1. OPENING OF MEETING

The Mayor welcomed members and declared the meeting open at 5.30pm. This meeting is being recorded for the purpose of webcasting an audio recording of the meeting. In accordance with clause 5.19 of Council’s Code of Meeting Practice – Policy 1101 the audio recording will be available on Council’s website www.oberon.nsw.gov.au within 5 working days of the meeting being held. The audio recording of Oberon Council Meetings can be listened to on a mobile device or PC. Persons attending a Council meeting consent to the possibility that their voice may be broadcast to the public and should refrain from making any defamatory statements. 6. PRESENTATIONS

A presentation was provided by Lin Boswell, President of the Oberon Rotary Club regarding a local campaign to raise funds for local public schools “Principal’s Discretionary Fund”. Lin provided an overview of recent fundraising activities undertaken by the Oberon Rotary Club and assistance provided to the local community. In addition Lin provided an overview of Mental Health training and activities that have been facilitated by the Oberon Rotary Club in recent months. The Oberon Rotary Club has been in discussions with local School Principals in relation to issues students in the community have due to financial hardship. Lin provided an overview of the activities undertaken by the Schools to assist these students. The Oberon Rotary Club is currently conducting a campaign to raise $10,000 in the next three months to be donated to a “Principal’s Discretionary Fund” to allow the local schools to provide assistance to these students on a case by case basis. Rotary provided $2,000 in 2019 to Oberon High School however they hope to raise an additional $10,000 to be donated this year. Lin sought assistance from Council with raising awareness of this campaign and sought permission to put a donation tin in Council’s facilities. The Mayor thanked Lin for her presentation.

7. QUESTIONS FROM THE PUBLIC

Mr Phillip Haynes advised that at the February 2019 meeting he had raised issues in relation to the SRC poll. Council took a question on notice and he hasn’t received a response and is wondering where it got up to. The Mayor took the question on notice and will follow up a response. Phillip Haynes asked about the public meeting regarding fluoridation held at the Oberon RSL Club where he asked by Dr Shanti Sivaneswaran from NSW Health who was responsible if Council were to go ahead with fluoridation if someone is injured or dies. I haven’t heard what the response was. She has since left that position, I am sure someone else could answer the question. The Mayor advised that the question would need to be followed up with NSW Health. Phillip Haynes added from my research it is the Council who is responsible, particularly the councillors who voted for fluoridation, if something goes wrong they are responsible.

In last month’s business paper you talked about allocating $700,000 for smart water metres, can you please explain what this town is getting for $700,000? I am extremely concerned about having 1000 water rate smart points of microwave radiation in town. If you are going to go ahead can we find our what frequency this would operate on, is it 3G, 4G. If anyone has questions in relation to this please feel free to email me. The Mayor responded that there has been no decision reached in relation to this matter, a further report will be considered during tonight’s business. Robyn Wiseman addressed Council and commented that at the February Meeting the Mayor responded to my question that "Oberon Council has no plans for 5G at the moment". Robin asked the following questions: 1. Is it up to Council to instigate or to curtail 5G?

2. Is the Council aware of the Band safety limited in Australia of 10,000mW/m2 is exceedingly high compared to other Countries throughout the world the highest being 100mW/m2.

3. Oberon Council already has plans to spend $300,000 on LED lighting next year on page 58 - on behalf of the next term Councillors. Is this correct?

4. Is the standard for 4G footprint, implemented fully here in Oberon?

5. Will 4G be adequate to run the Smart Water Meters, the Security and LED Lighting?

6. The poles for LED lighting will they be owned by the Oberon Council - to be paid by all Oberon residents - is this correct?

7. And including 'some new poles in some outlying villages costing even more?

8. Why on earth is the Council NOT doing a business case study first to ascertain the total cost of the layout of LED lighting before allocating monies and find themselves again short on costs?

9. Will the Mayor, General Manager, and Councillors be attending the 5G Seminar in Bathurst on the 4th April?

10. In the February Council Ordinary Meeting on page 158 at the top under Agenda 1.2. Meet the social, cultural, and physical activity: needs of the Community 1.2.15 states the Oberon Sport Complex status is complete. Under 1.2.16 Maintain and develop sporting facilities and grounds status is ongoing. My question regarding this complex is when is the area around the stand to be tidied up and completed? Walking around the bottom of the stand especially is very uneven and to me processes a threat of someone falling over the edge.

Matters Arising from the Minutes

Councillor McKibbin asked for an update in relation to Item 8 of the previous minutes, resolution 20 171219 watering of sporting grounds using fixed sprinkler systems and asked where the investigation was up to, Clr McKibbin expected a further report to be provided in relation to this matter. The resolution did not cover non-fixed sprinklers. The General Manager advised Council will provide a report in relation this matter, it has previously been tabled there were some issues in relation to hours placed upon ourselves and we are looking to put new technology in place to cater for this.

a) Subcategory 1 would be termed as “Weed Infested” if a portion of Farmland is categorised by upper Macquarie County Council as having a Weed Biosecurity rating of 3 or 4 under the UMCC Biosecurity Compliance and Enforcement Policy for a period of 12 Months without being reduced to a rating of 1 or 2.

b) Subcategory 2 would be termed as “Non Commercial Farmland”. If a portion of land does not have either or both:

i. A dominant use, of which is for farming (that is, the business or - industry of grazing, animal feedlots, dairying, pig-farming, poultry farming, viticulture, orcharding,

c) All other farmland would be categorised as Farmland General. Mr A Albury from DPC advised that the NSW Government had announced a $400million funding stream for Mobile Black Spots in an effort to improve connectivity in rural areas. This was welcomed by the meeting. Oberon has submitted proposals for towers at Black Springs, Burraga and has advocated for additional connectivity in the Tuglow/Shooters Hill area.

The development site is under the minimum allotment size and as such the applicant is seeking a variation to the minimum allotment size of the RU1 – Primary Production zone under clause 4.6 of the Oberon Local Environmental Plan 2013. The proposed development is located in the RU1 – Primary Production zone and consists of a new dwelling to be situated on Lot 100 in DP 1260070 which is 97 hectares in size. A total of twelve projects valued at $1,000,000 have now been scoped and costed by Council staff from the priorities Council resolved at the February 2020 Ordinary Meeting. This report seeks Council’s endorsement of the projects detailed in this report to be submitted to the DCP.

14.01 MONTHLY ACTIVITY REPORT – GENERAL MANAGER

The COVID-19 plan is evolving and has a number of elements which looks at how critical infrastructure can be maintained. Council has been in discussion with neighbouring councils regarding sharing resources to continue to deliver critical services if required. Discussion has been held regarding flexible working arrangements and options to still deliver service under minimal staffing levels. A meeting has been held today with health representatives and a further meeting will be held on Thursday. Measures to minimise the number of people in community facilities such as Community Centre have been implemented. A limit has been placed on the number of people in our facilities to ensure that we can maintain social distancing of 1.5 metres. Directors and Managers are looking at their areas and full Risk Assessments have been undertaken. Clr McKibbin asked what action has been undertaken to include this matter into Council’s Risk Register. The General Manager advised this type of pandemic is already catered for within our current Risk Register and is a high risk. We are ensuring that all measures are being taken to minimise the risk to the health and safety of our workforce. Maintenance of our parks and our toilets and facilities has been reviewed. We have removed two public access computers at the library and implemented social distancing in the facility. Hand washing regimes have been implemented across our facilities. Discussion was held in relation to the economic consequences for the community and these decisions will be made by Federal or State Governments. Our Tourism and Economic Development Manager will be engaging with our business community regarding their needs. The Oberon Youth Council event has been cancelled and a review of the Field to Forest Festival is being undertaken. Come events as part of the festival will need to be reviewed. Anzac Day Dawn Services have been cancelled. There are currently no cases are confirmed in the Oberon district at this point in time.
