Background:
Himachal Pradesh State Biodiversity Board organised one day training workshop on
“Mainstreaming Biodiversity: Sustaining People and their Livelihoods” with special focus on
implementation of Biological Biodiversity Act, 2002 and Rules, 2004 in Himachal Pradesh, on
26th March, 2017 at Padam GSSS, Rampur Bushahr District Shimla, for the stakeholders namely;
Gram Panchayat Pradhans of Development Block Rampur, Nankhari and Narkandha District
Shimla and officials from line departments like Forest, Agriculture, Horticulture, Education,
Animal Husbandry, Ayurveda Departments, and officers from local administration of Rampur
Tehsil of District Shimla. The Training workshop was organized for increasing understanding
and awareness about importance of biodiversity, role and issues concerning biodiversity
conservation and sustainable use of bio-resources and Biological Diversity Act, 2002 and Rules,
2004, diversity of Medicinal plants in Himachal Pradesh, Biodiversity of Himachal Pradesh,
Constitution of Biodiversity Management Committees (BMCs) at local body level, their role and
duties, preparation of People’s Biodiversity Registers and Access and Benefit Sharing (ABS)
provisions of Biological Diversity Act .
One day training workshop on “Mainstreaming Biodiversity: Sustaining People and their
Livelihoods”, with focus on implementation of Biological Biodiversity Act, 2002 and Rules,
2004 in the State was organised as per the Technical Schedule prepared by Himachal Pradesh
State Biodiversity Board (Annexure-I).
Inaugural Session
The participants of Gram Panchayats of three Development Blocks of the district namely
Rampur, Nankhari and Narkandha and officials from line departments like Forest, Agriculture,
Horticulture, Education, Ayurveda Departments, and officers from local administration of
Rampur Tehsil of District Shimla were registered from 10.00 am to 10.30 am by the Himachal
Pradesh State Biodiversity Board at Auditorium of Padam GSSS, Rampur Bushahr, Shimla.
The One day training workshop on “Mainstreaming Biodiversity: Sustaining People and their
Livelihoods”, with focus on implementation of Biological Biodiversity Act, 2002 and Rules,
2004 in the State was organised by Himachal Pradesh State Biodiversity Board in collaboration
with Forest Department, Rampur Circle, district Shimla in which about 109 stakeholders namely;
Panchayat representatives of Development Block Rampur, Nankhari and Narkandha District
Shimla and officials from line departments were present. The list of participants has been
enclosed at Annexure-IV. The brief information about participants who attended the workshop
has been given in the table as follows:-

The function started by lighting of the Lamp by the Chief Guest Mrs. Archana Sharma, Director
Environment Science, Technology and Environment, Himachal Pradesh. Sh. K Kaisth, Principal
Scientific Officer, Himachal Pradesh State Biodiversity Board welcomed the participants and
other dignitaries on the dias and other participating stakeholders of biodiversity viz., Panchayat
Pradhans, Members of Gram Panchayats and officials from Forest, Agriculture, Horticulture,
Education, Animal Husbandry and Ayurveda.
Sh. Kunal Satyarthi, Joint Member Secretary, HPSBB welcomed Chief Guest, other dignitaries,
Panchayat Pradhans and officers/officials participating from the line departments. He briefed the
participating stakeholders about the background and purpose of organising One day training
workshop on awareness about Biological Biodiversity Act, 2002 and Rules, 2004, and its
implementation in the State with focus on “Mainstreaming Biodiversity: Sustaining People and
their Livelihoods”. He informed the participants that Himachal Pradesh State Biodiversity Board
has selected four Districts on priority basis, namely; Sirmaur, Kullu, Chamba and Shimla for
organising such type of one day training workshops. In current financial year HPSBB has
organised four training workshops in District Sirmaur (22nd May, 2016), District Kullu (22nd
June, 2016), in District Chamba (1st July, 2016) and Shimla (9th February, 2017 for 7 Blocks i.e.
Rohru, Jubbal-Kotkhai, Basantpur, Theog, Mashobra, Chopal and Chhohara).
The Chief Guest Mrs. Archana Sharma, Director, Department of Environment, Science and
Technology, HP-cum-Member Secretary, HP State Biodiversity Board in her opening remarks
greeted the dignitaries, Panchayat Pradhans and officers/officials participating from the line
departments. In her inaugural address she highlighted the importance of biodiversity and
Biological Diversity Act, 2002 provisions and its implication amongs Panchayat Pradhan,
departments and other agencies working at the grassroot level and sharing the benefits accruing
out of the use of biological resources and traditional knowledge based on local bio-resources at
the local body level as per the provisions enshrined in the Biological Diversity Act, 2002 &
Rules, 2004 for prosperity and posterity of the State. She also stressed the need to conserve the
traditional agricultural crop and indigenous technological knowledge associated with the use of
local biological resources. She elaborated the objectives of the one day training workshop on
“Mainstreaming Biodiversity: Sustaining People and their Livelihoods”.
In the special address delivered by Dr. Nipun Jindal, Sub-Divisional Magistrate (SDM) Rampur,
he thanked the Himachal Pradesh State Biodiversity Board for organizing one day Training
workshop in collaboration with Forest Department. He highlighted the various levels of
biodiversity on earth and their interdependence among them with simple examples. He asked the
participants for taking active role in conservation of mountain ecosystems and sustainable use of
the bio-resources at local body level.
Sh. Anil Thakur, Chief Conservator of Forests, Rampur Circle in his special address appreciated
the role of HP State Biodiversity in the implementation of BD Act, 2002 in the State and assured
about full cooperation of the officials of Rampur Circle for implementation of the Biological
Diversity Act, 2002 in the Circle.
Sh. Ashok Negi, Divisional Forest Officer Rampur, Forest Circle Rampur, thanked the Chief
Guest, all the participants, distinguished guests and officials of Forest department and all the
representatives of PRIs and officials of Himachal Pradesh State Biodiversity Board for
participation in the one day training workshop.
Technical Session-I
After the tea break Technical Sessions were held. Sh. Kunal Satyarthi, Joint Member Secretary,
HPSBB, delivered made a presentation to the stakeholders about biodiversity, importance of
biodiversity status, threats/issues, sustainable use with special reference to the valuable
bioresources conservation needs in the State of Himachal Pradesh in general and Shimla District
in particular.
Thereafter, a Skit on “Biodiversity and Man” highlighting the importance and need for
conservation of biodiversity was performed by the Eco-clubs students of Padam GSSS, Rampur
Bhushahr.
Sh. Kunal Satyarthi, Joint Member Secretary, HPSBB, gave a presentation on the provisions of
Biological Diversity Act, 2002 and Biological Diversity Rules, 2004 with special focus on
Access and Benefits sharing (ABS) accruing out of the use of biological resources and traditional
knowledge based on local bioresources and how to meet the objective “Mainstreaming
Biodiversity: Sustaining People and their Livelihoods” of the workshop. He said that
Biodiversity Management Committees (BMCs) are to be constituted in all Panchayats of
Himachal Pradesh with the aim to empower the stakeholders for management of biodiversity at
local body level in the Districts.
Technical Session-II
Sh. K. Kaisth, Principal Scientific Officer, HP State Biodiversity Board in his presentation made
the participants aware about constitution of Biodiversity Management Committees (BMCs)
under Section 41(1) of the Biological Diversity Act, 2002 at Local Body level, their role in
implementation of Biological Diversity Act, 2002. He elaborated in detail regarding the
procedure adopted for constitution of BMCs and way of filling the Proforma/Format used for
constitution of Biodiversity Management Committees (BMCs) at Panchayat level. The role and
duties of BMCs after constitution of BMCs by the local bodies were highlighted to the
participants.
Dr. Dinesh Gupta, Project Associate, HP State Biodiversity Board gave a presentation regarding
the need to prepare People’s Biodiversity Registers (PBRs) at local body level. He elaborated
how to fill up the requisite information in the format and Annexures for preparation of PBRs at
Panchayat level by the BMCs. He informed that PBR will not only contain data on flora and
fauna of the Panchayat but would also document information on Peoples scape, Landscape,
Sacred groves, Biodiversity hotspots, Rituals and Indigenous Technical Knowledge (ITK) of the
local people about local bio-resources.
Thereafter, General discussions were held regarding inputs from stakeholders by way of
Questions and Answers. The target for constitution of Biodiversity Management Committees at
the Panchayats Level was fixed upto 10th April, 2017. Sh. Partap Chauhan, Block Development
Officer, Rampur assured Sh. Kunal Satyarthi, Joint Member Secretary and Sh. K. Kaisth,
Principal Scientific Officer, that all the Panchayts falling under the Development Block Rampur
will constitute Biodiversity Management Committees at the Panchayats Level.
The training workshop ended with discussion and planning for future action which was done
under the guidance and supervision of Sh. Kunal Satyarthi, Joint Member Secretary and Sh. K.
Kaisth, Principal Scientific Officer, Himachal Pradesh State Biodiversity Board. It was decided
that in the up-coming Gram Sabha of the Panchayats in month of April, 2017 Biodiversity
Management Committees will be constituted in all the participating Panchayats by the Panchayat
Pradhans. The one day workshop ended with a vote of thanks by Sh. K. Kaisth, Principal
Scientific Officer, Himachal Pradesh State Biodiversity Board, Shimla.
