For each year 2015-2019, please provide the kWh and annual revenue for the Tiers 1, 2, and HUC rate by zip code for:

ANSWER 04
PG&E’s HUC tier has only existed since March 1, 2017. Therefore, per a telephone conversation with TURN on July 6, 2020, TURN agreed that PG&E’s response should focus on the period since the HUC began (i.e., since March 1, 2017). From March 1, 2017 on, PG&E’s E-1 rate has had three tiers (Tier 1, Tier 2, and HUC), and its tier definitions have remained the same.

The Excel workbook contains three separate tabs, one for each of the requested years. Each tab shows the annual sales by tier for all customers, by zip code and customer category.1 PG&E’s reporting system, which is downstream from its billing system, does not retain information on revenue by tier. Both bundled and DA/CCA customers were included in the analysis, but NEM customers were excluded.
1 For 2017, aggregate sales by tier cover just the ten months (March through December) thatthe HUC tier existed. For 2018 and 2019, aggregate sales by tier are for the twelve-month calendar year.

Please see the following table. The table demonstrates the total number of customers who started NEM in the first column. The second column represents the number of those customers who experienced HUC at least once the previous year. The third column provides a simple percent metric to demonstrate approximately 20% of new NEM customers reached the HUC the prior year.

SDG&E objects to the request as vague and ambiguous to the extent that “customer” is undefined. Subject to and without waiving the foregoing objection, SDG&E responds as follows: Please see attached Excel Workbook “TURN-DR1-A19-014_Final-Redacted.xlsx” and Worksheet: “RESP 4A KWH CARE_FERA”; “RESP 4B KWH MED_BSLN”; “RESP 4C KWH NON_CARE-FERA-MEDBL”; “RESP 4A REV CARE_FERA”; “RESP 4B REV MED_BSLN”; and “RESP 4C REV NON_CARE-FERA-MEDBL”
The CARE/FERA group does not include Medical Baseline meters; the Medical Baseline group are all Medical Baseline meters regardless of CARE/FERA status. Non-CARE/FERA/Medial Baseline group is all remaining meters. Months are bill months not calendar months.
Please note customers are defined as unique meters. Further, detailed charges are not readily available before Jan 2016. Only detailed charges associated with baseline rages are used in this response.
