FOREWORD
This report gives an overview of the delay situation in the European Civil Aviation Conference Area. This report has been prepared by the Central Office for Delay Analysis (CODA), a service of EUROCONTROL. It is based on the EUROCONTROL CODA database which contains delay data provided directly by airlines.
The report consists of an overview of the reporting period, a summary of the main delay effects, and a series of charts and graphics, which illustrate the main characteristics of the reporting period. A glossary of terms and abbreviations used throughout the report is given in Annex 1.
Airline data from the CODA database contains real recorded delays provided to CODA by airlines and is based on the difference between scheduled time of departure and actual off block time.

1. Headlines and Overview.
February 2012 saw a overall deterioration in delays from all-causes in comparison to the record lows observed in same month last year. Frankfurt airport suffered from industrial action by ramp personnel between the 16th and 29th February, there was also one day of action in France on the 29th Feb. Amsterdam and Istanbul were affected by delays due to weather conditions. Heathrow, Munich and Manchester also experienced delays. In regard ATFCM delays, these remained at a similar level to those seen in February 2011 with its contribution to the average delay per flight falling from 1.3 minutes to 1.2 minutes (Figure 4).
The average delay per delayed flight (ADD) for departure traffic from all-causes of delay was 31 minutes, this was an increase of 18%.
The percentage of flights delayed (by 5 minutes or more) increased by 4 percentage points to 37% in comparison to February 2011.
The percentage of flights delayed by more than 15 minutes on departure increased from 15% to 18%.
The average delay per delayed flight for arrival traffic from all-causes of delay was 32 minutes, this was an increase of 18%.
The percentage of flights delayed on arrival (by 5 minutes or more) increased by 4 percentage points to 38% in comparison to February 2011.

Analysis of the delay causes contributing to the February 2012 average delay per flight of 11.6 minutes (Figure 3) shows a significant increase in the contribution of reactionary delay, this delay cause seeing a 37% increase to 5.2 minutes and a resultant 46% share of the total delay minutes for the month. Airline related delays also increased (up by 21%) with its share of the average delay per flight rising to 2.9 minutes from 2.4 minutes in February 2011. Non-ATFM related weather delay saw an increase following the poor weather conditions experienced in Istanbul, Amsterdam, Heathrow and Manchester up to 1.2 minutes.

Looking further into the history of the ATFCM proportion the primary delay Figure 5, the en-route share of primary delay was 5% in February 2012, this was slightly higher share than the record lows observed in 2009. Although the share of delay minutes was lower, the contribution to the average delay per flight remained at a similar level to that of February 2011 Figure 4.

2. All-Causes Departure Delay Summary 1
The average delay per delayed flight (ADD) for departure traffic from all-causes of delay was 31 minutes.
The average delay per flight from all-causes of delay increased by 30% to 12 minutes in February Figure 6.
In February 2012 punctuality performance declined in comparison to that seen in February 2011, 42% of flights departed within the 5 minute threshold before or after the scheduled departure time; a fall of 2 percentage points. Flights departing >15 minutes ahead of schedule increased by 4 points to 19% (see Figure 7).

The analysis was based on airline data provided to CODA. Unless otherwise mentioned, a flight is considered delayed/advanced as from 5 minutes.

When analysing the average delay per flight and share of delay minutes for all causes grouped by IATA codes: Reactionary delay saw an increase in its contribution to the average delay per flight rising from 3.8 to 5.2 minutes. There was significant change in non-ATFM weather related delay with this cause seeing a 6 percentage point increase in share. Technical and Aircraft Equipment, Restrictions at Departure Airport, Passenger and Baggage and Aircraft and Ramp Handling delays experienced small increases in their contribution towards the average delay per flight, however their percentage share of the delay minutes fell or remained at a similar level to February 2011. The link from these categories to IATA codes is summarised in Figure 16.

Analysis of the Top 20 most affected departure airports shows the higher than average shares of delay that weather had on airports during the month. Manchester saw flights suffering on departure from weather delays as well as arrival restrictions due to weather at the major hubs. Istanbul Ataturk saw significant delays due to weather and airport causes and resultant airport capacity problems particularly on the 1st of the month. Flights from Berlin-Tegel were affected by weather delays as well as the Frankfurt industrial action.

An analysis of the Top 20 Most-Affected Airport Pairs shows that Istanbul Ataturk suffered particularly on arrival following restrictions as a result of the weather experienced at the airport and knock on airport capacity problems, with domestic flights seeing large increases in delays compared to last year. Flights to Frankfurt experienced delays following the strike at Frankfurt airport. Flights arriving in Madrid from suffered delays following the industrial action in France and airport ATC capacity delays.

3. All-Causes Arrival Delay Summary 2
The average delay per delayed flight for arrival traffic from all-causes of delay was 32 minutes.
The average delay per flight on arrival from all-causes increased by 30% to 12 minutes in February when compared to last year, see Figure 12.
Regarding arrival punctuality, 25% of flights arrived on time (less than 5 minutes before or after the scheduled arrival time). In addition, flights arriving 5-15 minutes ahead of schedule decreased to 27% in February 2012 from 30% in the equivalent month in 2011.

When analysing the Top 20 affected arrival airports; Istanbul saw high shares in reactionary delays predominantly from flights that were affected earlier in the day from weather. Madrid suffered delays following the industrial action in France and airport ATC capacity delays. Flights arriving at Helsinki suffered from delays due to weather. Manchester experienced weather delays from low visibility.

In February 2012 there were 1.2% fewer flights in the EUROCONTROL Statistical Reference Area (ESRA) than in February 2011.
Madrid to Barcelona remains the busiest airport pairing in February, however flights between these cities fell by 19%, following the demise of Spanair flights on this route. In a continuation of the trend seen in 2011, flights in the Turkish domestic market continue to increase, with flights between Istanbul and Izmir, Ankara and Antalya seeing increases of 10%, 8% and 15% respectively.
