Rwandan context- There has been positive change in procurement since the establishment

of the Rwanda Public Procurement Agency (RPPA/Law n° 63/2007) in replacement of the National Tender Board (NTB)

- Unlike NTB whose role was to award and monitor proceedings of public procurement, the RPPA mainly focuses on regulatory measures, monitoring and building capacity in public procuring entities.

- Though NTB contributed a lot in improving the procurement system in Rwanda, it was very crucial to reform the institution to make it more

decentralized.

Recommendations- Encourage use of E-Procurement so as to reduce the cost of

recording and logging information at each stage of the process and also facilitates information accessibility.

- This will lead to increased transparency and thus less room for collusion

- We believe that e-Procurement can bring significant benefits in terms of reducing corruption, increasing integrity and transparency

of public procurement if implemented correctly.
