    ASCLD is saddened to inform our membership of the passing of former member, Dan Nippes, on December 13, 2016, in Fort Pierce, Florida, atthe age of 71. Mr. Nippes had retired after 40 years of service with the St. Lucie County Sheriff's Office serving as the Director of the Indian RiverCrime Laboratory before his retirement.     Message from the FSSB: Consolidating OSACRegistries by January 2017

    The OSAC Registries are a trusted repository of high-quality, science-based standards and guidelines forforensic science. Since the program inception, theOrganization of Scientific Area Committees (OSAC)for Forensic Science has operated with two registries,the OSAC Registry of Approved Standards as well asthe OSAC Registry of Approved Guidelines.

    All approved documents, whether they are astandard, guideline, test method, or other product, willsoon be contained on one registry.

    The anticipated timeframe to fully transition to oneregistry is by January 2017.

    Once consolidated, the three OSAC-approveddocuments: NFPA 921: National Fire ProtectionAssociation Guide for Fire and ExplosionInvestigations, ISO/IEC 17025 2005: GeneralRequirements for the Competence of Testing andCalibration Laboratories, and ASTM E2329-14Standard Practice for Identification of Seized Drugs,as well as any new documents that are approved, willbe located in one place.

    Investigators often encounter dried blood spots as they examine a crimescene, but such evidence often isn’t collected because very little work hasbeen done in the analysis of dried blood for forensic applications.Researchers at RTI International, noting that dried blood spot analysis iswell established in newborn testing, conducted this NIJ-supported projectto see if newborn testing of dried blood has broader applications inforensic toxicology. After analyzing dried blood samples for 28 drugs, theresearchers showed it was comparable to more routine blood tests anduseful in forensic investigations.Developing DNA Friendly Fluorogenic Methods for Detecting, Enhancing,and Preserving Bloody and Proteinaceous Impression EvidenceI

    Analysis of Drugs of Abuse in Human Hair: Surface Contamination andLocalization of Analysis

    For more than two decades, researchers and scientists have utilized hairtesting for drug abuse in addition to blood and urine tests. Despiteconsiderable research and current analytical technologies and interpretivemethods, environmental contamination remains an unresolved issue forhair, and controversy exists over the source of drug residues found in hairand the potential for environmental contamination to cause false-positivetest results.

    Characterization of Designer Drugs: Chemical Stability, Exposure, andMetabolite Identification

    Designer drugs, such as synthetic cannabinoids and cathinones havebecome increasingly prevalent, as have their health and societalconsequences. Currently, little is known about the pharmacological andtoxicological profiles of these products. The consequences of long-termusage have yet to be studied, and behavioral and metabolic studies haveonly been performed on a relatively limited number of compounds. Theobjective of this research is to gain a more thorough understanding ofdesigner drugs with respect to their chemical exposure profiles andbiological elimination pathways.

    Ion mobility spectrometry (IMS) has been described in scientific literatureas both a stand-alone separation technique and as a hyphenatedtechnique to enhance other analytical determinations. Despite thisflexibility and versatility, the applications of IMS have not grown as quicklyas those of gas chromatography (GC) or liquid chromatography (LC). Thisresearch describes the use of IMS as a lab-based analytical techniqueable to perform separations on par with GC and LC separations.

This NIJ-supported project byresearchers at the University of California aims to determine more aboutthe relationship between the measurable, visual dimensions of fingerprintpairs and the level of comparison difficulty for human examiners, bothexperts, and to a lesser degree, novices.

    Fighting Bias - Self-Paced Online Professional Training

    This self-paced online professional training program focuses on Minimizingbias in Forensic Decision Making. This program covers brain and cognitiveissues relating to bias and cognitive processing. It then connects thecognitive science issues to practical and specific issues in forensic decisionmaking. In addition to knowledge about the cognitive factors in forensicdecision making, the program also provides practical solutions to addressweaknesses as well as best practices to enhance forensic practices.

    This program is directly relevant to the document recently adopted by theNational Commission on Forensic Science (NCFS). The practicalimplementation of this document (“Ensuring That Forensic Analysis IsBased Upon Task-Relevant Information”) is presented and discussed, asare the recommendations of the National Academy of Sciences report onforensic science.

Theparticipating laboratories represent local, regional,state/provincial, and national agencies. Faculty fromthe WVU College of Business and Economics provideassistance, guidance, and analysis. We link financialinformation to work tasks and functions. Laboratorymanagers can use these functions to assess resourceallocations, efficiencies, and value of services—themission is to measure, preserve what works, andchange what does not.
