for October 20-24 for retesters in grades 10-12. Initial orders

10 Louisiana Believes The Data Recognition Corporation online
enrollment system opens Monday, September 22, and will remain open
until Friday, October 3. By Friday, October 3, you must have
updated information and entered into the system student enrollment
numbers for all schools in your district. Each district will log in
to the online enrollment system through LEAPweb at www.LEAPweb.org,
using district user IDs and passwords. A User Manual, which can be
downloaded and printed, is available on LEAPweb. www.LEAPweb.org
The online enrollment system includes the following programs: LEAP,
iLEAP, LAA 1, LAA 2 (retesters only), ELDA NOTE: Include in the
grade 4 student enrollment numbers, all students placed in the
grade 4 transitional program (4T). Online Enrollment

Information entered into the online enrollment system will
determine print quantities and pre-identified student information
for spring testing. Follow these steps to complete or verify
enrollments for your district. Confirm with School Test
Coordinators program eligibility for special education and LEP
students prior to updating the online enrollment system. Before
entering enrollment numbers, check all contact information in the
Addresses tab, which includes the names of the District Test
Coordinator and backup person, shipping address, telephone and fax
numbers, and e-mail addresses. If the contact information is
correct, click the Confirm or Submit button. Contact information
must be confirmed or updated before the system will permit
enrollment information to be entered. If any contact information is
incorrect, update it and click Submit. Enter all large-print and
braille enrollment numbers for all programs. The only exceptions
are no large print or braille for LAA 1. To verify enrollments,
click on the Summary tab. Scroll down the entire screen to verify
enrollment numbers for all programs. Verify that the information
about grades at each school is correct. If a grade is no longer at
a school, be certain to enter a zero for that grade. If you have

14 Louisiana Believes LEAPweb and LEAPdata are live again and
all primary functions are restored. A few remaining limitations and
adjustments are described below. Within LEAPweb student-level
reports, summary reports and password documentation are not
currently available. These documents are now temporarily available
in the secure FTP. Within LEAPweb merge screens, direct access to
student history may be limited. Student histories are still
available through search history options. Within LEAPdata query,
direct links to individual student data are disabled. Please
contact your district SIS coordinator for FTP access support.

All children enrolling in kindergarten for the first time must
be screened by September 30, 2014 using the Developing Skills
Checklist. Teachers complete all sections of the DSC screen except
for the Social/Emotional section. Results are entered through the
web site K.OnlineDSC.net and must be entered no later than October
17, 2014.K.OnlineDSC.net Child ID numbers will not be entered as
part of the child demographic information this year. Help-desk
support is available Monday Friday between the hours of 8:00 am and
6:00 pm eastern time at 1-888-386-3822, Option 2. Louisiana

Districts may either import or manually enter student and
classroom data. Districts interested in importing student and

district will be importing student records, teachers should not
enroll students in their classroom or attempt to enter DSC results

inserted into the DSC database as part of the reconciliation

EAGLE Updates 20 Louisiana Believes Archived tests are now
available to administrative users and teachers through the EAGLE
system. Note: archived tests should be reviewed by district and
school users before administering to students. Failure to do could
result in misaligned tests and missing items. The EAGLE District
SIS Upload function can be used by district administrators to
import teacher and student information into the system. Contact the
EAGLE Help Desk (1-866-552-5583) with questions about the upload
process. LDOE is conducting quality control checks and making
revisions to the EAGLE system now through September. Users will
begin to see the following changes in late September: New item

22 Louisiana Believes Some districts and schools are
participating in the Community Eligibility Provision through which
students receive free lunches without completing free and reduced
lunch forms. For more information, click here.here Even with CEP
participation, students may still access ACT fee waivers where they
are eligible: The eligibility rules for ACT remain as they were and

ACT representatives confirmed that, as in previous years, schools
should determine student eligibility. However, students are not
eligible based on their school, rather only based on their
individual need (i.e. not all students qualify for fee waivers just
because they attend a CEP school). To assist in the eligibility
determination process, the LDE will provide districts with a list
of students eligible for the following services (as a proxy for
free lunch forms): Medicaid, Temporary Assistance for Needy
Families (TANF), or Supplemental Nutrition Assistance Program
(SNAP). These are the same criteria that will be used as criteria
for AP waivers. NOTE: Some additional students not on the provided
list may qualify according to the ACT criteria. Schools should
submit such students names for waivers as well. This CEP file will

26 Louisiana Believes The National Assessment of Education
Progress (NAEP) is the largest nationally representative assessment
of what our nations students know and can do in such subjects as
math and reading. NAEP results are released as The Nations Report
Card. NAEP data are used to assess progress and improve education.
Schools are randomly selected to participate in NAEP. Notification
letters mailed to LEAs with schools that are a part of the NAEP
sample on September 5 th. Students in grades 4, 8, and 12 who are
enrolled in NAEP sample schools will take the NAEP assessments. The
NAEP Assessment window is January 26 March 6, 2015. NAEP Assessment

NAEP Assessment What to Expect: Principal will select school
coordinator to work with NAEP field staff to coordinate the
assessment. School coordinator will register their school and
e-file student information. NAEP Field Staff will work with school
coordinator to prepare for NAEP assessments. Each student will take
NAEP in one subject only, and NAEP staff will bring all necessary
materials and equipment on assessment day. NAEP Next Steps:

Act 837 Overview Act 837Act 837 provides for limitations and
prohibitions on the collection and sharing of student information:
Prohibits LEAs from requiring the collection of non-academic data
about students such as political affiliation, religious practices,
or information. Restricts LEAs from sharing personally identifiable
information (PII) about students with external entities, including
LDE, starting June 1, 2015. The law provides limited exceptions:
LEAs may share students personally identifiable information with
LDE if: The parent has given written consent to share that
information. The state requires it for auditing, including
enrollment counts. LEAs may share PII with a private entity if they
contract for student and other education services.

Act 837 Overview (Continued) Requires the Department to create
a unique statewide student identifier system by May 1, 2015. The
unique student identifiers must not include or be based on social
security numbers, and students must retain their unique identifier
throughout their tenure in Louisiana public schools. LEAs must
assign unique IDs to all students enrolled in public schools by
June 1, 2015. Prohibits anyone from accessing student information
that is stored by schools or LEAs except authorized stakeholders
such as parents, teachers, principals, or a person authorized by
the state to audit student records. Requires any contract through
which an LEA shares students PII to include specific terms outlined
in the law. Requires LEAs to gather parental consent annually for
sharing PII with postsecondary institutions for purposes of
admission and financial aid.

Act 837 Next Steps 31 Louisiana Believes The Department will:
Immediately issue a request for proposals to create a unique
statewide student identifier system, assign student unique
identifiers, modify LDEs systems, and provide training to State and
LEA staff. Identify processes that currently require the sharing of
personally identifiable information between LDE and LEAs. LDE
expects that Act 837 will not affect the vast majority of LDEs
interactions with LEAs in the 2014-2015 school year, including Fall
and Spring assessment administration. Provide guidance to LEAs
about how each of the processes will be affected and the actions
the Department and LEAs will need to take. Identify and clarify
auditing processes and the data required from LEAs to conduct
quality audits. Offer in-person regional training opportunities on
how to use and integrate local systems with the unique statewide
student identifier system. Communicate regularly with all district
level stakeholders about the transition process.

technology, assessment, and special education leaders as well as
other affected administrators to review the legislation and
identify implications for your work. Review the request for
proposals once it is released to better understand the
functionality of the unique statewide student identifier system.
Review existing contracts that involve the sharing of personally
identifiable information about students to ensure they include the
required terms. Assess current levels of access to your computer
systems and ensure that authorized stakeholders have appropriate

District Technology and Data Collection Survey In order to
answer these questions, we will be releasing a survey to better
understand how districts and schools use technology to support the
following academic/instructional areas: Student Information
management HR/Employee Information/Performance management Employee
Professional Development (content and management) Student
Assessments (content and management) Curriculum (content and
management) In addition to your feedback, responses to the survey
will require input from instructional/academic leaders representing
each area. You can access the survey here. We ask that responses
are delivered by Friday, September 12 th. If you have questions
about completing the survey, please ask your network data
specialist.here What happens to the data? The data from this survey
will be used internally by the department to identify new ways to
support districts and schools. In order to best support all of our
educators with technology, the department would like to learn more
about how districts and schools are using data collection systems.
We want to know what technology products are used for instructional
