000. The Association as a Whole 000.1 Membership in ASUAF shall be automatic upon payment of the ASUAF Student

Activity fees and current enrollment in one or more UAF courses.

010. Definitions 010.1 The following definitions shall be definitive for the purposes of interpreting the

Bylaws and Constitution of ASUAF: 010.2 Abstention- A non-vote affecting neither the passage nor failure of any action or

legislation. 010.3 Amendment- The change (addition, subtraction or modification) of a proposed

piece of legislation or of a motion. 010.4 ASUAF Student Activity Fee - Any Fee enacted by ASUAF legislation and/or

collected in ASUAF’s name. 010.5 ASUAF Student Government Fee - The specific ASUAF Student Activity Fee which

funds the operation of the Student Government. 010.6 Bill- Legislation dealing with finance or policy changes. 010.7 Biweekly, Every third week, and similar terms- Any reference to a recurring event

with a period time separation less than "semiannual" shall be interpreted as occurring at the specified time period after the most recent occurrence of the event. Thus, if a "Biweekly" event is postponed, then all such biweekly events are similarly postponed; or if a report is required "every third week", and a person makes this report early, the next report is due three weeks from that time.

010.8 Club Funding- (v) To allocate money to a recognized UAF club from the “Club Grants and Projects” item of the ASUAF budget, whether through the formalized Club Grants and Projects Awarding Process as outlined in section 900. of this document, or through a Bill; or (n) any process whereby a recognized UAF club is funded by ASUAF.

010.9 Directive- Legislation binding an ASUAF official to the will of the Senate for the particular specifications of the legislation.

010.10 Legislation- For the purposes of ASUAF, a bill, resolution or directive. 010.11 Majority vote- More than half of all those voting. May be called simple majority. 010.12 Malfeasance- A violation of the these Bylaws or the ASUAF Constitution by an

elected official of ASUAF during that person’s term of office. 010.13 Misfeasance- The improper performance of some act which an elected official of

ASUAF during that person’s term of office. 010.14 Nonfeasance- Nonperformance of some act which a person is obligated or has

responsibility to perform; omission to perform a required duty at all; or total neglect of duty.

010.15 Public Notice- Announcement of all meetings of the ASUAF senate and its committees, and Executive Council must be: sent over the list-serve, posted in the senate chambers, and posted on the ASUAF website prior to the meeting to be official.

010.16 Quorum- The number of members of a body required to hold a legal meeting. For the purposes the ASUAF Senate, a quorum shall be defined as a simple majority. For the purpose of obtaining a quorum, the Senate Chair shall not be considered.

010.17 Referendum- The process of referring to the electorate for approval a proposed new constitution, constitutional amendment, article of legislation or policy decision.

010.18 Resolution- The formal expression of the opinion or will of an official body or public assembly.

020. Conflict of Interest 020.1 No ASUAF employee shall simultaneously hold more than one paid position in

ASUAF at any time during the employee's period of employment, excluding positions on the ASUAF Elections Board.

020.2 No ASUAF body or department shall publicly support or endorse any candidate for public office.

021. Senate 021.1 No ASUAF Director may also be a Senator. 021.2 No ASUAF Senator may vote on any motion directly affecting his or her position

of employment within ASUAF. 030. ASUAF Oath of Office 031. At the first regular Senate meeting of the Senate after taking office, the ASUAF

President, Vice President, and Senators, shall swear the ASUAF Oath of Office. 032. ASUAF Oath of Office: I, (name), hereby swear and affirm that I meet all qualifications of the office of

ASUAF (position), and that I shall serve the members of the Association to the best of my ability, preserve the trust the Association has placed in me, and advocate the Association with all my ability.

100. The Executive Branch 100.1 The Executive Branch shall take office effective the day following commencement

of the spring semester.

110. The President: Powers and Duties of the President 111.1 To address the Senate as the Executive. 111.2 To propose measures from the executive to the Senate through the Senate

Chair. 111.3 To veto any act, in whole or in part, enacted by the Senate within six (6)

calendar days of its passage by the Senate. 111.4 To strike, reduce or line item veto budget requests. This power is in effect only

while the Senate is in session. 111.5 To meet weekly with the Senate Chair in an open meeting to discuss the actions

of the Senate.

111.6 To met bi-weekly with the ASUAF senate to detail exact hours worked for the previous two weeks.

112.1 To act as chief executive officer for ASUAF. 112.2 To hire a Director for each of the various departments. 112.3 To hire all non-elected members of the executive staff. 112.4 To dismiss all departmental employees and non-elected officials of the executive

staff for reasonable cause. 112.5 To make additions to the executive staff, subject to Senate confirmation. 112.6 To make all appointments except those specifically designated to another officer

or body. 112.7 To maintain two regular office hours per week in the ASUAF President’s office. 113.1 To serve as chair of the Executive Council and as a non-voting, ex-officio

member of all ASUAF councils and committees. 113.2 As Council chair, The ASUAF President shall be responsible for reporting any

unexcused Council absences during the ASUAF President Remarks portion of the agenda.

113.3 To act as or appoint a representative of ASUAF concerns to the Board of Regents when necessary.

113.4 To appoint representatives to the UAF Governance Coordinating Committees. 113.5 To act as, or appoint, a representative to facilitate communication with other

student governments. 114.1 To inform department heads and/or the Senate of expenditures which would

endanger that body's ability to stay within its budgetary bounds. 114.2 To seek bids to compare pricing and recommend to the Senate any and all

proposed equipment by ASUAF. 114.3 To transfer funds from any account under the authority of the Senate with

Senate approval. 114.4 To submit a budget summary to the Executive Committee Chair by the 15th of

each month and to submit a summer expenditure budget summary to the Senate at the first regular meeting of the fall semester.

114.5 To present to the Internal Affairs Committee by the 31st of March a “Year in Review” report.

115.1 To maintain office hours on a regular basis throughout his/her term of office. 115.2 To administer the ASUAF fall elections until the Elections Board is formed. 115.3 To facilitate student government access to the ASUAF office in Wood Center.

120. The Vice President: Powers and Duties of the Vice President 121.1 To assume the office of President should the President be removed from, or

become incapable of fulfilling the terms of office. 121.2 To assume the duties of the President when the President is not available. 122.1 To convene the first meeting of the ASUAF Senate.

122.2 To meet bi-weekly with the ASUAF senate to detail exact hours worked for the previous weeks.

123.1 To chair the ASUAF Elections Board. 123.1 To foster communication between ASUAF and the students, faculty and staff of

the Tanana Valley Campus of the University of Fairbanks. 123.2 To attend meetings of the Student Advisory Council of the Tanana Valley

Campus. 124.1 To chair and serve as a voting member on the Club Council. 125.1 To assist the ASUAF President in the leadership of ASUAF. 126.1 To present to the Internal Affairs Committee by the 31st of March a “Year in

Review” report which shall include but is not limited to evaluations of Club Council and Elections.

130. ASUAF Line of Succession 131.1 In the event of the removal, resignation or inability of the ASUAF President, the

ASUAF Vice President shall assume the office of President of ASUAF. 132.1 In the event of the removal, resignation or inability of the ASUAF Vice President,

the ASUAF President shall select a member of ASUAF to fill the vacancy. This appointee shall be subject to confirmation by the ASUAF Senate.

133.1 In the event of the removal, resignation or inability of both the ASUAF President and Vice President, the office of ASUAF President shall fall to the ASUAF Senate Chair, then down through the committee chairs of the ASUAF Senate as they are listed in section 300 of these bylaws.

150. The President-Elect 150.1 A person elected to serve as ASUAF President shall take office as the President-

Elect immediately upon official announcement of their election. They shall serve as President-Elect from this time until they become the ASUAF President.

151. Powers and Duties of the President-Elect 151.1 It is the right, duty and privilege of the President-Elect to attend all meetings,

functions, and events appropriate to that office; to offer input on the ASUAF budget; and to advise the sitting President and the Senate.

200. The Senate 200.1 All Senators shall be elected at large for a term of one year.

200.2. Vacancies 200.2.1 Vacancies which occur on the Senate shall be filled by Presidential appointment.

Before confirmation it shall be specified whether the term to be filled is to be up for election in the fall or spring. An appointee shall be seated so as to be up for election at the nearest opportunity if Senate seat vacancies allow.

200.2.2 A prospective appointee shall submit a written biographical paragraph to the ASUAF President, with copies to be given to the chair of the Internal Affairs Committee, who shall then distribute copies to the members of the committee at least 48 hours prior to the date of appointment consideration.

200.3 All meetings of the Senate shall be open to all persons except when the Senate is in Executive Session.

200.4 The Senate shall meet every Sunday at 4:00 p.m. during the fall and spring semesters.

200.4.1 A special meeting of the ASUAF Senate may be called by the Chair, the ASUAF President or by the written request of four (4) senators submitted to the Senate Chair

200.4.2 Any special meeting of the ASUAF Senate must be announced 72 hours in advance of the special meeting

200.4.3 The Senate may cancel or postpone a meeting by a 2/3 vote. 200.4.4 Any postponed meeting must be announced at least seventy-two (72) hours in

advance of that meeting. 200.4.5 The Senate cannot exceed four (4) canceled meetings in a semester.

200.5. RHA Representation 200.5.1 The Residence Hall Association shall have one advisory position to the ASUAF

Senate, to be filled at the discretion of the RHA Executive Council. 200.5.2 This person shall be addressed as "Representative", and will be allowed to make

a weekly report under Non-ASUAF and Other ASUAF Committee Reports. 200.5.3 This Representative shall have full privilege of debate in the Senate. 200.5.4 This Representative shall have the same responsibility of attendance as Senators.

200.6. Term of office

200.6.1 Seats on the Senate are divided into two classes, Fall and Spring, of ten seats each.

200.6.2 Within each class of seats, seats are differentiated by letter designation.

200.6.2.1 Members of the Association run for a specific seat on the Senate. 200.6.3 Ten seats are Spring Seats, labeled Seat A through Seat J. 200.6.3.1 The term of office for a Spring Seat begins on September 1st 1 and ends on August 31st.

200.6.3.2 Spring Seats are filled by general election in April of each year. 200.6.4 Ten seats are Fall Seats, labeled Seat K through Seat T. 200.6.4.1 The term of office for a Fall Seat begins on January 1 and ends on December 31. 200.6.4.2 Fall Seats are filled by general election in November of each year.

201. Powers and Duties of the Senate 201.1 To amend and enact the ASUAF Bylaws. 201.2 To endorse resolutions.

201.3 To formulate and propose policies. 201.4 To issue directives to the President by a two-thirds (2/3) vote. 201.5 To declare the President unable to fulfill his/her duties as prescribed by the

Bylaws and/or Constitution by a three-quarters (¾) roll call vote and to delegate such responsibilities to the next eligible person as per section 130 of the ASUAF Bylaws. This does not prevent the Senate from once again declaring the President unable to fulfill his/her duties following the seven (7) day period.

201.5.1 The President shall be reinstated automatically seven (7) days after the day the President was last declared unable to fulfill his/her duties.

201.5 To confirm, by two-thirds (2/3) vote of the Senate, executive appointments; all executive appointments are subject to confirmation unless otherwise noted herein.

201.5.1 An appointed person serves with full power from the time of the appointment until the Senate’s first opportunity to confirm or deny the appointment. Appointees to the Senate do not serve until their appointments have been confirmed.

201.5.2 There is no bar to reappointment of a person to the same position when the appointment is not confirmed.

201.6 To establish those committees necessary for its investigations and actions. 201.7 To grant, or refuse to grant, recognition of student organizations for club funding

purposes. 201.8 To try an appointed or elected official of ASUAF upon the official's impeachment. 201.9 To call upon and hear from any officer or records of ASUAF for testimony or

evidence at any hearing. 201.10 To rule on any proposed budgetary or structural changes within ASUAF. 201.11 To overturn, by 2/3 vote, any decision made under the authority of the Executive

Council. 201.12 To determine the rules of its proceedings, punish its members for disorderly

behavior, and, with the concurrence of two-thirds, expel a member.

202. Powers and Duties of Senators

202.1 Duties of Senators 202.1.1 To serve the members of the Association 202.1.2 To preserve the trust of the Association 202.1.3 To advocate the Association 202.1.4 To hear student concerns regarding issues affecting the University of Alaska and gggggggggkkkkkUniversity of Alaska Fairbanks community 202.1.5 To serve on an ASUAF standing committee as appointed by the Senate Chair 202.1.6 To ensure that any information presented to the Senate is true and accurate to gggggggggiggggthe best of his/her knowledge and ability 202.1.7 To know and understand the powers and duties of a Senator and the Senate as iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiidescribed by the ASUAF Constitution, Bylaws and Rules of Procedure as well as iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiall applicable University of Alaska, University of Alaska Fairbanks and ASUAF iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiigoverning documents

202.1.8 All new senators should report to two Internal Affairs meetings, for education about the bylaws and to receive an ASUAF Blue book, within the first three weeks of their term as Senator

202.2 Powers of Senators 202.2.1 To sponsor or cosponsor legislation 202.2.2 To freely debate, discuss and vote on all questions that come before the Senate iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiin the form of a motion, provided they are consistent with the Rules of Procedure 202.2.3 To request information regarding all ASUAF activities and expenditures which are iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiinot otherwise restricted by the ASUAF Constitution, these Bylaws or the Rules of iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiProcedure 202.2.4 To present information depending a position or opinion before the Senate 202.2.5 To be present before any body of ASUAF that formally questions his or her iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiadherence to the ASUAF Constitution, Bylaws, Rules of Procedure or any iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiigoverning document existing by virtue of or in relation to these documents

203.1. Attendance 203.1.1 A Senator or Representative, other than the Senate Chair, who is appointed or

elected to any assembly may be removed from that assembly by a 2/3 vote of the Senate, for accumulation of absences during their term of office from that assembly’s meetings, in any of the following combinations:

203.1.1.1 Three unexcused absences; or 203.1.1.2 Six excused absences; or 203.1.1.3 One unexcused absences and four excused absences. 203.1.1.4 A Senator or Representative who is on official ASUAF business shall be excused

from attendance, and not considered either present or absent. 203.1.1.5 Roll call will be held at the beginning and the end of each meeting, and

immediately following committee reports. 203.1.2 Any member absent for two roll calls will be considered as having half an

absence. 203.1.2.1 Any member absent for all roll calls will be considered absent. 203.1.3 For purposes of this rule, the fall and spring retreats and regular meetings of any

Senate committee are considered to be the same as a regular Senate meeting. 203.2 To keep the trust of an Executive Session of the Senate.

203.4 Office Hours 203.4.1 Every ASUAF Senator shall be required to maintain two (2) regular office hours

per week in the ASUAF Senate Chambers, or other location approved by the Senate Chair.

205.1 Powers of Senators 205.1.1 To sponsor or cosponsor legislation 205.1.2 To freely debate, discuss and vote on all questions that come before the Senate

in the form of a motion, provided they are consistent with the Rules of Procedure 205.1.3 To request information regarding all ASUAF activities and expenditures which are

not otherwise restricted by the ASUAF Constitution, these Bylaws or the Rules of Procedure

205.1.4 To present information depending a position or opinion before the Senate 205.1.5 To be present before any body of ASUAF that formally questions his or her

adherence to the ASUAF Constitution, Bylaws, Rules of Procedure or any governing document existing by virtue of or in relation to these documents

206. Ex Officio Representatives 206.1 The Senate shall have the following ex officio representatives

206.1.1 A Residence Hall Association (RHA) Representative 206.1.2 A Staff Council Representative 206.1.3 A Faculty Senate Representative 206.1.4 Ex Officio Representatives shall be referred to as “Representative.”

206.2 Powers and Duties of Ex Officio Representatives 206.2.1 To hold a seat on the ASUAF Senate from July 1 through June 30, or as

prescribed by rules of the body such person is representing but not to exceed one full academic year, unless reelected/reappointed.

206.2.2 To attend all regular meetings of the Senate or appropriate committees as stated in these bylaws.

206.2.2.1 To be removed from their position by a 2/3 vote of the Senate for accumulation of absences equal to those stated in bylaw 202.1.

206.2.3 To provide discussion at such meetings on any business or legislation pending.

210. The Senate Chair 210.1 The Senate Chair is elected by the Senate from the membership of the Senate

according to rules adopted by the Senate. 210.2 The term of office of the Senate Chair shall be one academic school year. 210.3 If the office of Senate Chair is vacated during the term of office, the temporary

successor shall be the Chair of the Executive Committee. If the chair of the Executive Committee is unwilling or unable to be the temporary Chair of the Senate, the chairs of the Internal Affairs, Student Affairs, University Relations, and Public Relations Committees would be, in that order, the next temporary successors.

210.4 If the Senate Chair becomes vacant during the school year, the Senate shall elect a replacement at the next regular meeting.

210.4.1 If the Senate Chair resigns during a Senate meeting, the Senate may immediately elect a replacement.

211. Powers and Duties of the Senate Chair 211.1.1 To preside over meetings of the Senate. 211.1.2 To appoint standing committee members and ad-hoc committees. 211.1.3 To prepare the agenda and schedule a meeting room for the Senate. 211.1.4 To authenticate, by signing, all acts, orders, and proceedings of the Senate, and

to be obligated to act on or enforce the will of the Senate. 211.1.5 To be a non-voting, ex-officio member of all ASUAF councils and committees. 211.1.6 To meet weekly with the ASUAF President in an open meeting to discuss the

actions of the Senate.

211.1.7 To report weekly with the ASUAF Senate to detail eact hours worked for the previous week.

211.2.1 To serve as a member of the ASUAF Executive Council and to present to the Senate the Executive Council recommendations regarding Senate activities.

211.2.2 To be the representative liaison between ASUAF and the UAF Governance Coordinating Committee.

211.2.3 To present to the Internal Affairs Committee by the 31st of March a “Year in Review” report.

211.3.1 To hire a Senate Clerk.

211.3.2 To hire a Website Director. 211.3.3 To keep accurate files of all Senate business, including but not limited to

minutes, agendas, bills and resolutions. 211.3.3.1 To delegate duties to his/her employees and remain responsible for the proper

execution as such. 211.3.3.2 To execute the duties and responsibilities in the absence of his/her employees. 211.4.1 To enforce and maintain records of each senator's office hours

220. The Senate Clerk 220.1 The Senate Clerk shall perform such duties as prescribed by the Senate Chair. 210.2 The Senate Clerk shall serve for the term specified in the respective contract, to

be reviewed annually. 220.3 To report to the Senate once every third Senate meeting.

221. Powers and Duties of the Senate Clerk 221.1 To perform all duties prescribed by the Senate Chair provided they are consistent

with all provisions of ASUAF governing documents and to be directed by the Senate through the Senate Chair.

221.2 To take the minutes and keep attendance records of all meetings of the Senate. 221.2.1 To have the minutes to each meeting publicly posted, sent over the ASUAF

listserve, and prepared for approval at the next regular meeting, no later than 96 hours after the adjourning of the meeting at which the minutes were taken.

221.3 To ensure that all members of the Senate are provided with copies of the agenda, all relevant legislation, and any other documents publicly provided at least 48 hours prior to a Senate meeting unless said documents are submitted late.

221.3.1 The Senate Clerk shall receive and accept all lately submitted documents up to an hour before the weekly Senate meeting and will thereby be responsible for ensuring that all lately submitted documents are made visibly available to all Senators at the meeting.

221.3.2 The agenda does not apply to these exceptions and shall be distributed at least 48 hours in advance of a meeting.

221.4 To make clerical changes to all documents and legislation provided the changes do not change the purpose or structure of such document or legislation.

221.5 To give a report to the Senate under Officer’s Reports weekly detailing exact hours worked for the previous week.

221.6 To sign all legislation passed by the Senate to authenticate the motion and vote (if applicable) of the Senate.

221.6.1 The Senate Chair shall have no power or authority over the responsibility of bylaw 221.6.

300. Senate Committees 300.1 The Senate shall have the following standing committees, composed of a chair

elected during the second meeting after the fall elections and members appointed by the Senate Chair.

300.1.1 Executive Committee; 300.1.2 Internal Affairs Committee; 300.1.3 Student Affairs Committee; 300.1.4 University Relations Committee; and 300.1.5 Public Relations Committee. 300.2 No Senator shall chair more than one standing committee but Senators may

serve on more than one. 300.3 Each of these standing committees shall consist of no fewer than four and no

more than seven Senators, including the chair. 300.4 The Executive Committee shall be comprised of, but not limited to, the chairs of

the other Senate committees.

301. Powers and Duties of All Committees 301.1 Any committee may amend, substitute, or table any legislation referred to it as

seen fit by a majority of its membership. 301.2 The actions of committees concerning legislation referred to them may be

overturned by a majority vote of the Senate. 301.3 To act on referred legislation and report to the Senate as soon as possible. The

report should include sources of information cited, recommendations on any amendments, and recommendation of adoption or rejection the proposed legislation.

305. Committee Chairs 305.1 The election of committee chairs will take place at the same meeting as the

Senate Chair elections. 305.2 The term of office of all committee chairs shall be one academic school year. 305.3 If a committee chair becomes vacant during the school year, the Senate shall

elect a replacement at the next regular meeting.

306. Powers and Duties of Committee Chairs 306.1 A Senate committee chair who is absent without excuse from more than three

meetings of the Executive Council may forfeit his/her chair position at the discretion of a two-thirds (2/3) vote of the ASUAF Senate, but for this shall not be in peril of losing his/her Senate seat.

306.2 To submit notice of time and place of committee meetings to the Senate Chair and publicly post such in the Senate Chambers.

306.3 To cancel a scheduled committee meeting. 306.5 To report all excused and unexcused absences in their committee to the Senate. 306.6 To keep accurate minutes for each committee meeting, and to submit these

minutes to the Senate Chair within the twenty-four (24) hours following each committee meeting.

306.7 To present to the Internal Affairs Committee by the 31st of March a “Year in Review” report which shall include but is not limited to how closely the committee followed its bylaws and details of progress the committee made towards the goals of ASUAF.

310. Executive Committee

311. Powers and Duties of the Executive Committee 311.1 To propose constitutional amendments. 311.2 To propose ASUAF rules and Bylaws revisions. 311.3 To codify standing rules of procedure and decorum of the Senate. 311.4 To codify implicit changes to these Bylaws. 311.5 To delete footnotes that have been replaced by bylaws. 311.6 To define classes of legislation. 311.7 To codify ASUAF policy and procedures. 311.8 To insure these bylaws are enacted and maintained. 312.1 To review the developing ASUAF budget and to present its recommendations to

the Senate. 312.2 To formulate policy and procedure for the expenditures allowed under the ASUAF

budget with the advice and consent of the Senate. 312.3 To receive petitions for loans, grants, or other ASUAF funds from recognized

student organizations. 312.4 To have access to the fiscal records of all ASUAF departments and committees. 312.5 To outline procedures for the performance of these duties in the Finance

Procedure Manual. 312.6 To review the Finance Procedure Manual in the first month of the Fall and Spring

semesters every year. 312.7 To receive the assistance of the ASUAF Student Leadership Coordinator in

obtaining information that the committee needs to fulfill their duties.

315. Executive Committee Chair

316. Powers and Duties of the Executive Committee Chair 316.1 To be the parliamentarian of the Senate. 316.2 To make sure amendments to ASUAF documents are logged. 316.3 To act in an advisory capacity to the Executive Council in matters of ASUAF

constitutionality and to the Senate Chair on parliamentary questions. 316.4 To present a budget summary to the Senate monthly. 316.5 To work with the President in preparing the yearly ASUAF budget. 316.6 To maintain and update club funding records and records of petitions and

contracts for loans and grants to recognized student organizations. 316.7 To investigate, in conjunction with the President, departures from the ASUAF

budget. 316.8 To present to the Internal Affairs Committee by the 31st of March an annual

financial report. 320. Internal Affairs Committee 321. Powers and Duties of the Internal Affairs Committee

321.1 To ensure that all ASUAF Senators are fully informed of their duties, responsibilities and the resources which are available to them.

321.2 To hold an End of the Semester retreat in November the Sunday before Thanksgiving Break

321.3 To hold a “State of ASUAF” yearly summary retreat the third Sunday in April.

321.4 To host training sessions with new Senators and anyone else wishing to attend to help fulfill bylaw 321.1.

321.5 To investigate charges of malfeasance, misfeasance or nonfeasance which have been brought against an elected official of ASUAF.

321.6 To issue a yearly report entitled "The State of ASUAF," detailing the decisions and accomplishments of ASUAF for that academic year, to be presented to the Senate for its approval by the second Sunday in April.

321.7 To evaluate each paid position in ASUAF on an annual basis and make recommendations to the Senate, each March, on the need for continued funding of the position for the following year.

321.8 To evaluate the effectiveness of the ASUAF Club Council on an annual basis and to recommend to the Senate, each March, changes to the Club Council Bylaws or budget as needed.

321.9 To Develop and maintain an ASUAF Senate Handbook to be distributed to all Senators.

321.10 To create other documentation as directed by the ASUAF Senate. 325. Internal Affairs Committee Chair

325.1 To act as a liaison between the Senate and the ASUAF Directors. 325.2 To review the ASUAF Constitution in the spring of every even year. 325.3 To oversee the compilation of "The State of ASUAF" every year. 325.4 This report shall include but is not limited to; 325.4.1 “Year in Review Statements” from the ASUAF President, Vice President, Each

Director, Senate Chair and each Senate Standing and Ad-hoc Committee. 325.4.2 A Financial Report from the ASUAF Executive Committee. 325.4.3 The Official Election Results. 325.4.4 A Summary of Survey Results, compiled by the Student Affairs Committee Chair. 325.4.5 A roster of all elected or appointed positions held during the year, compiled by

the Senate Clerk. 325.5 The "The State of ASUAF" shall also include Evaluations of the following

questions by the Internal Affairs Committee; 325.5.1 “Does ASUAF work as a cohesive unit towards a common vision?” 325.5.2 “What progress has been made on the goals set during the ASUAF Retreats?” 325.5.3 “How well does ASUAF represent its members? Based on voter turnout, survey

results, committee appointments etc.” 325.5.4 “How well does ASUAF network with other governing bodies?” 325.5.5 “How effective is ASUAF at retaining it’s institutional memory?” Considering

whether or not employees and officials will pass on important information and experience to their successors.

325.5.6 “Does ASUAF maintain a professional image?” 325.5.7 “Are new incentives needed to encourage involvement with ASUAF and keep

morale high?”

330. Student Affairs Committee 330.1 The RHA Representative shall be a non-voting member the Student Affairs

Committee.

331. Powers and Duties of the Student Affairs Committee 331.1 To hear and inform the Senate of student concerns. 331.2 To promote awareness of issues affecting the student body as members of the

University community, the Fairbanks North Star Borough, the state of Alaska, the United States of America and the global community.

331.3 To conduct polls of students in order to ascertain their desires for new and improved services offered by ASUAF and student opinion of ASUAF as a whole.

331.4 To consider any and all proposed legislation dealing with ASUAF Services not already under the jurisdiction of any other ASUAF committee.

331.5 To actively consider and propose new services beneficial to ASUAF Members and the University community.

331.6 To offer constructive criticism to all levels of ASUAF regarding service to ASUAF members.

331.7 To consider any proposed changes in the Student Activity Fee providing for new or expanded ASUAF services.

331.8 To have a working relationship with the Residence Life Department, to ensure the needs of students living on campus are being met.

335. Student Affairs Chair

336. Powers and Duties of the Student Affairs Chair 336.1 To facilitate communication with other student organizations on campus. 336.2 To present to the Internal Affairs Committee by the 31st of March a summary

and evaluation of survey results. 336.3 To coordinate efforts with the ASUAF Organizing Director. 336.4 To coordinate efforts with the TVC Relations Director.

340. University Relations Committee

341. Powers and Duties of the University Relations Committee 341.1 To consider, in conjunction with the Executive if appropriate, award

recommendations. 341.2 To report to the ASUAF Senate on the activities of, and issues being considered

by, the Faculty Senate and Staff Council following each respective meeting. 341.3 To ensure that the students are informed of curriculum and policy changes. 341.4 To ensure that library hours, facilities, supplies, and personnel meet the

students' needs. 341.5 To facilitate student access to the Student Evaluation of Faculty data. 341.6 To deal with technological resources and issues, working with the Executive if

necessary. 341.7 To help ensure that technological standards are being met for the students of

the University. 341.9 To consider the appointments of all students to ASUAF and non-ASUAF boards

and committees, and to report their findings to the Senate. 341.10 To manage the relations between the ASUAF Senate and the University

Community. 341.11 To foster and promote shared governance on the UAF Campus.

345. University Relations Chair

346. Powers and Duties of the University Relations Chair 346.1 To attend, or designate a committee member to attend, the meetings of both

Faculty Senate and Staff Council. 346.2 To make sure that all the student seats on all the campus boards, assemblies

and committees are filled and to maintain records of who holds each seat. 342.3 To present to the Internal Affairs Committee by the 31st of March a summary and

evaluation of student committee seats on campus.

350. Public Relations Committee

351. Powers and Duties of the Public Relations Committee 351.1 To work in conjunction with the Government Relations Director in the

development and execution of university advocacy. 351.2 To foster participation by the Senate in university advocacy. 351.3 To inform students of issues facing the university on the local, state and federal

levels. 351.4 To work with university faculty, staff and administrators to promote the

university to local and state officials. 351.5 To provide a student presence on the Greater Fairbanks Chamber of Commerce. 351.6 To consider the qualifications of and to recommend ASUAF members for lobbying

trips to Juneau and/or Washington D.C. 351.7 To propose, and to submit into first reading, legislation dealing with the chosen

Full Funding Campaign student lobbyists selections on or before the first Thursday in December at 4pm.

351.8 To foster working relationships between the ASUAF Senate and the members of the Interior delegation.

351.9 To foster student participation in political affairs. 351.10 To serve as the official public relations organization of the ASUAF Senate and to

utilize the available media, such as, but not limited to, KSUA, KUAC, the Sun-Star, and forums to inform the student body on issues and activities.

351.11 To advise the Senate Chair and the Website Designer on improvements, suggestions, and/or changes regarding the ASUAF website.

355. Public Relations Committee Chair

356. Powers and Duties of the Public Relations Committee Chair 356.1 To attend, or designate someone else to attend, the meetings of the Greater

Fairbanks Chamber of Commerce UA Committee. 356.2 To oversee involvement of the ASUAF Senate in university advocacy. 356.3 To ensure the proper fulfillment of bylaw 351.7. 356.4 To assist the ASUAF Government Relations Director in university campaigns. 356.5 To oversee, in conjunction with the Government Relations Director, the

development of political training sessions for the members of ASUAF. 356.6 To present to the Internal Affairs Committee by the 31st of March a summary of

the actions of the Greater Fairbanks Chamber of Commerce UA Committee.

500. Executive Council 500.1 The Executive Council shall be chaired by the President and shall consist of the

President, the Vice President, the Senate Chair, the Senate standing committee chairs, and the ASUAF Directors.

500.2 A meeting of the ASUAF Executive Council may be called by the Chair or by the written request of three (3) members submitted to the Chair.

500.3 Two students at large are to be appointed by the President to sit on the Executive Council to give recommendations for the Code of Ethics and Standards.

500.4 The Executive Council will act as the ASUAF Grievance Council for appeal of any Senate or Executive Action.

510. Powers and Duties of the Executive Council 510.1 To review the qualifications of those nominated for vacancies in ASUAF

departments and offer its recommendations to the President. 510.2 To examine all proposed Bylaws revisions and amendments to the Constitution

and provide recommendations to the Senate. 510.3 To adopt discrimination-free qualifications for employment for all ASUAF hired

personnel. Included in this policy must be that a person cannot be discriminated against based on disability, sex, sexual orientation, race, religion, or weight.

510.4 All governmental powers and duties not specified in these bylaws shall revert to the Executive Council, with the advice and consent of the Senate.

510.5 To establish a Code of Ethics and Standards of Official Conduct for all elected and employed members of ASUAF.

600. Other ASUAF Committees 600.1 Other ASUAF Committees shall be created or dissolved by a resolution passed by

2/3 vote of the Senate.

605. Powers and Duties of Other ASUAF Committees 605.1 Other ASUAF Committees shall have the powers and duties specified by the

respective legislation which created each committee. 605.1.1 If the legislation that creates a committee does not specify powers and duties of

that committee, the Executive Committee shall have the power to set forth powers and duties and to add such to the bylaws.

605.1.2 The powers and duties specified by the legislation that creates each committee, or by the Executive Committee may not exclude any committee from the powers and duties specified in Section 605 of these bylaws.

605.2 To meet regularly, at least once every month, during the Fall and Spring semesters.

605.3 To keep and maintain records of their membership and actions in the appropriate places in the ASUAF office.

505.4 To report to the Senate every three weeks. 505.5 To present to the Internal Affairs Committee by the 31st of March an end of the

year report.

606. Other ASUAF Committee Chairs 606.1 Chairpersons shall be elected by the Senate by a 2/3 vote and have such powers

and duties as specified by the bylaws of each individual committee.

610. The Food for Thought Committee 611. The Food for Thought Committee shall act as a liaison between the students of

ASUAF, the ASUAF Student Government, and Dining Services.

612. Membership 612.1 Membership shall be determined at the beginning of each academic year and

include the following: 612.2 Two (2) students appointed by the ASUAF President and confirmed by the

Senate and three (3) students appointed by the ASUAF Senate Chair; at least one of which shall not be a participant in the UAF meal plan.

612.3 A staff member appointed in a manner to be determined by the UAF Staff Council.

612.4 The chair shall be a member of the committee nominated and confirmed by the Senate.

612.4.1 In the absence of a chair, the Senate Chair shall chair the committee. 612.5 The committee shall require at least three (3) student members to operate. 612.6 Student vacancies shall be filled by the ASUAF President and confirmed by the

ASUAF Senate.

623. Powers and Duties 623.1 The Food for Thought Committee shall have the following powers and duties

under the authority of ASUAF 623.1.1 To set up and facilitate a secret shopper program with the goal of ensuring that

Dining Services and its employees are providing a quality of service appropriate to student needs.

623.1.2 To hear concerns from students, staff, and faculty about the quality, policies, and overall operations of Dining Services and their food providers and to report these concerns to the ASUAF Senate and Dining Services.

623.1.3 To act in the best interest of ASUAF to resolve any concerns brought by the students about Dining Services and their food providers, and to request assistance from the ASUAF Senate for such endeavors.

623.1.4 To mediate problems and concerns brought to Dining Services by their student patrons.

623.1.5 To report to the ASUAF Senate at least once every three (3) weeks. 623.1.6 To act as directed by the ASUAF Senate; or to act at the request of Dining

Services when those requests are deemed consistent with the goals of the committee by the ASUAF Senate.

623.1.7 To act in a manner prescribed and deemed appropriate by a majority of the committee as a whole, provided these actions are consistent with the ideals of ASUAF.

700. Other ASUAF Councils

710. Government Relations Council

710.1 Membership 710.1.1 Membership shall include one student at large and one Senator appointed by the

President and confirmed by the Senate; one student at large and one Senator appointed by the Senate; and the Vice President. The Government Relations Assistant shall be an ex-officio member.

710.1.2 The Government Relations Director shall be the chair of the council.

710.2 Meetings 710.2.1 The Government Relations Council shall begin meeting no later than the second

week in November and will meet at least biweekly through the end of the state legislative session. The Government Relations Council may meet more often at the discretion of the chair.

710.2.2 All meeting times and places shall be publicly posted no later than 72 hours in advance of the meeting.

710.3 Powers and Duties 710.3.1 To discuss legislation issues affecting the University and/or student body, and to

plan actions concerning these issues, pending Senate approval. 710.3.2 To seek out and recommend students for lobbying efforts on the local, state, and

federal levels. 710.3.3 To actively carry out lobbying efforts at the request of the President and the

Senate. 710.3.4 To be responsible and accountable for all lobbying efforts and maintain

coordination with other student leadership bodies. 710.3.5 To assist the Public Relations Committee in interviewing and choosing students

for the Full Funding Campaign. 710.3.5.1 All voting members of the Government Relations Council shall be eligible to

participate in any executive session of the Public Relations Committee dealing with choosing participants for the Full Funding Campaign.

710.3.6 To submit a report at the first Senate meeting following each Government Relations Council meeting.

720. Club Council 720.1 Appointment of Delegates

720.1.1 Each UAF Club that is officially recognized by Student Activities may appoint one delegate to the Club Council, with additional delegates as necessary.

720.1.1.1 Club Council delegates may only be a representative for a single organization. 720.1.2 A club may replace its delegate at any time throughout the semester. 720.1.3 The club submits its appointment to the Vice-President on a form specified by the

Vice-President. The appointment becomes official 48 hours after it is submitted to the Vice President. 720.2 Meetings

720.2.1 All meetings of the Club Council shall be open to all persons. 720.2.2 Club Council shall meet a minimum of three times during each of the Fall and

Spring semesters, with the first meeting being held before the fourth week of a semester. Meetings shall be held at the time and location specified by the Club Council Rules of Procedure, or when called by the chair. 720.3 Special Meetings

720.3.1 A special meeting of the ASUAF Club Council may be called by the Club Council Chair or by the written request of 25% of the current delegates, submitted to the Club Council Chair.

720.3.2 Any special meeting of the ASUAF Club Council must be announced 48 hours in advance.

720.4 Term of office 720.4.1 The term of office of a Club Council delegate shall expire the last day of the

academic year in which they were appointed.

720.5 Authority 720.5.1 The Senate delegates responsibility for appropriation of funds in the "Club Grants

and Projects" item of the Budget to the Club Council. 720.5.2 The Club Council operates under the authority and direction of the Senate.

721. Powers and Duties of Club Council 721.1 To adopt Bills utilizing funds in the "Club Grants and Projects" item of the ASUAF

Budget. 721.2 To adopt Resolutions expressing the will, decision, or sentiment of the Council or

of the Recognized Clubs at UAF. 721.3 To establish those committees necessary for its investigations and actions. 721.4 To determine and enforce the rules of its proceedings and, with the concurrence

of three-fourths, expel a delegate for the remainder of the meeting.

722. Powers and Duties of Club Council Delegates 722.1 Club Council delegates may only be a representative for a single organization

and can only vote for that student organization.

723.1 Attendance 723.1.1 Any club without delegate representation at a single scheduled Club Council

meeting shall be removed from consideration for Club Council funding for that semester. 724. The Club Council Chair

724.1.1 The Club Council Chair shall be the Vice-President of ASUAF. 724.1.2 If the office of the Club Council Chair is vacated during the term of office, the

temporary successor shall be the Chair of the Rules Committee. If the Chair of the Rules Committee is unwilling or unable to be the temporary Chair of Club Council, then the Chair of the Finance Committee is the next temporary successor. 724.5 Powers and Duties of the Club Council Chair

724.5.1 To preside over meetings of the Club Council. 724.5.2 To prepare the agenda and schedule a meeting room for Club Council. 724.5.3 To authenticate, by signing, all acts, orders, and proceedings of Club Council,

and to be obligated to act on or enforce the will of the Club Council. 724.5.4 To keep accurate files of all Club Council business, including but not limited to

minutes, agendas, bills and resolutions. 724.5.5 To receive petitions for funding from recognized clubs. 725. The Club Council Clerk 725.1.1 The election of the Club Council Clerk will take place at the second meeting in

the fall semester.

725.1.2 The term of office of the Club Council Clerk shall be the remainder of the academic year in which he or she was elected.

725.1.3 If the position of Club Council Clerk becomes vacant during the school year, Club Council shall elect a replacement at the next regular meeting.

725.5 Powers and Duties of the Club Council Clerk 725.5.1 To assist the Chair of Club Council as needed. 725.5.2 To record minutes at Club Council meetings. 725.5.3 To present the minutes to the Chair within 72 hours after each meeting. 726. Club Council Committees 726.1.1 Club Council shall have the following standing committees: Rules Committee Finance Committee Organizing Committee; 726.1.2 No delegate shall chair more than one standing committee but delegates may

chair position within Club Council.

726.5 Rules Committee

726.5.1 Powers and Duties of the Rules Committee 726.5.1.1 To propose Club Council Rules of Procedure revisions.

726.5.1.2 To propose Club Council Bylaw revisions to the Senate. 726.5.1.3 To codify standing Rules of Procedure and decorum of Club Council. 726.5.1.4 To insure the Club Council Rules of Procedure and ASUAF Bylaws are enacted

726.6 Finance Committee

726.6.1 Powers and Duties of the Finance Committee 726.6.1.1 To formulate policy and procedure for the expenditures allowed under the ASUAF

budget, with the advice and consent of Club Council. 726.6.1.2 To outline procedures of these duties in the Club Council finance procedure

manual. 726.6.1.3 To be familiar with the finance procedure manual. 726.6.1.4 To evaluate the finance procedure manual in the last month of each semester. 726.6.1.5 To receive the assistance of the ASUAF Student Leadership Coordinator in

obtaining information that the committee needs to fulfill their duties.

726.6.5 Finance Committee Chair

726.6.6 Powers and Duties of the Finance Committee Chair 726.6.6.1 To present a budget summary to Club Council biweekly. 726.6.6.2 To maintain accurate club funding records.

726.7 Organizing Committee

726.7.1 Powers and Duties of the Organizing Committee 726.7.1.1 To encourage the participation of all recognized clubs in Club Council. 726.7.1.2 To increase student awareness of club activities. 726.7.1.3 To coordinate with the Student Activities Office to organize events which

promote student awareness of clubs. 726.7.1.4 To facilitate events held by Club Council.

726.7.5 Organizing Committee Chair

726.7.6 Powers and Duties of the Organizing Committee Chair 726.7.6.1 To have a working relationship with the Student Activities Office. 726.7.6.2 To coordinate efforts with the ASUAF Organizing Director.

727. Oversight 727.1.1 The Vice-President shall report to the Senate any appropriations made under the

authority of the Council. 727.1.2 All Club Council appropriations must go through the Senate for final approval 727.1.3 All Club Council bills will be immediately put into Second Reading

727.1.4 The President shall have the same power of veto over Club Council Bills as over Senate Bills.

727.1.5 A vetoed Club Council Bill shall be considered by the Senate to determine whether the veto is overridden.

730. The Tanana Valley Campus Student Governance Council

730.1 Membership 730.1.1 The TVC Advisory Council will serve as the TVC Student Governance Council. 730.1.2 The Council shall elect its own chair from its membership.

730.2 Meetings 730.2.1 The TVC Student Governance Council shall meet regularly once every two weeks

and at the calling of the chair or written request of four (4) members. 730.2.2 All meeting times shall be publicly posted no later than 72 hours in advance of

the meeting.

731. Powers and Duties of the Tanana Valley Campus Student Governance Council

731.1 To keep and maintain Rules of Procedure. 731.2 To work within ASUAF on issues relating to the Tanana Valley Campus under the

authority of the ASUAF Vice President. 731.3 To write, propose, debate, and pass bills on behalf of the TVC Student

Governance Council, subject to veto or signature of the ASUAF Vice President. 731.3.1 To spend money from the TVC Student Governance Council line of the budget

subject to veto or signature of the ASUAF Vice President. 731.4 To write, propose, debate, and pass resolutions on behalf of the TVC Student

Governance Council, to be signed by the ASUAF Vice President. 731.5 To write, propose, debate, and pass resolutions on behalf of the TVC Student

Governance Council, to be signed by the ASUAF Vice President. 731.6 To write, propose, debate, and pass directives to its members and the ASUAF

Vice President, provided that said directives deal directly and only with TVC business.

731.7 To overturn the veto of the ASUAF Vice President by 2/3 vote. 731.8 To establish committees made of members set by their discretion.

732. Powers and Duties of the Tanana Valley Campus Student Governance Council Chair

732.1 To preside over the TVC Student Governance Council.

800. Non-ASUAF Assemblies 800.1 A Non-ASUAF Assembly is any assembly that is not under the jurisdiction of

ASUAF, but to which ASUAF appoints members. These include but are not limited to the UAF Governance Coordinating Committee, System Governance Council, and the Coalition of Student Leaders.

605. Appointment of Students to Campus Committees 805.1 Except as otherwise stated, all student appointments shall be made by the

ASUAF President, and approved by a vote of the Senate. 805.2 The ASUAF President may authorize another student organization to appoint

students to specific committees, all appointees will be confirmed by two-thirds vote of the Senate.

805.3 The ASUAF Senate shall assist the ASUAF President in recruiting students to serve on committees.

805.4 Each applicant for committee membership must be interviewed by the ASUAF Senate or one of its committees.

805.5 Unless otherwise directed, ASUAF shall only appoint students to fill committee vacancies.

805.6 All student appointments shall expire at the end of the Spring Semester unless specifically extended by both the ASUAF President and two-thirds vote of the ASUAF Senate.

810. Duties of ASUAF Appointees and other ASUAF Committees 810.1 To be subject to the same rules as the ASUAF Senate regarding meeting

attendance. 810.2 To report to the ASUAF Senate, in writing or in person, information regarding

student concerns and issues at the Senate meeting following each meeting of the assembly upon which they hold a seat.

810.3 To express the positions of ASUAF to the assembly upon which they hold a seat.

615. Removal of ASUAF Appointees 815.1 Any ASUAF appointee may be removed for cause through the impeachment

process from their committee assignment. 815.2 The ASUAF President may remove any ASUAF appointee without cause, unless

this action is overturned by two-thirds vote of the ASUAF Senate. 815.3 The ASUAF Senate may remove any ASUAF appointee without cause, with a two-

thirds vote of the Senate.

820. The Coalition of Student Leaders 820.1 As the Charter of the Coalition of Student Leaders specifies that ASUAF is a

member, ASUAF accepts its position, and considers filling it to be their responsibility.

821. ASUAF Representation on the Coalition of Student Leaders 821.1 The term of office of ASUAF’s Representative to the Coalition of Student Leaders

shall be one year, and shall begin on May 1st. 821.2 During April of each year, the ASUAF Senate shall elect an ASUAF member to

serve as ASUAF Representative on the Coalition of Student Leaders for the following year. This person may simultaneously hold another elected office in ASUAF.

821.3 If at any time the ASUAF’s Coalition Representative is unavailable to attend a meeting of the Coalition of Student Leaders, they shall be succeeded in order by:

821.3.1 The ASUAF President;

821.3.2 The ASUAF Senate Chair; and 821.3.3 The Chair of the Executive, Internal Affairs, Student Affairs, University Relations,

or Public Relations Committee, in that order.

900. ASUAF Departments 900.1 ASUAF has the following departments: 900.1.1 Public Relations; 900.1.2 Government relations; and 900.1.3 Sustainability.

910. ASUAF Directors 910.1 Job descriptions shall be recorded and maintained in the ASUAF Employees

Manual. Positions shall be for terms specified in respective contracts to be reviewed annually.

911. Powers and Duties of the ASUAF Directors 911.1.1 Every ASUAF Director or a representative will come to report to the Senate once

every third Senate meeting, detailing the exact number of hours worked for the previous three weeks.

911.1.2 Each department head shall submit an itemized budget to the ASUAF President as a part of ASUAF’s regular budgetary process.

911.1.3 Each department head shall maintain regular-posted office hours. 911.1.4 To present to the Internal Affairs Committee by the 31st of March a “Year in

Review” report which shall include but is not limited to how closely the department followed its bylaws and details of progress the department made towards the goals of ASUAF.

920. Public Relations Department

921. Duties of the Public Relations Department 921.1 The Public Relations Department works with the students, staff, and elected

officials of ASUAF for the implementation and development of strategies and activities regarding issues and matters that the ASUAF prioritizes.

921.2 The Public Relations Department duties include campus outreach, staffing and developing campus events, providing technical assistance and recruitment to ASUAF events and functions.

921.3 Work with student leaders to positively publicize the ASUAF. 921.4 Assist with coordination of media outreach, and publicity events, to build

awareness and support for the ASUAF and its positions on issues. 921.5 Develop and implement organizing and advocacy training programs for student

leaders at ASUAF and in the campus community 921.6 To be ASUAF's official lobbyists to the Alaska State Legislature, the Governor of

the State of Alaska, the Fairbanks North-Star Borough Assembly, and the Fairbanks City Council, and any other student or governmental entity in which ASUAF has membership or interest.

926. Public Relations Department Director 926.1 The Public Relations Department Director will meet regularly with the President

and the Senate to determine the priorities of ASUAF. 926.2 To be the Chair of the Government Relations Council and hold regular meetings

at least once per month while the legislature is in session. 926.3 To, during the State Legislative Session, give weekly Government Relations, and,

when applicable, Government Relations Council reports to the ASUAF Senate. 926.4 To track and report on issues of importance to the students of UAF currently

facing official in the Executive, Legislative, and Judicial branches of local, state, and national governments

926.5 To be the ASUAF historian.

930. Recycling Department

931. Duties of the Recycling Department 931.1 To provide a recycling service to the UAF campus community. 931.2 Upon hiring a new employee to the recycling department, a survey of recycling

bins on campus should be conducted. The survey must be completed within two weeks of being hired. This survey should be compared to the previous survey to ensure no errors were made.

931.3 Every building on campus with a recycling bin should be checked at least every two weeks.

931.4 A recycling newsletter should be produced once a semester.

935. Recycling Director

936. Duties of the Recycling Director 936.1 To meet with the borough as necessary to coordinate efforts, to share

information and/or to review and make/receive recommendations regarding policy changes.

936.2 To review the recycling program in the department’s “Year in Review” report, including, but not limited to, the costs of the recycling program as a whole, the costs of recycling individual materials, and recommendations regarding changes to the recycling program.

936.3 To investigate the feasibility of adding to the recycling program. 936.4 To create and maintain a Recycling Department manual. 936.5 To update the Recycling Department’s website at least every two months.

940 Sustainability Department 940 Duties of Sustainability Department 941.1 To improve and coordinate efforts of sustainability on campus and in the

community. 945 Sustainability Director

946 Duties of the Sustainability Director 946.1 To work to provide a more sustainable campus community. 946.2 To meet with, as necessary, sustainability efforts by students, faculty,

administrative, and community groups to coordinate efforts, to develop a more sustainable campus community, specifically including the Chancellor’s Sustainability Task Force.

946.3 To assist the recycling director in the maintenance of recycling department programs.

946.4 To assist clubs in the coordination of an event celebrating Earth Day on or near Earth Day each year.

946.5 To act as a liaison between the ASUAF student government and any administrative employees who are tasked with considering or overseeing sustainability improvements at UAF.

946.6 To advertise in ways in which students can participate in more sustainable practices or activities that UAF has to offer.

1000. Elections Board 1000.1 No announced candidate may serve as an election official, poll worker, arbiter of

election disputes, counter of ballots, or help conduct the election in any way. 1000.2 The chair of the ASUAF Elections board shall be 1000.2.1 The ASUAF Vice-President, unless disqualified by 800.1 above; or 1000.2.2 The ASUAF Senate Chair, unless disqualified by 800.1; or 1000.2.3 The ASUAF Senate Executive Committee Chair, unless disqualified by 800.1; or 1000.2.4 A member of ASUAF appointed by the President and confirmed by the Senate. 1000.3 The other four members of the ASUAF Elections Board shall be: 1000.3.1 Two ASUAF members elected by the Senate; and 1000.3.2 Two ASUAF members appointed by the ASUAF President.

1010. Powers and Duties of the Elections Board 1010.1 All ASUAF elections, repeal, recall, and referendum elections, and any special

elections deemed necessary with the advice and consent of the Senate shall be conducted and administered by the ASUAF Elections Board.

1010.2 The Elections Board shall conduct elections according to The ASUAF Elections Manual approved by the Senate.

1010.2.1 The Elections Board may make amendments to the Elections Manual so long as they are approved by a 2/3 vote of the ASUAF Senate.

1010.2.2 Changes to the Elections Manual take effect immediately upon 2/3 vote of the Elections Board, until the Senate’s first opportunity to approve or disprove of the changes.

1020. Term of Office 1020.1 The term of office of an Elections Board member shall be from the time of their

appointment to the time when the results of the current election become final.

1100. ASUAF Concert Board

1110. Membership

1110.1 The Senate shall appoint one member to the Concert Board no later than the fourth regular meeting of the ASUAF Senate in the Fall Semester, who shall serve until the end of the academic year.

1110.2 Should the seat become vacant before the end of the academic year, the Senate shall appoint a new member who shall serve until the end of the current academic year.

1110.3 The ASUAF Student Affairs Committee Chair shall serve as the Senate’s appointed member of the Concert Board during any vacancies.

1120. Financial Oversight 1120.1 All expenditures of the ASUAF Concert Board must be reported to the ASUAF

Senate through the ASUAF Senate Chair at the meeting of the Senate immediately following the approval of the expenditure by the ASUAF Concert Board

1120.2 The Senate may overturn all or part of an expenditure of the ASUAF Concert Board by 2/3 vote

1120.2.1 If the ASUAF Senate does not address the expenditure at its next regular meeting, it is assumed that the Senate did not overturn any of the expenditure.

1120.2.2 If an expenditure must be made prior to the next regular Senate meeting, then the Concert Board chair must contact the ASUAF President or acting President within 12 hours of the adjourning of the Concert Board meeting to request a meeting of the Executive Council

1120.2.2.1 If the President does not convene the Executive Council it is assumed that the Executive Council did not overturn any of the Concert Board’s expenditure.

1120.2.2.2 The Executive Council may overturn all or part of an expenditure of the ASUAF Concert Board by 3/4 vote.

1120.2.3 The President shall report the expenditure and the Executive Council’s actions, if any, on the expenditure to the Senate at the next regular meeting.

1120.3 If the Senate is not in session, the ASUAF President or acting president shall have veto power over the Concert Board’s expenditures and must report his or her actions, if any, to the ASUAF Executive Officer.

1120.4 An end of the year budgetary report shall be provided by the Concert Board to the ASUAF Executive Committee by the first week in April

1200. Financial Procedure 1200.1 The fiscal year for ASUAF shall begin on the first day of July and end on the last

day of June.

1210. Annual Budget Process 1210.1 The ASUAF President shall present a Budget proposal to the Senate Chair on or

before the Thursday following spring break at 4pm. 1210.2 The Senate Chair shall present the Budget to the Senate in the form of a Bill. 1210.3 The Senate shall pass a Bill establishing the ASUAF Budget for the following fiscal

year on or before the last day of April. 1210.4 Each line of the budget, if not either self-descriptive or specifically outlined in

these Bylaws, shall be accompanied by a short description detailing what it may properly be used for.

1220. Appropriations 1220.1 Any motion involving the transfer of funds from any ASUAF account must be

presented to the Senate in the form of a Bill. 1220.2 The ASUAF Senate shall entertain no legislation calling for the increase of the

Student Government Fee before January 1, 2001. 1220.3 No funds belonging to ASUAF may be utilized for any purpose whatsoever except

as approved in the Budget or these Bylaws. 1220.3.1 No funds belonging to ASUAF may be utilized for the purchase of alcohol or

tobacco products, or firearms. 1220.4 Any bill involving the transfer of funds from any ASUAF account must be approved by a roll call vote of the Senate. 1220.4.1 Any bill involving the transfer of funds from the ASUAF Rollover account must be approved by a two-thirds vote.

1230. Senate Expenditures 1230.1 A Section of the Budget shall be entitled “Senate Expenditures”. 1230.2 The “Senate Expenditures” Section of the Budget shall contain at least the

following items: 1230.2.1 Senate Projects 1230.2.2 ASUAF Travel 1230.2.3 Club Council Grants and Projects 1230.2.4 Student Travel Fund 1230.2.5 Committee Discretionary

1231. Senate Projects 1231.1 The Senate Projects item is the item which holds all unallocated revenue. 1231.2 If actual revenue from ASUAF Student Activity Fees falls short of or exceeds the

estimated revenue, the difference shall automatically be made up in the Senate Projects item.

1231.3 The Senate Projects item of the Budget may be allocated, by Bill, for any purpose, including such expenditures as may be covered elsewhere in the Budget.

1231.4 No more than half of the Senate Projects fund may be used before the last day of December of the fiscal year.

1231.5 With 3/4 vote of the Senate, more than half of the Senate Projects fund may be used before the last day of December of the fiscal year.

1232. Club Grants and Projects 1232.1 A Student Club is a club composed entirely of members of ASUAF; a Campus

Club is a club a majority of whose members are members of ASUAF. 1232.2 A Student Club or Campus Club may apply to the ASUAF Club Council for funding

from the “Club Grants and Projects” item of the Budget. 1232.3 No more than half of the Club Grants and Projects Fund may be used before the

last day of December of the fiscal year.

1233. Student Travel Fund 1233.1 The Student Travel Fund may only be used for transportation of ASUAF members

to, from, and during competitions, conferences or internships, or for the cost of hotel rooms during the competitions, conferences or internships.

1233.2 No more than half of the Student Travel Fund may be used before the last day of December of the fiscal year.

1233.3 The money being requested must be used within the current fiscal year.

1234. Executive Contingency 1234.1 All use of the Executive Contingency item must be reported to the Senate at its

first regular meeting following such use. 1234.2 The ASUAF President may use up to $150 per month of the Executive

Contingency item without prior approval. 1234.3 The ASUAF Vice-President may use up to $100 per month of the Executive

Contingency item without prior approval. 1234.4 The Senate Chair may use up to $150 per month of the Executive Contingency

item without prior approval. 1234.5 Each Senate Committee Chair may use up to $100 per fiscal year of the

Executive Contingency without prior approval, not to exceed $50 per semester.

1235. Committee Discretionary Fund 1235.1 All use of the Committee Discretionary Fund must be reported to the Senate at

its first regular meeting following such use. 1235.2 A majority vote of committee members is required to allocate funds from the

Committee Discretionary Fund without the prior approval of the Senate. 1235.3 The Committee Discretionary Fund may be used at the discretion of the

committee to assist in the performance of the duties of that committee as established in bylaw.

1235.4 No more than half of the money allocated to a committee from the Committee Discretionary Fund may be used before the last day of December of the fiscal year.

1235.5 The Senate Executive Committee may use up to $150 per year from the Committee Discretionary Fund.

1235.6 The Senate Internal Affairs Committee may use up to $200 per year from the Committee Discretionary Fund

1235.7 The Senate Student affairs Committee may use up to $500 per year from the Committee Discretionary Fund.

1235.8 The Senate University Relations Committee may use up to $150 per year from the Committee Discretionary Fund.

1235.9 The Senate Public Relations Committee may use up to $500 per year from the Committee Discretionary Fund.

1236.0 The Summer Committee may use up to $300 per year from the committee discretionary fund.

1240. End-of-Year Balance 1240.1 All unused funds belonging to ASUAF at the end of the fiscal year shall be

accounted for in the budget for the following fiscal year.

1300. Miscellaneous

1301. Resignation 1301.1 Resignations must be submitted in writing to the designated person(s) below: Resignee Submit Resignation to: President Senate Chair & Vice President Vice President President & Senate Chair Senate Chair President & Executive Chair Director/Assistant President & Director Senator Senate Chair Other President & Senate Chair

1302. Biweekly Faculty/Staff Recognition 1302.1.1 Any ASUAF member may nominate, in writing, one Faculty and/or Staff member

for the Biweekly recognition award. 1302.1.2 The nominations are due at 5:00 PM on the Monday before the regular Senate

meeting, at which the results are to be announced. 1302.2 After the nominations are in until one-half hour before the Senate Meeting on

Sunday, the ASUAF President, any ASUAF Director, and any ASUAF Senator may cast a ballot for one Faculty member and one Staff member.

1302.3 The results of the process will be announced at the Senate Meeting during "Senate Chair Remarks".

1302.4 The award shall be placed on ASUAF letterhead and signed by the ASUAF President, the Senate Chair, and the Senate Clerk and delivered to the honoree.

1302.5 Copies of the award shall be forwarded to the Sun-Star, KSUA, and KUAC for dissemination to the entire public.

1303. Student Travel Contract 1303.1 All students traveling on ASUAF funds shall be required to sign the Student

Travel Contract. 1303.2 The Student Travel Contract shall be amended by resolution of the Senate and

approval of General Council. 1303.3 Timely appeals of disciplinary complaints shall be submitted no later than 10

calendar days after the completion of travel, or the end of the fiscal year, whichever is sooner.

1304. Initiative Process 1304.1 A petition, to be valid, must include the following on each page: 1304.1.1 “We, the undersigned, support the inclusion of the following question:” 1304.1.2 The exact wording of the question to be placed on the ballot. 1304.1.3 “on the next general ballot”, or “on a special ballot to be voted upon on” and the

requested date of the election.

1310. Honorary Titles: 1310.1 ASUAF honors its outstanding members, who have served the students far

beyond the call of duty, by conferring honorary titles, which are applicable for the life of the member.

1310.2 These honorary titles may only be conferred upon persons who have received a degree from UAF, and are not currently serving in any elected or appointed position in ASUAF.

1310.3 An honorary title is conferred by adopting a Senate Resolution by the appropriate vote, naming the honoree and the title to be conferred.

1310.4 Upon the conferral of an honorary title, the Clerk shall prepare a certificate honoring the conferee, to be signed by the President, Senate Chair, and Senate Clerk.

1311. President Emeritus 1311.1 A former President of ASUAF, who 1311.1.1 has consistently shown great concern for the welfare of the students of UAF; 1311.1.2 has continued to be an advocate for students following his or her graduation

from UAF; and 1311.1.3 has served beyond the call of duty in his or her position as President; 1311.2 May be elected President Emeritus by three-quarter vote of the Senate and

approval by the current President. 1311.3 A President Emeritus is addressed as "President" and enjoys the full privilege of

debate in any meeting of the Senate.

1312. Senator Emeritus 1312.1 Any former ASUAF Senator who 1312.1.1 has consistently shown great concern for the students of UAF; 1312.1.2 has improved the quality of ASUAF or of student life; and 1312.1.3 has served far beyond the call of duty in his or her position as Senator; 1312.2 May be elected Senator Emeritus by three-fourths vote of the Senate and

approval by the President. 1312.3 A Senator Emeritus is addressed as "Senator" and enjoys the full privilege of

debate in any meeting of the Senate.

1313. Honorary Member 1313.1 Any former member of ASUAF who 1313.1.1 Has shown great leadership while a member of ASUAF; 1313.1.2 Has assisted ASUAF, either as an employee or volunteer, far beyond that

typically shown by ASUAF members; and 1313.1.3 Continues to show concern for the welfare of UAF students; 1313.2 May be elected an Honorary Member of ASUAF by three-fourths vote of the

Senate and approval by the President. 1313.3 An Honorary Member of ASUAF enjoys the full privilege of debate at any meeting

of the Senate.

1314. Nominations for Honorary Titles 1314.1 Nominations shall occur twice per semester; once at a senate meeting near

midterms, and once at the final senate meeting of the academic year.

1315. Rescinding an Honorary Title 1315.1 Any President Emeritus, Senator Emeritus, or Honorary Member may have his or

her honorary title revoked by a three-fourths vote of the senate.

1400. Amendment 1400.1 Amendments are considered effective immediately upon signature by the

President or the expiration of the veto deadline, unless the bill creating the amendment states otherwise.

1400.1 Bylaws may be amended or rescinded by a Bill. Such a Bill requires a 2/3 vote of the Senate.

1400.2 New Bylaws may be created which would not conflict with current Bylaws by a Bill. Such a Bill requires a majority vote of the Senate..

1400.3 New Bylaws may be created which would specifically take precedence over old Bylaws by a Bill. This is a partial recession of the old Bylaw and therefore requires a 2/3 vote of the Senate.

1400.4 Footnotes 1400.4.1 Footnotes shall be suggestions from the Senate on how to interpret a cited bylaw

and shall not be binding upon the Association. 1400.4.2 Footnotes shall be created/rescinded by a resolution passed by majority vote of

the ASUAF Senate. 1401.1 Recession and amendment of old Bylaws and creation of new Bylaws may be

implicitly required, rather than explicitly stated, by a Bill. If a Bill of this form passes, the Senate Executive Committee is to make the appropriate changes and report the changes to the Senate.
