Businesses and entrepreneurs in the western suburbs now have a single entry point to become connected with private and public resources to solve everyday business problems.

Recently launched BusinessConnection, a new business assistance and referral network, is a project of Grow Minnesota!, a subsidiary of the Minnesota Chamber of Commerce. The TwinWest Chamber of Commerce, along with other chambers across the state, have adopted BusinessConnection as an important resource for organizations looking to grow or overcome issues hindering growth.

Based on conversations and discussions with organizations in our area, we know that now more than ever we need to provide organized answers to business issues. Fortunately, Minnesota has many business-assistance resources available to solve most problems. BusinessConnection allows us to aggregate answers to those problems and better understand current issues. If BusinessConnection helps just a handful of businesses grow by one job - a job that contributes to the tax base and provides a sense of value to the jobholder - we at TwinWest will consider the program a great success. I suspect that BusinessConnection will help many more that just a handful.

In six years of operation, Grow Minnesota! has solved more than 500 separate problems for individual companies across the state. These requests for help range from acquiring specific permits to looking for a raw material supplier for a manufacturing process and potential building searches. The number of these issues and range of assistance provided were the impetus for creating BusinessConnection.

BusinessConnection is a joint project of Grow Minnesota! and the Department of Employment and Economic Development (DEED). Grow Minnesota! worked closely with DEED, as well as other public and private economic development organizations, to shape BusinessConnection as a well publicized, easy to access service designed to assist businesses statewide. Locally, The Business Bank funds TwinWest’s participation in Grow Minnesota! and BusinessConnection. Grants from the McKnight Foundation to Grow Minnesota! and DEED are covering the start-up and initial operating costs of BusinessConnection. The use of the database and network will be monitored carefully to help determine the program’s permanent role as part of Grow Minnesota!.

New rights to participate in political independent expenditures

On January 21, 2010, the United States Supreme Court overturned 20 years of precedent, holding that laws (including state laws) prohibiting a corporation from using its funds to independently advocate for the election or defeat of a political candidate are an unconstitutional restraint on free speech. The holdings in Citizens United v. FEC have significant ramifications for corporations in Minnesota.

While 24 states previously allowed this type of effort, the U.S. Supreme Court decision has now granted those same rights in the 26 states that prohibited corporate independent campaign expenditures. Labor unions have always been able to participate directly in Minnesota elections, but Minnesota’s restrictive campaign finance laws have kept job providers at a distinct disadvantage.

This past spring, the Minnesota Chamber of Commerce filed a lawsuit in U.S. District Court seeking clarification that Minnesota corporations could legally make independent contributions to political campaigns. The Chamber’s lawsuit sought to clarify that Minnesota’s ban on corporate independent expenditures was unconstitutional, and therefore unenforceable. It also sought to clarify that an “indirect contribution” could not be construed as an independent expenditure, and as such is permissible by a corporation.

On May 7, 2010, Federal District Court ruled that Minnesota’s law prohibiting corporate independent expenditures, like the federal law, was an unconstitutional restraint on free speech. The court permanently enjoined all Minnesota county attorneys from prosecuting corporations for this type of protected, First Amendment speech.

Efforts to change Minnesota Law during the 2010 Legislative Session were also undertaken. Subsequently, the Minnesota Legislature passed

and Governor Pawlenty on May 27, 2010 signed Laws of Minnesota 2010, Chapter 397 which repealed the prohibition on corporate independent expenditures but required registration and reporting for entities making such expenditures.

The results of Minnesota’s 2010 elections will have tremendous consequences for the business community, for employees and families, and for Minnesota. The Governor and legislators elected this November will:

• Close a nearly $6 billion state budget deficit either with tax increases on employers or spending restraint and reform.

• Redraw legislative and congressional districts shaping Minnesota politics and policy for 10 years.

• Support or stifle education reform, tax and spending reform, environmental and transportation policies, and much more.

• Make appointments that impact Minnesota’s business climate and your company’s bottom line.

With this newfound ability for corporations to participate in the upcoming elections, new political funds are being formed. MN Forward, for one, represents this new type of effort. MN Forward is an independent expenditure political committee supported by Minnesota job providers of all sizes from across the state. Its goal is to elect candidates from both parties who support the MN Forward agenda to create jobs and grow Minnesota’s economy.

MN Forward is raising money from Minnesota job providers to conduct a positive, forward-looking campaign focused on creating jobs and providing economic opportunity. The campaign will focus strictly on issues related to job creation, global competitiveness, education reform and long-term economic growth in Minnesota.

In her role as chair of the TwinWest Chamber of Commerce Board of Directors beginning October 1, Dannette Coleman refuses to sit and watch the action from the sidelines. Coleman plans to become immediately engaged in carrying on the strength and success that she has seen at TwinWest. As a business executive, mother of three, and self-proclaimed golf addict, Coleman brings a strong business advocacy background and an inspirational, diplomatic style to lead TwinWest in 2010-2011.

Coleman, a vice president of public policy and government relations at Medica, is about to begin her 18th year with the healthcare company. She has held several different positions at Medica, and believes that her extensive experience within the organization has prepared her for current Medica role. “I really was able to learn about the business from the bottom up,” said Coleman. Medica, first founded in 1975, provides health coverage to 1.6 million member subscribers and was the first open-access health plan in the state of Minnesota. Medica became an independent health plan in 2001.

Coleman is intimately familiar with Minnesota businesses and the threats and opportunities they face today. Within the context of severe budget problems at the state level and challenges for local government, Coleman believes in the importance of educating legislators and policy makers on the bottom line impact of policy decisions on businesses and employers. “The weight of the state deficit can be stifling for small businesses,” said Coleman. “At TwinWest, we need to continue to help find ways for businesses to grow during difficult economic times.”

Coleman first became involved with TwinWest when she was invited to a Government Affairs Committee meeting. “I immediately felt very comfortable and welcomed,” said Coleman. “I was so impressed with the knowledge, commitment and resources of people around the table who took the time to get involved.” Two years after becoming a member of TwinWest, Coleman accepted the position as chair of the Government Affairs Committee. It is clear Coleman feels a strong connection with TwinWest members and embraces the Chamber’s mission.

While discussing her involvement in TwinWest and how it has influenced her, Coleman adamantly expressed appreciation and gratitude for the organization. “I have received so much more than I could have ever imagined, both through knowledge and relationships,” said Coleman. “Leading the Board will give me more opportunities to give back to the business

community and help others as they have helped me.” Coleman is very thankful for those that have led TwinWest before her and the high standards that have been set for the Chamber as a representative of the business community. “The staff is excellent,” said Coleman. “Bruce, Chris, Dan, Jacqui, Judy and Sara all provide great service and leadership at the Chamber and in our communities.”

According to Coleman, one of her top priorities for the upcoming year at TwinWest is to protect job creators by communicating how government and community decisions impact our lives. Coleman also plans to focus on helping members connect with one another. “TwinWest is a great way for people to give expertise and pass it on from one business owner to another,” said Coleman. “No business problem is unique. There is at least one other TwinWest member who has experienced the same problem and is willing to offer advice, strategies, or solutions.”

When it comes to prospective members who are interested in becoming involved in the business community through TwinWest, Coleman recommends first finding out where the interest lies. “TwinWest offers a variety of opportunities for members,” said Coleman. “Some members may not have as much time to give, but there are still numerous ways to get connected and stay involved with TwinWest throughout the year.”

If you have any interest or questions about involvement, Coleman recommends reaching out to a Board or committee member to introduce yourself. “It’s such an inviting community,” she said. “The leadership team is very welcoming and willing to help both current and prospective members.”

Despite the on-going economic challenges, Coleman’s outlook for the year is positive and inspiring. “It was very humbling to be asked to take the Board leadership position, but I do not feel like I’m doing it by myself,” said Coleman. “As a collection of business leaders focused on job growth, we will be working as a team with a much better opportunity for results than if we were trying to accomplish things individually.”

With her dedicated work ethic, extensive experience, and focus on teamwork, Coleman is determined to uphold TwinWest’s excellent reputation and take the lead producing successful results.
