The National Flood MitigationData Collection Tool (NT)
Collects data from diverse sources, including:
National Flood Insurance Program (NFIP)
Community building and tax records
Historic flood records
Field reconnaissance

Reports – Commonly Used AW501 – NFIP Repetitive Loss Update Worksheet.
Basic – Summary of each property with site, structure, claims, insurance policy and mitigation information.
Benefit-Cost – One page report with data needed to complete data fields in FEMA’s Benefit Cost Analysis Toolkit.
CAC/CAV – Summary of CAC/CAV information per property.
FEMA 551 Worksheet A & B – The Technical Considerations Scorecard (A) and Appropriate Mitigation Measures (B) from FEMA publication 551 “Selecting Appropriate Mitigation Measures for Floodprone Structures.”

New Plan Requirements As of October 1, 2007, the planning
requirements of the Flood Mitigation Assistance (FMA) grant program and the Hazard Mitigation Plan are identical
Only one mitigation plan is required
Therefore: NFIP communities must address repetitively
damaged (flooded) structures NFIP communities must include a strategy for
continued compliance with NFIP requirements

Hazard Mitigation Plans – New Requirements
While updating the hazard mitigation plan:
Indicate the number of RL and SRL properties in your community.
Include actions to address RL and SRL properties.Use the NT and FEMA 551 to identify appropriate mitigation actions
Include actions for continued compliance with the NFIP.
Do not violate the Privacy Act.

Decide Which Properties to Visit
Visit:
Validated, Validated Uninsured, and Pending SRLs
RLs with over $50K in Total Building Payments
Will not visit:
Uninsured RL properties

Conduct Site VisitBefore you go:
Enter FIRM Data into NT
Enter Assessor Data into NT
Print driving directions or program GPS from property to property
If not taking laptop into field, print Field Forms from NT
Take with you:
Map of area (even if using a GPS/Electronic Navigator)
GPS Handheld unit to record Latitude & Longitude
Digital camera, extra battery, and extra memory card
Laptop with NT or hardcopy NT Field Forms

FEMA 551 - Selecting Appropriate Mitigation Measures
Provides guidance on how to interpret data collected in the NT and other sources to develop detailed proposals for flood mitigation projects.
ASFPM 2011 FEMA’s National Tool (NT) 33
Initial screening of mitigation options using the NT to determine technical feasibility (Worksheet A)
Further evaluates mitigation options for 3 other factors: cost, human intervention and maintenance (Worksheet B)
Working with property owners to implement a fundable mitigation project.
FEMA 551 – The Process
ASFPM 2011 FEMA’s National Tool (NT) 34
FEMA 551 – Worksheet A: Technical Considerations Scorecard
A report automatically generated by the NT.
Evaluates mitigation based on factors such as:
Building attributes and condition;
Site attributes and condition;
Elevation data, and
Flood risk information.

FEMA 551 – Worksheet B: Appropriate Mitigation Measures
Worksheet automatically generated by NT, which completes the Technical Considerations decision factor.
The user evaluates each mitigation option based on the 3 remaining decision factors:
Relative Cost;
Human Intervention, and
Annual Maintenance.
