Carrying the Minnesota flag during the Parade of Flags in the Opening Ceremony was a very humbling experience. Investing in Education was the conference theme and IIMC knocked it out of the ball park with a wide variety of sessions and opportunities to network and brainstorm with such a diverse group of people from all around the world. It was truly an experience I’ll never forget. Next year’s IIMC Annual Conference is May 21 to 24, 2017 in Montreal, Quebec, Canada. I would encourage you to budget and attend if possible.     I would like to say thank you for allowing me the awesome opportunity to represent Minnesota at the 70th Annual International Institute of Municipal Clerks (IIMC) Annual Conference in Omaha, Nebraska. Carrying the Minnesota flag during the Parade of Flags in the Opening Ceremony was a very humbling experience. Investing in Education was the conference theme and IIMC knocked it out of the ball park with

    [email protected] Hello and happy summer Region I. It’s only a short time until the election primary on August 9th with the big election to follow in a few months. By now you should all have your election trainings completed and I’m sure everyone is looking forward to getting to work early and staying late on those days.

    Our last Region I meeting was hosted by Gina Ellingson of Henning. The topic of the day was “What To Do When Disaster Strikes”. John Moore from Homeland Security Emergency Services presented in the morning and Vernell Roberts spoke to the group in the afternoon about the 2010 Wadena tornado. A lot of great information and stories were shared. Thanks to everyone who took the time to attend. The next meeting is still open for someone to step up and host. It would be nice to get a town in the northern part of the region so those people don’t have to drive so far this time. As always, if you would like to host a region meeting or have topic you would like discussed please let me know.

    Greetings from Region III. We are hoping to have our next Region III training and meeting in September 2016 (possibly September 21) and if Michael is still willing, hosted by City Administrator Michael Brethorst of the City of Melrose. We are working with the LMC on the morning topic (maybe zoning). The afternoon presenters will be David Drown and Michael Bubany of David Drown Associates regarding “Understanding your City’s Audit Report” and then Michael Bubany covering “Maintaining your Credit Rating”. Also, for future meetings, if you have any suggestions for topics and or would like to host a Region III meeting, let me know. Please feel free to call or email me if you have any questions or concerns. Please allow me to introduce the new Assistant Vice President of Region III, Brigid Murphy. Brigid is a 1989 Graduate of the College of St. Benedict in St. Joseph MN and a 1999 William Mitchell College of Law Graduate . She has worked in both the public and private sector over the last 25 years. She began working in the financial sector at Investment Advisors, Inc, a mutual fund company, as a clerk in the Bond Settlement Department. After Law school she spent two years as a law clerk with the Honorable Paul Widick, in Stearns County. After a short stint as an attorney with Flynn, Gaskin and Bennett in Minneapolis, Ms. Murphy returned to Stearns County Court Administration and worked as the Coordinator of the Stearns County Adult Drug Court. She was instrumental in the development of the drug court in Stearns County and worked with several counties throughout the state to assist in the expansion of drug courts throughout Minnesota. She left the drug court area in 2011 to supervise Court Administration in Mille Lacs County and then to manage the Criminal Division of Anoka County District Court. She joined the City of Cold Spring as it’s new City Administrator in May 2016 after over 16 years working for the Judicial Branch. Brigid is excited about learning about this great MCFOA organization and being part of Region III. Please reach out to Brigid and welcome her aboard! Ohhhhhhhhh do I love the summer months, if only we could get summer to go by as slowly as the winter months. Hope you are all enjoying Minnesota at its finest!

    As summer draws to a close, I begin to think of all things fall including football, elections, and all things pumpkin! The fall season also reminds me of Back to School time and how important learning is in our life. Part of my duties as VP for the Region is to organize Region Meetings. We often combine our meeting with a training/learning session. I encourage everyone to attend at least one Region Meeting in the next year! Attendance at these meetings is not only a learning opportunity, but is also a GREAT way to network and find resources!! Learning is a lifelong experience and the Region Meetings are a fun way to gain knowledge, meet new people, and discuss ideas or concerns. Everyone is invited to join us on August 19, 2016 in Gilbert MN for an MCFOA Region II Meeting/Training. At this meeting, Connie Larson, SPH will engage us in a discussion regarding employee relations in “Can't We All Just Get Along? Dealing With Employee Issues”. Safety in and out of the workplace will be discussed by Tim Koivunen, Eveleth Police Chief in “Personal Safety – Tips to Remain Safe On & Off the Job”.     Region V held a meeting on June 30, 2016 at the MERIT center in Marshall. We had 16 attendees. David Drown & Associates did a presentation on understanding your city audit and how to maintain a bond credit rating, and the USDA Rural development presented on what programs are available to cities. I would like to extend special congratulations to Tom Meulebroeck from Marshall who will be retiring at the end of August. We are busy planning our next Region V meeting, so watch your email for date and location. If you have a meeting location and/or topic idea please email or call me. I am open to your suggestions!

    Summer is heating up – with lots of things going on around us. In Zimmerman, we are in the throes of construction season with spring projects ending and summer projects just getting started. It makes for a busy time for our Public Works crews! It’s a different kind of busy for those of us working in the office – publishing filing notices, appointing Election Judges, facilitating Judge training, election equipment testing and everything else that goes along with Fall elections – plus keeping up on day-to-day work! Whew! Hope you got your vacation in already! We will be waiting until after the Primary Election for our next Region meeting. Several clerks have offered up their City Hall meeting spaces, so once I’ve got a topic nailed down, you may be hearing from me for meeting space. In the meantime, if you have ideas for future Regional meetings, please contact me, or our new Assistant Vice President, Devin Montero, City of Brooklyn Park at 763-439-1883 or [email protected].     Summer has flown by; it’s hard to believe that it is August already. Region 6 held a meeting/get together in Albert Lea on July 28, 2016. We were so fortunate that Secretary of State Steve Simon joined us for the day to discuss the upcoming elections. Thank you to Daphney and Linda for planning a great day. Again, if you hear of any Region VI clerks or finance

    officers who are retiring, leaving, or are new to the

    profession or region please let me know so that we can

    acknowledge their service or welcome them to our

    organization.

    2016-2017 Membership Dues

    MCFOA’s Membership year runs from July 1 to June 30 of each year. Renewal notices for the 2016-2017 membership year were sent out in May. Reminder notices will be sent in August to those members who have not yet renewed their dues for the year. A few things to remember: 1. Members sometimes pay their dues in January or February,

    just before the annual conference, but remember that dues paid at that time are for the current membership year, not the upcoming year.

    2. It is the member’s responsibility to get back into the correct rotation for paying dues.

    3. It is VERY important to return a membership application with your payment so that our Treasurer and Administrative Assistant know who the payment is for.

    4. Please make sure you are mailing your form and payment to the current year Treasurer, Kris Linquist at the City of Minnetrista.

The objective is to recognize IIMC members who promote the position of Municipal Clerk, City Secretary, Recorder, Legislative Administrator and Directors of Corporate Services and/or an individual who serves a legislative government body.   • News from the Institute Director’s desk! I hope all of you are having a wonderful summer! SCSU staff left another spring season feeling great about the outstanding final participant numbers for the annual Minnesota Municipal Clerks Institute (MMCI). We had 150 total attendees this year, with an entering class of 64 registrants (our largest Year 1 class to-date!) and banquet entertainment by Year 2 attendees (45 registrants). Last but absolutely not least, we congratulated 41 Year 3 graduates this year, making it a successful Institute! Congratulations to all of our hard-working 2016 graduates! In other news, the Advanced Academy Committee and I are looking forward to this year’s Advanced Academy, to be held September 8-9 at Embassy Suites by Hilton in Bloomington. Our overall topic this year is "Communicating for Impact". The event will then be broken up into a Writing for Impact component and a Public Speaking and Beyond component. At the Academy with instructor Emil Towner, Assistant Professor of Business Communication at SCSU, participants will learn: tips for writing more effective written messages that build credibility with staff, the public, and boards and city councils; when to use written communication; how to format messages for impact; how to convey a clear and concise written message; techniques for de-cluttering your writing; writing styles and grammar updates; an overview on Ordinances and Resolutions; how to convey clear and concise messages while speaking in public; tips for public speaking; the nuts and bolts of developing presentations; and the visual components of a well-done presentation.     I was an active member of MCFOA for over 25 years. I was one of six MCFOA members who attended the Iowa State University IIMC Institutes back in 1975-1977, since Minnesota did not have these programs. Those of us who attended were instrumental in starting our own Institute in Minnesota: namely myself, Betty Backes, Coon Rapids; Pat Bonniwell, Dassel; Helen Schendel, Milaca; Lucille Aurelius , Maplewood; Betty Pouliot, New Hope; and Sarah Prieve, West St. Paul.

    Today I am extremely proud of all the Municipal Clerks in Minnesota who have continued this extraordinary discipline of advanced education in their profession of Municipal Clerks or service to a municipality. I just finished reading the May 2016 Munifacts Newsletter and am amazed at the number of Clerks who are diligently working for their own personal advancement. I am so pleased that the six of us started this tradition in Minnesota.

  • Silent Auction Results The 2016 MCFOA Silent Auction was again a great success! 103 items were donated for a total of $4500 which was used to send four MCFOA members to the International Institute of Municipal Clerks’ Conference in Omaha Nebraska. Just a reminder that 2017 IIMC Annual Conference is in Montreal, Canada and you will need a passport to attend.     Running with the Big Dogs! In The Wizard of Oz, Dorothy's Toto was clearly a dog of character. He knew when to sit still, when to bark, and when to make a fuss. He was simply a real dog with real observations about real situations. And the Oz experience reinforced what his parents taught him as a small pup: Care deeply. Bark only when necessary but then, force-fully. Be curious. Express yourself. Embrace the world and have no fears. The story of Dorothy's journey to Oz has captivat-ed generations of children and adults alike since it was first published by L. Frank Baum in 1900. Dorothy's adventures have been analyzed from virtually every perspective-psychological, historical, economic, and the like-except from the per-spective of the only other character that was with her every step of the way: Toto! Dorothy's little dog wrote this book and buried his manuscript in a can with an old bone on the original Gale farmstead. Dr. Fickenscher came upon it quite acci-dently and was given the opportunity to edit Toto's original thoughts on the Leadership Lessons from The Wizard of Oz, which he now shares with you. Of course, there are the usual thoughts on brainpower, heart, and courage, but in this book, there is much, much more. The many lessons of Oz will captivate your imagination and, no doubt, serve as a guide in your quest to become a better leader! Toto's Reflections will help you contribute to making a difference in the world, and challenge you to consider what you can do, starting right now, to make the world a better place!

    Ms. Uecker’s first exposure to the Clerk/Treasurer’s Office was during a college internship. Little did she realize that would spawn a career that has been going strong for over 24 years. Not only has she been active in local government, she also serves on the Board of Directors for the St. Francis Civic Association (Secretary), the Wisconsin Municipal Clerk’s Association (Past President) and the International Institute of Municipal Clerks/IIMC (Region Director).

    In 2011, Anne was inducted into the IIMC Athenian Fellowship Society in Nashville, Tennessee. Since then, she has facilitated Dialogues and shared her passion for the program in Wisconsin, Illinois, Iowa, Minnesota and California. Along with her Dialogues, Anne takes the oppor-tunity to lead the participants through their personal journey of what kind of leader they are – personally and professionally. Dialogue attendees have commented on how, after sitting in on her Dialogues, they feel validated about being a Clerk, and have been caught up in the passion she feels for being an exemplary leader.

    Anne shares her passion for living and leading not only through the IIMC Athenian Dialogue program, but as a presenter to groups. Her sense of humor and real life experiences will engage participants to live, laugh and learn.
