    of May, your association celebrated its Annual

    day on May 18. An added attraction to this

    programme was the release of a book ‘Probating

    the will and testament’ authored by Shri

    A.K.Anand. You will find a detailed report on this

    function in this issue. This issue also brings to you

    a guest article on ‘Walking the way to fulfillment’

    by Dr. B Venkatramani who is only 72. Similarly,

    Dr. M. R. Iyer, our esteemed member has recently

    published a collection of poems entitled ‘Bouquet

    and Garlands II’ He is just 82. It proves that

    retirement from service does not have to be the

    retirement from activities. AERWA congratulates

    both on their feats.

    A report on the Pension Adalat organized by

    BARC is also being published in this issue.

    AERWA News: AERWA Celebrates Annual Day

    AERWA celebrated its Annual Day on Saturday,

    18th May 2019 at the Multi Purpose Hall,

    Training School Hostel, Anushaktinagar. Dr.

    Sekhar Basu, former Chairman, AEC & Secretary,

    DAE was the Chief Guest and delivered the key

    note address entitled “DAE Programmes-Way

    ahead”. Dr Sreekumar Banerjee, former

    Chairman, AEC & Secretary, DAE and Shri A. K.

    Anand, former Director, Reactor Projects Group,

    BARC, were Special guests. Dr. Rushi Deshpande,

    Director, Nephrology, Jaslok Hospital delivered a

    special talk on “How to protect our kidneys”.

    About 200 participants attended the programme.

    The programme started at 10.00 AM, with

    singing of the National Anthem followed by

    paying homage to the departed members since

    December 2018 and observing two minutes

    silence in their memory.

    In his Welcome address, Dr. V K Manchanda,

    President AERWA, briefly presented the activities

    and achievements of the association. He

    highlighted the discussions between AERWA

    representatives and officials of DAE, BARC,

    Hospital, DOPPW etc., taking up pensioners’

    issues. AERWA’s interactions with nearby

    schools, Vinimay trust and Laxmi Charitable eye

    institute as part of its societal activity were also

    elaborated. He further emphasized that the

    Association remains connected with all its

    members, residing all over India and even abroad

    through its News Letter, Email, WhattsApp,

    telephone etc.

    Dr Manchanda invited more members to join in

    AERWA activities and also send their feedback

    regularly which can be published in AERWA NL.

    He made a special request to Dr Banerjee,

    Chancellor HBNI to consider the possibility of

    allowing scientists / engineers to continue as

    members of the doctoral committees of HBNI

    students post retirement. It will be a win win

    situation for students as well as retired

    committee members.

    In his key note address, Dr Sekhar Basu observed

    that the first 20 years (1954-1974) were the

    golden period for the Dept, when a focused

    approach and impressive vertical growth was

    observed. Subsequently, he opined, for various

    reasons, the focus changed and the vertical

    growth diminished. During this period there were

    efforts to grow horizontally and add new avenues

    to our domain of activity. However, this did not

    bear expected results.

    He further added, today we are in a better

    position as far as planning and execution of our

    projects are concerned. Some of these can be

    listed as:

    i. Rapid addition in capacity is taking place in

    the Nuclear Power Generation.

    ii. Most of the problems associated with the Fast

    Breeder Programme have been overcome and

    commissioning of the PFBR is expected

    shortly.

    iii. Nuclear fuel complex and the Heavy Water

    Board are capable and fully geared to support

    a much bigger Nuclear Power Programme.

    iv. Atomic Mineral Division has come up with

    discoveries of new mineral resources that can

    support a bigger power programme,

    indigenously.

    v. All the reprocessing plants are working at

    designed capacity or even more. A couple of

    integrated back-end projects are also coming

    up fast.

    The department is also fully prepared to support

    the growing demands in the fields of health care,

    food security and environmental protection, he

    added.

    Dr Basu made an appeal to the retirees: “Help

    the department to build its image.” He further

    added, as a group of retirees, AERWA can play a

    positive role in this. Work as a think tank, counter

    negative publicity, participate in discussions,

    emphasize the positive aspects of the

    departmental programmes and publish articles

    on these”.

    In conclusion Dr. Basu complemented AERWA for

    its dedicated work and suggested that scientific /

    social programmes should be chalked out to

    minimize the vacuum in the life of retirees.

    Release of the book: A book, “Probating the will

    and testament”, authored by Shri A.K.Anand was

    released by Dr. Sreekumar Banerjee, former

    Chairman, AEC & Secretary, DAE on the occasion

    of Annual Day.

    Dr Banerjee paid glowing tributes to Shri Anand.

    Professionally, a technology developer, Shri

    Anand has made immense contributions in

    indigenously developing advance technologies

    for the strategic programme of the Govt of India,

    he said. The scientific documentation acumen in

    Shri Anand was well brought out through his

    earlier publications, he further added.

    Dr. Sekhar Basu, the chief guest also gave

    compliments to Shri Anand and wished him

    success in his future endeavors. He observed that

    the book contains purely first hand information,

    written in a lucid manner and provides for

    interesting reading. The book is published by

    Frontier India Technology, Dombivli (W).

    Dr. Rushi Deshpande, Director Nephrology

    (Academics), JaslokHospital, gave a special talk

    on “How to protect our kidneys”. Dr Deshpande

    emphasized the fact that kidney is a vital organ,

    and monitoring and maintaining its health is

    extremely important for life. Busy lifestyle, lack

    of physical activity, unhealthy food habits

    together with other medical conditions like

    diabetics, high blood pressure and indiscriminate

    use of pain killers affect kidney function cause for

    stress to the kidney he said.

    A simple urine test can reveal the healthiness of

    the kidney, he said. Normally, Doctors look for

    the presence of albumin, protein and glucose in

    the urine. Urinary tract infection can also be

    detected through urine test. If needed, detailed

    tests are done for kidney function. The level of

    creatinine in the blood also gives an idea about

    the health of the kidney. Dialysis is a near perfect

    artificial method, replicating the function of the

    kidney. However, electrolyte balancing in the

    blood is not possible in dialysis. Hence,

    supplements are always required for dialysis

    patients. Dr. Deshpande further emphasized that

    Controlling diabetes & blood pressure and stress

    free living, moderate physical activity & healthy

    eating will help in maintaining kidney health.

    AERWA also presented a cheque of Rs 10000 to

    Vinimay as a gesture of AERWA’s societal

    responsibility.

    Shri Boopathy, CAO, BARC briefed the audience

    about the various initiatives being taken by BARC

    for the benefits of pensioners. He also

    highlighted the regular organization of Pension

    Adalats.

    Shri K T P Balakrishnan proposed vote of Thanks.

    The programme was anchored by Dr. Mohan

    Chougaonkar.

    Guest Article: WALKING THE WAY TO

    FULFILLMENT- During 1957 to 1962, a school boy

    used to walk from one of the by-lanes of

    Commercial Street, Bangalore, to Kanteerava

    Stadium, carrying a ‘tiffin box’ containing ‘curd-

    rice’ early in the morning to be present for the 3

    or 4-day Athletic events. He would remain

    present in the Stadium from the start till

    everyone packs off. It was the author. He was

    interested in track events. Wilma Rudolf, USA, a

    woman athlete with polio affected leg and who

    made history by winning 3 Gold medals in 1960

    Rome Olympics [100m, 200 m and 4x100m relay],

    was his “Hero”. Later, as he grew up, Miruts

    Yifter, Ethiopia, was his “Hero” having won Gold

    medals in 5000 m and 10000m in 1980 Moscow

    Olympics. Much later, he came to know about

    Emil Zatopek, Czechoslovakia, who gave a mind-

    boggling performance by winning Gold medals in

    5000m and10000m Marathon in 1952 Helsinki

    Olympics! Among the Indians, the bare-footed

    Olympian Marathoner, Shivnath Singh, was his

    “hero”.

    When he joined St. Joseph’s College,

    Tiruchirappalli, for his Pre-University Course, he

    saw during the College Sports meet, the 3 Hostels

    represented by 30 plus athletes. Only the Captain

    was representing the Day-Scholars. The author

    became an “athlete” for the Day-Scholars for the

    next 3 years of his B.SC., participating in 1500m

    and cross-country race. Though he used to come

    last in 1500 m, the message was reached.

    After joining BARC in 1968, he had run up to 5 km

    off-and-on. While in Belgium, in 1973, he used to

    run 5 km with local runners and participated in

    local cross country races.

    In 1974, with a “gut” feeling, the author

    participated in the GBRAA [Greater Bombay

    Regional Athletic Association] sponsored Annual

    Marathon race [supported by Dr D. Krishnan, of

    erstwhile, DRP]. The distance comprised 7 rounds

    from Haji Ali- Mahalaxmi- Worli Naka- Race

    Course. He did not practice much. But,

    completed 6 rounds and “fell down”. He has a

    polio-affected left leg, having smaller dimensions

    in all respects, as compared to right [one inch

    shorter left leg]. All along, he was running on one

    leg, with left being a “live crutch’. So, body gave

    way. He completed nearly 37 km.

    Under the guidance of Shri M. George John,

    State- record Holder in Fast Walking, 6 Scientists

    [including the author] from BARC, above the age

    of 30, ran a Bombay- Pune Relay run on Feb. 19,

    1978. For one full year, every Sunday, Shri John

    will train a person who has never run before in

    his life, to run 25 km at a stretch.

    The run entailed a person running 25 km, shake

    hands with the next runner, who starts running

    the next lap and so on. The run started at 2 am

    from Dadar T.T [or Khodadad Circle, Mumbai]

    and reached West End Cinema, Pune, at 5 pm

    that evening. Shri George John remains the

    author’s mentor and inspiration till date.

    The author was also a part of a 6-member cycle

    team that completed more than 1200 km stretch

    from Bombay to Chennai in 20 days [actual

    cycling for 15 days and resting for 5 days], in Feb-

    March 1974, without much fanfare; he had done

    the Bombay –Baroda stretch [nearly 400 km] in 3

    days. He had cycled in Belgium on weekends to

    nearby Holland, Germany etc.

    The real endurance programme was after

    retirement, when he undertook the 4-season Bird

    Survey Programme in Point Calimere near the

    historic [known for salt-Satyagraha] town

    Vedaranyam, Tamilnadu.

    The work involved being in the open from

    morning 6 to 11.30 am, covering nearly 4 to 5 km

    stretch of the Sanctuary [the only Ramsar Site in

    Tamilnadu], swamp and salt-pan areas. Again,

    the author undertook a 2-year survey of the flora

    and birds along the 2 banks of river Cauvery

    flowing through Tiruchirappalli, where he was

    staying. The survey involved walking a stretch of

    10 km on both sides during the weekends from 6

    am to 11.30 am.

    It was at this time the author was inspired by the

    news of a Sikh, Fauja Singh, hailing from Punjab,

    but settled in England, participating in

    International Marathons. Singh ran his first

    Marathon when he was 89 years YOUNG! Singh

    continued running well past his 100 years. His

    RUN had a “ripple effect” [like the author had]

    and soon a group called SITC [Sikh in the City]

    was formed with elderly Sikhs joining the group

    and running Marathons. So, WHY NOT ME?

    Though the author has been running, thus far, he

    feels that it is safer to walk at his age rather than

    running. In International sports meets only

    distances for (fast) walking are, 50 km and 100

    km. With the past experiences of being out for

    long period of time and days, these distances

    were SET AS TARGETS; he started his first long

    distance walk in April 2018 from Badlapur, about

    60km from Mumbai Maharashtra.

    Initially, it was 5 km, then 8 km and then 10 km

    reaching the next railway station Vangani. Next it

    was Shelu, then Neral and Bhivpuri Road [25 km

    from Badlapur]. The experience was so exciting

    and took him to Karjat [32 km]. He did Karjat 2

    times and Bhivpuri road 4 times in 2018.

    Initially, he started in the evening, but with

    sunset it became difficult to walk due to heavy

    traffic. So, the starting time was shifted to 4 am

    then 2 am, so as to reach Karjat around 11.30

    am. In 2019, he walked to Karjat twice in 10 hrs.

    On May 25/26 completed 40 km in 12 h and 30

    min. This was achieved by walking up 25 km

    [Bhivpuri] and walk back to Vangani [15km].

    Starting time was 11.30 pm at night and he

    walked all night and reached the destination by

    by 11.45 am; a night-day walk. The 40-Km night

    day walk was repeated in 12h 45minutes 0n May

    31/June 1 in 12h 45min.

    The author walks alone carrying more than 9 kg

    on his back, comprising 7 lit of water, biscuits,

    and his favourite coffee in bottles. Fortunately,

    carries no cameras; otherwise he will be

    distracted to his other hobbies. It is a non-stop

    walk, except to note down the time, distance,

    taking water, coffee, adjust the shoes & socks.

    The most difficult part of the walk is the menace

    of stray dogs (more than 6 or so) chasing the

    author in the first 2 to 3 km during the night or

    nearly 2 hrs of the walk. Driving them away

    involves lot of strain and energy. One loses all

    interest not only in walking but in life itself! Stray

    dogs are present all along the way, near

    residential areas. No respite or peace for

    common man?

    The road, Kalyan - Karjat State Highway SH35, has

    been broadened and paved since 2018; but no

    trees. The whole route is barren. No semblance

    of wind even during night. Thus far, the walk

    through the night has been safe; youngsters on

    the way enquire about my intent and offer help

    too. Police van also moves up and down; so far

    no questions asked. Possibly they are watching a

    “freak activity”.

    “The reward for having done a good work is not

    what you get from it, but what you BECOME by

    it”, so goes a saying.

    Such long distance activities bring about and

    build qualities like patience, perseverance

    endurance and acceptance, in a person, which

    are most essential to achieve something in life,

    even after retirement.

    “Be the change that you want to see”, said

    Mahatma Gandhi. The author is hopeful that his

    activity will have a “ripple effect”, and create

    awareness among people to take up enduring

    physical activities that costs nothing, except

    one’s efforts, builds physical and mental stamina;

    more than that, exhilarating and very fulfilling,

    giving a sense of achievement.

    Important OMs/GO

    1. CPAO, vide OM No CPAO/ IT &Tech/

    Banks Performance/ 37 (Vol III)A/2019/18 dt

    23.4.2019, has requested all the CPPCs to instruct

    their bank branches making payment of pension

    to record the PPO number of pensioners/family

    pensioners on their pass book.

    2. DOPPW, vide their OM dated 31.5.2019, have

    informed that a Toll free no. 1800-11-1960 for

    the pensioners has been installed in DOPPW, B-

    wing, 8th

    Floor, Janpath Bhawan, Janpath, New

    Delhi-110001. This is a new initiative for

    connecting to DOPPW by Central Government

    pensioners who are unable to access Department

    via web service or contact them by post. Now, a

    Pensioner can record their grievances over the

    Toll free number. Thereafter, pensioner/family

    pensioners’ grievances will be uploaded on

    CPENGRAMS portal on behalf of pensioner

    /family pensioners for further resolution. The

    facility will be available from 10.00 AM to

    5.00PM. Kindly disseminate the above Toll free

    no. among the pensioners for registering their

    grievances.

    Developments after 7 CPC

    1. Regarding revision of 7 CPC pension of D to G

    grade pensioners, reckoning the two additional

    increments as pay for DA, HRA and pension, DAE

    has sent an ID note long back to DOPPW

    requesting their advice on issue of some anomaly

    in implementation and suggest the modality of

    revision of pension. It has been pending for long

    at DOPPW. Chairman AEC/Secretary DAE sent a

    letter to Secretary DOPPW to expedite the

    matter. It is learnt that DOPPW has now finalized

    the modalities and sent to Dept of Expenditure

    for approval which is awaited. DAE will issue

    order for revision of PPOs subsequently.

    2. In case of 7 CPC revision of pension of H+

    pensioners considering the special pay for

    pension as per the SC judgment dt 3.1.2019,

    DOPPW approved DAE proposal and requested to

    work out the financial implication for approval of

    Dept of Expenditure(DOE). DAE prepared the

    note and put up to Member Finance for approval.

    It is now sent to Dept of Expenditure. AERWA

    was in constant touch with concerned DAE

    officers during the period. It is to be noted that

    DOS has already issued order on 29.3.2019 for

    revision of pension including pension on special

    pay after approval from DOE. DRDO also has now

    issued similar order dt. 25. 5. 2019, implementing

    SC order.

    3. The 3rd Pension Adalat was conducted on

    18/05/2019 at MPH, Training School Hostel

    between 2.30 to 4.30 pm. A total of 51

    grievances were registered from the retired

    employees of BARC. The grievances

    are categorised as follows.

    (i) Nonpayment of DA/HRA arrears on 2

    increments,

    (ii) Discrepancy in fixation of 7th CPC pension /

    family pension,

    (iii) Change of address for future

    communication,

    (iv) Non restoration of commutation amount,

    (v) Inclusion of eligible family members for

    family pension.

    CAO, BARC assured that all the grievances are

    being considered and will be settled as per

    rules/entitlement at the earliest. The pensioners

    will also be informed of the status through e-

    mail. As mentioned in earlier issue, BARC has

    launched a website “Pensioners’ corner” The list

    of about 1400 pensioners whose grievances are

    redressed is uploaded on the site. Pensioners are

    advised to check their names therein.

    and Garlands II’ by Dr M R Iyer, was published

    by Authorspress New Delhi in May ‘19. Many of

    the poems carry pun on human nature, often

    drawing similes from scientific concepts and

    have an undercurrent of humour. AERWA

    congratulates Dr Iyer on his venture. Copies of

    A physicist, a biologist, and a chemist went to the

    ocean for the first time.

    The physicist, fascinated by the waves, said he

    wanted to do some research on the fluid dynamics

    of the waves and walked into the ocean. Obviously

    he was drowned and never returned.

    The biologist said he wanted to do research on the

    flora and fauna inside the ocean and walked inside

    the ocean. He, too, never returned.

    The chemist waited for a long time and

    afterwards, wrote the observation, “The physicist

    and the biologist are soluble in ocean water.”
