Strategic Planning and follow-through has been the focus of our 2016/2017 Board of Directors. This is an exciting time for YOU to be a part of leading the direction and focus of the Association as we continue Strategic Planning into 2018.

• Members that have been involved and supported at least one area of the Association, such as recruiting new members, serving on committees, attending educational seminars and workshops, and any other voluntary participation.

Board of Directors Election for 2018-2019 is October 10th

Criminal activity is a concern within the apartment industry and within our community all year long. one crime alone can dramatically and immediately impact occupancy and bottom line. And because of the density of an apartment community, the potential exposure to criminal activity is naturally greater. How you respond to that potential exposure is what sets you apart!

~ A Note From the AAFW-NEI ~ A letter from our AAFW-NEI Board of Director

Make Your Associate Membership Count!

Being an Associate member of the Apartment Association of Fort Wayne & Northeast Indiana since 2004 has been a very interesting experience. Here are a few tips on making your Associate membership count!

1) Just signing up and paying your annual dues won’t do much for you.

2) A commitment to breakfast meetings monthly is how you get to know a lot about the key individuals and different organizations. Just mark your calendar for the second Tuesday of each month from 8 to 9:30 like a reoccurring sales call. Nowhere else can you meet with at least 7 other business contacts in just an hour and a half and enjoy a buffet breakfast!

3) Volunteering to be on a committee will allow you to get to know key members of the Association, gain referrals, and ensure fellow members keep you in mind for their next project.

4) Advertising in the OnSite newsletter, annual Membership Directory or online on the website consistently helps promote your goods and services.

5) Sign up to be a speaker or sponsor of a breakfast meeting or education session. Inexpensive way to capture all attendees’ attention.

6) Call on members. Be careful on your timing, and cookies / treats can go a long ways to building a relationship.

7) Regardless of how small the job may be that a maintenance supervisor or property manager asks you to look at, go and be attentive and give it your best shot. Follow up with them and understand that it takes time to build the relationship.

If any new or existing Associate member would like to discuss with me how they can take advantage of their membership, I would certainly make time to do so.

Technical Courses The five technical courses take place in the classroom, with instructors presenting core concepts and procedures. These activities will include discussions and hands-on activities, followed by online practice scenarios which allow you to play the role of a maintenance technician in realistic situations.

Electrical Maintenance & Repair October 18 & 19, 2017 • 9:00am – 4:00pm This course provides the solid foundation in electrical work that learners must have to be successful on the job, especially when working with appliances and HVAC. Content includes understanding systems and circuits; switches, receptacles, and fixtures; using meters; making diagnoses and repairs; following regulations; and safety issues.

Heating, Ventilation and Air Conditioning Maintenance & Repair November 15 & 16, 2017 • 9:00am – 4:00pm This course teaches students how various heating and air conditioning systems work, as well as how to maintain and repair these systems.

Appliance Maintenance & Repair January 24, 2018 • 9:00am – 4:00pm This course teaches students how to install, diagnose and repair the key appliances that they will encounter on the job.

Interior - Exterior Maintenance & Repair January 25, 2018 • 9:00am – 4:00pm This course gives learners what they need to know to keep the interior and exterior of the buildings on their property in excellent shape, both through repair and preventive maintenance. This course also teaches students how to perform “make-ready” activities, and gives them helpful checklists to use on the job.

Plumbing Maintenance & Repair February 21 & 22, 2018 • 9:00am – 4:00pm This course teaches students how to maintain and repair plumbing systems and fixtures. Content includes an overview of the systems; key materials and equipment; pipes, fittings, and valves; and fixtures and appliances.

CAMT integrates online coursework, in-classroom study, and hands-on learning, providing a great introduction for new maintenance professionals and a refresher for the veteran technician. It gives these professionals the knowledge and tools necessary to run an effective maintenance program and pave a career path towards success. Maintenance expenses are the single largest controllable element in any operating budget, making this course an important component for your property’s success!

Robert Stanley once told me I need to stop taking things so personally because I used to get really upset if someone was

angry or unhappy. I’ve had to tell myself that some people aren’t always necessarily mad at me, they just needed someone to vent

to and I happened to be the one there at that time.

BaCkgRoUnD Over the last two years many housing providers were having their occupancy policies challenged. The Keating memo, which has been HUD’s policy since 1998, when congress mandated that HUD adopt this as the official policy, suggests that an occupancy of two persons per bedroom, as a general rule, is reasonable under the fair housing act.

While the Keating Memo seems to establish a two-per-bedroom “safe harbor,” it goes on to recommend that when evaluating a case challenging residential occupancy standards under the Fair Housing Act, investigators should also consider “special circumstances” that may apply to the particular property or unit. The special circumstances include (1) the size of bedrooms and the unit, (2) the age of the children, (3) the configuration of unit, (4) other physicallimitations of the complex, (5) state and local laws, and (6) other relevant factors. 63 Fed.Reg. 70257.

Fair Housing advocacy groups have been interpreting the Keating Memo very broadly and have been filing complaints saying that a strict two persons per bedroom policy is a violation of fair housing laws and has a disparate impact on families with children. They have taken the position that occupancy should be determined by looking at local codes (absent of a state code). These codes tend to be overall occupancy loads of units which require a certain amount of square feet per person. When these codes are used this allows for full time occupancy in areas such as the dining and living rooms and substantially increases the overall occupancy of the units.

In order to clarify and protect members’ interest so that you are able to establish a reasonable occupancy standard to prevent overcrowding, IAA asked the state legislature to establish minimum occupancy standards, that are presumed reasonable and that align with federal guidance.

Beginning on July 1, 2017 the below state-wide occupancy standard will go into effect.

seC. 7. (a) The residential landlord-tenant statute (as defined in iC 32-31-2.9-2) does not prohibit an owner or landlord from refusing to rent a rental unit on the basis of a reasonable occupancy standard.

(b) For purposes of this section, an occupancy standard is presumed reasonable if:

(1) it permits two (2) individuals per bedroom; and (2) the owner or landlord: (a) does not include infants less than one (1) year of age in the individuals per bedroom count under subdivision (1); and

(B) increase the number of individuals per unit by considering whether the configuration of a unit includes a: (i) den; (ii) library; (iii) finished basement; or (iv) loft; that could reasonably be used as a sleeping area, unless doing so would violate applicable state and local codes, including fire codes.

(c) an owner or landlord is not required to consider a kitchen, dining room, living room, bathroom, hallway, or closet as a sleeping area.

New Report Highlights the Need for 4.6 Million

Apartments By 2030

New research from Hoyt Advisory Services, commissioned by the National Multifamily Housing Council and the National Apartment Association, paints a dire picture of apartment availability between now and 2030.

According to the report, the U.S. housing market will need 4.6 million new apartment homes across a range of price points by 2030. GlobeSt.com’s Erika Morphy writes that “apartment industry is quickly exceeding capacity.” Overall, nearly 39 million people live in apartments.

“In fact we can rewrite the entire narrative that the multifamily sector is in danger of being overbuilt,” writes Morphy. “The research has found that it will take building an average of at least 325,000 new apartment homes every year to meet demand; yet, on average, just 244,000 apartments were delivered from 2012 through 2016.”

While no markets have enough supply to meet demand, some metros fare worse than others. Paula Munger, NAA’s director of Industry Research & Analysis told Morphy that Raleigh, will need 69% more supply over the next 13 years.

“Charlotte, Austin, Vegas and Orlando -- they will need 40% or more [new supply] over what they currently have,” Munger says.

On top of the need to deliver new projects, the industry also has 11.7 million aging apartments in need of renovation. These construction and renovation projects will provide a boost to the US economy, according to NMHC Director of Research Caitlin Walter. Already, apartments and their residents contribute $1.3 trillion to the economy and generate about 12.3 million jobs annually, according to the NMHC.

HUD awards $127M for lead and other home hazardsThe U.S. Department of Housing and Urban Development (HUD) recently announced awards of more than $127M to 48 states and local government agencies for lead-based paint hazard control grant programs. The State of Indiana received $3.4M in funding to reduce lead and will be used to abate lead hazards in 240 housing units within South Bend, Fort Wayne, Gary, East Chicago, Evansville, and Indianapolis.

Familial status discrimination in housing, new charts to help guide polices

The National Apartment Association and National Multifamily Housing Council, in conjunction with nadeen green from For Rent Media Solutions, recently released several charts to assist properties with fair housing questions surrounding familial status. The charts cover swimming pool rules, curfews and supervision, and amenities. Familial status discrimination has become a focus of testers and advocates in Indiana so the charts should be used to aid owners and operators when evaluating their policies.
