Remember that any change is unsettling and it is our nature to resist and sometimes resent it. Give the changes a chance, an honest try and you will be happier for it. This month we celebrate Ramadan on the first, Friendship Day on the 7th, Assumption day, August 15 and National Aviation Day on the 19 th . We are also half way through the dog days of 2011! The Board has decided to forgo having a Trade Show this year and instead, we will be hosting an educational Purchasing Conference. Our Pro D chair has lined up a great luncheon meeting for August 9 – see Tim’s message below. JULY MONTHLY CHAPTER MEETING

Date: July 12, 2011

Call to Order: President Donna Smith called the meeting to order at 12:02 PM.

Minutes: Ed Valla motioned to approve the June General Membership Meeting Minutes and Mark Lovell seconded. Motion passed.New Members and Guests: A guest, and soon-to-be new member, Kelly Loll, Bureau Chief for Commodities at DMS/StatePurchasing was welcomed. Kelly served as FAPPO (Florida Association of Public Procurement Officials) President, and heldprocurement management positions with counties in Central Florida. She comes to us from Georgia DOAS (Department ofAdministrative Services).

New UPPCC Certifications: Keith Milton announced that Karen Freytag, FDLE recently earned her CPPB. President Smithannounced that Greg Hill, DMS also passed the exam, and is now certified as a CPPB. CONGRATUALTIONS KAREN AND GREG!!!

President: No Report

Treasurer: The remainder of the pre-speaker meeting was a discussion on no-shows at our monthly lunch meeting. We are lookingat ways to reduce the cost of missed meals ($16.00 per meal) for members that register, and later find out that they cannot attend.Many members were surprised by the cost of a meal, but this $16.00 includes meeting space and parking. The Chapter (thoroughyour membership dues and other revenues) subsidizes the cost of the parking and meeting space, with $8.00 being the nominalcost of the buffet lunch. We asked our members to think of ways to increase attendance, reduce no-shows and make the meetingsmore relevant to their needs.

Introduction of Speaker: President Smith introduced Ms. Kerri Post from Visit Tallahassee (www.VisitTallahassee.com,www.Facebook.com/VisitTallahassee) Ms. Post was very upbeat and obviously loves promoting Tallahassee and the Big Bendregion. She gave us tips and ideas for local day trips and ”staycations”, including Wakulla Springs State Park, Mission San Luis, theMary Brogan Museum and the Monarch Migration at the St. Marks National Wildlife Refuge. Visit Tallahassee’s emphasis is onresearch, marketing, direct sales, film and new product development and visitor services. Most of our visitors arrive byautomobile, and come from (in order) Tampa Bay, Orlando, South Florida, Jacksonville and Atlanta.

Monthly Drawing: The winner of August’s Free Lunch drawing was Ms. Beverly Butler, Citizen’s Property Insurance.

JULY MINUTES BOARD MEETINGDate: July 19, 2010Location: DMS, 4050 Esplanade Way, Rm 101Members Present: Donna Smith, President; Mark Lovell, Treasurer; Board Members: Charles Day,Gloria Dixon, Wendi Sellers, Bill Spencer, Ed Valla, and Brenda Wells. Claudia Cooper, TACNIGP member was present.Members Absent: Tim Ellinor, Vice President, Susan Barr, Secretary, and Board Member David Callaway.President Donna Smith called the meeting to order at 3:33 PM.Officers Reports:

a. President – Donna reports Mark is working on finances and move to SunTrust Bank is complete.b. Vice President – No report.c. Treasurer – No report.d. Secretary -no report

Old Business:TRADE SHOW & PURCHASING CONFERENCEDonna reported that the Trade Show Committee has notified the Board that due to timing and various limitations for DMS State Purchasing, it isrecommended that we cancel the Trade Show in October. Historically, limited foot traffic is critical and will affect the success of the Trade Show.

Discussion concluded that we will have a one day Purchasing Conference on Oct.11, 2011 at the Civic Center in place of the Trade Show. Since this is aneducational event, the Board recommended that we contact the Director of State Purchasing and ask if they would like to be included to the educationaleffort of the conference. Donna will initiate to remove the Trade Show information and add the Purchasing Conference information on the website. Wendi(w/Donna) will work with the Civic Center in regards to the cancellation of the Trade Show and initiate a Purchasing Conference in its’ place. The followingmembers have volunteered to spearhead the new Purchasing Conference: Bill, Wendi, Donna, Gloria and will ask Robert Threewitts, David Callaway andClark Rogers.

Donna recommended that we address a “Buy-Out Clause” for the Civic Center in the future.Bill motioned to cancel the 2011 Trade Show and have a Purchasing Conference in its place. Brenda seconded the motion. Motion passed.

LUNCH REGISTRATION EXPENSE AND RESOLUTIONThe Board discussed the repeated lunch issues of:

1) Members register and do not attend, costing the Chapter $16.00 per non-attendee, and approximately $200.00 per month.2) Members register but substitute another NIGP member for the luncheon.

The New Lunch Registration Policy has been adopted as of the August TACNIGP Monthly Meeting:1) Issue #1 Above – As of the August 2011 Monthly TACNIGP Meeting/Luncheon and on an annual basis, members will be given a warning for the

first offense and will be charged $16.00. If the member has been given a warning, then they will be required to prepay for the next month.2) Issue #2 Above – As of August 2011 Monthly TACNIGP Meeting/Luncheon and on an annual basis, members who register and cannot attend must

send a substitute NIGP member in order to not be charged $16.00.

BOARD CHAIRS ABSENCESVice President and Secretary extended absences were addressed, as Tim and Susan cannot attend due to travel. It was decided that the Board members willhelp out where needed to complete the term.

New Business:

WEB SITE HOST RENEWAL – CHAPTER MANAGERThe current web site provider for TACNIGP is Chapter Manager and expires on July 31, 2011. The renewal is $3989.00 for one year. Another provider, StarChapter submitted a proposal for $100 per month with a one-time set up fee of $899.00. Recommendations were made to ask Dianna Trahan to test it withall the features, such as track recertification points, and report back to the Board. Donna made a motion to negotiate with Chapter Manager for the nextyear. Mark seconded the motion. Motion passed.
