes RRS Part 4 Preamble. Personal flotation devices shall be as described in RYA Small Boat

Safety Regulations.

13. Equipment and Measurement Checks

13.1 A vessel or equipment may be inspected at any time for compliance with the class rules and sailinginstructions.

13.2 On the water, a boat can be instructed by a Race Committee measurer to proceed immediately to adesignated area for inspection.

14. Radiocommunications

14.1 A vessel shall neither make radio transmissions while racing nor receive radio communications not

available to all boats.

14.2 This restriction also applies to mobile telephones.

14.3 Examples of permissible usage include listening to broadcast weather reports and Race Committee timechecks.

15. Rubbish Disposal

15.1 This event is awaiting designation as a Bronze Level CLEAN REGATTA by the Sailors for the Sea

organization. By entering, all competitors agree to abide by CLEAN REGATTA Certification Level

requirements. Boats observed discharging rubbish, chemicals, detergents etc. into the water will either bedisqualified from all races the day that the infraction is observed or be subject to other suitable

disciplinary action, or both, as decided by a Protest Committee.

15.2 Rubbish may be placed in a Race Committee vessel.

16. Use of ASC Vessels

16.1 ASC vessels may be provided for ASC Members, who shall not modify them or cause them to bemodified in any way except that:

16.1.1. a compass may be tied or taped to the hull or spars,

16.1.2. wind indicators, including yarn or thread, may be tied or taped anywhere on the boat,

16.1.3. hulls, centreboards and rudders may be cleaned, but only with water,

16.1.4. adhesive tape may be used anywhere above the water line,

16.1.5. all fittings or equipment designed to be adjusted may be adjusted, provided the class rules arecomplied with.

16.1.6. All equipment provided with the boat for sailing purposes shall be in the boat while afloat.

16.1.7. The penalty for not complying with one of the above instructions will be disqualification

from all races sailed in which the instruction was broken.

16.2 Competitors shall report any damage or loss of equipment, however slight, to the Organizing Authoritys

representative immediately after securing the boat ashore.

16.2.1. The penalty for breaking this instruction, unless the Protest Committee is satisfied that the

competitor made a determined effort to comply, will be disqualification from the race mostrecently sailed.

16.3 Class rules requiring competitors to be members of the class association will not apply.

17. Disclaimer of Liability

17.1 Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race.

17.2 The organizing authority will not accept any liability for material damage or personal injury or deathsustained in conjunction with or prior to, during, or after the race.

18. Insurance

18.1 Each boat must be insured for third party liability to at least 3,000,000.
