Welcome Welcome to what we anticipate will be a major highlight of your Asialink Leaders Program year. At various times during this week you will be challenged to take risks, inspired, provoked and occasionally troubled by the views of some of our speakers. Mostly we believe that you will surprise yourself by your achievements and be delighted by the stimulation and generosity offered by the speakers and your colleagues during the week. The aims of the retreat are to:

Challenge your perceptions of key themes and countries Provide access in Canberra to key people with knowledge, experience and

responsibility for shaping and developing Australiaʼs relationships with Asia Extend your understanding of the way policy is made and relationships are

formed and conducted between key players and countries The program this year has been developed with a focus on three important areas of engagement for Australia. On Sunday evening we will be looking at an overview of our geo-strategic relations with the Asian region, while also beginning to look at how policy is formed. Monday will see the focus turn to looking at our economic relations in the region – asking what challenges Australia faces in our economic engagement in the Asian Century. On Tuesday our security arrangements in the region will come under the spotlight – looking at key security relationships. We will also speak to our politicians at Parliament House on Tuesday to get their thoughts on our current and future Asia strategies. On Wednesday we will turn our focus to looking at Australiaʼs values, and what may need to change domestically to engage in the Asian century. How does Australia need to adapt to fully engage the Asian Century. Weʼll also speak with all 10 ASEAN Ambassadors in a forum about the current state of our relationships in the region. The speakers have been drawn from diplomatic, government, academic and media circles. Each will be addressing a different component of our relationship with the Asian region. We trust that you will enjoy this precious time together and be further encouraged to deepen your knowledge of Asia-Australia engagement.

Speaker Biographies Program Convenor Professor Anthony (Tony) Milner AM, Basham Professor of Asian History, The Australian National University Board Member and International Director, Asialink, The University of Melbourne Professor Milner was previously Dean of Asian Studies, Australian National University and Director of the Australian- Asian Perceptions Project of the Academy of the Social Sciences in Australia. He has been a member of the Commonwealth Governmentʼs Foreign Affairs Council since 1997, and was a Panel Member of the Australian Research Council and a member of Council of the Australian National University. In 2005, he was appointed to the Executive Committees of both the Australia-Malaysia Institute and Australia-Thailand Institute, and is Co-Chair of the Australian Committee of the Council for Security Cooperation in the Asia Pacific. At Asialink Professor Milner has been a member, from the outset, of the organising committee for the Asialink Conversations, a Track II Diplomacy initiative involving Australia and ASEAN countries. He has also been a key contributor to the Asialink Leaders Program since its inception. Professor Milner was educated at Monash University, the University of Malaya and Cornell University, and has since held visiting appointments at The Institute for Advanced Study, Princeton, National University of Singapore (as Raffles Visiting Professor of History), The Research Institute for the Languages and Cultures of Asia and Africa (Tokyo), Humboldt University (Berlin), Kyoto University, the University of Malaya and the National University of Malaysia (as Pok Rafeah Chair). He has published on Southeast Asian History, Australia-Asia relations and regional relations. His publications include the three-volume Australia in Asia (1996–2000) and The Malays (2008, 2010).

Speaker Biographies Sunday 16 September Professor Michael L'Estrange, AO, Director, National Security College, ANU Professor L'Estrange graduated with Honours from Sydney University in 1974, majoring in History. He was awarded the 1975 NSW Rhodes Scholarship and studied at Oxford University from 1976 to 1979. He graduated with First Class Honours in Philosophy, Politics and Economics and won two University Blues for cricket. In 1981, Professor L'Estrange joined the Department of Prime Minister and Cabinet. Among other appointments, he served in 1984-85 on the staff of Mr Justice Hope's Royal Commission into Australia's Security and Intelligence Agencies. In 1986, Professor L'Estrange was awarded a Harkness Fellowship and spent two academic years under the auspices of the Fellowship studying at the School of Foreign Service at Georgetown University in Washington DC and at the Institute of International Studies at the University of California at Berkeley. From 1989 to 1994, Professor L'Estrange worked for several Leaders of the Opposition in a range of policy advisory positions. In 1995, he was appointed the inaugural Executive Director of the Menzies Research Centre in Canberra. In March 1996, Professor L'Estrange was appointed by the Prime Minister as Secretary to Cabinet and Head of the Cabinet Policy Unit. He served in that capacity until July 2000 when he became Australia's High Commissioner to the United Kingdom. Professor L'Estrange returned from that posting in January 2005 to take up the position of Secretary of the Department of Foreign Affairs and Trade in Canberra, a position he held until August 2009. In 2007, Professor L'Estrange was appointed as an Officer in the Order of Australia 'for service to the development and implementation of public policy in Australia, particularly national security and foreign policy, and to international relations through fostering diplomatic, trade and cultural interests including strengthening Australia's relationship with the United Kingdom'. Professor L'Estrange was appointed Director of the National Security College at the Australian National University in December 2009.

Speaker Biographies Monday 17 September The Economic Implications of a Truly Asia Century Professor Peter Drysdale AM Emeritus Professor Head of the East Asian Bureau of Economic Research (EABER) Peter Drysdale is Emeritus Professor of Economics and the Head of the East Asian Bureau of Economic Research and East Asia Forum at the Crawford School of Public Policy at the Australian National University. He is widely recognised as the leading intellectual architect of APEC. He is the author of a number of books and papers on international trade and economic policy in East Asia and the Pacific, including his prize-winning book, International Economic Pluralism: Economic Policy in East Asia and the Pacific. He is recipient of the Asia Pacific Prize, the Weary Dunlop Award, the Japanese Order of the Rising Sun with Gold Rays and Neck Ribbon, the Australian Centenary Medal and he is a member of the Order of Australia. Mr. Tony Mahar Director, Policy National Farmers Federation Tony Mahar joined the NFF as General Manager, Policy and Manager, Economics and Trade in July 2012. Tony brings an excellent understanding of policy development and the food and agribusiness sectors to the NFF, having joined the organisation from the Australian Food and Grocery Council (AFGC). As the Director for Sustainable Development at the AFGC, Tony was responsible for driving the response to key economic and sustainability challenges facing the industry. Prior to this, Tony was the Assistant Director of Food and Horticulture Industry Policy at the Australian Department of Agriculture, Fisheries and Forestry, where he managed industry policy, international trade and market access issues. Tony holds a Bachelor of Agricultural Commerce from the University of Sydney, a Masters of Business – Industry Strategy from the Australian National University and is a graduate of the Australian Institute of Company Directors. Professor Raghbendra Jha Rajiv Gandhi Professor of Economics Executive Director, Australia South Asia Research Centre Australia National University For more than three decades Professor Jha has been an active researcher in economics. He has a PhD in economics from Columbia University, New York, USA and an MA and BA (Honours) in economics from University of Delhi. In 2002 he was appointed a Fellow of the World Innovation Foundation. He has authored or edited 27 books with major publishers and authored more than 150 papers in leading scientific journals and other refereed outlets in economics. He has taught at the Australian

National University since 2001. He has also taught at Columbia University and Williams College in the US, Queenʼs University in Canada, University of Warwick in the UK and Delhi School of Economics, Indian Institute of Management and Indira Gandhi Institute of Development Research in India and has supervised many PhD dissertations in economics. He has consulted extensively for international organizations such as the World Bank, the Asian Development Bank, UNESCAP, WIDER and UNRISD, IFAD, among several others, engaged in active public policy debates, and is on the editorial board of major international journals in economics. His research has been funded by numerous agencies including Australian Research Council-AusAID, the MacArthur Foundation (US), Department for International Development (UK), International Fund for Agricultural Development (Italy), International Development Research Centre (Canada) and National Council for Applied Economic Research (India). His current research interests are in public economics and macroeconomics, with particular emphasis on the Indian economy. Meghan Quinn PSM Head, Australia in the Asian Century taskforce Department of Prime Minister and Cabinet Meghan Quinn has been appointed to manage the Australia in the Asian Century taskforce located within PM&C. Prior to her secondment to Prime Minister and Cabinet, Meghan was at the Treasury, where she was the General Manager of the Macroeconomic Modelling Division. In this role, she led the projects which produced the Governmentʼs modelling reports Strong Growth, Low Pollution and Australia's Low Pollution Future. Prior to that role, Meghan worked extensively across international and domestic economic issues both in Australia and the United Kingdom. Ms Quinn was awarded a public service medal in 2009, for her groundbreaking analysis in relation to the development of the Australian Governmentʼs climate change policy. Martin Jacques Author, Broadcaster, Speaker Martin Jacques is the author of the global best-seller When China Rules the World: the End of the Western World and the Birth of a New Global Order. It was first published in 2009 and has since been translated into eleven languages and sold over quarter of a million copies. The book has been shortlisted for two major literary awards. A second edition of the book, greatly expanded and fully updated, was published in 2012. His TED talk on how to understand China has had almost 900,000 views. He is a Senior Visiting Research Fellow at IDEAS, a centre for diplomacy and grand strategy at the London School of Economics, and a Visiting Professor at Tsinghua University, Beijing. He is also a Fellow at the Transatlantic Academy, Washington DC.

He has previously been a Visiting Professor at Renmin University, the International Centre for Chinese Studies, Aichi University, Nagoya, and Ritsumeikan University, Kyoto. He was a Senior Visiting Research Fellow at the Asia Research Institute,

National University of Singapore. He was formerly the editor of the renowned London-based monthly Marxism Today until its closure in 1991 and was co-founder of the think-tank Demos. He has been a columnist for many newspapers, made many television programmes and is a former deputy editor of The Independent newspaper. He took his doctorate while at Kingʼs College, Cambridge.

He has been invited to give lectures at many of the worldʼs top universities including Harvard, Cornell, UCLA, USC, Cambridge, Oxford, Peking, Tsinghua, Renmin, NUS, Tokyo, University of Hong Kong, amongst many others. He has given talks to many corporate clients including Bank of America, Shell, Allianz, BNP Paribas, Financial Times, British Telecom, BBC, HR50, Amerada Hess, Investec, DSM and Khazanah.

He is chair of the Harinder Veriah Trust, which supports girls from deprived backgrounds with their education at Assunta Primary School, Petaling Jaya, Malaysia, where his wife, the late Harinder Veriah, was educated. It has also sponsored young Malaysian lawyers from under-privileged backgrounds to work for two-year stints at Hogan Lovells in London.

He lives in London with their son Ravi, who is now thirteen.

Speaker Biographies Tuesday 18 September The Security Implications of a Truly Asia Century Mr. Alan Gyngell AO Director-General Office of National Assessments (ONA) Mr Gyngell is currently Director-General of the Office of National Assessments, a position he has held since July 2009. Before his appointment to ONA, Mr Gyngell was the founding Executive Director of the Lowy Institute for International Policy (2003-09) in Sydney. He has a wide background in international policy-making and analysis, and has written and spoken extensively on Australian foreign policy, on Asian regional relations and on the development of global and regional institutions. He is co-author (with Michael Wesley) of Making Australian Foreign Policy (Cambridge University Press). Between 1993 and 1996, Mr Gyngell was foreign policy adviser in the office of then-Australian prime minister Paul Keating, and from 1991 until 1993 was First Assistant Secretary in the International Division of the Department of the Prime Minister and Cabinet. Mr Gyngell also spent a number of years as an analyst with ONA, where he worked on Southeast Asian issues (1978-80) and headed the branch dealing with great power relations at the end of the Cold War (1984-89). Mr Gyngell's professional life began as an officer of the Department of Foreign Affairs and Trade which he joined in 1969. He served as a diplomat in Rangoon (1970-72), Singapore (1973-76) and Washington (1981-84). Mr Gyngell is a graduate in history and political science from Melbourne University and is married with four adult sons. He is a Fellow of the Australian Institute of International Affairs. He was appointed as an Officer in the Order of Australia in 2009 for service to international relations.

Mr. Brendan Sargeant Deputy Secretary (Strategy) Australian Department of Defence Brendan Sargeant is the Deputy Secretary for Strategy in the Australian Department of Defence. Mr Sargeant has wide experience in Defence and has held senior appointments including Acting Deputy Head of the Defence Personnel Executive, Minister/Counsellor Defence Policy, Australian Embassy Washington, Deputy Director Intelligence, Defence Signals Directorate, and Head of Strategic Policy Division. In 2006 Mr Sargeant transferred to Centrelink and held a number of senior appointments, including General Manager, Information Technology Planning and Project Coordination, and General Manager, Strategy and Capability.

In January 2009, Mr Sargeant transferred to the position of First Assistant Secretary, Government and Defence Division, Budget Group, Department of Finance and Deregulation. In February 2010 Mr Sargeant was promoted to Deputy Secretary Strategy (Operations), Department of Defence and subsequently transferred to his current position. Mr Sargeant has degrees in Political Science and English Literature. The Honorable Ms Julie Bishop MP Shadow Minister for Foreign Affairs and Deputy Leader of the Opposition Julie is Deputy Leader of the Federal Opposition, Shadow Minister for Foreign Affairs and Shadow Minister for Trade. She served as a Cabinet Minister in the Howard Government as Minister for Education, Science and Training and as the Minister Assisting the Prime Minister for Women's Issues. Previously Julie was the Minister for Ageing. Julie was elected to the House of Representatives as the Member for Curtin in 1998. She has served on a number of parliamentary and policy committees including as Chair of the Joint Standing Committee on Treaties. Before entering Parliament Julie was a commercial litigation lawyer at Clayton Utz. She became a partner of Clayton Utz in 1985 and was the Managing Partner of the Perth firm from 1994 to 1998. Julie graduated with a Bachelor of Laws from the University of Adelaide in 1978 and attended Harvard Business School in Boston in 1996 completing the Advanced Management Programme for Senior Managers. She is a Fellow of the Australian Institute of Management and has held a number of board positions including Chair of the Western Australia Town Planning Appeals Tribunal, a member of Murdoch University Senate, the Anglican Schools Commission, a director of SBS (TV and Radio) and the Committee for Economic Development Australia (CEDA WA). She is currently the Deputy Chair of the Western Australian Museum Foundation; a board member of His Majesty's Theatre Foundation and a Director of the West Coast Eagles. Julie is a patron and supporter of many business, sporting, service and cultural organisations within the electorate of Curtin. Ms Kelly OʼDwyer MP Federal Member for Higgins Following the retirement of former Treasurer Peter Costello, Kelly was elected in a by-election in December 2009 to represent her local electorate of Higgins at the age of 32 years. Kelly grew up in Emerald, in Victoriaʼs Dandenong Ranges. She was educated at Presbyterian Ladies College in Burwood and went on to attend Melbourne University, graduating with Honours in Law and an Arts degree majoring in history. Upon graduating from university, Kelly embarked on a legal career at Freehills,

where she practised in corporate law. In 2004, Kelly commenced as an economic policy adviser to the Federal Treasurer. As an Adviser, and then Senior Adviser, she was responsible for several key policy areas including competition law and competition policy, foreign investment, private equity, corporate and securities law, financial market conduct, corporate governance, accounting policy issues and consumer protection. Kelly regards the driving of significant competition reforms, essential for preserving a culture of innovation and enterprise for all businesses, as one of her major policy achievements in this role. After the 2007 Federal Election, Kelly undertook a role as an executive at National Australia Bank, where she was involved in building a new business area. Kelly is a board member of Creativity Australia, an organisation which fosters social inclusion of marginalised members of the community. She has also been a member of the Victorian Advisory Council of Camp Quality, an organisation that supports children and families affected by cancer. Kelly has represented various organisations in leadership forums such as the Australian Israel Leadership Forum, the Australian Davos Connection Leadership Retreat, the Australian American Youth Leadership Dialogue, the Asialink Australia-Asia New Leaderʼs Program, and the Rambam Fellowship Program. She serves on the House of Representatives Standing Committee on Economics and the Joint Select Committee on the Parliamentary Budget Office. Kelly is married to Jon and they live in Higgins. Kelly enjoys running (slowly) along the Yarra River, a night out at the movies as well as catching up with friends and family. She is a keen supporter and follower of the North Melbourne Football Club. In her spare time Kelly can usually be found with her nose in a book or on the telephone. Hon. Richard Marles MP Parliamentary Secretary for Pacific Island Affairs Parliamentary Secretary for Foreign Affairs Member for Corio Richard Marles was elected to Federal Parliament as the Member for Corio in November 2007. In 2009, he was appointed Parliamentary Secretary for Innovation and Industry. In 2010, he was appointed Parliamentary Secretary for Pacific Island Affairs. In 2012, he was appointed to the additional role of Parliamentary Secretary for Foreign Affairs. Born in 1967, Richard was raised in Geelong and educated at Geelong Grammar School. He has a LLB (Hons) and BSc from Melbourne University. He began his career with law firm Slater and Gordon. In 1998, he became Federal Assistant Secretary of the Transport Workersʼ Union where he was responsible for bargaining with national transport companies and managing the unionʼs activities in the Australian Industrial Relations Commission. In 2000, he became Assistant Secretary of the ACTU and ran the Working Hours Case which gave workers the right, for the first time, to refuse unreasonable amounts of overtime. He was a member of the National Occupational Health and Safety Commission and led the ACTUʼs work on OHS. He also led an innovative program of co-operation between the Australian and Papua New Guinea union movements.

He was Chair of the House of Representatives Standing Committee on Aboriginal and Torres Strait Island Affairs from February 2008 to June 2009. He lives in Geelong with his wife Rachel and has four children, Sam, Isabella, Harvey and Georgia.

Speaker Biographies Wednesday 19 September Ms. Michelle Grattan Political Editor The Age Ms Grattan has had a long and esteemed journalistic career since her first appointment to The Age in 1970. During her term as Chief Political Correspondent for The Age from 1976 to 1993, she was awarded the Graham Perkin Award as Australian Journalist of the Year in 1988 for what the judges called "her tireless, tough and fair" coverage of politics. She became the first female editor of a metropolitan daily newspaper in Australian history when she was appointed Editor of the Canberra Times in 1993, before returning to The Age in 1995 as Political Editor. Ms Grattan joined The Australian Financial Review in 1996 as a columnist and senior writer. In 1999 she was appointed Chief Political Correspondent for the Sydney Morning Herald. Ms Grattan returned to The Age as Political Columnist in August 2002, and is currently Political Editor. Commencing his career as Deputy Assistant Judge Advocate General at the Ministry of Defence in 1978, His Excellency has held a number of roles, such as Assistant Director, Legal Division, Ministry of Foreign Affairs (1990-1991), First Secretary, Myanmar Embassy, Washington D.C (1993-1997), Director of the Political Department MOFA (1998-2000), and Deputy Director-General of Training, Research and Foreign Languages at MOFA (2006-2007). In 2007, His Excellency accepted the role of Director-General, Training, Research and Foreign Languages, and in July of 2009, also accepted a role jointly serving as the Secretary of Myanmar Institute of Strategic and International Studies (MISIS), which he held concurrently with the above role until July of 2010. Mr. Primo Alui Joelianto The Ambassador of the Republic of Indonesia H. E. Primo Alui Joelianto, born in Salatiga, 1949, is the current Ambassador of the Republic of Indonesia in Canberra. As the Ambassador Extraordinary and Plenipotentiary for the Commonwealth of Australia and Republic of Vanuatu, he emphasizes his efforts to manage the bilateral relationships between Indonesia and Australia through, among others, enhancing people-to-people contact and moving forward together in comprehensive partnership.

PHILIPPINES HE Ms. Belen Fule Anota Ambassador of the Philippine Embassy Ambassador Belen Fule Anota is a career diplomat. She joined the Department of Foreign Affairs in 1977. She was Principal Assistant from 1977 to 1978; Acting Chief at the Treaties Division of the Office of Legal Affairs from 1978 to 1980, and Principal Assistant at the Office for Political Affairs from1980 to 1981 . She was assigned to the Philippine Embassy in Tel-Aviv in 1981 and was First Secretary & Consul General when she finished her tour of duty in 1989. Upon completion of his Post Graduation in Economics from the Delhi School of Economics, Mr. Biren Nanda joined the Indian Foreign Service in 1978. Mr. Nanda has previously served as a diplomat in Indian Missions in Singapore, Beijing, Shanghai, Washington, D.C. and Tokyo. He was the Consul General of India in Shanghai from 1996-2000, Deputy Chief of Mission in the Embassy of India in Tokyo from 2000-2004 and Ambassador of India in the Republic of Indonesia from 2008-2012.

Prior to taking up his assignment in Jakarta, Mr. Nanda was the Head of the Division in the Ministry of External Affairs which looks after relations between India and countries of Southeast Asia and the Pacific.

Mr. Nanda is presently High Commissioner of the Republic of India to the Government of the Commonwealth of Australia since April 26, 2012. Mr. Nanda is married to Mrs. Rukmani Nanda and has one son, aged 26 years.
