Asset Health Strategy Committee (AHSC)
Committee Focus: ▶ Provides leadership to Asset
Health Working TAGs. ▶ Coordinate work of a number
of technical committees and champion prioritized initiatives that improve industry safety, reduce variability, streamline mechanical operations, and reduce or eliminate non-value added activities.
▶ Interface with FRA in
promoting regulatory change.

Reductions in mechanical-related service interruptions result in safer, faster, and more consistent service,
Automated inspection technology
Shift towards performance based equipment condition monitoring (versus the time based model that is the basis of many current regulations),
More timely and efficient identification of maintenance needs.

1. Targets and Metrics
Refine AHSI performance goals and measure results for prioritized metrics in each of the three AHSI target categories. Reduce Mechanical Service Interruptions
Improve Inspection Quality
Increase Yard & Shop Efficiency
2. Multi-year Projects
Build upon the established foundation and move forward on “detector based brake effectiveness”
“bad-actor identification.”
3. AHSI Roadmap
Continue to refine the AHSI roadmap to confirm or revise priorities for future year activities.
4. Targeted Opportunities
Continue to review and champion targeted asset health-related opportunities that bridge across other AAR technical committees and other groups.

In 2016, AHSI is building upon the established foundation to accelerate value realization.
Refine and advance the Bad Actor Scorecard methodology and the Brake Health Indicator as the basis for future AAR rules to effect inspection and repair.
Enhance derailment prevention analysis methodology. Automate one Mechanical Defect report to improve completeness, quality, and timeliness of the defect data.
Advance pursuit of intermediate inspection waiver based on Cold Wheel Detector technology (Detector Based Brake Effectiveness).
Finalize Electronic Class I Air Slip capture and sharing process and capabilities.
Accelerate sharing of detector data via the Inspection Quality platform:
AEI Data Summary to full production,
Design and data sharing for Hot Box (bearing),
Initiate design and pilot for WILD and Wheel Profile detectors.
Continue collaboration with the AskRail and Chicago Gateway project teams on sharing of electronic consist data.
Extend the foundational AHSI capabilities to address Locomotive Scenarios.
Continue to investigate and advance longer term targeted opportunities (e.g., FRA Regulations).

The TAG defined a method to statistically determine cold wheel outliers by evaluating train passing data
▶ Defined “braking train” using statistical calculations
▶ Set an initial predicted wheel “threshold” to determine outliers

Scenario: Bad Actor Identification
RR1 RR2 RR3 RR2 RR1 RR2 RR3 RR2 RR1
Trains experience multiple undesired emergency stops (UDEs) over time on different railroads.
Individual railroads (e.g., RR2 in the figure below) accumulate information over time to identify a specific car as a common cause.
Line of road failure data and consist details shared with Railinc. The consolidated view of failures enables identification of the common cause earlier, which is anticipated to avoid 5,000+ UDEs at maturity.
