The existence and development of any organisation andthe stability and progress of its activities are dependent on twothings. One that all the individuals associated with theorganisation are bound to the rules and regulations formulated forthe robust functioning of the organisation. The organisationwhose members adhere to the stipulated rules and regulations, itsactivities are effective and worthy of emulation by otherorganisations and where the members of the organisation deviatefrom those rules and regulations, the objective and functioning ofthe organisation gets affected.

The second thing is communication. All the individualsassociated with the organisation, whether they are associated withthe centre or with the branches, ought to communicate with eachother similar to the trunk, branches and leaves of a tree that areassociated with the roots.

Conduct and communication are the two wheels that drivethe organisation towards its destination.

Safa Baitul Maal is a welfare organisation. Theorganisation is spread across eight states of India. The objectiveof the organisation is not to populate the work but to perform insuch efficient and effective manner that is devoid of anyshortcoming.

These two vital basics bind the central Safa Baitul Maalwith its more than fifty strong, efficient and effective branches.Conduct and communication are the means with which the centrestays in touch with its branches.

Therefore, the centre ensures implementation of its codeby the branches and also adopts the strategy to maintaincommunication with its branches, as a result of which,Alhamdulillah, there is efficient and rather robust functioning in

different states of India.In order to maintain transparency in income and

expenditure, the centre has developed a system of receipts andvouchers and all the branches get their accounts computerised inaccordance with the government regulations and the accounts aremonitored online. The centre distributes calendar to its brancheseach year. Before the month of Ramzan, empty Ramzan rationpackets are despatched so that ration is distributed to thebeneficiaries in uniform packets. The centre issues certificate toits branches for a specified period of time.

In order to strengthen the communication between thebranches, the centre organises state-level annual training sessionand public meeting so that the annual performance of each branchcomes to the fore and if there are any shortcomings, they could berectified and the relationship between the incharge persons of thebranches is maintained with those of the centre.

Alhamdulillah, state-level meeting of Karnataka state shallbe held from 9AM to 2PM on Sunday, 6th January at FalakFunction Hall, Tirthahalli Road, Shimoga, in which, apart fromthe central incharge persons, there shall be addresses by therenowned scholars of garden city Bangalore, Hazrat MoulanaLateefullah Mazhar Rashadi Sahab, khateeb of Masjid QadriaBangalore and Shaik-ul-Hadees Al-Kulliyat Saudia Bangalore andMoulana Ahmed Maaz Saudi Rashadi Sahab (DB) rector Sabeelul Rashad Bangalore.

The state-level meeting of Maharashtra state shall be heldfrom 9AM to 2PM on Sunday, 27th January 2019 at Urdu HighSchool, Court Road, Opp. Kali Masjid Khadeem, Jalna, in whichthe chief guest Hazrat Moulana Syed Wameez Nadvi Sahab, headof Dawah Department, Darul Uloom Hyderabad and all thetrustees of central Safa Baitul Maal shall participate.

The meeting of Andhra Pradesh state shall be held from9AM to 2PM on Sunday, 3rd February 2019 in Adilabad, in whichthe chief guest Hazrat Moulana Talha Sahab Qasmi Naqshbandi,Khaleefa of Hazrat Moulana Peer Zulfiqar Ahmed Naqshbandi andall the trustees of central Safa Baitul Maal shall participate.

SAFA DIARYArrangement for the Funeral and Burial

of Poor DeceasedA poor helpless person, Shaik Abdul Wahab, aged more

than 65 years, living in a lane opposite Shah Ghouse Hotel inAliabad, Shah Ali Banda area, used to pull rickshaw and when hewas not in a position to pull rickshaw, he started living in apathetic condition near the footpath; the body was rotten due towounds; on instruction of the central president of Safa BaitulMaal Moulana Gayas Ahmed Rashadi Sahab, the representativeof Safa Baitul Maal, Hafiz Abdul Gaffar Ashrafi, at first, arrangedfood and clothes for this person; he was given a bath and shiftedto an old age home in Hasan Nagar; the incharge persons of SafaBaitul Maal decided to bear the entire expenditure of this personand his permanent treatment was initiated; but he succumbed tohis illness; the servers of Safa Baitul Maal, Hafiz Abdul GaffarAshrafi and Mohammad Sajid oversaw the complete arrangementfor his funeral and burial. It may be noted that earlier, eight old,disabled and helpless persons were relocated from different areasto old age home and are being monitored completely and theirmonthly expenses are also issued through Safa Baitul Maal.Virtue-seekers are requested to provide comprehensive assistancefor these old and disabled persons.

On Monday, 17th December, there was death of a womenin a Ladaf family from Kadapa, presently living in Dilsukhnagarand they were worried for the funeral and burial due to lack ofreligious knowledge; through Safa Baitul Maal, on the insistenceof the president, Hafiz Abdul Gaffar Ashrafi Sahab providedcomplete guidance to the family; due to lack of mosque in thevicinity, bath plank and bier were unavailable; the final bath wasgiven on a plank lying in the home and arrangement for burial

was made; with the help of an ambulance, the body wastransported from there to Masjid-e- Meraj, Kurmaguda, where theNamaz-e-Janaza was performed and the burial took place inSultan Daira graveyard abutting the mosque.

Sponsorship of poor orphan children Through Safa Baitul Maal, 150 poor orphan children

identified during the survey, who lack education, are beingsponsored and their food and education expenses are being borne.Hence during the current month, educational fees of 72 childrenstudying in schools were paid incurring an expenditure ofRs.258000. The server of Safa Baitul Maal, Hafiz Mubashir Khanwent to the schools and paid the fees and gathered details aboutthe education and attendance of the students.

The poor students of different residential schools whoseparents are not in a position to pay their fees, Safa Baitul Maalsteps in to pay their education and food fees every month; hencethis month, a sum of Rs.52800 was issued for 8 students.

Conduct of Various Programmes under Department for the Promotion of Message of Humanity

Through the department of the promotion of the messageof humanity established under the aegis of Safa Baitul Maal,speeches are given to school students throughout the year and inparticular, during the month of Rabi-ul-Awwal, speeches aregiven to raise awareness on Seerat and students are askedquestions related to Seerat-un-Nabi and prizes are awarded tothose giving correct answers. Hence this process has begun fromthe first day of Rabi-ul-Awwal and speeches are being given indifferent schools of the city; Moulana Mujeeb Uddin SahabRashadi Nizami and Moulana Syed Asad Sahab are going toschools and addressing students; apart from this, the inchargepersons of Safa ladies wing are also addressing girl students indifferent schools. During the current month, a total of 15 schools

were visited, speeches were given and questions were asked andprizes were given to those giving correct answers. The names ofschools is as follows: Care High School Saidabad, Limra TalentHigh School High School Chintalmet, Taj Talent High School NarqiPhoolbagh, Peoples High School Tappachabutra, Oxford HighSchool Chandrayangutta, Jublee High School Tolichowki, JavedHigh School Madanapet, Boston Mission High School Vatepally,Poineer High School Chandulal Baradari, Islami High SchoolTolichowki, Wibro Model High School Tappachabutra, DeccanMission High School Tappachabutra, Culpitric High School Tadban

Survey of Deserving HouseholdsThe services of the survey department under the aegis of

Safa Baitul Maal are functional by the grace of Allah; theapplications for assistance that are received at the office arethoroughly investigated by the survey team; during the currentmonth, complete investigation of 156 households was donethrough house visits of the applicants and these applications wereregistered online and 71 households were found eligible and wereissued entitlement cards.

Construction of Mosques and Installation of Borewells

Through Safa Baitul Maal, mosques are built in villagesof states like Telangana, Andhra Pradesh, Assam, Jharkhand,Bihar where there are no mosques and no place of collectiveworship for Muslims where they could gather to pray to God andoffer Namaz; through Safa Baitul Maal, mosques are being builtfor Muslims in villages away from towns; till now, about 200mosques have been built through Safa Baitul Maal; as of now sixmosques, Masjid Taqwa, Masjid Noorain Ansari, Masjid FatimaAbul Khair, Masjid Aamina Abdul Qadeer, Masjid RahmatMohiuddin and Masjid ul Kausar are under construction.

Services of Safa Centre KishanbaghThrough Safa Baitul Maal, small traders of Kishanbagh

area who do business with usurious loans are providedinterest-free loans in order to save them from the curse of usury,so that their economic condition is strengthened and they couldprogress; hence during the current month, interest-free loans ofmore than Rs.200000 have been issued to 28 persons.

Distribution of food leftover in IT CompaniesThrough Safa Baitul Maal and in collaboration with Glow

Tide Society, the process of saving and packing the food leftoverin different IT companies and supplying to deserving poorthrough Safa centre Kishanbagh is successfully functional by thegrace of Allah; the food is distributed efficiently to the deservinghouseholds identified through the survey of Safa Baitul Maal andwhich have been issued white cards; Alhamdulillah, during thecurrent month different food packets were distributed in anorganised manner to 3000 households.

Miscellaneous AssistanceThrough Safa Baitul Maal, emergency assistance is issued to

deserving poor helpless people who are in need of it and assistanceis also provided as deemed necessary to the applicants whoapproach the office of Safa Baitul Maal. Hence during the currentmonth, Rs.20000 to 3 deserving patients, Rs.25000 to 11 widowsand Rs.15130 to 11 disabled households has been issued as partialassistance. This apart, a sum of Rs.36000 has been issued towardstwo months expenses of 6 disabled persons who are under thesponsorship of Safa Baitul Maal in Shifa Allah Old Age Home.

Services of Safa Health CareUnder the aegis of Safa Baitul Maal permanent clinics,

"Safa Health Care" in Hafez Baba Nagar and Kishanbagh and"Abeda Clinic" in Singareni Colony have been established. Whitecard holding patients approaching these three clinics are providedfree diagnosis and free medicines. Hence during the currentmonth, a total of 2203 patients have been evaluated at these threecentres and free medicines were also provided to them.

Services of Safa Diagnostic Centre Through the Safa Diagnostic Centre established under the

aegis of Safa Baitul Maal, blood and urine tests are done free ofcost for the deserving patients who approach the Safa medicalcamps. This month, free tests have been done for 297 deservingpatients incurring an expenditure of Rs.102050.

Diagnosis of various diseases of hundreds ofpatients through free mega camps

At a few locations where free medical camps are held everymonth on behalf of Safa Baitul Maal, free mega camps are beingorganised in collaboration with KIMS Bibi Cancer Hospital, inwhich free diagnosis is being done through specialist doctors forthe gutkha addicted cancer patients; likewise, free diagnosis offeminine ailments is also been performed and they are beingprovided medicines; similarly, free eye diagnosis is also beingperformed through eye specialists. Alhamdulillah, during thecurrent month, free mega camps were held at the following 5locations through which hundreds of patients were benefited:Madarse Khaled Ibne Waleed Nimra Colony, Abeda Clinic,Singareni Colony, Islami Model school, Ghousenagar, MadarseBaharul Uloom Baba Nagar C-Block and First Lancer.

Free medical camps of Safa Baitul MaalThrough the Safa Mobile Clinic organised by Safa Baitul

Maal, free medical camps are conducted in various slum localities ofHyderabad and Secunderabad where free diagnosis along with freemedicines is provided to poor deserving patients; this apart, throughSafa Diagnostic Centre, as required, ECG, all blood and urineexaminations, etc. are also provided free of cost; through thesecamps of Safa Baitul Maal, people suffering from chronic ailmentslike diabetes, high blood pressure, thyroid are provided freemedicines for a month. Hence during the current month, a total of 24camps have been held and a total of 1341 patients were benefited.

Welfare services of Bhainsa branchThrough the Bhainsa branch of Safa Baitul Maal, like each

month, this month too, pensions totalling Rs.27000 weredistributed to 90 deserving widows and poor persons. Assistance ofRs.1500 was provided to a poor renal patient and Rs.4000 wasprovided to 2 patients suffering from different diseases. Assistanceof Rs.1000 was provided to a needy person. A delegation of theincharge persons of the Bhainsa branch of Safa visited the areahospital, enquired about the patients and distributed fruits. A sumof Rs.10000 was provided to a deserving lady patient towardshospital expenses. Shroud set was provided for a poor deceased. Inassociation with the Bhainsa branch of Safa, two youths donatedblood to distressed patients. Warm clothes were distributed tostudents of three religious schools. Before the recent elections,announcements were made in mosques to create awareness in thepublic in connection with the importance of vote.

Welfare services of Bangalore branchThrough the Bangalore branch of Safa Baitul Maal, ten to

twelve free medical camps are conducted each month. On an average,more than 120 people approach each medical camp. The services ofthree doctors are being utilised in these medical camps and freemedicines are provided to diabetes, blood pressure and thyroidpatients. The central president of Safa Baitul Maal visited Bangaloreon 6th December accompanied by project manager Mr. MujtabaHussain. The central president reviewed the various services ofthe Bangalore branch and held discussions on vital issues. On thatday, the monthly distribution of pensions to 10 deserving widowswas initiated. And likewise, the sponsorship of 10 orphans wasalso initiated. A sum of Rs.1000 each was provided to thesewidows and orphans. Like each month, this month too, monthlyration was provided to 12 deserving widows. The sponsorship ofthe 2 students of Darul Uloom, Sabeel ul Ansar WartoorBangalore is recurrent at an expenditure of Rs.3000.

Through the Bangalore branch of Safa, two or three chosenpoor localities are being targeted and being surveyed and throughthis survey, the details of impoverished households living belowthe poverty line is being collected and practical efforts shall bemade for their poverty alleviation. All Muslims are requested toassist this active organisation.

Welfare services of Karimnagar branchThrough the Karimnagar branch of Safa Baitul Maal, like

each month, this month too, pensions of Rs.500 each totallingRs.40500 were distributed to 81 poor widows, disabled persons,poor and orphans. Assistance of Rs.2200 was provided to adistressed person. A sum of Rs.6000 was given for the marriagesof 3 poor girls. Assistance of Rs.1500 was provided for thefuneral of a poor deceased. In view of winter, a delegation of Safatoured the town at night and distributed blankets to homeless andhelpless people living on roads and footpaths. An expenditure ofRs.14000 was incurred on 3 tailoring centres being run underself-employment scheme for women. Through these tailoringcentres, both Muslim and non-Muslim women are beingbenefited. Examination was conducted on completion of batch atall three tailoring centres. In this connection, a function isscheduled at 10 AM on Friday 11th January at Shalimar FunctionHall to be presided by the incharge of Karimnagar branchMoulana Kazim ul Hussaini; in this function, the central presidentof Safa Baitul Maal Moulana Gayas Ahmed Rashadi Sahab shall

participate as chief guest and shall distribute certificates towomen completing training from the tailoring centres and he shallalso distribute monthly pensions. There shall also be a specialaddress of the central president before Friday prayer. Thevice-president of the branch Hafiz Hakeem Khan, the inchargepersons and other members of the branch have appealed theresidents of Karimnagar to participate.

Welfare services of Medak branchThrough the Medak branch of Safa Baitul Maal, like each

month, this month too, pensions of Rs.500 each to 165 poorwidows, Rs.1000 each to 25 widows and Rs.750 each to 10widows totalling Rs.113500 were distributed.

Welfare services of Aurangabad branchThrough the Aurangabad branch of Safa Baitul Maal,

monthly ration was provided to 25 poor widows and medicineswere provided to 3 patients. 20 girl students received training fromSafa tailoring centre. 5000 poor patients benefited from Safa clinic.Safa dental clinic was inaugurated and treatment initiated withnominal admission fee. The construction of Masjid Soghra Kareemin Bade Gaon has been completed and it was inaugurated. Safacomputer training centre for women was inaugurated. During themonth of Rabi-ul-Awwal, a grand public meeting on the topic of'Naat and Seerat-un-Nabi' was held. 4 helpless travellers inemergency situation were provided assistance. Blood donationcamp was held in which 100 youths donated blood. Jackets andblankets were distributed in a poor locality near Aurangabad. Onthis occasion, the president of the Aurangabad branch of Safa,Mufti Anees-ur-Rahman praised the inherent abilities of the poorand encouraged them and he made them read the words ofrepentance and renewed their faith. Also, an idolatrous hall wastransformed into place of worship. Partial assistance was providedfor the marriages of 3 poor girls. A joint reformative meeting of allthe welfare, community and religious organisations of the townwas held at Masjid Gunj Shahidan in which different distinguishedscholars participated as special invitees.

Welfare services of Jamtara branchThrough the Jamtara (Jharkhand) branch of Safa Baitul

Maal, a free medical camp was held in Bhagwanpur village ofJamtara district in which more than 60 poor patients wereevaluated and were given free medicines. A sum of Rs.2000 wasspent on this medical camp.

Welfare services of Zaheerabad branchThrough the Zaheerabad branch of Safa Baitul Maal, like

each month, this month too, monthly pensions of Rs.400 eachtotalling Rs.40000 were distributed to 100 poor widows.Assistance of Rs.5000 was provided for operation to a poor sickwoman. Like earlier, this month too, 20 patients in emergencywere transported to hospitals in Hyderabad, Bidar and Sangareddy

Welfare services of Nanded branchThrough the Nanded branch of Safa Baitul Maal, like each

month, this month too, ration was supplied to the homes of poorwidows. And likewise, cash pensions were also distributed to thewidows. In view of winter, blankets were distributed to the needy.Likewise, blankets were distributed to deserving students ofreligious schools of various areas of the town. Assistance throughrice was provided for the marriage of a poor girl.

Welfare services of Raichur branchThrough the Raichur branch of Safa Baitul Maal, like each

month, this month too, pensions of Rs.13500 were distributed to45 poor widows and disabled persons. 50 kg Sona masoori ricewas provided for the marriage of a poor girl. Assistance wasprovided to a distressed traveller.

Welfare services of Gooty branchThrough the Gooty branch of Safa Baitul Maal, monthly

pensions of Rs.7200 were distributed to 36 poor persons.Likewise, assistance of Rs.500 was provided to a helpless widow.

Welfare services of Dharwad branchThrough the Dharwad branch of Safa Baitul Maal, monthly ration

was distributed to 25 poor widows and other poor persons. Assistance ofRs.5000 was provided for treatment to a deserving patient. An animalwas slaughtered and the meat distributed to 40 poor persons.

Welfare services of Manwath branchThrough the Manwath branch of Safa Baitul Maal,

assistance of Rs.3000 was provided for the marriages of 2 poorgirls. Patients suffering from different diseases were enquired.Like earlier, this year too, Seerat-un-Nabi (SAW) meeting washeld. The students of Madrasa Moid-ul-Muslimeen who stoodfirst, second and third in the examinations were given trophies asa mark of encouragement and the teachers were congratulated, onwhich an expenditure of Rs.1900 was incurred. On the demise ofthe distinguished personality of Muslim world, Hazrat MoulanaIsrar-ul-Haq Sahab, a condolence meet was held at Jama MasjidManwath and Quran recitation and dua were held.

Welfare services of Chikmagalur branchThrough the Chikmagalur branch of Safa Baitul Maal,

monthly ration worth Rs.400 each totalling Rs.14000 wasdistributed to 35 poor widows. Safa medical camp was held inKaldodi through which about 150 patients were evaluated andwere provided free medicines.

Welfare services of Kanpur branchThe services of Safa health care centre setup by the Kanpur

branch of Safa Baitul Maal are functional; during the currentmonth, about 400 patients were treated incurring an expenditureof Rs.15000. Assistance of Rs.10000 was provided for themarriage of a poor girl.

The expiation for Zihar is to feed sixty poor people

And those who make Zihar with their wives and wish tofree themselves from what they uttered; the penalty in that case isthe freeing of a slave before they touch each other. That is anadmonition to you so that you may not return to such an ill thing.And Allah is All-Aware of what you do. And he who cannotafford it must fast two successive months before they both toucheach other. And for him who is unable to do so, he should feedsixty poor. (Surah Mujadila: 3-4)

Zihar is a specific condition of making one's wife unlawfulon oneself. Zihar was practiced in the pre-Islamic period; itscondition was that the husband told his wife "Youare unlawful to me like my mother's back"; in the period ofignorance, Zihar was considered greater then divorce. Islam hasforbidden this form of Zihar and has declared it a sin and a personwho required to separate from his wife has been prescribeddivorce; now for the persons who uttered Zihar and wish to freethemselves from the utterance have been prescribed an expiation offreeing a slave; if it is not possible, then fast continually for twomonths and if even this is not possible then feed sixty poor people.

could not be gauged today but in the period of ignorance and inearly Islamic times, the freeing of slaves was a great blessing.Firstly Allah has stated the expiation for Zihar as freeing of a slave;if it is not possible then to fast for two consecutive months and ifeven this is not possible then to feed sixty poor people. It is evidentthat how dear the feeding of poor is to Allah and it is also evidentthe extent of Allah's consideration for the poor in His rulings.

Consideration for the weak and exception in the issues in the Shariat injunctions

If you study the verses of the Quran in depth and detail,you will realise the fact that in the religion that Allah has given usand the commands that have been revealed in the religion, theaspects if ease, facility, exception and capacity are clearly evident;Hence Allah has stated:

Allah intends ease for you and does not intend hardship for

you (Surah Baqara: 185); and Allahburdens His bondmen according to their capacity: Allah does notcharge a soul except with that within its capacity (Surah Baqara: 286)
