Walter has over 30 (10 years in Asia including China and Philippines) years of key leadership roles in government, medium and large size corporations. Manufacturing, with responsibilities in Strategic Sourcing Planning, Logistics, Supplier Quality Assurance and Procurement Management, Inventory Management, Supply Chain Information Systems Implementation. He has successfully implemented new strategic Ssourcing activities, purchasing card, and supplier alliance programs.

Walter has served as the chairman of the Sourcing and International Purchasing Organization Conference in Shanghai, China for the years 2006, 2007, and 2008. He has provided supply chain internal seminars to supply and procurement managers in China at Nokia, Emerson, Motorola, Bristol/Myer/Squibb, Home Depot, Whirlpool, Daimler/Chrysler, IBM, Cummins, ITT, Cabot Chemicals, WABCO, BDO Bank, EDC Power, Robina, Lefarge and RCBC Bank. In early July 2013, Pharmaceutical giant GSK was reported of bribery scandal. The story in its infancy, followed by high profile prosecutions of multinationals recently, is believed by insiders to act as a wake-up call, not only for multinationals in the healthcare industry, but for other operating global companies in China. A clear message is being sent from the Chinese government: Overseas companies who believe to know the Chinese protocols well, might be conducting processes and controls which are breaching the Chinese law, and the consequences can go far beyond than serious financial penalties and claw-back of unlawful gains, it’s on a global scale.

Procurement is a most sensitive function for ethical abuse or violations. It is reported that procurement fraud is hitting one in five global companies. Despite the fact that most organizations have the highest standard of procedures in place, to prevent procurement-corrupt behaviors, almost 50% of the companies describe themselves as highly or moderately vulnerable to vendor, supplier or procurement fraud.

WHY IS ETHICS IN PROCUREMENT AND SUPPLY MANAGEMENT IMPORTANT?

How should organization determine what best purchasing governance looks like? How to deploy effective financial and other controls in procurement process to detect warning signs for fraud?
