Chapter 11

Religion

(1) Sri Lanka is a secular Nation.

(2) Sri Lanka is a multi Religious country.

(3) All religious rights shall same to other religious rights.

(4) Central Government, canton of autonomous government should secure the religious right.

(5) No canton shall be established or alter the religious arrangements in to the canton to grant the priority to one particular religion.

Chapter 111

Citizenship

9)

(1)Every citizen is entitle d to dual citizenship.

(2) Every citizens of Sri Lanka shall citizen of Sri Lanka it’s there fasten rights when they born and each cantons also shall provide their citizenship to that canton.

Chapter 4

Nation

10)

(1) By virtue of this article shall be granted in Srilanka there shall two nations.

a) Sinhala Nation

b)Tamil Nation

(2) Within Tamil Nation – Tamils, Indian Tamils and Muslims Tamil are nations.

Chapter 5

Fundamental Rights

11) Every person is entitled to freedom of thought conscience religion

12) No person to be subject to torture cruel and inhuman treatment or punishment.

13)

(1) All persons equal before the law

(2) No citizen be discriminated on race religion language caste sex political opinion place of birth provided a particular language may require as qualifications for some jobs.

(3) No person is restricted to access to public places on race religion language caste sex

(4) Nothing in this article to prevent special provisions made for women children disabled person.

(1) No arrest except according to law and all person to be informed of reason of arrest

(2) Every arrested person to be produced before judge and comply with direction.

(3) Every accused be heard and attorney at law at fair trial.

(1)Citizens are entitled to

a) Freedom of speech , expression, publication

b) Freedom of peaceful assembly without arms.

c) Freedom of association .

d) Freedom to form and joint trade union.

e) Freedom to practice religion

f) Freedom of practice own culture and language.

g) Freedom to engage in profession enterprice etc

h) Freedom to movement and resident to Sri Lanka.

j) Freedom to return to Sri Lanka.

(2) Person who not citizens of any country but legally resides in Sri Lanka entitled for ten years from commencementof the constitution for rights in para (1) off this article.

(1) Restrictions due to national security on fundamental rights state in article 14(5) and 14(6).

Chpter 6

LanguGE RIGHTS

(1)The official language shall be Tamil and Sinhala.

(2)The national Language shall be Tamil and Sinhala.

(3)In parliament or champer of conton members shall be performd in their mothertounge.

(4) The administration of each conton language is their own Lnguage . In “puthiya tamil arasu “, “Malaiyaka tamil arasu”, and “Kilakku Tamil arasu” shall be Tamil other than afore said shall be sinhala

(5) The language of court shall be official language and in puthiya thamil arasu , malayaka arasu and thenkilaku thamil arasu shall be tamil other than aforesaid shall be Sinhala.

Chapter 7

Directive principle of state policy and Fundamental Rights

(1) The directive principles of state policy herein contained to guide parliament , president and cabinet.

The objectives of state to establish democratic socialist republic includes

(a) Full realization of fundamental rights and freedom to all persons (b) Promotion of the welfare of the people.(c) Realization by citizens of adequate standard of living.(d) Rapid development of the country.(e) State to safeguard independence ,sovereignty ,unity , territorial intergrity of Sri Lanka(f) State to strengthen national unity and take steps to eliminate discrimination and prejudice.

Chapter 8

Structure of Federalism

(21)

(1) There are two chambers which are House of representations and senate.

(2)The house of national representative consists of 190 members who will be appointed by a general election under the propositional representation.

(3) The senate consists 35 and 28 will be appointed by a general under the communal representation .Other Seven members which 4 sheets for every single autonomous, 3 sheets for majority for the autonomous , one sheet for intersperd minority within the autonomous.

(4) Seven members will come under the national list, one person per a one autonomous, who will be the well educated person in that particular stream and will be appointed by the nomination of central government and with the suggestion of the senate members.

(5) The cantons of each champers consist of 100 members of that each champers.

Executive

22)By virtue of 19 amendment the executive shall be performed.

Chapter 10

Legislation

23)Central government shall be to enforce the federal Sri Lanka.

24)Each canton shall be performed the legislative power in prescribed manner.

Chapter 11

Judiciary

25) judicial service commission shall be performed by virtue of 19amendment

26)Judicial review shall be exercised by the Supreme court.

27)Supreme court and court of appeal and other court judges shall be appointed by the judicial service commission.\

28)Supreme court have the soul and exclusive jurisdiction to handle the Fundamental rights Language rights conflict between states and between state and central government, international treaties

29)Interference of the jurisdiction of court shall be the offence and punishable

30)Ultimate judicial jurisdiction shall be given to the supreme court by this chapter..
