GENERAL REGULATIONS

The Provincial Festival Board is responsible for creating and enforcing the regulations contained herein. The regulations govern all four affiliated local festivals, as well as the provincial festival. The purpose of the regulations is to ensure that: (i) PEI festivals adhere to common standards; and (ii) festival competitions are conducted in a fair and equitable manner.

The four local festival organizing committees are responsible for the working management of local festivals. Please consult your local festival addendum for additional rules specific to your festival.

Contestants, teachers and parents are responsible for reading and complying with the regulations and entering the correct classes; non-compliance may result in disqualification. For the purpose of festival competition, disqualification means the contestant will receive a written adjudication only.

The adjudication system of the Prince Edward Island Kiwanis Music Festival Association is designed to recognize each participant for his or her own individual performance. Whether the classes are competitive or non-competitive, each performance is adjudicated according to its own merit and not in comparison with others. Each participant will receive positive instruction and encouragement. A gold, silver or bronze seal will be added to the adjudication sheet reflecting the standard achieved for that particular performance. This standard is pre-determined by the adjudicator. The marks represented by the seals are as follows: Gold 88 or above, Silver 84-87, Bronze 80-83. The mark itself will not be made public and is used solely in deciding final awards.

1. The PEI music festivals shall be open to non-professionals who are (i) Canadian citizens; or (ii) living or studying in the province.

2. A “non-professional” is defined as a person whose principal means of livelihood is not obtained from the performance of music in the particular discipline in which he or she is competing. Musicians who are members of ACTRA, Equity or the American Federation of Musician’s of the United States and Canada (AFM/AFofM) are considered to be professional. A competitor who qualifies as a professional for the purpose of a particular discipline may enter as an amateur in other disciplines.

3. Music Festival contestants should compete in their designated home festival. For the purpose of these regulations, “home festival” is defined as the local festival that operates in the contestant’s place of residence and/or study. Contestants who wish to compete in an alternate local festival must submit a request in writing to the Provincial Administrator prior to the entry deadline, stating the reason for the request.

4. Contestants have the option of entering local festival classes on a competitive or noncompetitive basis. Any person or group interested in participating non-competitively may (i) enter designated “noncompetitive” classes; or (ii) indicate on the entry form that the entry is “for adjudication only”. In each case, the contestant will receive a written adjudication. Non-competitive entries do not qualify for awards and provincial festival.

5. In local and provincial festivals, the disciplines are as follows: Vocal, Choral, Musical Theatre, Piano, Strings, Woodwind, Brass, Percussion & Guitar

6. In local and provincial festivals, the age categories for all disciplines are as follows: Junior 11 years and under Intermediate 14 years and under

Senior 17 years and under Advanced 28 years and under In local festivals, additional disciplines may include Recorder, Organ, Harp, Ukulele, Band and Original Composition.

Pre-Junior ( 8 years and under), Graded and Non-age limited classes are also available in local festivals, as listed in the Syllabus.

The age of a contestant in all classes shall be considered as of DECEMBER 31st of the previous calendar year.

The age of a contestant entering NF Classes shall be considered as of December 31 of the current festival year.

7. (a) A solo contestant entering a specific age category in a discipline must remain in that age category throughout the classes offered in the discipline.

(b) A contestant entering a specific graded category in a discipline must remain in that graded category throughout the classes offered in the discipline.

8. A solo contestant who has won the provincial class in his/her age category and discipline for three consecutive years must advance to the next age category in that discipline the following festival year. This does not preclude the contestant from competing in the lower age category in another discipline in the same local festival.

9. Entry fees are set by each local festival and payable to the local festival at the time of entry. Without exception, all entry fees are non-refundable.

10. Entry procedures, including deadline dates for entries, are set by each local festival. Refer to the local festival addenda for specific guidelines.

11. Local festivals have the discretion to set the terms and conditions of their own programming, including the classes offered.

12. Entry forms must be fully and accurately completed by the contestant and/or teacher. Incomplete forms will not be accepted. The forms must contain the following information:

full titles of ALL selections, including names of movements, if applicable exact PERFORMANCE TIME (in minutes and seconds) of each selection complete names of composers name of accompanist number of members in an ensemble or group request for special scheduling (cannot be guaranteed)

13. Changes in own choice selections or classes entered may not be made after entries are submitted

without the permission of the local coordinator and the payment of a $10.00 fee.

14. An entry submitted by one contestant cannot be transferred to another contestant.

15. A contestant cannot perform the same selection in two consecutive years.

16. A contestant cannot perform the same selection in more than one class.

17. If a contestant is performing one movement of a multi-movement composition as an own-choice selection, he or she may perform another movement as a second own-choice selection

18. Original copies of music for own-choice selections must be supplied by contestants. The class number and contestant number must be clearly marked for the adjudicator. The first bar of each line must be numbered.

19. The standard and suitability of own-choice selections will be given due consideration by the adjudicators.

20. A “concerted work” is defined as any composition originally written for solo instrument with orchestral accompaniment.

21. Repeats in the score are generally omitted; however, the repetition of short sections may be observed to preserve the structure of the composition. All Da Capo and Dal Segno markings must be observed.

22. In all vocal classes, including choral classes, transposition one full tone up or down is permitted.

23. Memory work is encouraged in all festivals. No specific number of marks is allotted for memory work; memorized performances, however, will be given due consideration by the adjudicators.

24. A contestant who withdraws from a programmed class must notify the local festival coordinator prior to the festival.

25. Contestants must provide their own accompanists and are responsible for any related costs incurred.

26. Adjudicators’ decisions must be accepted as final. Contestants, teachers and parents are prohibited from approaching the adjudicator to discuss these issues.

27. Bands, choirs, instrumental ensembles and string orchestras must use only bona fide members. A “bona fide” member is defined as a person who has been a practicing member of the ensemble for at least three consecutive months immediately prior to the festival performance.

28. In Choral classes with age restrictions, no more than 5% of the choir membership is permitted to exceed the age limit. No member can exceed the age limit by more than two years.

29. Choral conductors are not permitted to sing with their choirs.

30. All copyrights regarding music must be observed. Contestants, accompanists and directors using unauthorized photocopies of copyrighted music will be disqualified from the class in question.

31. All contestants using e-print music must provide proof of purchase.

32. Eligibility requirements for local festival awards and scholarships are determined by the local festival organizing committees. Contestants are advised to consult their local festival addendum for the rules specific to their festival.

33. Oral introductions in solo classes are not permitted in any discipline. 34. Eligibility requirements for the provincial festival are uniform for all local festivals. The criteria

are as follows:

i. Solo contestants in every discipline, except Musical Theatre, must compete in at least two performance classes in the discipline. Classes in original composition, quick study, sight reading, piano accompaniment and traditional string solo are not considered as a second solo class in any discipline.

ii. Contestants must be recommended by the adjudicator.

iii. Solo contestants in Musical Theatre are required to compete in one solo class. Contestants must be recommended by the adjudicator.

PROVINCIAL FESTIVAL REGULATIONS

1. Local festival adjudicators may recommend for provincial competition not more than two solo contestants per age category in each of the following disciplines: Vocal, Piano, Strings, Woodwind, Brass, Percussion, Guitar and Musical Theatre. An ensemble (3-12 performers) may be recommended by the adjudicator in each discipline.

a. Suggested levels for piano in the provincial festival are: Junior: Grade 2 to Grade 5 Intermediate: Grade 5 to Grade 8 Senior: Grade 8 to Grade 10/ARCT Advanced: Grade 10 to ARCT or Associate Level.

2. A local festival choir in each provincial choral class may be advanced to the provincial festival if chosen to do so by the adjudicator.

3. Contestants recommended to the provincial festival must complete a PEIKMFA provincial entry form and return it to the local festival coordinator.

4. The adjudicators must sign all provincial festival recommendation forms.

5. In all disciplines except Musical Theatre, provincial festival contestants must perform two contrasting selections. The selections must be chosen from repertoire performed by the contestant in the local festival. Recommendations on repertoire will be made by local festival adjudicator(s) for provincial contestant(s) to consider. The following provisos apply:

Senior and Advanced instrumentalists who wish to qualify for all senior/advanced awards may perform additional movements of multi-movement works performed in the local festival.

Senior and Advanced vocalists may perform a maximum of three selections. Please refer to the current syllabus, page 12. Please be aware that only 3 selections will be accepted in the Recital Groups at the local festival.

Musical theatre contestants perform only one selection if not entered in the Music Theatre NF class.

PLEASE NOTE: To be eligible for Musical Theatre NF Class 9 (p17), competitors must be recommended to Provincials from: two selections consisting of the following: Musical Theatre Ballad and Musical Theatre Up-Tempo. Please read information regarding NF Class 9, page 17 of the current syllabus.

6. Contestants must adhere to the time limits specified: Junior 12 minutes, Intermediate 15 minutes, senior 25 minutes and advanced 25 minutes.

7. Requests for scheduling changes will not be considered.

NATIONAL FESTIVAL (NF) REGULATIONS Contestants are advised to review the National Festival Official Regulations and Syllabus for a complete list of regulations. The information is available on the web site of the Federation of Canadian Music Festivals, at www.fcmf.org. Before competing in the National Music Festival, contestants must first qualify at a local festival, followed by a provincial festival, in the province in which they live or study. National classes are offered in the following disciplines:

Class 1: Vocal Class 2: Piano Class 3: Strings Class 4: Classical Guitar Class 5: Woodwind Class 6: Brass Class 7: Percussion Class 8: Chamber Group Class 9: Musical Theatre Solo Choral Classes:100-109

GENERAL REGULATIONS - CLASSES 1 THROUGH 9

1. Solo contestants and chamber groups must enter a NF Class in a local festival. Repertoire requirements for each class are outlined on pages 12 through 15.

2. Contestants must receive a gold standard in the local festival NF Class and in a second (own choice) performance class to qualify for NF competition in the provincial festival.

3. Contestants who enter a local NF Class must compete in the Advanced category in that discipline at both the local and provincial levels.

4. Contestants must not be over 28 years of age on December 31 prior to the national festival.

5. Contestants must provide their own accompanists. Accompaniment is restricted to one piano in NF classes 1, 2, 3, 5 and 6. In classes 4 and 7, the regulations allow accompaniment where appropriate. (Please refer to National Syllabus for specifics.)

6. All copyrights must be observed. Contestants must provide original scores of music in the proper key. The accompanist must have an original score on the piano, and members of chamber groups must perform from original parts. The first bar of each line in the adjudicator’s copy of the music must be numbered.

7. A maximum of two NF contestants per discipline may be recommended by the local festival adjudicators to compete in the NF category in the provincial festival. If two contestants are recommended, one of the two must be the first place winner of the NF Class in the local festival.

8. The provincial winner of the NF Class may be recommended to compete in the National Music Festival. Alternates may be recommended at the discretion of the provincial festival adjudicators. PERFORMANCE REGULATIONS - CLASSES 1 THROUGH 9

1. A high standard of music is expected at each level: local festival, provincial festival and National Festival. Selections must be of advanced difficulty and include at least one large-scale work. Contrasting styles and periods of music should be reflected in the repertoire chosen.

2. Memorization of all NF Class repertoire is mandatory for solo contestants in Classes 1-6. In Class 7 (percussion) all works for solo percussion instruments must be memorized. For multi-instrument works, memorization is encouraged but not required. In class 8 (chamber), memorization is not required.

3. Contestants in NF Classes at the provincial and national levels must perform the selection(s) recommended by the adjudicator(s) in the preceding round of competition.

4. Contestants must observe the time limits prescribed for each level of competition. local 40 minutes provincial 40 minutes nationals 60 minutes

In all cases, time allowed includes set-up, tuning, pauses and takedown.

CHORAL REGULATIONS - CLASSES 100 THROUGH 109

The National Music Festival provides opportunities for the following types of choral groups:

Ensemble: 8-12 singers School Choirs: Must have a minimum of 13 singers, all from one school Community Choirs: Must have a minimum of 13 singers, not a school choir Male voice choirs: May be school or community and may be changed or unchanged

voices, or a combination of them.

These rules apply to all classes: a) Only selections performed, adjudicated and recommended from local and provincial

festivals are acceptable. b) The competition is based on the performance of TWO CONTRASTING SELECTIONS, only

one of which may include brief solo passages. c) The solo passage may not exceed 10% of the total length of the selection. Please note that the

definition of the term ‘selection’ is “one piece of music by a composer, and not two or more short pieces from a collection, cycle or larger work.”

d) In classes limited by an upper age, 5% of the members may exceed the age limit by not more than two years. Ages are determined as of December 31 preceding the festival

The local festival adjudicator may recommend an outstanding choir to compete in a National Festival Choral Class. Choirs chosen for national competition will compete at the provincial festival. If the choir is recommended by provincial adjudicators, the performance will subsequently be recorded for submission to the national festival.

The recording must be made within three weeks of the provincial festival performance with the same choir, conductor, accompanist and accompaniment as in the original performance. A high quality CD or audio DVD with no filtering or enhancement should be used. The recording must be done on the first take. (The choir may rehearse prior to the taping). Tapes, CD’s and music should contain no reference to the name of the choir, the conductor or the festival from which they have been sent. A festival official must supervise and witness the recording of the performance of any choir recommended for national competition. Choirs recommended for national festival competition must perform the same selections on which they were recommended by the adjudicator at the local level. Choirs must be comprised of bone fide members who have competed at the local and provincial levels. A complete original music score for each selection, containing choral parts and accompaniment, is required for the adjudicators at each level of competition. The first bar of each line in the score must be numbered and the performance key indicated. An entry fee of $125.00 per choir is required at the national level.

Recording Regulations and Guidelines for Percussion Solo:

Only video DVD’s are acceptable formats for the submission of percussion entries. If a recording must be submitted for adjudication at the Provincial Level, the same one must be

submitted to the National Level. Conversely, a live performance at the Provincial Level will be recorded and that recording must be submitted to the National Level.

NO EDITING IS ALLOWED. The recording must be recorded as one uninterrupted video. Keep the camera running in between pieces, no matter how long the pause.

Follow the exact order of repertoire as it is listed on the entry form. Do not announce your name and try to avoid recording your voice. There is no need to stop for general background noise, unless it is so loud that it will affect the

sound quality. Ensure that you submit a high quality recording. While we will not judge the technical quality of

your video, we do want to hear and see how well you play. If we find a technical problem with your video, you will be contacted. It is in your best interest

to send us your video at least one week before the deadline. Only videos received before the deadline will be eligible.

One original music score for each selection, with the first bar of each line numbered, must be submitted with recording.

An entry fee of $125.00 is required.

NF CLASS 8 CHAMBER GROUP LOCAL LEVEL 1. Age limit - 28 years and under as of December 31st prior to the National Festival. 2. At least two consecutive movements of a senior multi-movement work. 3. Memorization is not required. 4. The group may be comprised of any combination of recognized orchestral instruments, including

harp, guitar, recorder, and/or percussion, with or without piano and/or one voice. 5. The group shall consist of a minimum of three to a maximum of six performers, one performer to

a part. 6. When piano is included, the piano part must be original and not an orchestral reduction. 7. Contestants should state their instrument and/or voice category . 8. Contestants are advised to consult the Regulations for the National Festival classes on pages 10

and 11.

PROVINCIAL LEVEL: Two selections: at least two consecutive movements of the major work performed at the local festival and one own choice selection. Time limit 40 minutes.

NF CLASS 9 MUSICAL THEATRE SOLO

All selections are to be sung from a published score, in the published key (no transposition), of a stage musical and be gender/voice type appropriate. Competitors may use costumes, one (1) hand prop per selection, and stage movement (no dance break). Spoken passages are allowed only if published in the score provided.

The term “Up-Tempo” is used to describe music with a lively tempo, often comedy, e.g. – One Hundred Easy Ways (from Wonderful Town). The term “Ballad” is used to describe music with a slower tempo, often of a serious or introspective nature, e.g. – On My Own (from Les Miserables).

The following is a definition of the Musical Theatre Standard Repertoire: Tin Pan Alley era (1920-1949) – Composers such as Berlin, Kern, Gershwin, Porter,

Rodgers and Hart, Weill, etc. The Golden Age (1943-1974) – Composers such as Rodgers and Hammerstein, Lerner

and Loewe, Bock and Harnick, Sondheim, etc. Contemporary Musical Theatre repertoire (1974- present day) – Composers such as

Sondheim, Kander and Ebb, Schwartz, Finn, Jason Robert Brown, etc. One selection by Sondheim is recommended. Selections are not to include operetta/light opera (e.g. Romberg, Johann Strauss, Lehar, Offenbach, etc.)

LOCAL LEVEL 1. Age Limit – 28 years and under as of December 31st prior to the National Festival. 2. Competitors must be recommended to Provincials from:

a. Two selections consisting of the following: One Musical Theatre Ballad and One Musical Theatre Up-Tempo.

PROVINCIAL FESTIVAL LEVEL Maximum time limit to be determined by the Provincial Association. Competitors must perform three selections consisting of:

COMMUNITY CHOIRS Class 100 - Honourable Barbara A. Hagerman - (Community Choir, 19 years of age or over)

The Honourable Barbara A. Hagerman Plaque and Award shall be given for the best performance by a community choral group of 13 or more singers, the majority of whom are 19 years and over. Competition is based on the total performance of two contrasting selections, one of which must be sung in three or more parts. Only one of the selections may be a folk song. Brief solo passages are allowed.

Class 102 - George S. Mathieson - (Community Choir - 19 years and under)

The George S. Mathieson Plaque and Award shall be given for the best performance by a community choral group of 13 or more singers, aged 19 years and as of December 31 prior to the National Festival. Five percent (5%) of the choir membership may exceed the specified age limit by no more than two (2) years. Competition is based on the total performance of two contrasting selections, one of which must be sung in three or more parts. Only one of the two selections may be a folk song. Class 105 - Dr. And Mrs. J.F.K. English - (Community Choir - 16 years and under)

The Dr. & Mrs. J.F.K. The Margaret Wharton Memorial Plaque and Award shall be given for the best performance by a community or school choral group of 13 or more singers, aged 12 years and under as of December 31 prior to the National Festival. Five percent (5%) of the choir membership may exceed the specified age limit by no more than two (2) years. Competition is based on the total performance of two contrasting selections, one of which must be sung in two or more parts. Only one of the two selections may be a folk song. Class 109 - Barbara Clark (Choral group aged 25 and under)

The Barbara Clark plaque and award shall be given for the best performance by a choral group of 13 or more singers, aged 25 or under as of December 31 prior to the National Festival. Class 108 - Sister Florine Desprės (12 years of age and under)

The Sister Florine Després plaque and award shall be given for the best performance by a choral group, from a single school of 13 or more singers, aged 12 years and under as of December 31 prior to the National Festival. ENSEMBLE CLASS 104 - The Richard W. Cooke Award (Must be an ensemble)

The Richard W. Cooke Plaque and Award shall be given for the best performance by a community ensemble of 8 to 12 singers with no age limitation. Competition is based on the total performance of two contrasting selections, one of which must be sung in three or more parts and one of which must be a madrigal (which can be a contemporary madrigal). 7. The Miriam and Albert Goldman Award Awarded to the contestant(s) who participates at the National Music Festival as a representative from The PEI Kiwanis Music Festival.

8. Indian River Festival Award Awarded to three contestants who demonstrate exceptional performance abilities. The winners will be featured in a summer concert at the Indian River Festival, and will be remunerated. Performers will present a 15 minute program from their festival repertoire.

9. PEI Registered Music Teachers’ Association Scholarship To be awarded to a deserving Senior or Advanced student in any discipline who currently studies with a member of the PEIRMTA. The award should be used to further the student’s musical training.

10. Long and McQuade Award To be awarded to a deserving Advanced student who participated in the Music Theatre NF Category. 11. Rena Wood Scholarship Awarded to a solo recipient who will have lived or studied on PEI for a minimum of three years. He or she must be pursuing or accepted to an undergraduate music degree program. The award is for tuition and related expenses. Payment of the scholarship will be made to accredited music schools. Applicants must have submitted a one page Curriculum Vitae, stating their educational and career goals.

Graded classes are designated exclusively by grade/level. There is no restriction on age.

Please observe the following rules and regulations:

Contestants must enter classes at the grade level at which they are currently studying All selections must be named on the entry form Contestants cannot perform the same selection more than once Contestants should refer to their local festival addendum for information and criteria on awards. Contestants who wish to be eligible for provincial festival must enter a minimum of two solo

performance classes. Eligible qualifying classes for provincials are Classes 351-454B and 503-568.

Piano Solo Classes are categorized as follows:

1. The ‘Masterwork’ category (classes 503-568) enables students to perform standard repertoire not listed in Conservatory syllabi. Contestants may enter ‘Masterwork’ classes exclusively or in combination with classes in other categories. COMPOSITION AWARD – ADJUDICATOR’S CHOICE AWARD

This award will be presented to the composer of the best overall composition, as determined by the adjudicator. The composition itself and not its performance will be adjudicated. The composition is to reflect the work of the student; the teacher may advise minimally on notation. The composition may be for any instrument or voice, or any combination. Performance is encouraged but not mandatory. The student will be responsible for making a legible, dark copy of the written score for the adjudicator. A computer printed score is acceptable. For a work which is complex, a recorded version should also be submitted.
