The last day of the Winter Ses­sion of Parliament ended in aburst  of  angry  protests  fromBJP’s women MPs led by UnionMinister  Smriti  Irani  who  de­manded that former CongressPresident  Rahul  Gandhi  bepunished for his remark thatinstead of “Make in India, BJPunder  Prime  Minister  Naren­dra Modi has turned the coun­try into ‘rape in India’.” 

Gandhi,  on  his  part,  cameback with a stern, “I will neverapologise to them.”

The BJP’s protest consumedthe scheduled business of LokSabha and forced Speaker OmBirla  to  adjourn  the  proceed­ings twice.

Smriti slams OppositionSmriti  Irani  was  the  most  ag­gressive among the bunch ofwomen  MPs  who  stoodaround the Well of the House,asking  the  speaker  Om  Birlato  “punish”  Gandhi  for  whatthe  Union  Minister  said  washis attempt to turn a “heinouscrime  like  rape  as  a  tool  tomock  his  politicalopponents”.

PTI adds: Later in the day, adelegation  of  BJP’s  womenparliamentarians  includingUnion  minister  Smriti  Iraniapproached the Election Com­mission  and  demanded“strongest  possible  action”against Congress leader RahulGandhi  for  his  comment  onrape.

Irani  charged  Gandhi  withusing rape as a “political tool”in the wake of Assembly pollsin Jharkhand.

And  the  economy,  which  wasour biggest strength, has nowbeen  destroyed.  So  far  as  myapology  is  concerned,  I  willnever apologise to them,” saidGandhi.

‘Politicising rape’Irani accused Gandhi of politi­cising rape.

“The leader of a party givesa clarion  call  for  raping  wo­men in India. It is for the fi��rsttime in history that the scionof  the  Gandhi  family  hasasked women to be raped. Is ithis statement that every manwants  to  rape  women  in  In­dia?  Are  all  men  rapists?  AMember of this House is utter­ing such sentences; he is ask­ing women to be raped. RahulGandhi  should  be  punishedfor  committing  this  sin.

Though  Union  Home  Minis­ter  Amit  Shah  made  it  clearwhile replying to a debate onthe  Citizenship  (Amend­ment) Bill on Wednesday thatthe law will be implementedin  all  States,  many  Opposi­tion­led  State  governmentshave  come  out  against  thelaw stating that it is anti­Con­stitutional. 

Chief  Ministers  such  asMamata Banerjee, Pinarayi Vi­jayan,  Capiatn  AmrinderSingh,  Bhupesh  Baghel  andKamal  Nath  announced  thatthe law will not be implemen­ted in their States. The Centre,however,  said  the  Constitu­tion does not allow the Statesto  take  a  diff��erent  approachand maintained that the CABwill be applicable to all States. 

Kerala  Chief  Minister  Pin­arayi  Vijayan  said  onThursday that the Bill refl��ectsthe  ideology  of  the  RSS  andnot  the  inclusive  frameworkof the country’s Constitution.“The  Bill  polarises  people  oncommunal lines. It is againstthe unity of the country. ThisBill will not withstand the ju­dicial  scrutiny,”  Vijayan  saidand  added  that  the  BJP’s  at­tempt  to  create  a  theocratic

Hindu  Rashtra  will  be  chal­lenged. 

Punjab  Chief  Minister  Am­arinder Singh said the Bill is adirect  assault  on  the  secularcharacter of the country andthe  Punjab  government  will

not  implement  the  legisla­tion in the State.

Congress leader and Chhat­tisgarh  Chief  MinisterBhupesh  Baghel  said  the  Actis  unconstitutional.“Whatever  decision  is  made

at  the  Congress  party  forumon  the  Bill  will  be  applied  inChhattisgarh,” he said. SeniorCongressman  and  MadhyaPradesh Chief Minister KamalNath  said:  “Whatever  standthe Congress party has takenon  Citizenship  AmendmentAct, we will follow that. Do wewant to be a part of a processthat  sows  seeds  of  divisive­ness?” 

A Home  Ministry  offi��cialtold reporters that State gov­ernments  have  no  powers  toreject the implementation ofthe Act as the legislation wasenacted under the Union Listof  the  7th  Schedule  of  theConstitution.

Both the Houses of Parlia­ment witnessed an event­ful  Winter  Session  thatconcluded on Friday. TheRajya Sabha passed 15 andthe  Lok  Sabha  passed  14Bills,  respectively,  duringthe  20  sittings  that  star­ted from November 18. 15Bills were passed by boththe  Houses,  which  in­clude  the  controversialCitizenship  (Amend­ment) Bill. 

The  Parliamentary  Af­fairs  Ministry  said  theproductivity of Lok Sabhawas 116 per cent, while inRajya Sabha it was 100 percent.  First  batch  of  Sup­plementary Demands forGrants for this fi��scal yearwas  also  discussed  andapproved along with theAppropriation  Bill  in  theboth the Houses. 

Important BillsThe  Centre  claimed  thatthe  passage  of  Trans­gender  Persons  (Protec­tion  of  Rights)  Bill  willstrengthen  social  andgender  justice  system  inthe country. “The Citizen­ship  (Amendment)  Bill,2019  will  make  refugeeswho  are  Hindus,  Sikhs,Buddhists,  Jains,  Parsisand Christians from Afgh­anistan,  Bangladesh  andPakistan,  eligible  for  cit­izenship  which  will  en­title  them  to  a  dignifi��edlife  in  India,”  the  Parlia­mentary  Aff��airs  Ministryclaimed. 

With the Special Protec­tion  Group  (Amend­ment)  Bill,  SPG  will  nowprovide  security  to  thePrime Minister, and mem­

bers  of  his  immediatefamily residing with himat  his  offi��cial  residence,the  Centre  claimed.  TheTaxation  Laws  (Amend­ment) Bill, the Chit Funds(Amendment)  Bill  andthe  International  Finan­cial  Services  Centres  Au­thority Bill were the otherBills  that  were  passedsuccessfully.

Marked by seriousnessRajya Sabha Chairman MVenkaiah Naidu said thatthe  Winter  Session  wasone  marked  by  ‘serious­ness and brevity’. He saidas against the total sched­uled available time of 108hours  and  33  minuteswith  20  sittings,  theHouse functioned for 107hours and 11 minutes, res­ulting in a productivity of99 per cent. 

Lok Sabha Speaker OmBirla said the lower Housesat  for  130  hours  and  45minutes in the 20 sittingsduring  the  Budget  ses­sion.  He  said  140  starredquestions were answeredon the fl��oor of the Houseand 934 matters of urgentpublic  attention  wereraised during the session.

West  Bengal  Chief  MinisterMamata  Banerjee  reiteratedon  Friday  that  the  amendedCitizenship Act will “never” beimplemented  in  West  Bengal.The CM said her party will or­ganise  consecutive  protestsrallies  across  the  state  begin­ning December 16. 

Banerjee  joins  the  list  ofnon­BJP  ruled  State  CMs  like

Madhya Pradesh, Punjab, Chat­tisgarh  and  Kerala  who  haveclaimed  that  there  will  be  noimplementation  of  the  newCitizenship Act.

“We will never allow NRC ex­ercise  and  Citizenship  Act  inBengal. We will not implementthe amended Act, even thoughit  has  been  passed  in  Parlia­ment.  The  BJP  can’t  just  bull­doze  the  states  to  implementit,”  Banerjee  said  adding  that

she  will  postpone  her  sched­uled  visit  to  Delhi  later  thismonth.

The Trinamool Congress su­premo  has  also  called  for  ameeting  of  her  party’s  corecommittee on December 20 tofi��nalise  a  strategy  on  how  todeal with the new CitizenshipAct  and  mobilise  supportagainst  it.  Banerjee  herself  isexpected to hit the streets andlead protest rallies.
