A Trusted Resource to Track Key Votes in K-12 Education The Friends of ASBA, a sister organization of the Arizona School Boards Association and

separate501(c)(4)corporation,isdedicatedtoleadingamoreinformedpublicdiscussionof

K-12 education in Arizona and fostering greater understanding and support for our public

schoolsandthemorethan1millionstudentswhoattendthem.Ourmission,asaboardof

directorscomprisedofcurrentandformerschoolboardmembersfromthroughoutArizona,is

providingastrong,equal-access,issue-focusedvoicethatisunabashedlypro-publiceducation.

TheFriendsofASBAisfocusedoneducatingthepeopleofArizonasowe,asastate,continue

toprioritizeaqualitypubliceducationforallchildrenasbothacivicandaneconomicvirtue.

individuallegislatorsonkeybillsimpactingK-12educationanddistrictpublicschools.Onthese

sessionthatfocusedonissuesofkeyimportancetoschooldistricts.

Schoolboardmembersandotherschooldistrictleaderswillbefamiliarwiththecolor-coded

votingrecordsformat,whichprovidesat-a-glanceinsightsintothelevelofsupport–orlack

ofsupport–eachArizonalegislatorprovidedforArizonapublicschooldistrictsandthelocal

schoolboardswhogovernthem.

ThisfiftheditionoftheFriendsofASBAvotingrecordcontainsupdatedadditionallegislative

districtdatathatilluminatesthepopulationsandconstituentsserved,voterparticipationand

registrationfromthe2018election,andindicateswhetheryourstaterepresentativessupported

advancingaproK-12educationagendathissession.

Using the Voting RecordsArizona’s90electedstatelegislatorsserveconstituentsinourstate’s30legislativedistricts.

Eachdistricthastworepresentatives,whoserveinthestateHouseofRepresentatives,and

onesenator,whoservesintheStateSenate.Onthefollowingpages,youwillfindanoverview

ofeachlegislativedistrictandarecordoflegislators’votestohighlightthosewhosupportand

donotsupportpubliceducationinArizona.

The information is separated into two pages. The first includes data about the legislative

districtitselfwiththenamesandpartyaffiliationofeachelectedrepresentative,thepartisan

splitofregisteredvoters,anddataregardingvoterturnoutinthe2018generalelection.italso

includesthemostrecentlyavailablecensusdataonrace/ethnicityofthetotalpopulation,and

thepopulationunderage18withinthedistrict.Also,notethenumberofschooldistrictswithin

eachlegislativedistrictandthestudentenrollmentofeach.

The second page displays the voting record of each legislator in that district on key K-12

educationbills.

Friend of Public EducationForthethirdtime,legislatorswillberatedonwhethertheiroverallrecordduringthesession

wassupportiveofpubliceducationornot,intheestimationofFriendsofASBA.Thisratingis

basedonvotingrecord,butalsohowhelpful(ornot)agivenlegislatorwasinadvancingthe

ASBApoliticalagendaduringthelegislativesession,andhowthelegislatoractedtowardpublic

educationingeneral.Alegislatormayearnthumbsup,thumbssidewaysorthumbsdown.This

isbasedinpartonthemember’svotingrecord,butalsoonotherissuesthatmayoccurbehind

thescenes,suchashelpingtogetbillsheard(ornot)incommittee,helpingtopreventbad

billsfromadvancing,etc.Helpfulactionsarerecognizedby“extracredit.”Thisisintendedto

helpoursupportersdetermineataglancewhichlegislatorshavebeenhelpfultothemission

Arizonapublicschoolsandthe1million-plusstudentswhoattendthem.Youwillnotethatthe

closerpartisansplithashadsomethingofamoderatinginfluenceonthisLegislature,though

therearestillmanycleardistinctions.Lastyear,legislatorswhoreceivedthumbsupforboth

2017and2018werelabeled“championsofpubliceducationwithaspecialtrophyicon.”Thisis

anewLegislature,sothoseiconsarenotincluded.Theywillreturnnextyearinadvanceofthe

2020generalelection.

HB 2015/HB 2032 school employees; statements; employer discipline (Townsend) Thesebills would have imposed penalties on teachers and school districts directly for teachersengagingincertainconductdeterminedtobepartisan,sectarian,oranysortof“propaganda”afterinvestigationbytheattorneygeneralorcountyattorney.ASBA Opposed;bothbillsdiedawaitingflooractionineachhouse.

SB 1395 empowerment scholarship accounts; program revisions (S. Allen)Thisbillmadenumerouschangestothestate’sESAvoucherprogram,includingexpandingtheagerangeforeligibilityforkindergarten.Alsomadenumerouschangestotheadministrationfunctionsoftheprogram.ASBA Opposed;DiedawaitingflooractionintheSenate.

What the Timeline for Census 2020 Looks LikePreparing for Census 2020 begins long before Census Day and work continues until the counts are delivered to the president.

The U.S. Constitution requires a count – or census – of the United States’ population each decade.

These census results determine the number of seats for each state in the U.S. House of Representatives and the distribution of more than $675 billion in federal funds each year that impact public schools and communities.

For example, public schools receive federal funds based on census counts for the National School Lunch Program, special education (IDEA) grants, Head Start/Early Head Start, Title I grants to local education agencies and health center programs as well as child care and development entitlement funds.

It’s important to remember that your census responses and personal information are protected by law and remain confidential.

Census responses may only be used by the U.S. Census Bureau to produce statistics.

Census responses cannot be shared with immigration or law enforcement or be used to determine a person’s eligibility for government benefits.

Here is a timeline for some of the key dates for Census 2020.
